Amendment to the Rules of Procedure
No. ROP/ 2021 /I.- In exercise of its function as stipulated under Article 320 of the Constitution of India , the Maharashtra Public Service Commission hereby makes the following rules further to amend the Maharashtra Public Service Commission Rules of Procedure , 2014 ; namely :-
1. ( i ) These rules may be called , " The Maharashtra Public Service Commission Rules of Procedure Amendment , Rules 2021. "
(ii) These rules shall come into force from the date of its publication in Official Gazette .
2. In rule 10 , sub rule 7, shall be substituted as under : -
"While preparing the final recommendation list for deciding the ranking of the candidates securing equal marks , the following criteria shall be made use of in a sequential manner one after the other : -
test . ( i ) The Candidates securing more marks in the Mains ( written) Examination or Screening ( ii ) Education Qualification as on the last date of receipt of application in descending order as PhD . , M.Phil , Post Graduation , Post Graduation in relavant discipline by distance Education .
(iii ) Ascending order of the date of acquiring higher qualification .
( iv) Preferential qualification if so mentioned in the advertisement/notification/Rules of Recruitment .
(v) If the experience is desired for the post in question then the experience on the last day of receipt of application.
(vi) Older in age .
(vii ) Candidates securing more marks in SSC Examination .
(viii) But in the case of the Police Sub Inspector Limited ( Department ) examination while preparing the final recommendation list for deciding the ranking of the candidates securing equal marks , the following criteria shall be made use of in a sequential manner one after the other : -
( a) Degree + Maximum to minimum experience in descending order .
(b) 12th + Maximum to minimum experience in descending order .
(c) 10th + Maximum to minimum experience in descending order .
The Minutes of the selection so approved by the Interview Committee shall be intimated to the Government by way of recommendation of the suitable candidates against the informed vacancies after ratification by at least one half the Members of the Commission ( who are functioning including the Chairman) .

क्रमांक पो.आ. / वा . अधिसूचना / २०२१-२५८ . - ज्याअर्थी, औरंगाबाद शहरातील वाढती लोकसंख्या व वाहनांची वाढती संख्या , अरुंद व खराब रस्ते तसेच सरकारी / खाजगी कार्यालय , एमआयडीसी वाळूज येथून येणारे व जाणारे कामगारांच्या बसेस व इतर वाहनांची शहरातील रोडवर मोठ्या प्रमाणात वर्दळ असते. शहरातील रोडवरील वाहतुकीची कोंडी व अपघात टाळण्यासाठी तसेच नागरीकांच्या सुरक्षितता, जिवितास धोका, अडथळा किंवा गैरसोय होऊ नये म्हणून औरंगाबाद शहरात खाजगी प्रवासी बसेस ( लक्झरी) वाहनांकरीता वाहतुकीचे नियोजन करणेसाठी अधिसूचना काढण्यात आली होती . सदर अधिसूचनेमध्ये अंशतः बदल करणे आवश्यक असल्याची माझी खात्री झालेली आहे .
त्याअर्थी , मी डॉ . निखील गुप्ता , पोलीस आयुक्त , औरंगाबाद शहर मला महाराष्ट्र पोलीस कायदा, १ ९ ५१ ( १ ९ ५१ चा अधिनियम क्र . २२ ) चे कलम ३३ ( १ ) (ब) , सह मोटार वाहन कायदा, १ ९ ८८ ( १ ९ ८८ चा अधिनियम क्र . ५ ९ ) चे कलम ११५ व इतर प्राप्त अधिकारान्वये औरंगाबाद शहरात वाहतुकीसाठी खालीलप्रमाणे अधिसूचना काढत आहे : -
औरंगाबाद पोलीस आयुक्तालय हद्दीत येणाऱ्या व जाणाऱ्या सर्व प्रकारच्या लक्झरी बससाठी सकाळी ०७.०० ते २३.०० वा. पावेतो प्रवेशबंदी आहे. त्यांना खालील नमुद मार्गावरून पासून ते पर्यंत शहरात प्रवेशास परवानगी आहे.
