आधार (आर्थिक व इतर अनुदान, लाभ व सेवा हयांंचे लक्ष्यित प्रदान) अधिनियम, २०१६.
क्रमांक एमव्हीआर ०५२१/सीआर-६८/टीआरए-२.—ज्याअर्थी, एखाद्याची ओळख सिद्ध होण्यासाठी विविध दस्तऐवज देण्याच्या आवश्यकतेचे निवारण होण्यासाठी, आधारचा वापर ओळखपत्र म्हणून सेवांच्या किंवा लाभांच्या किंवा अनुदानांच्या प्रदानासाठी, शासकीय प्रदान प्रक्रियेत सुलभीकरण, पारदर्शकता व कार्यक्षमता येते व लाभा(cid:१९१)र्यांना आपले हक्क मिळविण्यासाठी सरळ, सोईस्कर व सलग पद्धतीने सक्षम करते ;
आणि ज्याअर्थी, कोविड-१९ हया सार्वत्रिक महामारीमुळे ऑटोरिक्षा परवानाधारकांना रु. १५००/- एवढे एकरकमी अनुदान सानुग्रह करण्यासाठी, विद्यमान योजनेच्या मार्गदर्शिके नुसार गृह विभागाकडून अंमलबजावणी होत असल्यानुसार, गृह विभाग (परिवहन), महाराष्ट्र शासन योजना राबवित आहे ;
आणि ज्याअर्थी, उपरोल्लेखित योजना, ज्यामध्ये महाराष्ट्र शासनाच्या एकत्रित निधीतून करावयाच्या एकरकमी खर्चाचा समावेश आहे, महाराष्ट्र शासन राबवित आहे ;
त्याअर्थी, आता, आधार (आर्थिक व इतर अनुदान, लाभ व सेवा हयांचे लक्ष्यित प्रदान) अधिनियम, २०१६ (२०१६ चा १८ वा) (हयाखाली "सदर अधिनियम" असे संबोधित के लेल्या) च्या कलम ७ च्या अनुरोधाने महाराष्ट्र शासन खालीलप्रमाणे अधिसूचित करीत आहे, म्हणजे—
१. (१) सदर योजनेअंतर्गत लाभ मिळण्यास पात्र असणाऱ्या लाभधारकास आधार क्रमांक असल्याचा पुरावा सादर करावा लागेल किंवा आधार प्रमाणिकरण करावे लागेल.
(२) सदर योजनेअंतर्गत लाभ इच्छुकास, जर त्यांचेकडे आधार क्रमांक नसेल किंवा त्याने आधारसाठी अद्याप नोंदणीकरण के लेले नसेल तर, त्याला या योजनेअंतर्गत नोंदणी करण्यापूर्वी आधार नोंदणीसाठी अर्ज करणे आवश्यक राहील, मात्र तो किंवा ती सदर अधिनियमातील कलम ३ नुसार आधार प्राप्तीसाठी सक्षम असेल व अशी व्यक्ती आधार नोंदणीसाठी कु ठल्याही आधार नोंदणी कें द्रावर (युनिक आयडेंटिफिके शन ऑथरिटी ऑफ इंडिया (युआयडीएआय) च्या www.uidai.gov.in हया वेबसाईटवर यादी उपलब्ध आहे) जाऊ शके ल.
२ महाराष्ट्र शासन राजपत्र असाधारण भाग चार-अ, मे २४, २०२१/ज्येष्ठ ३, शके १९४३(३) आधार (नोंदणी व अद्ययावतीकरण) नियम, २०१६ च्या नियम १२ नुसार, आधारसाठी अद्याप नोंदणीकरण न झालेल्या अशा लाभधारकांना विभागाच्या अंमलबजावणी यंत्रणेच्या माध्यमातून, आधार नोंदणी सुविधा देणे आवश्यक राहील आणि संबंधित गट किंवा तालुका किंवा तहसील कार्यालयात कु ठलेही आधार नोंदणी कें द्र नसेल तर विभाग आपल्या अंमलबजावणी यंत्रणेच्या माध्यामातून व युआयडीएआयच्या विद्यमान निबंधक किंवा स्वत:च युआयडीएआयच्या निबंधकाचे पद धारण करुन त्यांच्या समन्वयाने सोईस्कर ठिकाणी आधार नोंदणीच्या सुविधा पुरविल.
