क्रमांक खाक्षेस.२००४/प्र.क्र.२६९/रस्ते-८.—ज्याअर्थी, महाराष्ट्र शासनाने दिनांक २३ फेब्रुवारी २००१ रोजी शासन निर्णय नियोजन विभाग क्रमांक.पासुस.२०००/प्र.क्र.२३/का-१४७४(१), अन्वये नागपूर शहर एकात्मिक रस्ते विकास योजनेमधील सोबतच्या अनुसूची-२ मध्ये नमूद केलेली कामे शासन निर्णयात नमूद केलेल्या कालावधी व अटी व शर्तीस अधीन राहून "बांधा, वापरा व हस्तांतरित करा" तवावर पार पाडण्यासाठी महाराष्ट्र राज्य रस्ते विकास महामंडळ मर्यादित यांस उद्योजक म्हणून घोषित केले आहे ;
आणि ज्याअर्थी, महाराष्ट्र शासनाने दिनांक ३० नोव्हेंबर २००२ रोजी निर्गमित केलेल्या शासन अधिसूचना सार्वजनिक बांधकाम विभाग क्रमांक खाक्षेस.२००२/प्र.क्र.१०७/रस्ते-९ अन्वये मुंबई मोटार वाहन कर अधिनियम, १९५८ (१९५८ चा मुंबई ६५) याच्या कलम २० ची पोट-कलमे (१-अ), (१-ब), (१-क), (१-ड) आणि (१-इ) द्वारे प्रदान करण्यात आलेल्या अधिकारांचा वापर करून खाजगीकरणाच्या माध्यमातून "बांधा, वापरा व हस्तांतरित करा" या योजनेतून नागपूर शहरातील नव्याने बांधण्यात आलेले रस्ते, पूल, उड्डाणपुलाच्या पोचमार्गासह बांधलेले उड्डाणपूल, रस्त्याचे भाग, पोचमार्गासह बांधलेले वळण मार्ग, भुयारी मार्ग आणि रेल्वे उड्डाणपूल/ रेल्वे खालील पूल यांची करण्यात येणारी बांधणी, पुनबार्ंधणी, सुधारणा

भाग चार-ब-४३०-----------१२ महाराष्ट्र शासन राजपत्र असाधारण भाग चार-ब, डिसेंबर ११, २०१९/अग्रहायण २०, शके १९४१ किंवा दुरूस्ती किंवा नागपूर शहर एकात्मिक रस्ते विकास कार्यक्रमाचा भाग असलेल्या (सदर अधिसूचनेच्या अनुसूची-२ मध्ये विशेषत्वाने सविस्तर रित्या वर्णन केल्याप्रमाणे) व कलम २० च्या प्रयोजनासाठी साकल्याने एकच मानण्यात आलेल्या कामाच्या समूहाचा वापर करणाया वाहनांवर आणि वाहनांकडून ओढून नेल्या जाणाया अनुयानांवर अनुसूची-१ च्या स्तंभ (३) मध्ये त्यांच्यासमोर विर्िनदिष्ट केलेल्या दराने व कालावधीसाठी—
(१) नागपूर-काटोल रस्ता, राज्य मार्ग २४८ वरील जकात नाक्याजवळ, (२) नागपूर-उमरेड रस्ता प्रमुख राज्य मार्ग क्रमांक ९ वरील जकात नाक्याजवळ, (३) नागपूर-हिंगणा रस्ता राज्य मार्ग २५५ वरील अभियांत्रिकी महाविद्यालयाजवळ, (४) हिंगणा रस्ता ते अमरावती रस्ता यामधील रिंग रोडवरील वाडी जंक्शन येथे बांधण्यात आलेल्या पथकर स्थानकांवर दिनांक १ डिसेंबर २००२ ते दिनांक ३० नोव्हेंबर २००५ पयर्ंत पथकर गोळा करण्यात येत होता ; आणि ज्याअर्थी, महाराष्ट्र शासनाकडून वर निर्देशित अधिनियमांतर्गत दिनांक ५ जून २००७ रोजी निर्गमित केलेल्या शासन अधिसूचना सार्वजनिक बांधकाम विभाग क्रमांक खाक्षेस-२००४/प्र.