क्रमांक आयडीसी. २०१९/प्र.क्र.४३४/उ-१४.—ज्याअर्थी, महाराष्ट्र औद्योगिक विकास अधिनियम, १९६१ च्या कलम ४३ च्या खंड (१ब) द्वारे प्रदान करण्यात आलेल्या अधिकारांचा वापर करून महाराष्ट्र औद्योगिक विकास महामंडळाने (यात यानंतर ज्याचा उल्लेख ""उक्त महामंडळ"" असा करण्यात आला आहे) काढलेल्या अधिसूचना क्र. मऔविम/IIA/A-१६१९६/२०१९, दिनांक १९ सप्टेंबर, २०१९ द्वारे ""एकात्मिक औद्योगिक क्षेत्र"" (यात यानंतर ज्याचा उल्लेख ""उक्त आयआयए"" असा करण्यात आला आहे) म्हणून, मे. मर्हषि वेदिक हेल्थ प्रा. लि. (यात यानंतर ज्याचा उल्लेख ""उक्त विकास"" असा करण्यात आला आहे.) यांच्याकडून विकसित करण्यात येत असलेल्या पुणे जिल्ातील मावळ तालुक्याच्या वहाणगाव गावामधील ७४.०५.१५ हे. आर इतके क्षेत्र (यात यानंतर ज्याचा उल्लेख ""उक्त क्षेत्र"" असा करण्यात आला आहे) अधिसूचित केलेले आहे.
आणि ज्याअर्थी, अशी अधिसूचना काढण्यात आल्यानंतर महामंडळ हे, महाराष्ट्र प्रादेशिक व नगररचना अधिनियम, १९६६ (यात यानंतर ज्याचा उल्लेख ""उक्त अधिनियम"" असा करण्यात आला आहे) अन्वये, उक्त ""आयआयए"" यासाठी ""विशेष नियोजन प्राधिकरण"" झालेले आहे ;
आणि ज्याअर्थी, शासन निर्णय उद्योग, ऊर्जा व कामगार विभाग क्रमांक आयडीसी २०१५/प्र.क्र.९३/उद्योग-१४, दिनांक २७ डिसेंबर २०१६ द्वारे महाराष्ट्र शासनाने ""आयआयए"" च्या किंवा एकात्मिक माहिती तंत्रज्ञान नगराच्या विकासासंबंधीची कार्यपद्धती विहित करण्यात आलेली आहे ;
आणि ज्याअर्थी, उक्त अधिनियमाच्या कलम १५१ च्या पोट-कलम (१) अन्वये प्रदान करण्यात आलेल्या अधिकारांनुसार खाजगी जमिनींवरील एकात्मिक औद्योगिक क्षेत्राच्या किंवा एकात्मिक माहिती तंत्रज्ञान नगराच्या संबंधित, उक्त अधिनियमाच्या कलम ४०, पोट-कलम (३) च्या खंड (ड) च्या उप-खंड (१) अन्वये नियोजन प्रस्ताव मंजूर करण्याचा अधिकार, शासकीय अधिसूचना नगरविकास विभाग क्रमांक टीपीबी ४३१७/प्र.क्र.५४/२०१७/नवि-११, दिनांक २ जून २०१७ द्वारे प्रधान सचिव (उद्योग) यांना प्रदान करण्यात आला आहे ;