तथापि, त्या व्यक्तीला आधार क्रमांक मिळेपय(cid:५२२)त त्याने खालील दस्तऐवज सादर करण्याच्या अधीन राहून, सदर योजनेअंतर्गत लाभ देण्यात यावा; जसे की, —
(अ) जर त्याने नोंदणीकरण के ले असेल तर त्याची आधार नोंदणी ओळखपत्रिका; आणि
(ब) खालीलपैकी कोणताही एक दस्तऐवज, म्हणजे—
(i) छायाचित्र असलेले ब ँक किंवा पोस्ट ऑफिसचे पासबुक ; किंवा, (ii) परमनंट अकाऊं ट नंबर (प ॅन) कार्ड ; किंवा (iii) पासपोर्ट ; किंवा (iv) रेशन कार्ड ; किंवा (v) मतदार ओखळपत्र ; किंवा (vi) एमजीएनआरईजीए कार्ड ; किंवा (vii) किसान फोटो पासबुक ; किंवा (viii) मोटार वाहन अधिनियम, १९८८ (१९८८ चा ५९ वा) खालील अनुज्ञप्ती प्राधिकरणाने जारी के लेली वाहन चालन अनुज्ञप्ती ;
किंवा
(ix) राजपत्रित अधिकारी किंवा तहसीलदार हयांनी आपल्या अधिकृ त लेटरहेडवर जारी के लेले अशा व्यक्तीचे छायाचित्र असलेले प्रमाणपत्र ; किंवा
(x) विभागाने विहित के लेला इतर कोणताही दस्तऐवज.
तथापि, आणखी असे की, वरील दस्तऐवजाची तपासणी विभागाने विशेष नियुक्त के लेल्या अधिकाऱ्याकडून करता येवू शके ल. २. सदर योजनेअंतर्गत लाभधारकांना सुलभपणे लाभ पुरविण्यासाठी, विभाग, आपल्या अंमलबजावणी यंत्रणेच्या माध्यमातून, आवश्यक ती सर्व व्यवस्था करील व अशा गोष्टीबाबत लाभधारकांना अवगत करण्यासाठी विविध माध्यमांतून प्रसिद्धी मिळेल हयाबाबतची खबरदारी घेईल.
३. लाभधारकांना खराब बायोमेट्रिकमुळे किंवा इतर कोणत्याही कारणाने आधार नोंदणीकरण अयशस्वी होत असेल अशा सर्व प्रकरणांमध्ये खालील उपचारात्मक साधनांचा अवलंब के ला जाईल म्हणजे —
(अ) बोटांच्या ठशांच्या खराब दर्जाच्या बाबतीत, प्रमाणिकरणासाठी इंटिग्रेटेड रिस्क इन्फॉर्मेशन सिस्टीम किंवा फे स ॲथिंटिके शन सुविधेचा अवलंब के ला जाईल, त्या(cid:४६२)ारे सलगरित्या लाभाधिकाऱ्यांना लाभ प्रदान व्हावेत हयासाठी विभाग आपल्या अंमलबजावणी यंत्रणेच्या माध्यमातून इंटिग्रेटेड रिस्क इन्फॉर्मेशन सिस्टीम स्कॅ नर्स किंवा बोटांच्या ठशांच्या प्रमाणिकरणासह चेहरा प्रमाणिकरणासाठी तरतुदी करेल.
(ब) बोटांच्या ठशां(cid:४६२)ारे किंवा इंटिग्रेटेड रिस्क इन्फॉर्मेशन सिस्टीम स्कॅ न किंवा चेहरा प्रमाणिकरणा(cid:४६२)ारे जर बायोमेट्रिक प्रमाणिकरण यशस्वी होत नसेल तर, जिथे जिथे शक्य व स्वीकृ तीयोग्य असेल तिथे आधार वन टाईम पासवर्ड किंवा समयाधारित मर्यादित समय वैधतेसह वन टाईम पासवर्डने प्रमाणिकरण के ले जाईल.
