No. SPP - 2015 /U.O.R. 90/D -XIV .- In view of the recommendation received from Home Department , Government of Maharashtra hereby cancels the appointment of Adv. Vidya Kasale , as " Special Public Prosecutor " for conducting all the case bearing No. 633/2015 before Sessions Court , Mumbai which is arising out of D.C.B.C.I.D. C.R. 45/2015 ( C.R. No. 95/2015 registered with Tilak Nagar Police Station , Mumbai ) made vide Government Notification No. SPP . 2015/A.S . 90 / D- XIV , dated 29th August 2015, and for conducting all the cases arising out of D.C.B. , C.I.D. C. R. No. 45/2015 ( C.R. No. 955/2015 registered with Tilak Nagar Police Station , Mumbai ) made under the Government Notification No. SPP . 2015 /A.S . 90/ D - XIV , dated 11th January 2016 with immediate effect .

In exercise of the powers conferred by sub - section ( 8 ) of section 24 of the Code of Criminal Procedure , 1973 ( Act No. II of 1974 ) , the Government of Maharashtra hereby appoints Adv . Vaibhav G. Bagade , as " Special Public Prosecutor " for conducting the case before Hon'ble High Court , Mumbai which is arising out of D.C.B. , C.I.D. C. R. No. 45/2015 ( C.R. No. 95/2015 resgistered with Tilak Nagar Police Station , Mumbai) .
2. The fees of Adv . Vaibhav G. Bagade , Special Public Prosecutor shall be paid by Home Department as per the proposal approved by Law and Judiciary Department .
3. His appointment is strictly subject to the condition of service laid down in the Maharashtra Law Officers (Appointment , Conditions of Service and Remuneration) Rules , 1984 .
4. The Government reserves the right to revoke/ modify /annul the order without assigning any reasons .

जा.क्र.पो.आ/ वा. अधिसूचना/ २०२१. ज्याअर्थी, औरंगाबाद शहरातील वाढती लोकसंख्या व वाहनांची संख्या , अरूंद रस्ते, जालना रस्त्याचे मजबुती करणाचे काम, रस्त्याच्या दोन्ही बाजूनी नाल्या बनविल्या जात आहे . तसेच सरकारी / खाजगी कार्यालय , एमआयडीसी वाळुंज येथून येणारे व जाणारे कामगारांचे कंपनी बसेस व इतर वाहनांची जालना रोडवर मोठ्या प्रमाणात वर्दळ असते. जालना रोडवरील वाहतूक कोंडी व अपघात टाळण्यासाठी तसेच नागरिकांच्या सुरक्षितता , जीवितास धोका, अडथळा किंवा गैरसोय होऊ नये म्हणून जालना रोडवरील अमरप्रित चौक व आकाशवाणी चौकातील वाहतुकीचे नियोजन करणेसाठी " प्रायोगिक तत्त्वावर " अधिसूचना काढण्यात आली होती . अधिसूचनाचे जालना रोड येथील वाहतुकीवर झालेला चांगला परिणाम पाहता व या अनुषंगाने नागरिकांकडून प्राप्त ई- मेल व सूचना विचारात घेऊन सदर अधिसूचना यापुढे कायम करणे आवश्यक आहे. अशी माझी खात्री झालेली आहे .
त्याअर्थी , मी , डॉ. निखिल गुप्ता, पोलीस आयुक्त, औरंगाबाद शहर मला महाराष्ट्र पोलीस कायदा , १ ९ ५१ ( १ ९ ५१ चा अधिनियम क्र. २२ ) चे कलम ३३ (१ ) (ब ) , सह मोटार वाहन कायदा , १९ ८८ (१ ९ ८८ चा अधिनियम क्र. ५ ९ ) चे कलम ११५ व इतर प्राप्त अधिकारान्वये औरंगाबाद शहरात वाहतुकीसाठी खालीलप्रमाणे अधिसूचना काढत आहे .
