भारताचे संविधान.
क्रमांक-उसाअ- २०१५/प्र.क्र.२२७ /का-१.------भारताच्या संविधानाच्या अनुच्छेद ३०९ च्या परंतुकाद्वारे प्रदान केलेल्या अधिकारांचा वापर करून आणि याबाबतीत केलेले सर्व विद्यमान नियम, आदेश किंवा संलेख यांचे अधिक्रमण करून, महाराष्ट्राचे राज्यपाल, याद्वारे, अल्पसंख्याक विकास विभाग महाराष्ट्र शासन यांच्या प्रशासकीय नियंत्रणाखालील महाराष्ट्र राज्य उदर्ू साहित्य अकादमीच्या कार्यालयातील उप-संपादक (उदर्ू) (गट-क) या पदाच्या सेवाप्रवेशाचे विनियमन करणारे पुढील नियम करीत आहेत :-----
१. या नियमांस, महाराष्ट्र राज्य उदर्ू साहित्य अकादमीच्या कार्यालयातील उप-संपादक (उदर्ू) (गट-क) (सेवाप्रवेश) नियम, २०२० असे म्हणावे.
२. या नियमांमध्ये, संदर्भानुसार दुसरा अर्थ आवश्यक नसेल तर,-----
(क) ""अकादमी"" याचा अर्थ, महाराष्ट्र राज्य उदर्ू साहित्य अकादमी, मुंबई, असा आहे ;
(ख) ""आयोग"" याचा अर्थ, महाराष्ट्र लोकसेवा आयोग, असा आहे ;
(ग) ""पदवी"" याचा अर्थ, सांविधिक विद्यापीठाची पदवी, असा आहे ;
(घ) ""विभाग"" याचा अर्थ, भारताच्या संविधानाच्या अनुच्छेद १६६ अन्वये, तयार केलेल्या कामकाज विषयक महाराष्ट्र शासनाच्या नियमांना जोडलेल्या अनुसूची-एक मध्ये विर्िनदिष्ट केलेला महाराष्ट्र शासनाचा कोणताही विभाग, असा आहे.
भाग चार-अ--४९---१
(१)२ महाराष्ट्र शासन राजपत्र असाधारण भाग चार-अ, मार्च २३, २०२१/चैत्र २, शके १९४३ ३. अल्पसंख्याक विकास विभाग महाराष्ट्र शासनाच्या प्रशासकीय नियंत्रणाखालील, अकादमीच्या कार्यालयातील उप-संपादक (उदर्ू), (गट-क), या पदावरील नियुक्ती एक तर,-----
(क) जे उमेदवार,------
(एक) एकोणीस वषार्ंपेक्षा कमी वयाचे नाही आणि ३८ वषार्ंपेक्षा जास्त वयाचे नाही :
परंतु, मागासवर्गातील उमेदवारांच्या बाबतीत, उच्चतम वयोमर्यादा ५ वषार्ंपयर्ंत शिथिल करण्यात येईल ;
(दोन) उदर्ू भाषेतील पदवी धारण करतात;
(तीन) पत्रकारिता किंवा जन संवाद (जन संज्ञापन) यामधील पदवी धारण करतात ; आणि
(चार) वरील पोट-खंड (दोन) व (तीन) मध्ये नमूद केलेली अर्हता प्राप्त केल्यानंतर, एका वर्षापेक्षा कमी नसेल इतक्या कालावधीसाठी,-----
(क) वृत्तांतलेखन व जनसंपर्क यांसह पत्रकारितेचा ; किंवा
(ख) दैनिक वर्तमानपत्र किंवा मासिक (ऑनलाईन प्रकाशनांसह) यांमधील कामाचा ; किंवा (ग) शासकीय, निम- शासकीय किंवा सार्वजनिक संघटना किंवा अ-वर्ग शहरामधील प्रसिद्ध बातमी एजन्सीच्या संपादकीय विभागामधील कामाचा, अनुभव धारण करतात :
परंतु, असे की,पत्रकारिता किंवा जन संवाद (जन संज्ञापन) यांमधील पदव्युत्तर पदवी अथवा असामान्य अर्हता किंवा अनुभव किंवा दोन्ही धारण करणाया व्यक्तीस प्राधान्य देण्यात येईल:
परंतु आणखी असे की, असामान्य अर्हता किंवा अनुभव किंवा दोन्ही असणाया उमेदवारांच्या बाबतीत, आयोगाच्या शिफारशीवरून वयोमर्यादा किंवा अनुभवाचा कालावधी शासनाद्वारे शिथील करण्यात येईल:
परंतु तसेच, जर विहीत कालावधीचा अनुभव असणारे उमेदवार पुरेशा संख्येत उपलब्ध झाले नाही तर, अल्प कालावधीचा अनुभव असणाया उमेदवारांचा देखील विचार करता येईल, अशा उमेदवारांमधून आयोगाद्वारे नामनिर्देशनाद्वारे करण्यात येईल ; किंवा (ख) (एक) माहिती व जनसंपर्क महासंचालनालय, महाराष्ट्र शासन यातील उप-संपादकाचे पद किंवा महाराष्ट्र शासनाच्या इतर कोणत्याही विभागातील इतर कोणतेही समतुल्य पद धारण करणारी व त्या पदावर ५ वषार्ंपेक्षा कमी नसेल इतकी किमान सेवा असणाया आणि खंड (क) च्या पोट-खंड (दोन) व (तीन) मध्ये नमूद केलेली अर्हता धारण करणाया ; किंवा (दोन) माहिती व जनसंपर्क महासंचालनालय, महाराष्ट्र शासन, यातील उप-संपादक या पदाशी समतुल्य पद धारण करणाया, केंद्र सरकारच्या किंवा इतर कोणत्याही राज्य शासनाच्या किंवा कोणत्याही स्थानिक प्राधिकरणाच्या किंवा वैधानिक मंडळाच्या सेवेतील व त्या पदावर ५ वषार्ंपेक्षा कमी नसेल इतकी किमान सेवा असणाया आणि खंड (क) च्या पोट-खंड (दोन) व (तीन) मध्ये नमूद केलेली अर्हता धारण करणाया सुयोग्य व्यक्तीच्या प्रतिनियुक्तीद्वारे नियुक्ती करण्यात येईल :
परंतु, विहित कालावधीचा अनुभव असणारे उमेदवार उपलब्ध झाले नाही तर, अल्प कालावधीचा अनुभव असणाया उमेदवारांचादेखील विचार करण्यात येईल.
