क्रमांक संकीर्ण-२०१९/१२७/विशि-४.—विजयभूमी विद्यापीठ, रायगड अधिनियम, २०१८ (२०१८ चा महा.७७) याच्या कलम १२ ची पोट-कलमे (१) व (२) यांद्वारे प्रदान केलेल्या अधिकारांचा वापर करून, महाराष्ट्राचे राज्यपाल, याद्वारे, विजयभूमी विद्यापीठ, रायगडच्या अध्यक्ष पदाची रीत व पात्रता निकष, विहित करण्यासाठी पुढील नियम करीत आहेत :—
१. या नियमांस, विजयभूमी विद्यापीठ, रायगड (अध्यक्ष पदाची रीत व पात्रता निकष) नियम, २०२० असे म्हणावे. २. व्याख्या–
(१) या नियमांमध्ये संदर्भानुसार दुसरा अर्थ अपेक्षित नसेल तर,—
(क) "अधिनियम" याचा अर्थ, विजयभूमी विद्यापीठ, रायगड अधिनियम, २०१८ (२०१८ चा महा. ७७) असा आहे ; (ख) "नामिका" याचा अर्थ, शोध समितीने शिफारस केलेल्या पात्र व्यक्तींची सूची, असा आहे ; (ग) "शोध समिती" याचा अर्थ, नियम ५ अन्वये घटित केलेली शोध समिती असा आहे.
(२) या नियमांत वापरलेले परंतु व्याख्या न केलेले शब्द व शब्दप्रयोग यांना अधिनियमात अनुक्रमे जे अर्थ नेमून देण्यात आले असतील तेच अर्थ असतील. ३. नियम ७ ला अधीन राहून, पहिल्या अध्यक्षाची, शासनाच्या मान्यतेने प्रायोजक मंडळाकडून नेमणूक करण्यात येईल.
भाग चार-ब–६६–१
(१)
२ महाराष्ट्र शासन राजपत्र असाधारण भाग चार-ब, मार्च २, २०२०/फाल्गुन १२, शके १९४१४. नियम ३ मध्ये तरतूद केली असल्याखेरीज, नंतरच्या अध्यक्षाची नेमणूक करण्यासाठी सुयोग्य व्यक्तींची शिफारस करण्याकरिता प्रायोजक मंडळाने घटित केलेली एक शोध समिती असेल.
५. शोध समितीमध्ये पुढील सदस्यांचा समावेश असेल :–
(एक) उच्च न्यायालयाचा एक सेवानिवृत्त न्यायाधीश किंवा उच्च न्यायालयाचा न्यायाधीश म्हणून नियुक्ती करण्यास पात्र असलेली एखादी व्यक्ती - अध्यक्ष ;
(दोन) विद्यापीठाशी संबंधित नसलेली जी प्रख्यात शिक्षणतज्ज्ञ आहे किंवा प्रशासक आहे अशी एक व्यक्ती - सदस्य ; (तीन) जी प्रायोजक मंडळाची सदस्य आहे अशी एक व्यक्ती - सदस्य;
६. शोध समिती, प्रायोजक मंडळाच्या विचारार्थ, तीन पेक्षा कमी नसेल इतक्या व्यक्तींच्या एका नामिकेची शिफारस करील. नामिकेत समावेश असलेल्या प्रत्येक व्यक्तीच्या सुयोग्यतेबाबतची सविस्तर लेखी माहिती अहवालासोबत जोडण्यात येईल.
७. अध्यक्षाच्या नियुक्तीसाठी शोध समितीने शिफारस करावयाच्या व्यक्तीसाठी पात्रता निकष, पुढीलप्रमाणे असतील :—
(क) वयाची पस्तीस वर्षे पूर्ण केलेली असावीत; (ख) मान्यताप्राप्त संस्थेमधून कोणत्याही विद्याशाखेतील पदव्युत्तर- पदवी धारण केली असावी ; (ग) तिच्या स्वत:च्या उदाहरणातून नेतृत्व देण्यास सक्षम असावी ; (घ) संस्थेच्या बांधणीसाठी प्रबल कुशाग्र बुद्धी असावी ; (ड.) ती, विद्याथ्यार्ंच्या व समाजाच्या हितार्थ दृष्टिकोन देण्यास सक्षम असावी आणि तिच्याकडे तो वास्तवात आणण्याची योग्यता असावी ;
(च) जागतिक दर्जाची शैक्षणिक संस्था उभारण्याची बांधीलकी असावी ; (छ) उद्योग, संशोधन, समुपदेशन (सल्ला), समाज कार्य, कायदा, शिक्षण, आरोग्य किंवा कल्याणकारी कार्यक्रम या क्षेत्रातील अनुभव असावा. ८. प्रायोजक मंडळाला, प्रायोजक मंडळाच्या बैठकीत, साध्या बहुमताने ठराव संमत करून, नामिकेत समाविष्ट असलेल्या व्यक्तींपैकी एका व्यक्तीची विद्यापीठाचा अध्यक्ष म्हणून नियुक्ती करता येईल.
९. प्रायोजक मंडळाला, एकतर त्याच शोध समितीकडून किंवा या प्रयोजनासाठी घटित केलेल्या एखाद्या नवीन शोध समितीकडून नवीन नामिका मागवता येईल.
१०. अध्यक्षाच्या अटी व शर्ती, नियम ८ मध्ये नमूद केल्याप्रमाणे, व्यवस्थापन समितीच्या बैठकीत प्रायोजक मंडळाकडून ठरविण्यात येतील त्याप्रमाणे असतील.
११. अध्यक्ष, प्रायोजक मंडळाकडून, वेळोवेळी ठरविण्यात येतील असे मानधन, खर्च व भत्ते मिळण्यास हक्कदार असेल. १२. अध्यक्षास, एक महिन्याची लेखी नोटीस दिल्यानंतर, प्रायोजक मंडळास उद्देशून त्याच्या स्वाक्षरीने, आपल्या पदाचा लेखी राजीनामा देता येईल आणि प्रायोजक मंडळाने त्याचा राजीनामा स्वीकृत केल्यावर किंवा उक्त नोटिशीची मुदत संपल्याच्या तारखेपासून, यापैकी जे आधी घडेल तेव्हापासून त्याचे पदधारण करण्याचे समाप्त करील.

