महाराष्ट्र आधार (वित्तीय व इतर अर्थसहाय्य, लाभ आणि सेवा यांचे लक्ष्यित वितरण ) अधिनियम, २०१६.
क्रमांक डिबीटी-११२०/ प्र.क्र.१६४/१४ - अे. – ज्याअर्थी, सेवा किंवा लाभ किंवा अर्थसहाय्य देण्यासाठी आधार कार्डाचा वापर ओळखपत्र म्हणून करण्यामुळे, शासनाची सेवा प्रदान प्रक्रिया सुकर होते, ती पारदर्शक आणि कार्यक्षम होते आणि लाभाथ्र्यांना त्यांची अनुदाने प्रत्यक्ष त्यांना सोईस्कररीत्या आणि सुरळीतपणे मिळणे शक्य होते आणि आधार कार्डामुळे एखादया व्यक्तीस स्वत:ची ओळख सि करण्यासाठी अनेक दस्तऐवज सादर करण्याची गरज पडत नाही,
आणि, ज्याअर्थी, सोबत जोडलेल्या अनुसूचित नमूद के लेल्या योजना किंवा सेवांची महाराष्ट्र शासनाचा, कृ षि, पशुसंवर्धन, दुग्धव्यवसाय विकास व मत्स्यव्यवसाय विभाग अंमलबजावणी करीत आहे.
आणि, ज्याअर्थी, या योजना किें वा सेवांमध्ये राज्याच्या एकात्मिक निधीतून करण्यात येणारा आवर्ती खर्च अंतभू र्त आहे , म्हणून, आता महाराष्ट्र आधार (वित्तीय व इतर अर्थसहाय्य, लाभ आणि सेवा यांचे लक्ष्यित वितरण) अधिनियम, २०१६ (२०१६ चा १८) (यात यापुढे ज्याचा निर्देश ' उक्त अधिनियम ' असा करण्यात आला आहे ) याच्या कलम ३ च्या तरतुदींनुसार राज्य शासनाचा, कृ षि, पशुसंवर्धन, दुग्धव्यवसाय विकास व मत्स्यव्यवसाय विभाग याव्दारे उक्त योजना आणि सेवांतर्गत हस्तांतरणाच्या थेट लाभ हस्तांतरण योजनेच्या (डी.बी.टी.) अंमलबजावणीसाठी कार्यपध्दतीचे पुढील टप्पे अधिसूचित करीत आहे : – (१) र्सोबत र्जोडलेा अनुसूकचतील र्योजना कंि वा सेवा याखाली अथसर्हाचा लाभ कमळवू इणा्या ींना ांचेडिे आधार क्रमांि असाचा पुरावा सादर रिणे आवि आहे कंि वा आधार अकधप्रमाणन नि घेणे आवि आहे, भाग चार-ब×५७-२ (१)२ महाराष्ट्र शासन राजपत्र असाधारण भाग चार-ब, मार्च १, २०२१/फाल्गुन १०, शके १९४२ (२) सोबत जोडलेल्या अनुसूचितील योजना किंवा सेवा याखाली अर्थसहाय्याचा लाभ मिळवू इच्छिणाऱ्या, पण आधार क्रमांक नसलेल्या किंवा आधार क्रमांकासाठी नाव न नोंदविलेल्या कोणत्याही व्यक्तीस, आधार क्रमांकासाठी तात्काळ अर्ज करावा लागेल, मात्र उक्त अधिनियमाच्या कलम ३ च्या तरतुदींनुसार तो आधार मिळविण्यासाठी पात्र असला पाहिजे आणि अशा व्यक्तीस आधार क्रमांकासाठी कोणत्याही आधार नोंदणी कें द्राला [भारतीय विशिष्ट ओळख प्राधिकरणाच्या संके तस्थळावर (UIDAI) (www.uidai.gov.in) यादी उपलब्ध आहे] भेट देता येईल.