भाग चार ब----१२ महाराष्ट्र शासन राजपत्र भाग चार-ब गुरुवार ते बुधवार, मार्च १२-१८, २०२०/फाल्गुन २२-२८, शके १९४१ आणि ज्याअर्थी, उक्त महामंडळाने उक्त अधिनियमाच्या कलम ४० मध्ये तसेच कलम ११५ च्या पोट-कलम (२) मध्ये निर्धारित केलेली कार्यपद्धती पार पाडलेली आहे आणि राज्य शासनाकडे त्याच्या मंजुरीसाठी बृहत आराखडा प्रस्ताव सादर केला आहे ;
त्याअर्थी, आता उक्त अधिनियमाच्या कलम ४० च्या पोट-कलम (३) चा खंड (ड) तसेच कलम ११५ चे पोट-कलम (३) याद्वारे प्रदान करण्यात आलेल्या अधिकारांचा आणि याबाबत त्यास समर्थन करणाया इतर सर्व अधिकारांचा वापर करून, अपर मुख्य सचिव (उद्योग), उद्योग, ऊर्जा व कामगार विभाग याद्वारे, आराखडयावर दर्शविण्यात आल्याप्रमाणे, उक्त क्षेत्राच्या बृहत आराखडा प्रस्तावाला पुढील शर्तीच्या अधीनतेने मंजुरी देत आहे :---
(१) जमिनीचा वापर, सोयी-सुविधांच्या जागा, मोकळ्या जागा, रस्त्याचे स्वरूप यासारख्या सदर मंजुरी केवळ प्रस्तावित प्रस्तावांसाठी आहे.
(२) महाराष्ट्र औद्योगिक विकास महामंडळाच्या ""आयआयए"" विकास नियंत्रण नियमावलीनुसार, महाराष्ट्र औद्योगिक विकास महामंडळाकडून विन्यास/बांधकामाचा आराखडा अंतर्गत प्रवेश मार्ग, तलपृष्ठ निर्देशांक, वाहनतळ व्यवस्था इत्यादींची सखोल छाननी करण्यात यावी.
(३) महाराष्ट्र प्रदूषण नियंत्रण मंडळाने नमूद केलेल्या शर्ती आणि संबंधित प्राधिकरणाकडील पर्यावरणविषयक परवानगी (लागू असल्यास) बंधनकारक राहील.
(४) बांधकाम आराखडयाला मंजुरी देताना, उक्त विकासक सार्वजनिक बांधकाम विभाग, महावितरण (म.रा.वि.म.) इत्यादी विभागांकडून जेथे जेथे आवश्यक असेल तेथे तेथे ना-हरकत प्रमाणपत्र घेईल.
(५) प्रस्तावित सोयी-सुविधांची जागा आणि मोकळी जागा यामध्ये करण्यात येणारे वापर महाराष्ट्र औद्योगिक विकास महामंडळाच्या आयआयए विकास नियंत्रण नियमावलीच्या आवश्यकतेनुसार असतील.
(६) उक्त विकासक, भूमीअभिलेख विभागाकडील, नियोजन प्रस्तावानुसार सीमांकन आराखडा प्राप्त करील.
(७) उक्त अधिनियमाच्या कलम ४० च्या पोट-कलम (३) चा खंड (ड) तसेच कलम ११५ चे पोट-कलम (३) यान्वये मान्यता मिळाल्याच्या दिनांकापासून प्रस्ताव तात्काळ अंमलात येतील.
नियोजन प्रस्ताव दर्शविणारा आराखडा सामान्य जनतेच्या निरीक्षणासाठी महाराष्ट्र औद्योगिक विकास महामंडळाच्या कार्यालयांमध्ये कार्यालयीन वेळेत उपलब्ध करून देण्यात येईल.

