CHAPTER-I
PRELIMINARY
Contents:—Preamble Chapter I : Preliminary Chapter II : The University Chapter III : Authorities of the University Chapter IV : Officers of the University Chapter V : Education, Research and Extension Chapter VI: Funds and Accounts Chapter VII: Statutes and Regulations Chapter VIII: Miscellaneous.
(1) Short Title and commencement.—1. This Act may be called the National Backward Krushi Vidyapeeth Solapur State University (name of the university) Act Model Act for Agricultural Universities in India (Revised 2009).
2. It shall come into force on such date as the Government may, by notification in the Government Gazette, announce.
(2) Definitions.—
In this Act and all Statutes and Regulations made thereunder, unless the context otherwise requires :—
1. "Academic Council" means the Academic Council of the University,
2. "Act" means the Agricultural University Act,
3. "Agriculture" includes the disciplines of,
(a) Natural Resource Management;
(b) Crop Improvement including Production and Protection;
(c) Horticulture;
(d) Veterinary, Animal Sciences and Fisheries;
(e) Dairy Science and Technology;
(f) Forestry;

(k) Basic Sciences and Humanities in relation to Agriculture ;
(l) Any other subject related to Agriculture.
4. "Authority" means any authority of the University as specified in this Act;
5. "Board" means Board of Management of the University;
6. "Board of Studies" means academic affairs committee at faculty level;
7. "College" means a constituent college of the University under its direct administrative and financial control and management;
8. "Chancellor" means Chancellor of the University;
9. "Comptroller" means Comptroller of the University;
10. "Dean" means Head of the constient College;
11. "Dean Faculty" means Head of the subject matter faculty.
12. "Dean Student Welfare" means Dean of Student Welfare, Counselling and Student Placement.
13. "Director" means Director of Education, Director of Research and Director of Extension / Extension Education;
14. "Extension Council" means Extension Education Council of the University;
15. "Faculty" means Faculty in the University as specified in the Act and the Statutes;
16. "Government" means Government of the State/UT Maharashtra;
17. "Governor" means Governor of the State/UT Maharashtra;
18. "Head" means Head of the Department of the University;
19. "Hostel" means a place of residence for students of the University maintained or recognized by the University;
20. The National Council for Science and Technology Communication (NCSTC) of the University;
21. "Officer" means an officer of the University as specified in the Act/Statutes;
22. "Prescribed" means provision as set forh in the statutes of the University;
23. "Registrar" means Registrar of the University;
24. "Research Council" means Research Council of the University; PRELIMANRY :: 4 :: MODEL ACT FOR AGRICULTURE UNIVERSITIES IN INDIA.
25. "Statutes" means the person admitted and enrolled in a constituent college/unit of the University for taking a course of study for a degree, or other academic Programme duly instituted;
26. "Teacher" means a person not below the rank of Assistant Professor appointed or recognized by the University for the purpose of imparting instruction and/or conducting and guiding research and/or extension education programmes and may include any other person who may be declared by the Statutes to be a teacher;
27. "University" means National Backward Krushi Vidyapeeth State University (name of the University) as constituted under this Act; (29) "Vice-Chancellor" means Vice- Chancellor of the University.

ज्याअर्थी, तमाम जनतेस या जाहीर नोटीसीद्वारे कळविण्यात येते की, वरील न्यासाचे परिशिष्ट एकची पुनर्रचना संदर्भात कोणाचीही हरकत असल्यास सदर हरकत मे. धर्मादाय उप आयुक्त, जळगाव विभाग, जळगाव यांचे कोर्टात सदरची नोटीस प्रसिद्ध झालेपासून ३० दिवसांचे आत या कार्यालयात नोंदवाव्यात किंवा या कार्यालयाचे वरील पयावर मिळेल अशा रितीने टपालाने पाठवाव्यात. सदर मुदतीत कोणाचीही हरकत न आल्यास अथवा प्राप्त न झाल्यास मुदतीनंतर आलेल्या हरकतीचा विचार केला जाणार नाही. सदर अर्जाची चौकशी/सुनावणी पूर्ण करण्यात येऊन निर्णय दिला जाईल याची नोंद घ्यावी. कळावे ही चौकशीची जाहीर नोटीस.

The Notification of this has been pulbished in Maharastra Government Gazette dated 13-19 May 2021. The said notification is also published in Marathi daily Navakal and English daily Mid-Day on 6th May 2021. But Hon'ble High Court in PIL No. 22/2012 has passed Order dated 18th March 2016 wherein Hon'ble Court has obsevered that, in view of National Green Tribunal order and interim orders passed by Court, the Slum Rehabiitation Scheme cannot be implemented in the Aarey Colony Area.
Therefore the Notification dated 15th March 2021 issued by this office is cancelled.

ज्याअर्थी, महाराष्ट्र झोपडपट्टी (सुधारणा, निमर्ुलन आणि पुर्नविकास) अधिनियम, १९७१ चे कलम ३ब च्या पोट-कलम (३) अनुसार झोपडपट्टी पुनर्वसन प्राधिकरणाने झोपडपट्टी पुनर्वसन योजना तयार करून दिनांक ९ एप्रिल १९९८ रोजी राजपत्रात प्रसिद्ध केली आहे;
ज्याअर्थी, महाराष्ट्र झोपडपट्टी (सुधारणा, निमर्ुलन आणि पुर्नविकास) अधिनियम, १९७१ चे कलम ३ (क) उप-कलम (१) अनुसार " झोपडपट्टी पुनर्वसन क्षेत्र " घोषित करण्याचे अधिकार मुख्य कार्यकारी अधिकारी, झोपडपट्टी पुनर्वसन प्राधिकरण यांना आहेत.
त्याअर्थी, उक्त कलम ३ (क) चे उप-कलम (१) मधील शक्तीचा वापर करून मी, खालीलप्रमाणे अनुसूचीमध्ये दर्शविलेले क्षेत्र " झोपडपट्टी पुनर्वसन क्षेत्र " म्हणून याद्वारे घोषित करीत आहे. सदरचे क्षेत्र बृहन्मुंबई विकास नियंत्रण नियमावली २०३४ चे नियम ३३ (१०) अन्वये झोपडपट्टी पुनर्वसन योजना दाखल करण्यास पात्र आहे.

Whereas, the Slum Rehabilitation Authority has formed Slum Rehabilitation Scheme under the provision of section 3B(3) of Maharashtra Slum Area (Improvement, Clearance and Redevelopment) Act, 1971 and published in Gazette on 9th April 1998 ;
Whereas, in view of the provision of Section 3C (1) of the Maharashtra Slum Area (Improvement, Clearance and Redevelopment) Act, 1971 the Chief Executive Officer, Slum Rehabilitation Authority is empowered to declare any area as "Slum Rehabilitation Area".
Therefore in view of the said provision of section 3C (1) of the Maharashtra Slum Area (Improvement, Clearance and Redevelopment) Act, 1971. I, undersigned is hereby declare the area shown in schedule as "Slum Rehabilitation Area". Now the said area is open to submit scheme of slum rehabilitation as per regulation 33 (10) of Development Control and Promotion Regulation, 2034 of Greater Mumbai.
