क्रमांक खाक्षेस -२००५/प्र.क्र. -१०५/ रस्ते - ९ , ज्याअर्थी , शासन अधिसूचना , सार्वजनिक बांधकाम विभाग , क्रमांक- खाक्षेस- २००५/प्र.क्र. - १०५ /रस्ते- ९ , दिनांक २४ जुलै २००८ द्वारे , महाराष्ट्र शासनाने खाजगीकरणाच्या माध्यमातून "बांधा , वापरा व हस्तांतरित करा " या योजनेअंतर्गत बुलडाणा अर्बन को - ऑपरेटीव्ह क्रेडिट सोसायटी लि. बुलडाणा व एन.बी.सी (जे.व्ही . ) , यांनी स्वखर्चाने बांधलेल्या बुलडाणा जिल्ह्यातील मलकापूर - बुलडाणा- चिखली, राज्य महामार्ग क्रमांक १७६ किलोमीटर ०/००० ते किलोमीटर ७०/६०० या लांबीचे मजबुतीकरण व दुपदरीकरण केलेल्या रस्त्याचा वापर करणाऱ्या अनुसूचीच्या स्तंभ ( २ ) मध्ये अनुक्रमे विनिर्दिष्ट केलेल्या प्रकाराच्या मोटर वाहनांवर आणि वाहनांकडून ओढून नेल्या जाणाऱ्या अनुयानांवर अनुसूचीच्या स्तंभ ( ३ ) मध्ये त्यांच्यासमोर विनिर्दिष्ट केलेल्या दराने व कालावधीकरिता (दिनांक २५.०७.२००८ ते दिनांक २८.०५.२०२३ ) , या प्रकल्पातील रस्त्यावरील किलोमीटर ० ९ / ००० (दाताळा गावाजवळ ) व किलोमीटर ५४/००० (येळगांव गावाजवळ ) येथे बांधण्यात आलेल्या पथकर स्थानकावर पथकर वसूली करणेकरिता प्राधिकृत केले आहे;
आणि ज्याअर्थी, महाराष्ट्र शासनाने ( राज्य मंत्रीमंडळाच्या दि.१९ .११.२०२० रोजी झालेल्या बैठकीत ) सार्वजनिक बांधकाम विभागाच्या अधिपत्याखालील खाजगीकरणाच्या प्रकल्पांवर कार , जीप व तत्सम हलकी वाहने तसेच एस. टी . व स्कूल बसेस यांना पथकरातून सूट दिल्यामुळे देय नुकसान भरपाई रोखीने देण्याऐवजी सद्यस्थितीतील ४ प्रकारच्या वाहन प्रकाराऐवजी ५ प्रकारामध्ये वाहनांचे वर्गीकरण करणे तसेच पथकर दरामध्ये वाढ करून सवलत कालावधी सुधारीत करणेबाबत निर्णय घेतला आहे .
त्याअर्थी , आता, महाराष्ट्र मोटार वाहन कर अधिनियमाच्या कलम २० चे पोट- कलम ( १ - अ) , ( १ - ब) , ( १ -क) , ( १ - ड) आणि (१ - इ) द्वारे प्रदान करण्यात आलेल्या अधिकाराचा वापर करून शासन अधिसूचनेतील खालील अनुसूचीच्या स्तंभ ( २ ) मध्ये अनुक्रमे विनिर्दिष्ट केलेल्या प्रकाराच्या मोटर वाहनांवर आणि वाहनांकडून ओढून नेल्या जाणाऱ्या अनुयानांवर अनुसूचीच्या स्तंभ ( ३ ) मध्ये त्यांच्यासमोर विनिर्दिष्ट केलेल्या दराने व दिनांक ०१.०७.२०२१ ते दिनांक ३१.१२.२०२१ या कालावधीकरिता या प्रकल्पातील रस्त्यावर किलोमीटर ० ९/ ००० (दाताळा गावाजवळ ) व किलोमीटर ५४/००० ( येळगांव गावाजवळ ) येथे बांधण्यात आलेल्या पथकर स्थानकावर पथकर वसूली करणेकरिता प्राधिकृत करण्यात येत आहे.

पथकर नाही (अ) कार , जीप, टाटा सुमो , कमांडर , ट्रॅक्स, वाहन चालक वगळून सहा आसनी प्रवासी रिक्षा ( टम - टम) , व इतर तत्सम ( चालक वगळून १२ पर्यंत प्रवासी क्षमता असलेली) वाहने.