VIJAYBHOOMI UNIVERSITY, RAIGAD ACT, 2018.
No.Sankirn-2019/C.R.127/Vishi-4.—In exercise of the powers conferred by sub-sections (1) and (2) of section 12 of the Vijaybhoomi University, Raigad Act, 2018 (Mah. LXXVII of 2018), the Government of Maharashtra hereby makes the following rules to prescribe the manner and eligibility criteria for the post of President of the Vijaybhoomi University, Raigad, namely :—
1. These rules may be called the Vijaybhoomi University, Raigad (manner and eligibility criteria for the post of President) Rules, 2020.
2. Definitions.-
(1) In these rules, unless the context otherwise requires,-
(a) "Act" means the Vijaybhoomi University, Raigad Act, 2018 (Mah. LXXVII of 2018);
(b) "Panel" means a list of eligible person recommended by the Search Committee;
(c) "Search Committee" means the Search Committee constituted under rule 5.
(2) Words and expressions used but not defined in these rules shall have the meanings respectively assigned to them in the Act.
3. Subject to rule 7, the first President shall be appointed by the sponsoring body with the approval of the Government.
4. Save as provided in rule 3, there shall be a Search Committee constituted by the sponsoring body to recommend suitable persons for appointment of the subsequent President.
5. The Search Committee shall consist of the following members, namely :—
(i) a retired High Court Judge or a person eligible to be appointed as High Court Judge– Chairperson ;
(ii) a person who is an eminent educationist or administrator, not connected with the University– Member ;
(iii) a person who is a member of the sponsoring body - Member.
6. The Search Committee shall recommend a panel of not less than three persons for consideration of the sponsoring body. The report shall be accompanied by a detail write up on suitability of each person included in the panel.
7. Eligibility criteria for a person to be recommended by the Search Committee for appointment of President shall,-—
(a) have completed the thirty five years of age;
(b) possess post-graduate degree in any discipline from the recognized institute;

