सदरच्या चौकशी प्रकरणामध्ये कोणास काही हरकत घ्यावयाची असेल अगर पुरावा देणेचा असेल त्यांनी त्यांची लेखी कैफियत ही नोटीस प्रसिद्ध झाल्या तारखेपासून ३० दिवसांचे आत या कार्यालयाचे वरील पत्त्यावर मिळेल अशा रितीने पाठवावी , त्यानंतर आलेल्या कैफियतीचा विचार केला जाणार नाही . तसेच वरील मुदतीत कैफियत न आल्यास कोणास काही सांगावयाचे नाही असे समजून चौकशी पुरी केली जाईल व अर्जाची निकालाबाबत योग्य ते आदेश दिले जातील .

NOTICE
Draft Development Proposal for SPA notified area of Jawaharlal Nehru Port Trust in accordance with section 40 (3) ( d) read with section 115 (2) of the Maharashtra Regional and Town Planning Act, 1966 .
No. JNPT/SEZ/ DDP / 2020 / 1308 , dated 25/11/2020 , Whereas , the Government of Maharashtra in exercise of powers conferred under sub - section ( 1B ) of the section 40 of the Maharashtra Regional and Town Planning Act , 1966 ( Mah.XXXVII of 1966 ) ( hereinafter referred to as "the said Act" ) declared by Notification No. TPS - 1717/612/ CR - 219/ 17 / UD - 12 dated 20th December, 2017 ( hereinafter referred to as "the said Notification " ) , Jawaharlal Nehru Port Trust (body incorporated under Major Port Trust Act, 1963 , under Ministry of Shipping , Government of India) as Special Planning Authority ( hereinafter referred to as " the SPA" ) for SEZ area belonging to Jawaharlal Nehru Port Trust admeasuring 277.38 Hectare ;
And whereas , the Ministry of Commerce and Industry, Government of India , vide notification No. S. O ( E ) dated 11th August, 2014 , has declared the area as " Special Economic Zone (hereinafter referred as " SEZ" ) , Jawaharlal Nehru Port Trust has planned a port based multi- product Special Economic Zone ( hereinafter referred as " JNPT SEZ" ) . The SEZ aims to setup a new benchmark in port -led industrialization , and thus plays a key role in the Ministry of Shipping'sNational flagship policy " Sagarmala " ;
And Whereas , in accordance with provisions under section 40 (3) ( d) read with section 115 (2) of the Maharashtra Regional and Town Planning (MR and TP Act , 1966 ) , Jawaharlal Nehru Port Trust has to prepare and publish the Draft Development Proposal and Development Control and Promotion Regulations for the said notified area and to submit the same to the Government of Maharashtra for sanction;
And Whereas , the 15th Board of Trustees in its 7th meeting , vide its TR No. 141 dated 08.10.2020 has approved the Draft Proposals prepared under the said Act and authorized the Chairman, Jawaharlal Nehru Port Trust and CEO of SPA to publish the proposals for inviting suggestion and objection from the public.
Now, therefore , in exercise of the powers under section 40 (3 ) ( d ) read with section 115 (2) of the said act , this notice is issued and the Draft Development Proposal is published for the notified area . The Draft Development Proposal is available for public inspection at the office ofChiefManager , Port Planning and Development Department , Jawaharlal Nehru Port Trust , Administration Building , Sheva , Navi Mumbai 400707, during office hours on all working days.
Copies of Draft Development Proposals are also available for inspection to the public , in the following offices , during office hours on all working days-