MAHARASHTRA REGIONAL AND TOWN PLANNING ACT, 1966.
No. IDC 2019/C.R. 434 / IND-14.—Whereas, Maharashtra Industrial Development Corporation (hereinafter referred to as 'the said Corporation') vide Notification No. MIDC/IIA/A-16196/2019, dated the 19th September, 2019 issued in exercise of powers conferred by clause (1B) of section 43 of the Maharashtra Industrial Development Act, 1961 has notified an area of 74.0515 Hectare Are from village Vahangaon of Taluka Maval in District Pune (hereinafter referred to as 'the said Area') for being developed by M/s. Maharshi Vedic Health Pvt. Ltd. (hereinafter referred to as 'the said Developer') to be an 'Integrated Industrial Area' (hereinafter referred to as 'the said IIA') ;
And whereas, upon such notification, the Corporation has become the 'Special Planning Authority' for the said IIA under the Maharashtra Regional and Town Planning Act, 1966 (hereinafter referred to as 'the said Act') ;
And whereas, the Government of Maharashtra vide Government Resolution, Industry, Energy and Labour Department No.lDC/2015/C.R.93/lndustry-14, dated the 27th December 2016 has laid down the procedure regarding development of the IIA or Integrated Information Technology Township.
And whereas, in pursuance of the powers conferred under sub-section (1) of section 151 of the said Act, the power to approve Planning Proposals under sub-clause (1) of clause (d) of sub-section (3) of section 40 of the said Act regarding Integrated Industrial Area or Integrated Information Technology Township on private lands has been delegated to Additional Chief Secretary (Industries) vide Government Notification, Urban Development Department No. TPB 4317/CR-54/2017/UD-11, dated the 2nd June 2017.
And whereas, the said corporation has completed the procedure laid down in section 40 read with sub-section (2) of section 115 of the said Act and submitted the Master Plan proposal to the State Government for its approval.
Now therefore, in exercise of the powers conferred by clause (d) of sub-section (3) of section 40 read with sub-section (3) of section 115 of the said Act and of all other powers enabling him in this behalf, the Principal Secretary (Industries) of Industry, Energy and Labour Department hereby grant approval to the Master Plan proposal of the said Area as shown on plan, subject to following conditions, namely :—
(1) This sanction is only for the planning proposals like proposed land use, amenity spaces, open spaces, road pattern.
(2) Detailed scrutiny of layout/building plans, internal means of access, FSI, parking etc. should be done by MIDC according to MIDC's IIA DCR.
(3) Conditions mentioned by MPCB (Maharashtra Pollution Control Board) and Environmental Clearance from the respective authority shall be binding (if applicable).
(4) While sanctioning building plans, the said Developer shall take NOC from PWD, Mahavitaran (MSEB) etc. Departments wherever necessary.
४ महाराष्ट्र शासन राजपत्र भाग चार-ब गुरुवार ते बुधवार, मार्च १२-१८, २०२०/फाल्गुन २२-२८, शके १९४१(5) Users provided in proposed amenity space and open space shall be as per requirement of MIDC's IIA DCR.
(6) The said developer shall obtain demarcation plan as per planning proposals from the landrecord department.
(7) The proposals shall immediately come into effect from date of approval under clause (d) if sub-section (3) of section 40 read with sub-section (3) of section 115 of the said Act. The plan showing the planning proposal shall be made available for inspection for general public during office hours in offices of MIDC.

महाराष्ट्र कृषि उत्पन्न पणन (विकास व विनियमन) अधिनियम, १९६३.
क्रमांक कृपमं. ०७१६/प्र.क्र. १११/२१-स.----महाराष्ट्र कृषि उत्पन्न पणन (विकास व विनियमन) अधिनियम, १९६३ (महा. १९६४ चा २०) याच्या कलम ६० चे पोट-कलम (१) व पोट-कलम (२) चे खंड (ख) आणि (प) अन्वये प्रदान करण्यात आलेल्या अधिकारांचा आणि या बाबतीत त्यास समर्थ करणाया इतर सर्व अधिकारांचा वापर करून महाराष्ट्र शासन याद्वारे महाराष्ट्र कृषि उत्पन्न पणन (विकास व विनियमन) नियम, १९६७, यात आणखी सुधारणा करण्यासाठी पुढील नियम करीत आहे, हे नियम उक्त अधिनियमाच्या कलम ६०, पोट-कलम (३) द्वारे आवश्यक असल्याप्रमाणे यापूर्वीच प्रसिद्ध करण्यात आले आहेत :—
१. या नियमांना, महाराष्ट्र कृषि उत्पन्न पणन (विकास व विनियमन) (सुधारणा) नियम, २०१६ असे म्हणावे.
२. महाराष्ट्र कृषि उत्पन्न पणन (विकास व विनियमन) नियम, १९६७ (यात यापुढे ज्यांचा निर्देश " मुख्य नियम " असा करण्यात आला आहे) यातील नियम ४ ब मधील
(क) उप नियम (३) मध्ये :—
(एक) " रुपये पन्नास हजार " या मजकुराऐवजी " रुपये एक हजार " हा मजकूर दाखल करण्यात येईल.
(दोन) " रुपये पंधरा हजार " या मजकुराऐवजी " रुपये पाचशे " हा मजकूर दाखल करण्यात येईल.
(ख) उप नियम " (४) " ऐवजी खालील उप नियम दाखल करण्यात येईल.
" (४) संपूर्ण राज्यातील किंवा एकापेक्षा अधिक महसुली विभागातील कार्यासाठी थेट पणनच्या लायसन्ससाठी अर्ज करताना, संचालकाकडे पाच लाख रुपये एवढया किमतीची बँक हमी जमा करण्यात येईल, आणि विविध महसुली विभागांसाठी खालील तक्त्यात विर्िनदिष्ट केल्याप्रमाणे बँक हमी असेल :—