( ब) मिनी बस किंवा तत्सम वाहने (चालक वगळून १२ पेक्षा जास्त पण २० प्रवासी क्षमते पर्यंत ) आणि क्र.३ , ४ , व ५ येथे नमूद केलेल्या वाहनांव्यतिरिक्त माल वाहतूक करणारी वाहने.

४२० मोटार वाहन अधिनियम , १ ९ ८८ मध्ये व्याख्या केल्याप्रमाणे आणि अ.क्र .३ व ४ मध्ये नमूद केलेली वाहने वगळून . उदा. ट्रक- ट्रेलर , तीन पेक्षा अधिक आसांची वाहने इत्यादी.
१. या प्रयोजनाकरिता मलकापूर - बुलडाणा-चिखली , राज्य महामार्ग क्रमांक १७६ रस्त्यावरील दाताळा गावाजवळ किलोमीटर ९ / ००० व येळगांव गावाजवळ किलोमीटर ५४/००० येथे बांधण्यात आलेल्या पथकर नाक्यावर वर नमूद केलेल्या कालावधीकरीता पथकर गोळा करण्याचा व पथकराची संपूर्ण रक्कम ठेवून घेण्याचा हक्क बुलडाणा अर्बन को - ऑपरेटिव्ह क्रेडिट सोसायटी लि. , बुलडाणा व एन.बी.सी. , नागपूर (जे.व्ही . ) यांना प्रदान करण्यात आला आहे .
२. खालील वाहनांना पथकरातुन सुट देण्यात येईल .
(१ ) भारताचे राष्ट्रपती , उपराष्ट्रपती, राज्यांचे राज्यपाल व वाहनांना लाल दिवा अनुज्ञेय असलेल्या अति महत्त्वाच्या लोकप्रतिनीधींची वाहने.
(२ ) लोकसभा व राज्यसभेचे विद्यमान सदस्य तसेच महाराष्ट्र विधानसभा व महाराष्ट्र विधानपरिषदेचे विद्यमान सदस्य प्रवास करीत असलेली वाहने .
(३ ) महाराष्ट्र विधानसभा व महाराष्ट्र विधानपरिषदेचे माजी सदस्य व लोकसभा व राज्यसभेचे माजी सदस्य.
(४) महाराष्ट्र राज्य रस्ते वाहतूक महामंडळाच्या ( एसटी) प्रवासी बसेस.
(५ ) स्कूल बसेस.
(६) केंद्र व राज्य शासनाची वाहने
(७ ) लष्कराच्या मालकीची वाहने.
(८ ) पोलीस विभागाची वाहने .
(९ ) टपाल आणि तार खात्याची वाहने .

३. पथकर दराचा फलक सर्व पथकर नाक्यांवर सर्वांना दिसेल अशा पध्दतीने लावण्यात यावा. तसेच वाहन धारकांस प्रत्येक वेळी पथकर शुल्क वसुलीची संगणकीकृत पावती देण्यात यावी.
४. सर्व पथकर नाक्यांवर सर्वांना दिसेल अशा पध्दतीने इलेक्ट्रॉनिक फलक लावण्यात यावा.
टीप:-
पथकर शुल्काच्या दरामध्ये खालीलप्रमाणे सूट देण्यात येईल.
(अ) पथकराच्या ५० कुपन्सची पुस्तिका आगावू खरेदी करणाऱ्यास पुस्तिकेच्या किंमतीमध्ये १० टक्के सवलत देण्यात येईल .
(ब) पथकराच्या १०० कुपन्सची पुस्तिका आगावू खरेदी करणाऱ्यास पुस्तिकेच्या किंमतीमध्ये २० टक्के सवलत देण्यात येईल.
(क) वारंवार प्रवास करणाऱ्या वाहनांसाठी परतीच्या प्रवासाचे व दैनिक पासाचे दर हे त्या वाहनाच्या एकेरी प्रवास दराच्या अनुक्रमे दीड पट व अडीच पट राहतील . परतीच्या प्रवासाचा पास व दैनिक पास हा ज्या दिवशी पास काढला जाईल त्या दिवशीच्या रात्री १२.०० वाजेपर्यंत ग्राह्य राहील .
(ड) मासिक पासाचे दर एकेरी प्रवास दराच्या ५० पट राहतील.