(क) बायोमेट्रिक किंवा आधार वन टाईम पासवर्ड किंवा समयाधारित वन टाईम पासवर्ड पद्धतीने प्रमाणिकरण शक्य नसेल अशा सर्व प्रकरणी, सदर योजनेखालील लाभ आधारपत्रावरील छापील क्विक-रिस्पॉन्स कोड(cid:४६२)ारे ज्याची सत्यता पडताळून पहाता येईल अशा प्रत्यक्ष आधारपत्राच्या आधारे देण्यात येईल. तसेच, विभागाने आपल्या अंमलबजावणी यंत्रणेच्या माध्यमातून सोईस्कर ठिकाणी क्विक-रिस्पॉन्स कोड रिडरची आवश्यक ती व्यवस्था करील.
महाराष्ट्र शासन राजपत्र असाधारण भाग चार-अ, मे २४, २०२१/ज्येष्ठ ३, शके १९४३ ३४. वरील सर्व प्रकरणांव्यतिरिक्त, (योजनेअंतर्गत) कोणत्याही योग्य लाभार्थीस योजनेअंतर्गत देय लाभ नाकारले जाणार नाही याकरीता विभागाने नियुक्त के लेल्या संस्थेमार्फ त दिनांक १९ डिसेंबर २०१७ रोजीच्या डायरेक्ट बेनिफिट ट्रान्सफर (Direct Benefit Transfer) मिशन, कॅ बिनेट सेक्रे टरीयट, भारत सरकारच्या ऑफिस मेमोरेंडममध्ये सूचित के लेल्या अपवाद हाताळण्याची यंत्रणेच्या तत्वांचे अनुपालन करील.
५. याशिवाय वरील कोणत्याही गोष्टी असूनही आधार प्रमाणिकरण करुन ओळख प्रस्थापित करण्यात अयशस्वी झालेल्या अथवा आधार क्रमांक धारण के ल्याचा पुरावा सादर करु न शकलेल्या कोणत्याही लाभार्थीना त्याचा लाभ नाकारला जाणार नाही. परिच्छेद १ च्या उप परिच्छेद (३) मधील परंतुकाच्या खंड (ब) मध्ये नमूद के लेल्या इतर दस्तऐवजाच्या आधारे ओळख पटवून त्याचा लाभ लाभा(cid:१९१)र्यांला लाभ प्रदान करण्यात येईल आणि अशा दस्तऐवजांच्या आधारे लाभ देण्यात आलेला असेल, त्यांची नावे नोंदविण्याकरीता स्वतंत्र नोंदवही ठेवण्यात येईल आणि याचे कार्यान्वयन करणाऱ्या संस्थेकडून वेळोवेळी लेखापरिक्षण करण्यात येईल.
६. सदर अधिसूचना राजपत्रात प्रसिद्ध झाल्याच्या दिनांकापासून अंमलात येईल.

NOTIFICATION
AADHAAR (TARGETED DELIVERY OF FINANCIAL AND OTHER SUBSIDIES, BENEFITS AND SERVICES) ACT, 2016.
No. MVR 0521/ C.R.68 /TRA-2.— Whereas, the use of Aadhaar as an identity document for delivery of services or benefits or subsidies simplifies the Government delivery processes, brings in transparency and efficiency and enables beneficiaries to get their entitlements directly in a convenient and seamless manner by obviating the need to produce multiple documents to prove one's identity ;
And whereas, the Home Department (Transport), Government of Maharashtra is administering the Scheme for granting ex. Gratia, One-time payment of Rs. 1500/- to Auto Rickshaw Permit Holder on account of covid–19 pandemic which is being implemented through the Home Department as per the extent Scheme guidelines;
And whereas, the Government of Maharashtra is administering the aforesaid Scheme which involves one time expenditure to be incurred from the Consolidated Fund of the Government of Maharashtra.
Now, therefore, in pursuance of section 7 of the Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services) Act, 2016 (18 of 2016) (hereinafter referred to as "the said Act"), the Government of Maharashtra hereby notifies the following, namely—
1. (1) A beneficiary eligible for receiving the benefits under the Scheme shall hereby be required to furnish proof of possession of the Aadhaar number or undergo Aadhaar authentication.