जालना रोड वरील अमरप्रित चौक व आकाशवाणी चौक येथे दररोज ११.०० ते १४.०० वाजे दरम्यान वाहतूक ही सुरळीत चालू राहण्याकरिता अमरप्रित चौक व आकाशवाणी चौक येथील वाहतुकीमध्ये खालीलप्रमाणे बदल कायम करीत आहे : - (१
) ११.०० ते १४.०० वाजेपर्यंत अमरप्रित चौक व आकाशवाणी चौकातील सिग्नल बंद राहील .
( २ ) क्रांतीचौककडून , अमरप्रित चौक , मोंढा नाका, आकाशवाणी चौक ते सेव्हनहिलकडे सरळ जाणारी व येणारी वाहतूक सतत सुरू राहील.
(३ ) क्रांतीचौककडून अमरप्रित चौक मार्गे काल्डा कॉर्नरकडे जाणारी वाहतूक ही मोंढा नाका उड्डाणपुलाखालून यू- टर्न करून जातील .
(४ ) मोंढा नाकाकडून अमरप्रित चौक मार्गे बंजारा कॉलनी ( शिवाजी हायस्कूल ) कडे जाणारी वाहने ही क्रांतीचौक उड्डाणपुलाखालून यू- टर्न करून जातील .
( ५ ) सेव्हनहिल- त्रिमुर्ती चौककडून महेशनगरकडे जाणारी वाहने ही मोंढा नाका उड्डाणपुलाखालून यू- टर्न करून जातील.
(६ ) मोंढा नाका- महेशनगरकडून त्रिमुर्ती चौकाकडे जाणारी वाहने ही सेव्हनहिल उड्डाणपुलाखालुन यू- टर्न करून जातील.
(७ ) अमरप्रित चौक व आकाशवाणी चौक रस्ता ओलांडणाऱ्या पादचारी यांचेसाठी दर ०३ मिनिटाला १५ सेकंद दिला जाईल .
या अधिसूचनेचा भंग करणारी व्यक्ती म.पो.का. कलम १३१ व अन्य फौजदारी कायद्यान्वये अपराधास पात्र राहील . तसेच प्रचलित मोटार वाहन कायद्याप्रमाणे कार्यवाही करण्यात येईल .
अधिसूचना ही अत्यावश्यक सेवा उदा. पोलीस , रुग्णवाहिका , अग्निशमन दलाचे वाहनांना लागू राहणार नाही . सदर अधिसूचना माझ्या सही व शिक्क्यानिशी दिनांक ५ जानेवारी २०२१ रोजी काढण्यात आली आहे .

क्रमांक वि -१ / जनसथाननापत/ सुर्यवंशी /क -१५६ / २०२० .- महाराष्ट्र सहकारी संस्था अधिनियम , १ ९ ६० चे कलम १५६ ( १ ) अन्वये मला प्रदान करण्यात आलेल्या शक्तीचा वापर करून मी , सतिश खरे , जिल्हा उप निबंधक, सहकारी संस्था, नाशिक या आदेशान्वये जनस्थान नागरी सहकारी पतसंस्था मर्या . , नाशिकरोड , नाशिक , ता. जि. नाशिक या संस्थेचे खालील अधिकाऱ्यांना व त्यांचे नावापुढे दर्शविलेल्या कार्यक्षेत्रासाठी महाराष्ट्र सहकारी संस्था अधिनियम , १ ९ ६० चे कलम १०१ व कलम ९ १ अन्वये प्राप्त झालेल्या वसुली प्रमाणपत्राची अंमलबजावणी/कर्ज वसुली करण्याकरिता महाराष्ट्र सहकारी संस्था अधिनियम , १ ९ ६० चे कलम १५६ ( १) व नियम १०७ अनुसार मालमत्ता जप्त करून व तिची विक्री करून रकमा वसूल करण्याचे निबंधकाचे अधिकार , खालील अटीस अधीन राहून या आदेशाच्या दिनांकापासून ते दिनांक ३१ मार्च २०२२ या कालावधीकरिता प्रदान करीत आहे :-

अटी
(१ ) वसुली अधिकारी यांनी महाराष्ट्र सहकारी संस्था अधिनियम , १ ९६० चे कलम १५६ व नियम , १ ९ ६१ चे नियम १०७ मधील तरतुदीनुसार कर्ज वसुलीची कार्यवाही करावी . कर्ज वसुली करताना सहकार कायदा, नियम यातील तरतुदी व परिपत्रकीय सूचनांचे पालन न केल्याचे निदर्शनास आल्यास आवश्यक ती चौकशी करून आवश्यकता भासल्यास सदरचे अधिकार तात्काळ काढून घेण्यात येतील .