(d) have strong acumen for institution building;
(e) be able to provide vision and have ability to translate the same into reality in the interest of students and society;
(f) have commitment to build a world class educational institution;
(g) have experience in the field of industry, research, consultancy, social work, law, education, health or welfare activities.
8. The sponsoring body may appoint one of the persons included in the panel, to be the President of the University by passing a resolution in the meeting of the sponsoring body by simple majority.
9. The sponsoring body may call fresh panel either from the same Search Committee or from a new Search Committee constituted for the purpose.
10. The terms and conditions for the President shall be such as may be decided by the sponsoring body, in the meeting of the Managing Committee, as mentioned in rule 8.
11. The President shall be entitled to receive such honorarium, expenses and allowances as may be decided by the sponsoring body, from time to time.
12. The President may, by writing under his signature addressed to the sponsoring body, after giving one month's notice, resign from his office and shall cease to hold his office on the acceptance of his resignation by the sponsoring body or from the date of expiry of the said notice period, whichever is earlier.

१०. अध्यक्षाच्या अटी व शर्ती, नियम ८ मध्ये नमूद केल्याप्रमाणे, व्यवस्थापन समितीच्या बैठकीत प्रायोजक मंडळाकडून ठरविण्यात येतील त्याप्रमाणे असतील.
११. अध्यक्ष, प्रायोजक मंडळाकडून, वेळोवेळी ठरविण्यात येतील असे मानधन, खर्च व भत्ते मिळण्यास हक्कदार असेल. १२. अध्यक्षास, एक महिन्याची लेखी नोटीस दिल्यानंतर, प्रायोजक मंडळास उद्देशून त्याच्या स्वाक्षरीने, आपल्या पदाचा लेखी राजीनामा देता येईल आणि प्रायोजक मंडळाने त्याचा राजीनामा स्वीकृत केल्यावर किंवा उक्त नोटिशीची मुदत संपल्याच्या तारखेपासून, यापैकी जे आधी घडेल तेव्हापासून त्याचे पदधारण करण्याचे समाप्त करील.

D. Y. PATIL UNIVERSITY, PUNE ACT, 2019.
No. Sankirn-2019/C.R.127/Vishi-4.—In exercise of the powers conferred by sub-sections (1) and (2) of section 12 of the D. Y. Patil University, Pune Act, 2019 (Mah. VI of 2019), the Government of Maharashtra hereby makes the following rules to prescribe the manner and eligibility criteria for the post of President of the D. Y. Patil University, Pune, namely :—
1. These rules may be called the D. Y. Patil University, Pune (manner and eligibility criteria for the post of President) Rules, 2020.
2. Definitions.—
(1) In these rules, unless the context otherwise requires,—
(a) "Act" means the D. Y. Patil University, Pune Act, 2019 (Mah. VI of 2019) ;
(b) "panel" means a list of eligible person recommended by the Search Committee ;
(c) "Search Committee" means the Search Committee constituted under rule 5.
(2) Words and expressions used but not defined in these rules shall have the meanings respectively assigned to them in the Act.
3. Subject to rule 7, the first President shall be appointed by the sponsoring body with the approval of the Government.
4. Save as provided in rule 3, there shall be a Search Committee constituted by the sponsoring body to recommend suitable persons for appointment of the subsequent President.
5. The Search Committee shall consist of the following members, namely:—
(i) a retired High Court Judge or a person eligible to be appointed as High Court Judge – Chairperson;
(ii) a person who is an eminent educationist or administrator, not connected with the University–Member ;
(iii) a person who is a member of the sponsoring body-Member.
6. The Search Committee shall recommend a panel of not less than three persons for consideration of the sponsoring body. The report shall be accompanied by a detail write up on suitability of each person included in the panel.
7. Eligibility criteria for a person to be recommended by the Search Committee for appointment of President shall,—
(a) have completed the thirty five years of age ;
(b) possess post-graduate degree in any discipline from the recognized institute ;
(c) be able to provide leadership by his own example ;
(d) have strong acumen for institution building ;

(g) have experience in the field of industry, research, consultancy, social work, law, education, health or welfare activities.
8. The sponsoring body may appoint one of the persons included in the panel, to be the President of the University by passing a resolution in the meeting of the sponsoring body by simple majority.
9. The sponsoring body may call fresh panel either from the same Search Committee or from a new Search Committee constituted for the purpose.
10. The terms and conditions for the President shall be such as may be decided by the sponsoring body, in the meeting of the Managing Committee, as mentioned in rule 8.
11. The President shall be entitled to receive such honorarium, expenses and allowances as may be decided by the sponsoring body, from time to time.
12. The President may, by writing under his signature addressed to the sponsoring body, after giving one month's notice, resign from his office and shall cease to hold his office on the acceptance of his resignation by the sponsoring body or from the date of expiry of the said notice period, whichever is earlier.