क्र.२६९/रस्ते-८ द्वारे अनुसूची-१ च्या स्तंभ (२) मध्ये सविस्तर रित्या वर्णन केल्याप्रमाणे वाहनांवर आणि वाहनांकडून ओढून नेल्या जाणाया अनुयानांवर अनुसूची-१ च्या स्तंभ (३) मध्ये त्यांचेसमोर विर्िनदिष्ट केलेल्या दराने निर्देशित विविध रस्त्यांच्या (१) नागपूर - काटोल रस्ता, राज्य मार्ग २४८ वरील जकात नाक्याजवळ, (२) नागपूर - उमरेड रस्ता प्रमुख राज्य मार्ग क्रमांक ९ वरील जकात नाक्याजवळ, (३) नागपूर-हिंगणा रस्ता राज्य मार्ग २५५ वरील अभियांत्रिकी महाविद्यालयाजवळ, (४) हिंगणा रस्ता ते अमरावती रस्ता यामधील रिंग रोडवरील वाडी जंक्शन, (५) वाडी ते काटोल रस्त्यावरील किलोमीटर १/२०० येथील जकात नाका येथील पथकर स्थानकांवर दिनांक १ डिसेंबर २००५ ते दिनांक ३१ डिसेंबर २०१४ पयर्ंत पथकर लावण्यात आला होता ;
आणि ज्याअर्थी, महाराष्ट्र शासनाकडून वर निर्देशित अधिनियमांतर्गत दिनांक २३ जानेवारी २०१५, दि. ०२ जानेवारी २०१६, दि.३१ डिसेंबर २०१६, दि.२० डिसेंबर २०१७ व दि.२१ डिसेंबर २०१८ रोजी निर्गमित केलेल्या शासन अधिसूचना सार्वजनिक बांधकाम विभागाद्वारे अनुसूची-१ च्या स्तंभ (२) मध्ये सविस्तर रित्या वर्णन केल्याप्रमाणे वाहनांवर आणि वाहनांकडून ओढून नेल्या जाणाया अनुयानांवर अनुसूची-१ च्या स्तंभ (३) मध्ये त्यांचेसमोर विर्िनदिष्ट केलेल्या दराने निर्देशित वरीलप्रमाणे विविध रस्त्यांवर दिनांक ३१ डिसेंबर २०१९ पयर्ंत पथकर लावण्यात आला आहे ;
आणि ज्याअर्थी, महाराष्ट्र शासनाने विविध रस्त्यांवर अनुसूची-१ च्या स्तंभ (२) मध्ये सविस्तर रित्या वर्णन केल्याप्रमाणे वाहनांवर आणि वाहनांकडून ओढून नेल्या जाणाया अनुयानांवर अनुसूची-१ च्या स्तंभ (३) मध्ये त्यांचेसमोर विर्िनदिष्ट केलेल्या दराने पथकर लागू करून तो वरील पथकर स्थानकांवर गोळा करणे शासनास उपयुक्त राहील याकरिता मुदत वाढवून ती दि.३१ डिसेंबर २०२० पयर्ंत करणे आवश्यक आहे.
त्याअर्थी, आता, मुंबई मोटार वाहन कर अधिनियम, १९५८ (१९५८ चा मुंबई ६५), याच्या कलम २० ची पोट-कलमे (१-अ), (१-ब), (१-क), (१-ड) आणि (१-इ) द्वारे प्रदान करण्यात आलेल्या अधिकारांचा वापर करून महाराष्ट्र शासन याद्वारे घोषित करते की, सोबतच्या अनुसूची-१ च्या स्तंभ (२) मध्ये सविस्तर रित्या वर्णन केल्याप्रमाणे वाहनांवर आणि वाहनांकडून ओढून नेल्या जाणाया अनुयानांवर अनुसूची-१ च्या स्तंभ (३) मध्ये त्यांचेसमोर विर्िनदिष्ट केलेल्या दराने व कालावधीसाठी बांधण्यात आलेल्या पथकर स्थानकांवर दि.०१ जानेवारी २०२० ते दि.३१ डिसेंबर २०२० या कालावधीसाठी पथकर बसविण्यात येत आहे.

