क्रमांक वियो/ नरयो -२ , ३ , ४ , ५/प्र . क्र. ६३.६६/शाखा -१/२६४१/२०२०. - ज्याअर्थी, पुणे महानगर प्रदेश विकास प्राधिकरणाने महाराष्ट्र प्रादेशिक नियोजन व नगर रचना अधिनियम , १ ९ ६६ ( यापुढे " उक्त अधिनियम " असे उल्लेखिलेले) चे कलम ६० (१ ) अन्वये असलेल्या अधिकारांचा वापर करून पुणे महानगर प्रदेशातील नकाशात दाखविलेल्या क्षेत्रासाठी : ( १ ) वडाचीवाडी नगर रचना योजना क्रमांक २ , (२) औताडे- हांडेवाडी नगर रचना योजना क्रमांक ३ , ( ३ ) होळकरवाडी नगर रचना योजना क्रमांक ४ , ( ४) होळकरवाडी नगर रचना योजना क्रमांक ५ (यापुढे " उक्त योजना " असे उल्लेखिलेल्या) तयार करावयाचा इरादा दिनांक १७ नोव्हेंबर २०१८ रोजीच्या पुणे महानगर प्रदेश विकास प्राधिकरण सभा ठराव क्रमांक १ अन्वये जाहीर केलेला असून , त्यासंबंधीची उद्घोषणा दिनांक एप्रिल २० नोव्हेंबर २०१८ च्या महाराष्ट्र शासन राजपत्र , पुणे विभाग , असाधारण भाग एकमध्ये पृष्ठ १८ वर तसेच दैनिक लोकमत व दि हिंदुस्थान टाइम्स या वृत्तपत्रांमध्ये दिनांक १ ९ नोव्हेंबर २०१८ रोजी अनुक्रमे मराठी व इंग्रजीमध्ये प्रसिद्ध झालेली आहे ;

आणि ज्याअर्थी, उक्त अधिनियमाच्या कलम ४० (१ ) (घ) अन्वये शासन नगर विकास विभागाची अधिसूचना क्रमांक टीपीएस -१८१७/ प्र. क्र. १७३ /१७ /नवि-१३ , दिनांक १८ जानेवारी २०१८ नुसार पुणे महानगर क्षेत्र " अधिसूचित क्षेत्र " म्हणून विनिर्दिष्ट करून सदर क्षेत्रासाठी पुणे महानगर प्रदेश विकास प्राधिकरणाची " विशेष नियोजन प्राधिकरण " म्हणून सदर प्राधिकरणाच्या स्थापनेपासून (दिनांक ३१ मार्च २०१५ ) नियुक्ती करण्यात आली आहे ;

आणि ज्याअर्थी, पुणे महानगर प्रदेश विकास प्राधिकरणाने संचालक , नगर रचना , महाराष्ट्र राज्य , पुणे यांचेशी विचारविनिमय करून उक्त नगर रचना योजना तयार केलेली आहे व संचालक , नगर रचना, महाराष्ट्र राज्य, पुणे यांनी उक्त अधिनियमातील कलम ६१ (१) अन्वये प्रारूप नगर रचना योजना प्रसिद्ध करण्याची कार्यवाही करण्यास दिनांक २ एप्रिल २०१ ९ रोजीच्या पत्रान्वये हरकत नसल्याचे कळविले आहे ;

आणि ज्याअर्थी , उक्त अधिनियमाच्या कलम ६१ (१ ) अन्वये उक्त प्रारूप नगर रचना योजना , पुणे महानगर प्रदेश विकास प्राधिकरण ठराव क्रमांक १ , दिनांक १४ जून २०१ ९ अन्वये प्राधिकरण कार्यालयामध्ये प्रसिद्ध करण्यात आलेली असून त्यासंबंधीची दिनांक १४ जून २०१ ९ रोजीची जाहीर सूचना क्रमांक विप /नरयो/क्र. २ , ३ , ४ , ५/प्र . क्र. ६० /१२-२०१७/ शाखा-१/५३५/२०१ ९ , महाराष्ट्र शासन राजपत्र , पुणे विभागीय पुरवणी, भाग- एक, दिनांक जून २० ते २६ , २०१ ९ रोजी पृष्ठे ३४ व ३५ वर तसेच दैनिक लोकमत व दि इंडियन एक्स्प्रेस या वृत्तपत्रांमध्ये दिनांक १७ जून २०१ ९ रोजी अनुक्रमे मराठी व इंग्रजीमध्ये प्रसिद्ध झालेली आहे ;