३. मुख्य नियमांच्या नियम ६ मधील उप नियम (३अ), मध्ये " पाचशे " या मजकुराऐवजी " शंभर " हा मजकूर दाखल करण्यात येईल.
४. मुख्य नियमांच्या नियम १२ मध्ये " जाहीर लिलाव " या मजकुरानंतर " किंवा ई-लिलावाद्वारे ई-पणन " हा मजकूर शेवटी जादा दाखल करण्यात येईल.

MAHARASHTRA AGRICULTURAL PRODUCE MARKETING (DEVELOPMENT AND REGULATION) ACT, 1963.
No. KPM. 0716/CR 111/21-C.—In exercise of the powers conferred by sub-section (1) and clauses (b) and (u) of sub-section (2) of section 60 of the Maharashtra Agricultural Produce Marketing (Development and Regulation) Act, 1963 (Mah. XX of 1964) and of all other powers enabling it in that behalf, the Government of Maharashtra hereby makes the following rules further to amend the Maharashtra Agricultural Produce Marketing (Development and Regulation) Rules, 1967, the same having been previously published as required by sub-section (3) of section 60 of the said Act, namely :—
1. These rules may be called the Maharashtra Agricultural Produce Marketing (Development and Regulation) Rules, 2016.
2. In rule 4-B of the Maharashtra Agricultural Produce Marketing (Development and Regulation ) Rules, 1967 (hereinafter referred to as "the principal Rules"),—
(a) in sub-rule (3),—
(i) for the words "fifty thousand" the words "one thousand" shall be substituted ;
(ii) for the words "fifteen thousand" the words "five hundred" Shall be substituted ;
(b) for sub-rule (4), the following sub-rule shall be substituted, namely :—
"(4) A Bank Guarantee worth rupees five lacs shall be deposited with the Director, while applying for a licence of direct marketing for operating in the area of whole State or more than one Revenue Division, and a Bank Guarantee for various Revenue Divisions shall be as specified in the Table below :—

भाग चार ब----३८ महाराष्ट्र शासन राजपत्र भाग चार-ब गुरुवार ते बुधवार, मार्च १२-१८, २०२०/फाल्गुन २२-२८, शके १९४१ 3. In rule 6 of the principal Rules, in sub-rule (3A), for the words "five hundred" the words "one hundred" shall be substituted.
4. In rule 12 of the principal Rules, after the words "public auction" the words "or by e-auction through e-marketing" shall be added at the end.

MAHARASHTRA FORESTS PRODUCE (REGULATION OF TRADE) ACT, 1969.
No. Tendu-2016/C R 384/F-9.—In exercise of the powers conferred by sub-section (1), (2) and (5) of the section 6 of the Maharashtra Forests Produce (Regulation of Trade) Act, 1969 (Mah. LVII of 1969), the Government of Maharashtra hereby constitutes the Advisory Committee in respect of Tembhurni/Tendu (Diospyros melanoxylon) for the year commencing on the 1st July 2016 and ending the 30th June 2017 for the purpose of advising the State Government in the matter of :—
(i) Fixation of a fair and reasonable price at which the Tembhurni/Tendu (Diospyros melanoxylon) leaves may be purchased by the State Government or its authorised officers or agent appointed for the purpose, and
(ii) Fixation of charges of collection of the aforesaid leaves from Government lands.
The constitution of the said Advisory Committee shall remain as follows :—