टिप्पणी:-
(१) पथकराच्या दरात खालीलप्रमाणे सवलती देण्यात येतील :–
(अ) एखाद्या वाहनधारकाने ५० किंवा १०० कूपन्स असलेली पथकर पुस्तिका आगाऊ खरेदी केल्यास त्यास पुस्तिकेच्या किमतीमध्ये अनुक्रमे २५ टक्के व ५० टक्के, सवलत देण्यात येईल.
(ब) वारंवार प्रवास करणाया वाहनांसाठी परतीच्या प्रवासाचे व दैनिक पासाचे दर हे त्या वाहनाच्या एकेरी प्रवास दराच्या अनुक्रमे दीड पट व अडीच पट राहतील. परतीच्या प्रवासाचा पास व दैनिक पास हा ज्या दिवशी पास काढला जाईल त्या दिवशीच्या रात्री १२-०० वाजेपयर्ंत ग्रा राहील.
(क) मासिक पासाचे दर एकेरी प्रवास दराच्या ५० पट राहतील.
(२) उपरोल्लिखित कोणत्याही दोन पथकर नाक्यांवरून सहा तासांच्या आत वाहन जात असेल तर त्या वाहनांस फक्त एकदाच पहिल्या पथकर नाक्यावर पथकर दयावा लागेल.
(३) खालील वाहनांना पथकरातून सूट देण्यात येईल :–
(१) केंद्र व राज्य शासकीय वाहने. (२) लष्करी वाहने. (३) पोलिस दलाची वाहने.

(७) टपाल व तार खात्याची वाहने. (८) लोकसभा व राज्यसभेचे विद्यमान सदस्य तसेच महाराष्ट्र विधानसभा व महाराष्ट्र विधानपरिषदेचे विद्यमान सदस्य प्रवास करीत असलेली वाहने.
(९) महाराष्ट्रातील माजी संसद सदस्य व माजी महाराष्ट्र विधानसभा सदस्य किंवा माजी महाराष्ट्र विधान परिषद सदस्य प्रवास करीत असलेली वाहने.
(१०) महाराष्ट्र राज्य परिवहन महामंडळाच्या बसेस (एस.टी.) (११) स्कूल बसेस
(४) या प्रयोजनांकरिता उपरोल्लिखित पथकर नाक्यांवर पथकराची संपूर्ण रक्कम वसूल करण्याचा आणि ठेवून घेण्याचा हक्क महाराष्ट्र राज्य रस्ते विकास महामंडळ मर्यादित, मुंबई यांना प्रदान करण्यात आला आहे.

NOTIFICATION
MAHARASHTRA MOTOR VEHICLES TAX ACT.
No. PPP 2004/C.R.269/Road–8.—Whereas the Government of Maharashtra has, vide the Government Resolution, Planning Department, Nos. Pasus-2000/C.R.23/Ka.1474(1), dated the 23rd February 2001, declared the Maharashtra State Road Development Corporation Limited as an entrepreneur to carry out the work of the Nagpur City Integrated Road Development Programme to complete the works mentioned in the Annexure 'A' appened thereto under the Build, Operate and Transfer (BOT) Scheme within the period and subject to the terms and conditions mentioned thereunder ;
And whereas, the Government of Maharashtra has, vide the Government Notification, Public Works Department, No. PSP-2002/CR-107/Road-9, dated the 30th November 2002, issued in exercise of the powers conferred by sub-sections (1-A), (1-B), (1-C), (1-D) and (1-E) of section 20 of the Maharashtra Motor Vehicles Tax Act (LXV of 1958), levied and collected the toll on the classes of motor vehicles specified in column (2) of the Schedule I appended thereto and on the trailors drawn by such motor vehicles passing over any of the bridges, flyover bridges, railway over or under bridges including the approach roads thereto, subways, sections of roads or by passes situated within or on the periphery of the City of Nagpur which were being newly constructed, re-constructed, improved or repaired, or which form a part of Nagpur City Integrated Road Development Programme (more particularly described in Schedule II appened to the said notification), the cluster of which was declared as one single entity for the purposes of the said section 20, under the Build, Operate and Transfer (BOT) Scheme, at the rates and for the periods respectively, specified against each of the said vehicles in column (3) of the said Schedule I, at the toll collection centers constructed on (1) Nagpur–Katol Road, State Highway Number 248, Near Octroi Naka, (2) On Nagpur–Umred Road, Major State Highway Number 9, Near Octroi Naka, (3) On Nagpur–Hingna Road, State Highway Number 255, Near Engineering College and (4) On Ring Road, between Hingana Road to Amravati Road Near Wadi Junction, with effect from the 1st December 2002 to 30th November 2005 ;