क्रमांक संकीर्ण-२०१९/१२७/विशि-४.— श्री बालाजी विद्यापीठ, पुणे अधिनियम, २०१९ (२०१९ चा महा.१२) याच्या कलम १२ ची पोटकलमे (१) व (२) यांद्वारे प्रदान केलेल्या अधिकारांचा वापर करून, महाराष्ट्राचे राज्यपाल, याद्वारे, श्री बालाजी विद्यापीठ, पुणेच्या अध्यक्ष पदाची रीत व पात्रता निकष, विहित करण्यासाठी पुढील नियम करीत आहेत:-
१. या नियमांस, श्री बालाजी विद्यापीठ, पुणे (अध्यक्ष पदाची रीत व पात्रता निकष) नियम, २०२० असे म्हणावे. २. व्याख्या—
(१) या नियमांमध्ये संदर्भानुसार दुसरा अर्थ अपेक्षित नसेल तर,–
(क) "अधिनियम" याचा अर्थ, श्री बालाजी विद्यापीठ, पुणे अधिनियम, २०१९ (२०१९ चा महा.१२) असा आहे ; (ख) "नामिका" याचा अर्थ, शोध समितीने शिफारस केलेल्या पात्र व्यक्तींची सूची, असा आहे ; (ग) "शोध समिती" याचा अर्थ, नियम ५ अन्वये घटित केलेली शोध समिती असा आहे.
(२) या नियमांत वापरलेले परंतु व्याख्या न केलेले शब्द व शब्दप्रयोग यांना अधिनियमात अनुक्रमे जे अर्थ नेमून देण्यात आले असतील तेच अर्थ असतील. ३. नियम ७ ला अधीन राहून, पहिल्या अध्यक्षाची, शासनाच्या मान्यतेने प्रायोजक मंडळाकडून नेमणूक करण्यात येईल. ४. नियम ३ मध्ये तरतूद केली असल्याखेरीज, नंतरच्या अध्यक्षाची नेमणूक करण्यासाठी सुयोग्य व्यक्तींची शिफारस करण्याकरिता प्रायोजक मंडळाने घटित केलेली एक शोध समिती असेल.
५. शोध समितीमध्ये पुढील सदस्यांचा समावेश असेल :—
(एक) उच्च न्यायालयाचा एक सेवानिवृत्त न्यायाधीश किंवा उच्च न्यायालयाचा न्यायाधीश म्हणून नियुक्ती करण्यास पात्र असलेली एखादी व्यक्ती-अध्यक्ष ;
(दोन) विद्यापीठाशी संबंधित नसलेली जी प्रख्यात शिक्षणतज्ज्ञ आहे किंवा प्रशासक आहे अशी एक व्यक्ती - सदस्य ; (तीन) जी प्रायोजक मंडळाची सदस्य आहे अशी एक व्यक्ती - सदस्य ;
६. शोध समिती, प्रायोजक मंडळाच्या विचारार्थ, तीन पेक्षा कमी नसेल इतक्या व्यक्तींच्या एका नामिकेची शिफारस करील. नामिकेत समावेश असलेल्या प्रत्येक व्यक्तीच्या सुयोग्यतेबाबतची सविस्तर लेखी माहिती अहवालासोबत जोडण्यात येईल.
७. अध्यक्षाच्या नियुक्तीसाठी शोध समितीने शिफारस करावयाच्या व्यक्तीसाठी पात्रता निकष, पुढीलप्रमाणे असतील :—

(i) a retired High Court Judge or a person eligible to be appointed as High Court Judge – Chairperson;
(ii) a person who is an eminent educationist or administrator, not connected with the University–Member;
(iii) a person who is a member of the sponsoring body — Member.
6. The Search Committee shall recommend a panel of not less than three persons for consideration of the sponsoring body. The report shall be accompanied by a detail write up on suitability of each person included in the panel.
7. Eligibility criteria for a person to be recommended by the Search Committee for appointment of President shall,—
(a) have completed the thirty five years of age ;
(b) possess post-graduate degree in any discipline from the recognized institute ;
(c) be able to provide leadership by his own example ;
(d) have strong acumen for institution building ;

