सूचना

रत्नागिरी शहराची सुधारित विकास योजना महाराष्ट्र शासन, नगरविकास विभाग, शासन निर्णय क्रमांक टिपीएस १८ ९९ /९ ३ सी. आर . क्र. १८६ / ए / ९९ युडी-१२ , दिनांक २७ एप्रिल २००० अन्वये भागशः मंजूर केली असून ती दिनांक २१ जून २००० पासून अंमलात आली आहे आणि या सुधारित विकास आराखड्याचा उर्वरित भाग (ईपी ३१ वगळता ) महाराष्ट्र शासन नगरविकास विभाग निर्णय क्रमांक टीपीएस / १८०१ / ४४१ / सी.आर.क्र.३५ / ०२ युडी २१ , दिनांक १७ जून २००५ अन्वये मंजूर केला असून तो २७ जून २००५ पासून अंमलात आला आहे.

ज्याअर्थी , रत्नागिरी शहराची मूळ विकास योजना सन १ ९ ७४ साली मंजूर असून या विकास योजनेमध्ये केंद्र शासन पुरस्कृत एकात्मिक नगर विकास योजना रत्नागिरी ( आय.यु.डी.पी. ) अंतर्गत या विभागातील मासेमारी व्यवसायाला चालना मिळावी या उद्देशाने मत्स्योद्योग ( फिश इंडस्ट्रीयल इस्टेट) हा प्रकल्प नियोजून या प्रकल्पाखालील जमीन , भूसंपादित करून राबविण्यात आलेला आहे व या मत्स्योद्योग ( फिश इंडस्ट्रीयल इस्टेट ) मधील भूखंड हे माशांवरील प्रक्रिया करणाऱ्या प्रकल्पधारकांना नगरपरिषदेने भाडेतत्वाने दिलेले आहेत .

ज्याअर्थी, सदरचा भाग हा मासेमारी व्यवसायाशी गर्दीचा निगडीत असल्याने व भगवती बंदर येथून सिमेंट वाहतूक ट्रकने होत असल्याने या रस्त्यावरील शाळा रस्त्यालगत असून या ठिकाणी अपघात होत असल्याने या शाळेला पर्याय म्हणून मत्स्योद्योग ( फिश इंडस्ट्रीयल इस्टेट ) चे काही भूखंड शाळेसाठी आरक्षित करण्यात येऊन तेथे आरक्षण क्रमांक '२५ अ ' " प्राथमिक शाळा " असे आरक्षण विकास योजना सुधारित करताना प्रस्तावित केलेले आहे. अशा प्रकारे या विभागात अस्तित्वातील शाळेपासून ३०० मी. अंतरावर या मत्स्यउद्योग वसाहतीत भूखंडावर नियोजित शाळेचे अतिरिक्त आरक्षण मंजूर झालेले आहे.

ज्याअर्थी, या दोन आरक्षणांपैकी येथील नागरिकांच्या मागणीनुसार आरक्षण क्रमांक २८ मधील वर्गीकृत रस्त्यास लागून अस्तित्वात असलेली अस्तित्वातील शाळा पाडून या शाळेचा विस्तार म्हणून दर्शविलेले आरक्षण क्रमांक २८ मध्ये रस्त्यापासून दूर अद्ययावत नवीन शाळा आ. क्र . २८ या विस्तारित आरक्षणात बांधणेत आलेली आहे व त्याचा वापर सध्या सुरू असल्याने याच परिसरात ३०० मी . अंतरावर दुसरी शाळा बांधणेची आवश्यकता नसल्याने व मूळ फिश इंडस्ट्रीयल इस्टेटमधील मत्स्योद्योग वापराकरिता भूखंड वितरीत केलेले असल्याने सदर भूखंडांचा वितरीत केलेल्या कारणासाठी त्यावरील शाळेचे ठेवण्यात आलेले आरक्षण रद्द करण्याची विनंती अर्जदार यांनी केलेली आहे. याकामी रत्नागिरी शहराच्या विकास योजनेमध्ये तसा बदल करावयाचे झाल्यास महाराष्ट्र प्रादेशिक नियोजन व नगररचना अधिनियम , १ ९ ६६ चे कलम ३७ अन्वये सदरचे

आरक्षण वगळणे आवश्यक असलेने त्याची कार्यवाही करणेकरिता फेरबदल सूचना शासनाच्या राजपत्रात तसेच स्थानिक वृत्तपत्रात जाहीर करणेस या सभेची मंजुरी देणेत येत आहे, याकामी पुढील जरूर ती कार्यवाही कार्यालयाने करावी असा ठराव सर्वानुमते मंजूर करण्यात आला.