( २ ) सदरचे अधिकार सहकार कायदा कलम १०१ व ९ १ अन्वये प्राप्त वसुली दाखल्याची अंमलबजावणी करण्याकरिता असतील.
(३ ) वसुली अधिकारी यांनी दरमाह सोबत जोडलेल्या विहित नमुन्यात " अ-३ " , "अ-४" व "ब" कर्ज वसुलीची माहिती संबंधित जिल्हा उप निबंधक , सहकारी संस्था यांचे कार्यालयास सादर करावी . ज्या सहकारी संस्थेचे कार्यक्षेत्र विभाग , दोन विभाग अथवा राज्य कार्यक्षेत्र आहे त्या संस्थांनीदेखील त्यांचे मुख्य कार्यालय ज्या जिल्ह्यामध्ये आहे त्या जिल्हा उप निबंधक यांचे कार्यालयास माहिती सादर करावी.
( ४ ) अधिकार प्रदान केलेल्या वसुली अधिकारी असलेल्या व्यक्तीची बदली झाल्यास किंवा सेवानिवृत्ती झाल्यास किंवा सेवेतून काढून टाकल्यास किंवा मृत्यू झाल्यास , अशा अधिकाऱ्यास प्रदान केलेले अधिकार आपोआप रद्द होतील.
(५ ) विशेष वसुली अधिकारी यांनी वसूल केलेल्या संपूर्ण सरचार्ज रकमेचा भरणा वसूल केलेल्या महिन्यातच चलनाने शासकीय कोषागारात करावा. वसुली अधिकारी यांनी वसूल केलेला सरचार्ज, त्याचा शासकीय कोषागारात केलेला भरणा याबाबत संस्थास्तरावर स्वतंत्र नोंदवही ठेवण्यात यावी . त्याबाबतचा नमुना " अ-१" , " अ-२ " , " अ-३" , " अ-४ " सोबत जोडलेला आहे .
भाग एक (म.उ.वि. )- १अ ४ महाराष्ट्रशासन राजपत्र, भाग एक मध्य उप- विभाग , गुरुवार ते बुधवार, जानेवारी २८ फेब्रुवारी ३, २०२१ /माघ ८-१४ , शके १९ ४२ (६ ) मा. उच्च न्यायालय , मुंबई यांनी रिट याचिका क्रमांक १ ९ ४२ / २०१३ , दि बेसिन कॅथोलिक को- ऑप . बँक विरुद्ध महाराष्ट्र राज्य व इतर या याचिकेमध्ये दिनांक ५ डिसेंबर २०१५ रोजी दिलेला आदेश विचारात घेऊन वसुलीची कार्यवाही करताना महाराष्ट्र सहकारी संस्था अधिनियम , १ ९ ६० व नियम , १ ९ ६१ अन्वये प्राप्त असलेल्या अधिकारानुसारच वसुलीची कार्यवाही करावी .
(७ ) वसुली अधिकारी यांनी नमूद केलेल्या कालावधीत वसुलीचे कामकाज समाधानकारक केले नसल्याचे निदर्शनास आल्यास किंवा प्रदान केलेल्या अधिकाराचा गैरवापर करीत असल्याचे निदर्शनास आल्यास, प्रदान केलेले अधिकार काढून घेतले जातील व भविष्यात असे कोणतेही अधिकार अशा व्यक्तीस प्रदान करण्यात येणार नाहीत .