(f) have commitment to build a world class educational institution ;
(g) have experience in the field of industry, research, consultancy, social work, law, education, health or welfare activities.
8. The sponsoring body may appoint one of the persons included in the panel, to be the President of the University by passing a resolution in the meeting of the sponsoring body by simple majority.
9. The sponsoring body may call fresh panel either from the same Search Committee or from a new Search Committee constituted for the purpose.
10. The terms and conditions for the President shall be such as may be decided by the sponsoring body, in the meeting of the Managing Committee, as mentioned in rule 8.
11. The President shall be entitled to receive such honorarium, expenses and allowances as may be decided by the sponsoring body, from time to time.
12. The President may, by writing under his signature addressed to the sponsoring body, after giving one month's notice, resign from his office and shall cease to hold his office on the acceptance of his resignation by the sponsoring body or from the date of expiry of the said notice period, whichever is earlier.

क्रमांक संकीर्ण-२०१९/१२७/विशि-४.— रामदेवबाबा विद्यापीठ, नागपूर अधिनियम, २०१९ (२०१९ चा महा.१३) याच्या कलम १२ ची पोट-कलमे (१) व (२) यांद्वारे प्रदान केलेल्या अधिकारांचा वापर करून, महाराष्ट्राचे राज्यपाल, याद्वारे, रामदेवबाबा विद्यापीठ, नागपूरच्या अध्यक्ष पदाची रीत व पात्रता निकष, विहित करण्यासाठी पुढील नियम करीत आहेत :—
१. या नियमांस, रामदेवबाबा विद्यापीठ, नागपूर (अध्यक्ष पदाची रीत व पात्रता निकष) नियम, २०२० असे म्हणावे. २. व्याख्या—
(१) या नियमांमध्ये संदर्भानुसार दुसरा अर्थ अपेक्षित नसेल तर,—
(क) "अधिनियम" याचा अर्थ, रामदेवबाबा विद्यापीठ, नागपूर अधिनियम, २०१९ (२०१९ चा महा.१३) असा आहे ; (ख) "नामिका" याचा अर्थ, शोध समितीने शिफारस केलेल्या पात्र व्यक्तींची सूची, असा आहे ; (ग) "शोध समिती" याचा अर्थ, नियम ५ अन्वये घटित केलेली शोध समिती असा आहे.
(२) या नियमांत वापरलेले परंतु व्याख्या न केलेले शब्द व शब्दप्रयोग यांना अधिनियमात अनुक्रमे जे अर्थ नेमून देण्यात आले असतील तेच अर्थ असतील. ३. नियम ७ ला अधीन राहून, पहिल्या अध्यक्षाची, शासनाच्या मान्यतेने प्रायोजक मंडळाकडून नेमणूक करण्यात येईल. ४. नियम ३ मध्ये तरतूद केली असल्याखेरीज, नंतरच्या अध्यक्षाची नेमणूक करण्यासाठी सुयोग्य व्यक्तींची शिफारस करण्याकरिता प्रायोजक मंडळाने घटित केलेली एक शोध समिती असेल.
५. शोध समितीमध्ये पुढील सदस्यांचा समावेश असेल :—
(एक) उच्च न्यायालयाचा एक सेवानिवृत्त न्यायाधीश किंवा उच्च न्यायालयाचा न्यायाधीश म्हणून नियुक्ती करण्यास पात्र असलेली एखादी व्यक्ती- अध्यक्ष ;
(दोन) विद्यापीठाशी संबंधित नसलेली जी प्रख्यात शिक्षणतज्ज्ञ आहे किंवा प्रशासक आहे अशी एक व्यक्ती -सदस्य ; (तीन) जी प्रायोजक मंडळाची सदस्य आहे अशी एक व्यक्ती - सदस्य.
६. शोध समिती, प्रायोजक मंडळाच्या विचारार्थ, तीन पेक्षा कमी नसेल इतक्या व्यक्तींच्या एका नामिकेची शिफारस करील. नामिकेत समावेश असलेल्या प्रत्येक व्यक्तीच्या सुयोग्यतेबाबतची सविस्तर लेखी माहिती अहवालासोबत जोडण्यात येईल.
७. अध्यक्षाच्या नियुक्तीसाठी शोध समितीने शिफारस करावयाच्या व्यक्तीसाठी पात्रता निकष, पुढीलप्रमाणे असतील :—
(क) वयाची पस्तीस वर्षे पूर्ण केलेली असावीत ; (ख) मान्यताप्राप्त संस्थेमधून कोणत्याही विद्याशाखेतील पदव्युत्तर-पदवी धारण केली असावी ; (ग) तिच्या स्वत:च्या उदाहरणातून नेतृत्व देण्यास सक्षम असावी ; (घ) संस्थेच्या बांधणीसाठी प्रबल कुशाग्र बुद्धी असावी ; (ड.) ती, विद्याथ्यार्ंच्या व समाजाच्या हितार्थ दृष्टिकोन देण्यास सक्षम असावी आणि तिच्याकडे तो वास्तवात आणण्याची योग्यता असावी ;
(च) जागतिक दर्जाची शैक्षणिक संस्था उभारण्याची बांधीलकी असावी ; (छ) उद्योग, संशोधन, समुपदेशन (सल्ला), समाज कार्य, कायदा, शिक्षण, आरोग्य किंवा कल्याणकारी कार्यक्रम या क्षेत्रातील अनुभव असावा. ८. प्रायोजक मंडळाला, प्रायोजक मंडळाच्या बैठकीत, साध्या बहुमताने ठराव संमत करून, नामिकेत समाविष्ट असलेल्या व्यक्तींपैकी एका व्यक्तीची विद्यापीठाचा अध्यक्ष म्हणून नियुक्ती करता येईल.