आणि ज्याअर्थी, प्रारूप नगर रचना योजना प्रसिद्ध झाल्यानंतर उक्त अधिनियमाच्या कलम ६७ (१) अन्वये विहित मुदतीत नागरिकांनी हरकती / सूचना दाखल केलेल्या आहेत ;

( पु.वि.पु. )- १ २ महाराष्ट्र शासन राजपत्र, भाग एक- असाधारण- पुणे विभागीय पुरवणी, १० जानेवारी २०२० / पौष २०, शके १ ९ ४१ आणि ज्याअर्थी, उक्त अधिनियमाच्या कलम ६८ (२) अन्वये प्रारूप नगर रचना योजना मंजूर करण्याचे शासनाचे अधिकार उक्त अधिनियमाच्या कलम १५१ अन्वये शासन , नगर विकास विभाग अधिसूचना क्रमांक टीपीएस-१८१७/९७३ /प्र . क्र. १०३/ १७ /नवि-१३ , दिनांक १३ सप्टेंबर २०१७ नुसार महानगर प्रदेश विकास प्राधिकरणाच्या महानगर आयुक्त यांना प्रदान केलेले आहेत ;

आणि ज्याअर्थी, उक्त प्रारूप नगर रचना योजना उक्त अधिनियमाच्या कलम ६८ (२) अन्वये मंजूर करण्यापूर्वी विचारविनिमयार्थ संचालक , नगर रचना , महाराष्ट्र राज्य, पुणे यांचेकडे पाठविण्यात आल्या असता त्यांनी दिनांक ८ जानेवारी २०२० रोजीच्या पत्र क्रमांक १३१, १३२ , १३३ व १३४ अन्वये काही मुद्द्यांची पूर्तता करण्याच्या अटींसह संमती दिलेली आहे.

त्याअर्थी उक्त योजना उक्त अधिनियमाच्या कलम ६१ (१) अन्वये महाराष्ट्र शासन राजपत्रात प्रसिद्ध झाल्यानंतर प्राप्त झालेल्या हरकती/सूचना/आक्षेप, संचालक, नगर रचना, महाराष्ट्र राज्य, पुणे यांनी दिलेल्या सूचना यांचा विचार करून आवश्यक तेथे दुरुस्ती / फेरफार करून शासनाने उक्त अधिनियमाच्या कलम १५१ (१) अन्वये प्रदान केलेल्या अधिकारांचा वापर करून खालील नमूद प्रारूप नगर रचना योजना उक्त अधिनियमाच्या कलम ६८ (२) अन्वये मंजूर करण्यात येत आहे .

(१ ) वडाचीवाडी प्रारूप नगर रचना योजना क्रमांक २ ,

(२) औताडे- हांडेवाडी प्रारूप नगर रचना योजना क्रमांक ३ ,

(३ ) होळकरवाडी प्रारूप नगर रचना योजना क्रमांक ४ ,

(४) होळकरवाडी प्रारूप नगर रचना योजना क्रमांक ५ .

उक्त प्रारूप योजनांचे नकाशे व अहवाल पुणे महानगर प्रदेश विकास प्राधिकरणाच्या कार्यालयात , कामकाजाच्या दिवशी , कार्यालयीन वेळेत नागरिकांच्या अवलोकनार्थ खुले ठेवण्यात आले आहेत , तसेच नागरिकांना उक्त योजनेच्या नकाशाची किंवा अहवालाची प्रत किंवा त्यातील भागाची प्रत निश्चित मूल्य ( फॉर्म-१ च्या प्रत्येक पृष्ठाकरिता रुपये १० व प्रत्येक अंतिम भूखंडाकरिता भाग नकाशा रुपये १०० याप्रमाणे) प्राधिकरण कार्यालयात जमा केल्यानंतर विक्रीसाठी उपलब्ध राहील.

