(मुंबई महानगरपालिका अधिनियमान्वये प्रभाग क्र. १४१ करिताच्या रिक्त पदाची पोट निवडणूक – जानेवारी, २०२०)
१. मुंबई महानगरपालिकेच्या प्रभाग क्र. १४१ करिता गुरुवार दिनांक ०९ जानेवारी, २०२० रोजी निवडणूक लढविली जात आहे. मुंबई महापालिका अधिनियम कलम २७(२) अन्वये आवश्यक असल्याप्रमाणे मी, याद्वारे प्रभाग क्र.१४१ मधून अंतिमरीत्या निवडणूक लढविणाया सर्व उमेदवारांची नावे, त्यांचे निवासी पत्ते, राजकीय पक्षाचे नाव, निवडणूक चिन्ह व इतर तपशील याद्वारे प्रसिद्ध करीत आहे. प्रभाग क्र. १४१ मधून एक नगरसेवक निवडावयाचा आहे.
२. बृहन्मुंबई क्षेत्रातील प्रभाग क्र. १४१ च्या प्रभाग क्षेत्रामधील सर्व मतदान केंद्रावर एकाच वेळी गुरुवार, दिनांक ०९ जानेवारी, २०२० रोजी सकाळी ०७.३० ते सायंकाळी ०५.३० वाजेपयर्ंत मतदान घेतले जाईल. या मतदान केंद्राची यादी प्रसिद्ध झाली असून, सोमवार, दि. ९ डिसेंबर २०१९ पासून मध्यवर्ती मतदान केंद्र, निवडणूक निर्णय अधिकारी यांचे कार्यालय, एम-पूर्व , पोटनिवडणूक प्रभाग क्र. १४१, देवनार कॉलनी, मनपा शाळा क्र. ०१, गोवंडी (पश्चिम), मुंबर्ई ४०० ०४३ येथे निरीक्षणाकरिता व विक्रीकरिता ठेवली आहे.
३. मतदान केंद्राध्यक्ष व त्यांनी प्राधिकृत केलेले मतदान अधिकारी यांचे समक्ष मतदारांची फोटो ओळखपत्रे किंवा राज्य निवडणूक आयोगाच्या दिनांक ०८ नोव्हेंबर २०११ रोजीच्या परिपत्रकात नमूद केलेल्या १७ कागदपत्रांपैकी कोणतेही एक कागदपत्र सादर करणे सापेक्ष सदर मतदारास इलेक्ट्रॉनिक मतदान यंत्रावर मतदान करण्याची परवानगी दिली जाईल.
४. एखादा मतदार निरक्षरतेमुळे, शारिरीक व अन्य अंपगत्वामुळे, विहित पद्धतीने मतदान करण्यास असमर्थ असल्यास, मतदान केंद्रातील मतदान केंद्राध्यक्ष त्याला आवश्यक ती मदत पुरवतील.
५. फक्त उमेदवार आणि त्यांच्यावतीने प्राधिकृत केलेल्या मतदान प्रतिनिधींना मतदान केंद्रात प्रवेश करण्यास अनुमती दिली जाईल. परंतु, स्वतः त्याचा / तिचा मताधिकार बजाविण्याव्यतिरि कोणीही उमेदवार वा मतदान प्रतिनिधीला मतदान कक्षात प्रवेश दिला जाणार नाही. तथापि ज्यांना राज्य निवडणूक आयोगाने प्राधिकृत केले आहे अशांना मतदान केंद्रात प्रवेश दिला जाईल.