(३) आधार (नोंदणी आणि अद्ययावतीकरण) विनियम, २०१६ यांच्या विनियम १२ नुसार, राज्य शासनाच्या प्रशासनातील स्थानिक प्राधिकरणे, आधार नोंदणीसाठी भारतीय विशिष्ट ओळख प्राधिकरणाची (UIDAI) नोंदणी निबंधक झाली आहेत किंवा होण्याच्या प्रक्रियेत आहेत आणि भारतीय विशिष्ट ओळख प्राधिकरणाशी (UIDAI) विचारविनिमय करून नोंदणी सुविधा उपलब्ध करुन देण्यासाठी सोईच्या ठिकाणी विशेष आधार नोंदणी शिबिरे भरवत आहेत आणि वर नमूद के लेल्या योजना/सेवेखाली देऊ करण्यात आलेल्या अर्थसहाय्याचा लाभ मिळवू इच्छिणाऱ्या, पण आधार क्रमांक नसलेल्या किंवा आधार क्रमांकासाठी अजूनही नोंदणी न के लेल्या कोणत्याही व्यक्तीला आधार क्रमांकासाठी नाव नोंदविण्यासाठी अशा विशेष आधार नोंदणी शिबीरांना किंवा भारतीय विशेष ओळख प्राधिकरणाच्या (UIDAI) किंवा जवळपासच्या विद्यमान निबंधक असलेल्या कोणत्याही आधार नोंदणी कें द्रांना देखील भेट देता येईल.
परंतु, एखाद्या व्यक्तीस आधार (क्रमांक) नेमून देण्यात येईपयत पुढील कागदपत्रे सादर करण्यास अधीन राहून, त्याला अनुसूचितील योजना किंवा सेवांखाली लाभ घेण्याची मुभा देण्यात येईल.
क. (एक) जर त्याने " आधार " साठी नाव नोंदवले असेल तर त्याची आधार नोंदणीची पावती ; किंवा (दोन) आधार नोंदणीसाठीच्या विनंती अर्जाची प्रत,
ख. (एक) भारताच्या निवडणूक आयोगाने दिलेले मतदार ओळखपत्र ; किंवा
(दोन) शिधापत्रिका ; किंवा
(तीन) मोटार वाहन अधिनियम, १९८८ (१९८८ चा ५९) अन्वये लायसन्स देणाऱ्या प्राधिकरणाने दिलेले वाहन चालन लायसन्स ; किंवा
(चार) राजपत्रित अधिकारी किंवा तहसीलदार यांनी अधिकृ त लेटर हेडवर दिलेले अशा व्यक्तीचे छायाचित्र असलेले ओळखपत्र ; किंवा
(पाच) छायाचित्र असलेले किसान पास बुक ; किंवा
(सहा) छायाचित्र असलेले बँके चे पासबुक ; किंवा
(सात) राज्य शासनाने विनिर्दिष्ट के लेले इतर कोणतेही दस्तऐवज
(४) लाभाथना सोईस्कर आणि विनाव्यत्यय सेवा उपलब्ध करून देण्याच्या दृष्टीने, राज्य प्रशासनाने, आधार क्रमांकासाठी नाव नोंदवण्याचे महव आणि आधार नावनोंदणीसाठी उपलब्ध करून देण्यात आलेल्या सुविधांच्या तपशीलासंदर्भात लाभाथमध्ये जागरुकता निर्माण करण्यासाठी, त्यांच्या क्षेत्रिय कार्यालयामार्फ त स्थानिक प्रसारमाध्यमाद्वारे व्यापक प्रसिद्धी दिली पाहिजे.
(५) गट किंवा तहसील किंवा तालुक्यांमध्ये नाव नोंदणी कें द्रे उपलब्ध नसल्याने लाभार्थी नाव नोंदवू शकत नसतील तर, क्षेत्रीय अधिकाऱ्यांनी, सोईच्या ठिकाणी नाव नोंदणी सुविधा उभारणे आवश्यक आहे आणि लाभाथना, त्यांनी आपले नाव, पत्ता इ.सारख्या तपशीलासह नाव नोंदणी करण्याची विनंती करायला हवी.
महाराष्ट्र शासन राजपत्र असाधारण भाग चार-ब, मार्च १, २०२१/फाल्गुन १०, शके १९४२ ३(६) थेट लाभ हस्तांतरण (डीबीटी) यासाठी पात्र असलेले लाभार्थी, राज्य शासनाव्दारे याबाबतीत प्राधिकृ त करण्यात आलेल्या, सेवा पुरविणाऱ्या अधिप्रमाणन वापरकर्ता एजन्सी (ए यु ए) ला, राज्य शासनाने वेळोवेळी उपलब्ध करून दिलेल्या नमुन्यात अधिप्रमाणनासाठीची आपली संमती सादर करतील.