And whereas, the Government of Maharashtra has, vide Government Notification, Public Works Department, No.PSP-2004/CR-269/Road-8, dated the 5th June 2007, issued under the said Act, levied the toll on the said classes of motor vehicles passing over the above mentioned cluster of roads, etc at the toll collection centers constructed on (1) Nagpur–Katol Road, State Highway Number 248, Near Octroi Naka, (2) On Nagpur–Urmed Road, Major State Highway Number 9, Near Octroi Naka, (3) On Nagpur–Hingna Road State Highway Number 255, Near Engineering College, (4) On Ring Road, between Hingana Road to Amravati Road Near Wadi Junction and (5) On Wadi- Katol Road at Kilometre 1/200 near Octroi Naka, with effect from the 1st December 2005 to 31st December 2014 ;
भाग चार-ब-४३०-----------२१० महाराष्ट्र शासन राजपत्र असाधारण भाग चार-ब, डिसेंबर ११, २०१९/अग्रहायण २०, शके १९४१ And whereas, the Government of Maharashtra has, vide the Government Notifications, Public Works Department, dated 23rd January 2015, 2nd January 2016, 31st December 2016, 20th December 2017 and 21st December 2018 issued under the said Act, levied the toll on the said classes of motor vehicles passing over the above mentioned cluster of roads, etc. at the above referred toll collection centers upto the 31st December 2019;
And whereas, the Government of Maharashtra considers it expedient to levy and collect the toll on the said classes of motor vehicles passing over the above mentioned cluster of roads, etc. up to the 31st December 2020;
Now, therefore, in exercise of the powers conferred by sub-sections (1-A), (1-B), (1-C), (1-D) and (1-E) of section 20 of the Maharashtra Motor Vehicles Tax Act (LXV of 1958), the Government of Maharashtra hereby declares that, the toll shall be levied, on the classes of motor vehicles specified in column (2) of the Schedule I appended hereto and on the trailors drawn by such motor vehicles passing over cluster of roads, etc., more particularly described in Schedule II appended hereto which has been declared as one single entity for the purposes of section 20 of the said Act, at the rates specified against each of the said vehicles in column (3) of the said Schedule I, and collected at the said toll collection centers with effect from the 1st January 2020 to the 31st December 2020.

Notes .—
(1) Concession in rates of toll are as given below, namely :—
(a) If a vehicle user purchases a toll coupon book in advance containing 50 or 100 coupons, he shall be given a discount of 25 per cent., and 50 per cent, respectively.
(b) The rates of return journey pass and daily pass of the frequently plying vehicles shall be one and a half times and two and a half times of their respective one way travel rates. Return journey pass and daily pass will be valid upto 12-00 midnight for the day of issuing the pass.
(c) The rates of monthly passes will be 50 times of their respective one way travel rates.
(2) Vehicles passing through any two of the above toll collection centres within six hours, shall be required to pay toll charges only once at the first toll collection centre.
(3) The following types of motor vehicles are exempted from payment of toll, namely :—
(i) Central and State Government Vehicles.
(ii) Defence Vehicles.
(iii) Police Vehicles.
(iv) Fire Fighting Vehicles.
(v) Ambulances.
(vi) Hearses.
(vii) Vehicles of Post and Telegraph Department.
(viii) Vehicle carrying sitting members of Parliament, Maharashtra Legislative Assembly and Maharashtra Legislative Council.
(ix) Vehicle in which ex-members of Parliament, Maharashtra Legislative Assembly and Maharashtra Legislative Council are travelling.
(x) Buses of the Maharashtra State Road Transport Corporation (ST).
(xi) School Buses.
(4) For the purposes of this notification, the Maharashtra State Road Development Corporation Limited, Mumbai, is authorized to collect the toll at the above mentioned toll collection centres for the above mentioned period and retain the amount of the toll.