(८ ) शासन निर्णय क्रमांक संकीर्ण-१५०४ /प्र.क्र.२३१ / १५ - स, दिनांक २३ नोव्हेंबर २००६ अन्वये विशेष वसुली अधिकाऱ्यांना तीन सिंहाच्या राजमुद्रेचा वापर करता येणार नाही.
( ९ ) वसुली अधिकाऱ्यास त्यांच्या नावापुढे कोठेही " महाराष्ट्र शासन नियुक्त " आणि/किंवा " सिव्हील कोर्ट " , " एक्झीक्युटीव्ह कोर्ट " या शब्दांचा अथवा तत्सम शब्दांचा वापर करता येणार नाही . त्याऐवजी वसुली अधिकाऱ्यांनी त्यांच्या नावापुढे " वसुली अधिकारी (महाराष्ट्र सहकारी संस्था अधिनियम, १ ९ ६० व नियम , १ ९ ६१ चे नियम १०७ अन्वये ) " असे लिहावे.
(१० ) वसुली अधिकाऱ्यास वसुलीसाठी वापर करण्यात येणाऱ्या वाहनावर " वसुली अधिकारी , पतसंस्था " असा फलक लावता येऊ शकेल . सहकारी बँक/ ( ११ ) वसुली अधिकाऱ्याने पगार जप्तीची कार्यवाही करताना कर्जदाराच्या / जामीनदाराच्या पगार कपातीबाबत राष्ट्रीयीकृत बँका वा अन्य बँका यांच्याकडे परस्पर वेतन कपातीचा आदेश देऊन परस्पर पगार कपात करता येणार नाही.
संबंधित कर्जदार / जामीनदार ज्या आस्थापनेवर काम करीत आहे त्या आस्थापनेवरील आहरण व संवितरण अधिकारी / पगार करणारा अधिकारी यांचेमार्फत पगारातून कर्ज वसूल करण्याची कार्यवाही करावी.
(१२ ) वसुली अधिकाऱ्यास , थकबाकीदाराकडून वसुली दाखल्यानुसार वसूलपात्र रक्कम व सरचार्ज रक्कम याशिवाय इतर कोणतीही रक्कम वसूल करता येणार नाही .
(१३ ) सोबतच्या यादीप्रमाणे सर्व प्रकरणामध्ये जंगम जप्ती , स्थावर जप्ती, अपसेट प्राईज मंजुरी , जाहीर लिलाव व कलम १००/८५ अन्वयेची कार्यवाही ही नियमानुसार विहित मुदतीत पूर्ण करण्यात यावी . विहित मुदतीत उक्त कार्यवाही पूर्ण न केल्यास आपणास दिनांक १ एप्रिल २०२० पासून पुढील कालावधीसाठी कलम १५६ चे अधिकार प्रदान करण्यात येणार नाही याची गांभीर्याने नोंद घ्यावी व त्याची सर्वस्वी जबाबदारी ही आपली राहील.

Amendment to the Rules of Procedure
No. ROP/ 2020/II . In exercise of its functions as stipulated under Article 320 of the Constitution of India , the Maharashtra Public Service Commission hereby makes the following rules further to amend the Maharashtra Public Service Commission Rules of Procedure , 2014 ; namely :-
1. ( I ) These rules may be called , " The Maharashtra Public Service Commission Rules of Procedure (Amendment) Rules 2021. "
(II ) These rules shall be deemed to have come into force on 16th July 2020 .
2. In rule 8 , sub rule ( vi) the following portion ,
" The candidates securing minimum 35 percentile marks in open category , 30 percentile marks in the backward class category , 20 percentile marks in the meritorious sports persons category and physically handicapped category in the Main examination shall only be considered to be called for the interview . "
shall be substituted as
" The candidates securing minimum 35 percentile marks in open category , 30 percentile marks in the backward class category and orphan class category , 20 percentile marks in the meritorious sports persons category and persons with benchmark disabilities category in the Main examination shall only be considered to be called for the interview . "