भाग दोन-१---१महाराष्ट्र शासन राजपत्र, असाधारण भाग दोन, जानेवारी ३, २०२०/पौष १३, शके १९४१ २ ६. मुंबई महापालिका अधिनियम कलम २७ ए (मतदान केंद्रामध्ये किंवा मतदान केंद्राच्या आसपास किंवा जवळ मत प्रचारास मनाई), २७ ए ए ( मतदानाच्या दिवशी सार्वजनिक सभांना मनाई), २७ बी (मतदान केंद्रामध्ये वा जवळ गैरवर्तणुकीसाठी शास्ती), २७ सी (मतदान केंद्रात गैरवर्तणुकीसाठी शास्ती) २८ ए (मतदानाची गुप्तता राखणे), २८ बी (उमेदवारासाठी किंवा मतदानावर प्रभाव टाकण्यासाठी अधिकारी इत्यादींनी कोणतेही कृत्य न करणे), २८ सी (निवडणुकीसंबंधाने कार्यालयीन कर्तव्याचा भंग करणे हा एक गुन्हा आहे.) २८ ई (अन्य अपराध व त्याबाबत शास्ती), २८ एफ (भ्रष्टाचार म्हणजे काय?) २८ जी (भ्रष्टाचार, फौजदारी अपराध आणि त्याच्या कार्यपद्धती) यांच्याकडे उमेदवारांचे / मतदाराचे लक्ष वेधण्यात येत आहे.
७. मतमोजणी शुक्रवार, दिनांक १० जानेवारी २०२० रोजी सकाळी १०.०० वाजता घेतली जाईल. मतमोजणी केंद्रांचे पत्ते निवडणूक निर्णय अधिकारी यांचेकडे आहेत.
८. उमेदवार आणि त्यांचे मतमोजणी प्रतिनिधी यांना निवडणूक निर्णय अधिका-यांनी पुरविलेले बिल्ले लावल्याशिवाय मतमोजणी केंद्रात प्रवेश दिला जाणार नाही.
मुंबई महानगरपालिका अधिनियमाच्या कलम १०, २८ (के) आणि ३२ च्या तरतुदीन्वये आवश्यक असल्याप्रमाणे, सोमवार दिनांक १३ जानेवारी २०२० रोजी वा तत्पूर्वी निवडून आलेल्या उमेदवारांची यादी त्यांना मिळालेल्या वैध मतासह शासन राजपत्रात प्रसिद्ध केली जाईल. तसेच सदर नावे बृहन्मुंबई महानगरपालिका निवडणूक कार्यालय, जे.बी.शाह मंडई इमारत, चौथा मजला युसुफ मेहेरअली मार्ग, मस्जिद बंदर, मुंबई ४०० ००९ येथे नोटीस बोर्डावर प्रर्दशित केली जाईल.

Bye–Election January 2020 of Councillors for Ward No. 141 under the
Mumbai Municipal Corporation Act.
NOTIFICATION

1. The election for the Ward No. 141 is being contested on 9th day of January, 2020. I, therefore hereby publish the names of all the contesting candidates with their respective abodes, names of the political party, symbols and descriptions in respect of the Ward No. 141 as required under Section 27(2) of Mumbai Municipal Corporation Act. One Councillor is to be elected from Ward No. 141.
2. The poll will be taken on Thursday, the 9th day of January, 2020 from 07-30 am to 05-30 pm at all the polling stations in election Ward No. 141 area simultaneously. A list of such Polling stations are published and are kept for the inspection and for sale at the Central Polling Station, Office of the Returning Officer, M-East, Bye Election Ward No. 141, Deonar Colony, B.M.C. School No. 01, Govandi (West), Mumbai- 400 043 from Monday, the 9th December, 2019.
3. A voter will be allowed to vote on Electronic Voting machine subject to identification of voter and production of photo identity card or any document out of 17 documents mentioned in the Circular dated 8th November, 2011 of State Election Commission before the Presiding Officer or Polling Officer authorized by him in this behalf.
4. The Presiding Officer at the Polling Station will give such assistance as may be required to any voter who by reason of illiteracy, physical or other disability is unable to vote in the manner prescribed.
5. Only the candidates and their polling agents duly authorised in their behalf will be allowed to enter the polling station. But no candidate or polling agents will be allowed to enter in voting compartment where a voter cast his/her vote, except when exercising his/her own right of voting.
6. The attention of candidates and voters is invited to section 27-A (Prohibition of canvassing in or around near Polling Station), 27-AA (Prohibition of public meeting on the day of Poll), 27-B (Penalty for disorderly conduct in or near Polling Station), 27-C (Penalty for misconduct at Polling Stations) 28-A (Maintenance of secrecy of voting), 28-B (Officers etc. At Election not to act for candidates or influence voting and penalties therefore), 28-C (Breach of Official duty in connection with elections to be an offence.), 28-F ( What is a corrupt practice), 28-G (Corrupt practices, criminal offences and procedure) of the Mumbai Municipal Corporation Act.
7. The counting of votes will be undertaken on Friday, the 10th day of January, 2020 from 10-00 a.m. onwards. The address of counting place will be published at respective Returning Officer's office.
8. Candidates and their counting agents will not be allowed to enter the counting places without wearing necessary badge supplied by the Returning Officers.