(2) A beneficiary desirous of availing benefits under the Scheme, who does not possess the Aadhaar number or, has not yet enrolled for Aadhaar, shall be required to make an application for Aadhaar enrolment before registering for the Scheme, provided that he/she is entitled to obtain Aadhaar as per section 3 of the said Act, and such individuals shall visit any Aadhaar enrolment centre (list available at the Unique Identification Authority of India (UIDAI) website www.uidai.gov.in) to get enrolled for Aadhaar.
(3) As per regulation 12 of the Aadhaar (Enrolment and Update) Regulations, 2016, the Department through its implementing agency, is required to offer Aadhaar enrolment facilities for the beneficiaries who are not yet enrolled for Aadhaar and in case there is no Aadhaar enrolment centre located in the respected Block or Taluka or Tehsil, the Department, through its implementing agency shall provide Aadhaar enrolment facilities at convenient locations in co-ordination with the existing Registrars of UIDAI or by becoming UIDAI Registrar themselves :
Provided that till the time Aadhaar is assigned to the individual, benefits under the Scheme shall be given to such individual, subject to the production of the following documents, namely :—
(a) if he has enrolled, his Aadhaar Enrolment Identification slip; and
(b) any one of the following documents, namely —
(i) Bank or Post Office Passbook with Photo; or
(ii) Permanent Account Number (PAN) Card; or
(iii) Passport; or महाराष्ट्र शासन राजपत्र असाधारण भाग चार-अ, मे २४, २०२१/ज्येष्ठ ३, शके १९४३ ५ (viii) Driving license issued by the Licensing Authority under the Motor Vehicles Act, 1988 (59 of 1988); or
(ix) Certificate of identity having photo of such person issued by a Gazetted Officer or a Tehsildar on an official letterhead; or
(x) any other document specified by the Department :
Provided further that the above documents may be checked by an officer specifically designated by the Department for that purpose.
2. In order to provide benefits to the beneficiaries under the Scheme conveniently, the Department through its Implementing Agency shall make all the required arrangements to ensure that wide publicity through the media shall be given to the beneficiaries to make them aware of the said requirement.
3. In all cases, where Aadhaar authentication fails due to poor biometrics of the beneficiaries or due to any other reason, the following remedial mechanisms shall be adopted, namely—
(a) in case of poor fingerprint quality, Integrated Risk Information System scan or face authentication facility shall be adopted for authentication, thereby the Department through its Implementing Agency shall make provisions for Integrated Risk Information System scanners or face authentication along with finger-print authentication for delivery of benefits in seamless manner ;
(b) in case the biometric authentication through fingerprints or Integrated Risk Information System scan or face authentication is not successful, wherever feasible and admissible authentication by Aadhaar One Time Password or Time-based One-Time Password with limited time validity, as the case may be, shall be offered;
(c) in all other cases where biometric or Aadhaar One Time Password or Time- based One- Time Password authentication is not possible, benefits under the Scheme may be given on the basis of physical Aadhaar letter whose authenticity can be verified through the Quick Response code printed on the Aadhaar letter and the necessary arrangement of Quick Response code reader shall be provided at the convenient locations by the Department through its Implementing Agency.
4. In addition to the above, in order to ensure that no bonafide beneficiary under the Scheme is deprived of his due benefits, the Department through its Implementing Agency shall follow the exception handling mechanism as outlined in the Office Memorandum of DBT Mission, Cabinet Secretariat, Government of India dated 19th December 2017.
5. Notwithstanding anything contained hereinabove, no beneficiary shall be denied benefit under the Scheme in case of failure to establish his identity by undergoing authentication, or furnishing proof of possession of Aadhaar number. The benefit shall be given to him by verifying his or her identity on the basis of other documents as mentioned in clause (b) of the proviso to sub-paragraph (3) of paragraph 1, and where benefit is given on the basis of such other documents, a separate register shall be maintained to record the same, which shall be reviewed and audited periodically by the Department through its implementing Agency.
6. This notification shall come into effect from the date of its publication in the Official Gazette.