त्याअर्थी, सर्व नागरिकांना असे कळविणेत येते की , ज्यांना या किरकोळ बदलांबाबत आपल्या सूचना अगर हरकती द्यावयाच्या असतील त्यांनी सदरची जाहीर सूचना महाराष्ट्र शासन राजपत्रामध्ये प्रसिद्ध झाल्यापासून एक महिन्याचे मुदतीत लेखी स्वरूपात रत्नागिरी नगरपरिषदेच्या कार्यालयात सादर कराव्यात म्हणजे त्याचा विचार प्रस्तुत प्रस्ताव शासनाकडे अंतिम मंजुरीकरिता सादर करण्यापूर्वी करणेत येईल.

UNDER SECTION 37 ( 1 ) OF MAHARASHTRA REGIONAL PLANNING AND TOWN PLANNING ACT , 1966

Notice

Whereas , the Revised Development Plan of Ratnagiri Town has been partly sanctioned vide Government of Maharashtra Urban Development vide Government Resolution No. TPS 1899/13 CR No.186/A/UD - 12 , dated 27 April 2000 and came into force with effect from 21st June 2000 and whereas the remaining part of this Development Plan ( except EP31 ) has been sanctioned by the Government of Maharashtra vide Urban Development Department vide Notification No.TPS / 1801/ 441/C.R . No.35/02 UD 21 , dated 17th June 2015 , which came into force with effect from 27th June 2005 .

Whereas , the original Development Plan of Ratnagiri city has been sanctioned in the year 1974 and in this Development Plan, Fish Industrial Estate Project has been implemented after acquiring the land below this project under the Central Government sponsored " Integrated Urban Development Plan " , for motivating the fishing business . The plots in this Project are given on lease basis to the different owners of Fishing Processing Project .

Whereas , this area is related to the fishing business activities and crowded congested area . Also the transportation of cement is being made from Bhagvati Bandar and the existing school is adjacent to the road and hence numbers of accidents takes place in this area . Therefore , as an alternative to the place of this school , some plots of this Fish Industrial Area are reserved for the proposed school . This reservation has been given Number ' 25A' Primary School Reservation and this reservation has been proposed while preparing Revised Development Plan . Thus the reservation has been sanctioned in this area of Fish Industrial Estate about 300 mtrs . far from the existing school , which is reservation No. 28 of extension to Existing School .

Whereas , out of these two reservations , as per the demand of the citizens , the existing school Building adjacent to classified road in the Reservation No.28 has been demolished and the new modern school building shown as extension of this school building is constructed in Reservation No.28 , which is being occupied as of today and hence it is not necessary to construct new school building about 300 metres far from this school , in this region only . Therefore since the plots in this area are reserved for the purpose of business in Fish Industrial Estate , the applicant has requested to cancel the reservation kept for school building in this plot . In this situation , if such amendment is to be made in the Development Plan to that effect , the said reservation will have to be cancelled under the provision of Section 37 of Maharashtra Regional Planning and Town Planning Act , 1966 .

Therefore , the sanction is being given in this meeting to publish the amendment notice in the Gazette of Government of Mahrashtra as well as in the local newspaper .

Therefore , it is hereby informed that those who wants to give their suggestions or objections to the said proposed modification , may submit the same in office of Municipal Council Ratnagiri in writing within a period of one Month from the date of publication of this notice in Maharashtra Government gazette , so as to consider the same before submitting the final proposal of modification for sanction to the Government of Maharashtra .

A map showing proposed minor modification has been kept in Ratnagiri Municipal Office for inspection by public during office hours .