१०. अध्यक्षाच्या अटी व शर्ती, नियम ८ मध्ये नमूद केल्याप्रमाणे, व्यवस्थापन समितीच्या बैठकीत प्रायोजक मंडळाकडून ठरविण्यात येतील त्याप्रमाणे असतील.
११. अध्यक्ष, प्रायोजक मंडळाकडून, वेळोवेळी ठरविण्यात येतील असे मानधन, खर्च व भत्ते मिळण्यास हक्कदार असेल. १२. अध्यक्षास, एक महिन्याची लेखी नोटीस दिल्यानंतर, प्रायोजक मंडळास उद्देशून त्याच्या स्वाक्षरीने, आपल्या पदाचा लेखी राजीनामा देता येईल आणि प्रायोजक मंडळाने त्याचा राजीनामा स्वीकृत केल्यावर किंवा उक्त नोटिशीची मुदत संपल्याच्या तारखेपासून, यापैकी जे आधी घडेल तेव्हापासून त्याचे पदधारण करण्याचे समाप्त करील.

RAMDEVBABA UNIVERSITY, NAGPUR ACT, 2019.
No. Sankirn-2019/C.R.127/Vishi-4.—In exercise of the powers conferred by sub-sections (1) and (2) of section 12 of the Ramdeobaba University, Nagpur Act, 2019 (Mah. XIII of 2019), the Government of Maharashtra hereby makes the following rules to prescribe the manner and eligibility criteria for the post of President of Ramdeobaba University, Nagpur, namely:-
1. These rules may be called the Ramdeobaba University, Nagpur (manner and eligibility criteria for the post of President) Rules, 2020.
2. Definitions.—
(1) In these rules, unless the context otherwise requires,—
(a) "Act" means the Ramdeobaba University, Nagpur Act, 2019 (Mah. XIII of 2019) ;
(b) "panel" means a list of eligible person recommended by the Search Committee ;
(c) "Search Committee" means the Search Committee constituted under rule 5.
(2) Words and expressions used but not defined in these rules shall have the meanings respectively assigned to them in the Act.
3. Subject to rule 7, the first President shall be appointed by the sponsoring body with the approval of the Government.
4. Save as provided in rule 3, there shall be a Search Committee constituted by the sponsoring body to recommend suitable persons for appointment of the subsequent President.
5. The Search Committee shall consist of the following members, namely :—
(i) a retired High Court Judge or a person eligible to be appointed as High Court Judge – Chairperson ;
(ii) a person who is an eminent educationist or administrator, not connected with the University–Member ;
(iii) a person who is a member of the sponsoring body-Member.