आणि ज्याअर्थी भारत सरकारच्या वाणिज्य व उद्योग मंत्रालयाने दिनांक ११ ऑगस्ट २०१४ रोजीची अधिसूचना क्र. एस. ओ (ई) च्यानुसार या भागाला " विशेष आर्थिक क्षेत्र " (यापुढे ज्याचा उल्लेख " वि.आ.क्षे. " असा करण्यात आला आहे ) घोषित केले आहे , जवाहरलाल नेहरू पोर्ट ट्रस्टने बंदर आधारित बहु उत्पादन विशेष आर्थिक क्षेत्राची योजना आखली आहे (यापुढे ज्याचा उल्लेख " जे.एन.पी.टी.वि.आ.क्षे. " असा करण्यात आला आहे) वि.आ.क्षे.चे उद्दीष्ट बंदर - संलग्न असलेल्या औदयोगिकीकरणा मध्ये एक नवीन मानक स्थापित करण्याचे आहे आणि अशा प्रकारे जहाजबांधणी मंत्रालयाच्या राष्ट्रीय ध्येय धोरण " सागरमाला " मध्ये महत्वाची भूमिका बजावते;
आणि ज्याअर्थी महाराष्ट्र शासनाने महाराष्ट्र प्रादेशिक व नगररचना अधिनियम १ ९ ६६ कलम ४० (३ ) (ड) सह कलम११५(२) च्या तरतुदीनुसार जवाहरलाल नेहरु पोर्ट ट्रस्टने अधिसूचित क्षेत्रासाठी प्रारुप विकास प्रस्ताव व विकास नियंत्रण व प्रोत्साहन नियमावली तयार करणे व प्रकाशित करणे व ते मंजुरीसाठी महाराष्ट्र शासनाकडे सादर करणे अपेक्षित आहे ;

आणि ज्याअर्थी , या अधिनियमान्वये तयार केलेल्या मसुदयाच्या प्रस्तावांना १५व्या विश्वस्त मंडळाने त्यांच्या ७व्या बैठकित, ठराव क्र. टी. आर १४१ दिनांक ०८/१०/२०२० व्दारे मान्यता दिली आहे आणि अध्यक्ष , जवाहरलाल नेहरु पोर्ट ट्रस्ट यांना जनतेकडून सुचना आणि हरकती मागविण्याकरीता प्रस्ताव प्रसिध्द करण्यास अधिकृत केले आहे.
म्हणून आता , महाराष्ट्र प्रादेशिक व नगररचना अधिनियम १ ९ ६६ च्या कलम ४० (३) (ड) सह कलम ११५(२) अनुसार प्राप्त अधिकारांचा वापर करुन या सूचने द्वारे , अधिसूचित क्षेत्रासाठी प्रारुप विकास प्रस्ताव प्रसिध्द करीत आहे. प्रारुप प्रस्तावाची एक प्रत मुख्य व्यवस्थापक, पत्तन नियोजन आणि विकास विभाग , जवाहरलाल नेहरु पोर्ट ट्रस्ट, प्रशासन भवन , शेवा, नवी मुंबई ४००७०७, यांच्या कार्यालयात कार्यालयीन वेळेत सर्व कामकाजाच्या दिवशी जनतेला पाहण्यासाठी उपलब्ध करण्यात येत आहेत.
प्रारुप प्रस्तावाच्या प्रती खालील कार्यालयांमध्ये सुध्दा सर्व कामकाजाच्या दिवशी कार्यालयीन वेळेत जनतेला पाहण्यासाठी उपलब्ध आहेतः-

प्रारुप प्रस्तावाचा अहवाल , नकाशे व विकास नियंत्रण व प्रोत्साहन नियमावलीच्या प्रती, या मुख्य व्यवस्थापक , पत्तन नियोजन आणि विकास विभाग , जवाहरलाल नेहरू पोर्ट ट्रस्ट, प्रशासन भवन , शेवा , नवी मुंबई ४००७०७ , यांच्याकडे सर्व कामकाजाच्या दिवशी कार्यालयीन वेळेत जनतेला विक्रीसाठी उपलब्ध आहेत . प्रारुप विकास प्रस्तावा बाबत कोणत्याही सुचना आणि हरकती ही सुचना राजपत्रात प्रसिध्द झाल्याच्या तारखे पासून ३० दिवसाच्या आत , मुख्य व्यवस्थापक, पत्तन नियोजन आणि विकास विभाग , जवाहरलाल नेहरु पोर्ट ट्रस्ट, प्रशासन भवन , शेवा , नवी मुंबई ४००७०७ , यांच्याकडे लेखी स्वरुपात पाठविण्यात याव्यात.