(१ ) पुणे - नगर , धुळे - वैजापूर कडून येणाऱ्या लक्झरी बसेस ह्या नगरनाका, लोखंडी पुल , बाबा पेट्रोल पंप मार्गे पंचवटी व परत नगरनाका पासून पुढे.
(२ ) पैठण कडून येणाऱ्या लक्झरी बसेस ह्या लिंकरोड, महानुभव आश्रम चौक, बीड बायपास रोड , संग्रामनगर उड्डाणपुल मार्गे शहानुरमियाँ दर्गा चौक पर्यंत प्रवेश राहील .
(३ ) जालनाकडून येणाऱ्या लक्झरी बसेस ह्या केंब्रिज चौक , झाल्टा फाटा, बीड बायपास रोड, गोदावरी टी मार्गे शहानुर मियाँ दर्गा चौक पर्यंत प्रवेश राहील .
( ४ ) जळगांव रोडकडून येणाऱ्या लक्झरी बसेस ह्या हर्सल टी , जळगांव टी, चिकलठाणा, केंब्रिज चौक, झाल्टा फाटा, बीड बायपास मार्गे जातील .
(५ ) सार्वजनिक मार्गावर कोणत्याही ठिकाणी लक्झरी बसमध्ये प्रवासी बसविणे किंवा उतरविणे करीता मनाई आहे.
(६ ) लक्झरी बसेस यांना शहरात परवानगी असलेल्या कालावधीत या लक्झरी बसेसचा वेग ४० किमी . प्रति तास पेक्षा जास्त राहणार नाही.
अधिसूचना ही राज्य परिवहन महामंडळाच्या बसेस, कामगार वाहतुकीच्या बसेस , शालेय विद्यार्थी यांच्या बसेस , शासकीय , निम शासकीय बसेस व अत्यावश्यक सेवा अशी वाहने वगळविण्यात येऊन तसेच लग्न समारंभ , पर्यटन, धार्मिक कार्यक्रम व इतर ऐनवेळीचे कार्यक्रमासाठी शहरात येणाऱ्या व जाणाऱ्या लक्झरी बसेस, सहायक पोलीस आयुक्त , वाहतुक , औरंगाबाद यांच्या कार्यालयाकडून वाहतुकीसंबंधी प्रयोजन व कालावधी लेखी कारणासह अर्ज देवून परवनगी घेणे बंधनकारक राहील .
या अधिसूचनेचा भंग करणारी व्यक्ती म. पो . कायदा कलम १३१ व अन्य फौजदारी कायद्यान्वये अपराधास पात्र राहील . तसेच प्रचलीत मोटार वाहन कायद्याप्रमाणे कार्यवाही करण्यात येईल.
अधिसूचना ही अत्यावश्यक सेवा उदा . पोलीस, रुग्णवाहीका, अग्निशमन दलाचे वाहनांना लागू राहणार नाही.
सदर अधिसूचना माझ्या सही व शिक्क्यानिशी दिनांक १८ फेब्रुवारी २०२१ रोजी काढण्यात आली आहे .

ज्या अधिकाऱ्यांबाबत महसूलहानी / विभागीय चौकशी कार्यवाही सुरू आहे किंवा प्रस्तावित आहे , अशा अधिकाऱ्यांच्या प्रकरणी होणाऱ्या निर्णयाच्या अधिन राहून निवृत्ती वेतन लाभाची कार्यवाही करावी .
संबंधित अधिकाऱ्यांस नियमित सेवानिवृत्तीवेतन व सेवालाभ देण्यास काही कारणास्तव विलंब होणार असल्यास तात्पुरते निवृत्ती वेतन व सेवालाभ देण्यासाठी महाराष्ट्र नागरी सेवा ( निवृत्ती वेतन ) नियम १ ९ ८२ मधील नियम १२६/१३० नुसार आवश्यक कार्यवाही तात्काळ करावी.