BY THE METROPOLITAN COMMISSIONER AND CHIEF EXECUTIVE OFFICER, PUNE METROPOLITAN REGION DEVELOPMENT AUTHORITY, PUNE Maharashtra Regional and Town Planning Act , 1966 under Section 68 ( 2)

Notification

No. DP / TPS - 2 , 3 , 4 , 5 / CR - 63-66/ Br. - 1/2641/ 2020.-Whereas , the Pune Metropolitan Region Development Authority , Pune in accordance with the provisions of Section 60 ( 1) of the Maharashtra Regional and Town Planning Act , 1966 ( hereinafter referred to as " the said Act" ) declared its intention to prepare the following Town Planning Schemes ;

(1) Wadachiwadi Town Planning Scheme No. 2 ;

(2) Autade - Handewadi Town Planning Scheme No. 3 ;

(3) Holkarwadi Town Planning Scheme No. 4;

(4) Holkarwadi Town Planning Scheme No. 5 ;

(hereinafter referred to as " the said Schemes " ) by its Authority's Resolution No.1 , dated 17th November 2018 , and the intention to that effect has been published in Maharashtra Government Gazette, Pune Division , Extra Ordinary Part- I , dated 20th November 2018 on page 18 , and also in the local newspapers Daily Lokmat and The Hindustan Times on 19th November 2018 in Marathi and English languages respectively ;

and whereas , in accordance with the provisions of Section 40 ( 1) ( d) the Government in Urban Development Department vide Notification No. TPS - 1817/C.R.173 /17 / UD - 13 , dated 18th January 2018 has declared the Metropolitan Pune area as " Notified Area " from the date of its establishment ( i.e. dated ३ महाराष्ट्र शासन राजपत्र, भाग एक-असाधारण- पुणे विभागीय पुरवणी , १० जानेवारी २०२० / पौष २०, शके १ ९४१ 31stMarch 2015) and has appointed the Pune Metropolitan Region Development Authority as " Special Planning Authority " for this notified area ;

and whereas , the Pune Metropolitan Region Development Authority after consulting the Director of Town Planning , Maharashtra , State , Pune has prepared the said Draft Town Planning Schemes and the Director of Town Planning , Maharashtra State , Pune , has given the No Objection to publish the said Draft Town Planning Schemes under Section 61 ( 1) of the said Act , vide their letter, dated 2nd April2019;

and whereas , in accordance with Section 61 ( 1) of the said Act , the said Draft Schemes have been published in the Pune Metropolitan Region Development Authority's office vide Resolution No. 1 , dated 14th June 2019 and the Notice No. DP/ TPS - 2,3,4,5/ C.R . 60/12-2017/Br. -1/535/2019 , dated 14th June 2019 has been published in the Maharashtra Government Gazette , Pune Division Supplement , Part- I , dated June 20th to 26th , 2019 on pages 34 and 35 and also in the local newspapers daily Lokmat and The Indian Express on 17th June 2019 in Marathi and English respectively ;

and whereas , after publication of the said Draft Schemes , the public has submitted their suggestions/ objection within the prescribed time limit under Section 67 ( 1 ) of the said Act;

and whereas , the Government in Urban Development Department in exercise of the powers conferred under Section 151 of the said Act, have delegated the powers to the Metropolitan Commissioner and Chief Executive Officer of the Metropolitan Development Authorities to sanction the Draft Town Planning Schemes under section 68 (2) of the said Act vide Notification No. TPS - 1817/973/ C.R.103/17/UD - 13 , dated 13th September 2017;

and whereas , on submission for consultation prior to the sanction under Section 68 (2) by this office , the Director of Town Planning , Maharashtra State , Pune vide letter Nos . 131 , 132 , 133 and 134 , dated 8th January 2020 have consented to sanction the said Draft Town Planning Schemes under Section 68 (2) of the said Act after compliance of certain points .

Now therefore , considering the suggestions/ objections of the land owners received after publication of the said Schemes in the Official gazette under Section 61 ( 1) of the said Act and taking into consideration the opinion of the Director of Town Planning , Maharashtra State , Pune and necessary corrections / modifications have been incorporated in the said schemes and in exercise of the powers delegated under Section 151 ( 1 ) of the said Act hereby accords sanction to the following Draft Town Planning Schemes under Section 68 (2) of the said Act .

(1 ) Wadachiwadi Draft Town Planning Scheme No. 2,

(2) Autade - Handewadi Draft Town Planning Scheme No. 3 ,

(3) Holkarwadi Draft Town Planning Scheme No. 4,

(4) Holkarwadi Draft Town Planning Scheme No. 5.

Copies of the said Schemes and Plans thereof , are kept open for inspection of the public during office hours on all working days in the office of the Pune Metropolitan Region Development Authority. Copy/ copies of the plan/ plans and Scheme Books of the said Schemes or part thereof can be obtained after payment of prescribed fees ( Rs . 10 per page for Form-l and Rs . 100 per Final Plot Number for Final Plot) .