४. या पदावर नियुक्त केलेल्या व्यक्तीने, माहिती तंत्रज्ञान संचालनालय, महाराष्ट्र शासन, यांनी वेळोवेळी विहित केलेले संगणक हाताळणीबाबतचे प्रमाणपत्र धारण केलेले असेल.
५. या पदावर नियुक्त केलेल्या व्यक्तीला, जर अगोदरच अशा परीक्षा उत्तीर्ण झाली नसेल तर किंवा तिला त्या परीक्षा उत्तीर्ण होण्यातून सूट दिलेली नसेल तर, त्याबाबतीत केलेल्या नियमांनुसार, हिंदी व मराठी मधील परीक्षा उत्तीर्ण होणे आवश्यक असेल.

NOTIFICATION
CONSTITUTION OF INDIA.
No. USA-2015/C.R.No..227/Desk-1.—In exercise of the powers conferred by the proviso to article 309 of the Constitution of India and in supersession of all existing rules, orders or instruments made in this behalf, the Governor of Maharashtra is hereby pleased to make the following rules regulating recruitment to the post of Sub-editor (Urdu) (Group-C) in the office of Maharashtra State Urdu Sahitya Academy, under the administrative control of the Minorities Development Department of the Government of Maharashtra, namely :—
1. These rules may be called the Sub-editor (Urdu) (Group-C) in the office of Maharashtra State Urdu Sahitya Academy (Recruitment) Rules, 2020.
2. In these rules, unless the context requires otherwise,—
(a) "Academy" means the Maharashtra State Urdu Sahitya Academy, Mumbai;
(b) "Commission" means the Maharashtra Public Service Commission;
(c) "Degree" means a degree of a statutory university;
(d) "Department" means any Department of the Government of Maharashtra specified in Schedule-I appended to the Maharashtra Government Rules of Business framed under article 166 of the Constitution of India.
3. Appointment to the post of Sub-editor (Urdu), Group C in the office of the Academy, under the administrative control of the Minorities Development Department of the Government of Maharashtra shall be made either,—
(a) by nomination by the Commission from amongst candidates who,—
(i) are not less than nineteen years of age and not more than thirty-eight years of age :
Provided that, the upper age limit shall be relaxed upto five years in case of candidates belonging to Backward Classes ;
(ii) possess a degree in Urdu language ;
(iii) possess a degree in Journalism or Mass Communication ; and
(iv) possess experience, gained after acquiring the qualifications mentioned in sub-clauses (ii) and (iii) above, for a period of not less than one year, of,—
(a) journalism including reporting and public relations; or
(b) working in a daily newspaper or magazine (including online publications); or (c) working in the editorial section of the Government, Semi-Government or public organizations or A-class city's famous news agency:
Provided that, preference may be given to the persons possessing master's degree in Journalism or Mass Communication or exceptional qualifications or experience or both :
४ महाराष्ट्र शासन राजपत्र असाधारण भाग चार-अ, मार्च २३, २०२१/चैत्र २, शके १९४३Provided further that, age limit or period of experience may be relaxed by the Government on the recommendation of the Commission in favour of candidates having exceptional qualifications or experience or both:
Provided also that, if candidates with the prescribed period of experience are not available in sufficient number then those with experience of a shorter period may also be considered; or (b) by deputation of a suitable person,—
(i) holding the post of Sub-editor of the Directorate of Information and Public Relations, Government of Maharashtra or any other equivalent post of any other Department of Government of Maharashtra, with a minimum service of not less than five years in that post and possessing the qualifications mentioned in sub-clauses (ii) and (iii) of clause (a) ; or
(ii) in the service of the Government of India or any other State Government or any local authority or Statutory Corporation holding a post equivalent to the post of Sub-editor of Directorate of Information and Public Relations, Government of Maharashtra, with a minimum service of not less than five years in that post and possessing the qualifications mentioned in sub-clauses (ii) and (iii) of clause (a):
Provided that, if candidates with the prescribed period of experience are not available those with experience of a shorter period may also be considered.
4. A person appointed to the post shall possess a Certificate in Computer Operations prescribed by the Directorate of Information Technology, Government of Maharashtra, from time to time.
5. A person appointed to the post shall be required to pass examinations in Hindi and Marathi according to the rules made in that behalf, usnless he has already passed, or has been exempted from passing those examinations.