AGRICULTURE, ANIMAL HUSBANDRY, DAIRY DEVELOPMENT
AND FISHERIES DEPARTMENT

NOTIFICATION
THE MAHARASHTRA AADHAR (TARGETED DELIVERY OF FINANCIAL AND OTHER SUBSIDIES, BENEFITS AND SERVICES) ACT, 2016.
No. DBT-2020/C.R. No. 164/14-A.–Whereas, the use of Aadhaar as identity document for delivery of services or benefits or subsidies, simplifies the Government delivery processes, brings in transparency and efficiency and enables beneficiaries to get their entitlements directly to them in a convenient and seamless manner and Aadhaar obviates the need for producing multiple documents to prove one's identity ;
And whereas, the Agriculture, Animal Husbandry, Dairy Development and Fisheries Department is administering the schemes or services mentioned in the Schedule appended hereto;
And whereas, the said schemes or services involves recurring expenditure incurred from the Consolidated Fund of the State ;
Now, therefore, in pursuance of the provisions of section 3 of the Maharashtra Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services) Act, 2016, (Mah.
XVIII of 2017) (hereinafter referred to as "the said Act"), the Agriculture, Animal Husbandry, Dairy Development and Fisheries Department, hereby notifies the following steps for implementation of Direct Benefit Transfer (DBT) mechanism for transfer of subsidies under the said schemes or services, namely : –
1. Individuals desirous of availing the benefits of subsidy under the said schemes or services are required to furnish proof of possession of Aadhaar number or undergo Aadhaar authentication.
2. Any individual desirous of availing the benefits of subsidy under the said schemes or services who does not possess the Aadhaar number or has not yet enrolled for Aadhaar shall have to apply for Aadhaar enrollment immediately provided he is entitled to obtain Aadhaar as per the provisions of section 3 of the The Aadhar (Targeted Delivery of Financial and other Subsidies, Benefits and Services) Act, 2016 (18 of 2016) and such individuals may visit any Aadhaar Enrollment center (List available at UIDAI website (www.uidai.gov.in) for Aadhaar enrolment.

As per regulation 12 of the Aadhaar (Enrollment and Update) Regulations, 2016 the local authorities in the State have become or are in the process of becoming UIDAI registrars for Aadhaar enrollment and are organizing special Aadhaar enrollment camps at convenient locations for providing enrollment facilities in consultation with UIDAI and any individual desirous of availing the benefits of subsidy offered under above mentioned schemes who does not possess the Aadhaar number or has not yet enrolled for Aadhaar, may also visit such special Aadhaar Enrollment Camps for Aadhaar enrollment or any of the Aadhaar enrollment centers in the vicinity with existing registrars of UIDAI:
Provided that, till the time Aadhaar is assigned to the individual, he shall be allowed to avail the benefits under the said schemes or services subject to the production of the following documents, namely :–-
(a) (i) if he has enrolled, his Aadhaar Enrollment Id slip ; or
(ii) a copy of request made for Aadhaar enrollment ;
(b) (i) the voter identity card issued by the Election Commission of India ; or (ii) ration card ; or
(iii) the driving license issued by the Licensing Authority under the Motor Vehicles Act, 1988 (59 of 1988) ; or
(iv) the certificate of identity having photo of such member issued by any Gazetted officer or a Tahsildar on an official letter head ; or
(v) the Kisan passbook with photo ; or
(vi) bank passbook with photo; or
(vii) any other photo identity document specified by the State Government. 4. In order to provide convenient and hassle free services to the beneficiaries, wide publicity shall be given through field offices and local media for awareness of the beneficiaries about the necessity of enrollment for Aadhaar and details of facilities made for Aadhaar enrollment.
5. In case the beneficiaries are not able to enroll due to non-availability of enrollment centers in the Block or Tahsil or Talukas, the field officers are required to create enrollment facilities at convenient location and the beneficiaries may be requested to register their request for enrollment by giving their names with other details, such as name, address, etc. at such location.
6. Beneficiaries eligible for Direct Benefit Transfer (DBT) shall submit his consent for authentication in the format as may be provided by the State Government, from time to time to the Authentication user agency (AUA) providing service, which is authorized in this behalf by the State Government.