NOTIFICATION
MAHARASHTRA MOTOR VEHICLES TАХ АСТ .
No.PSP - 2005/CR- 105/Road- 9.-Whereas the Government of Maharashtra has vide Government Notification, Public Works Department , No. PSP - 2005/CR- 105 /Road- 9 , dated the 24th July 2008 ( hereinafter referred to as " the said notification" ) , levied the toll on the classes of motor vehicles specified in column (2 ) of the Schedule appended thereto and on the trailors drawn by such motor vehicles , passing over the section of Malkapur - Buldhana- Chikhali Road , State Highway No. 176 from kilometer 0/000 to kilometer 70/600 in Buldhana District , ( hereinafter referred to as " the said road " ) , which is newly strengthened and two laned under the "Built , Operate and Transfer ( B.O.T. ) Scheme " by Buldhana Urban Co - operative Credit Society Limited , Buldhana and National Building Construction , Nagpur (Joint Venture ) at the rates and for the periods specified against each of the said motor vehicles in column ( 3 ) of the said Schedule with effect from the 25th July 2008 to 28th May 2023 at the toll collection centres constructed at kilometer 9/000 near Datala and at kilometer 54/000 near Yelgaon on the said road ;
And whereas the Government of Maharashtra ( in the State Cabinet meeting held on the 19th November 2020 ) has approved the modification in concession period , bifurcation of multi - axle motor vehicles in two categories instead of one and increase in the rates of toll on roads under BOT schemes enlisted under the Public Works Department instead of giving the compensation due to the decision taken for exempting car , jeep and light motor vehicles from the levy of toll to the entrepreneurs in cash by the Government .
Now , therefore , in exercise of the powers conferred by sub - sections (1 -A), (1 -B), (1 - C), ( 1-D) and ( 1 -E) of section 20 of the Maharashtra Motor Vehicles Tax Act ( LXV of 1958) and in supersession of the said Notification , the Government of Maharashtra hereby declares that the toll shall be levied on the classes of motor vehicles specified in column ( 2 ) of the Schedule appended hereto and on the trailors drawn by such motor vehicles , passing over the said road at the rates specified against each of the said vehicles in column ( 3 ) of the Schedule with effect from 1st July 2021 to 31th December 2021 at the toll collection centres constructed at kilometer 9/000 near Datala and at kilometer 54/000 near Yelgaon on the said road .

275 Heavy goods vehicles and heavy passenger motor vehicle defined in the Motor Vehicles Act , 1988 ( 59 of 1988 ) , such as three axle vehicles except vehicles covered by the entry at serial number 3 above .
420 5. Heavy goods vehicles and heavy passenger motor vehicles as defined Motor Vehicles Act , 1988 ( 59 of 1988) , such as Truck - Trailer combination , multi - axle vehicles having more than three axles and except vehicles covered by the entry at serial numbers 3 and 4 above .
1. For the purpose of this notification , Buldhana Urban Co - operative Credit Society Limited, Buldhana and National Building Construction , Nagpur ( Joint Venture) is authorised to collect and retain the amount of toll on the above mentioned toll collection centre .
2. The following types of vehicles are exempted from payment of toll , namely:-
( i ) VVIP vehicles carrying President of India , Vice- President of India , Governor of State , Public Representatives entitled for red lamp on their vehicles .
( ii ) Vehicles carrying sitting Members of, Parliament , Maharashtra Legislative Assembly and Maharashtra Legislative Council .
( iii ) Vehicles carrying Ex - Members of Maharashtra Legislative Assembly , Maharashtra Legislative Council and Parliament .
( iv ) Buses of the Maharashtra State Road Transport Corporation ( ST ) .
(v ) School Buses .
( vi) State and Central Government vehicles .
(vii ) Defence vehicles .
( viii ) Police Department vehicles .
(ix) Post and Telegraph Department vehicles .
(x) Ambulances .
(xi) Hearses .
(xii) Fire fighting vehicles .
3. The above mentioned rates of toll shall be displayed on boards clearly visible to the people in the vicinity of the Toll Station . A Computerised receipt shall be passed on each and every occasion of recovery of toll .
4. Electronic Display Board shall be installed in vicinity of toll collection centre .

Notes-
Concessions in rates of toll are as given below , namely : -
(a) 10 per cent . rebate will be given to the purchase of booklet containing 50 coupons in advance .
(b) 20 per cent . rebate will be given to the purchase of a booklet containing 100 coupons in advance .
(c) For frequently travelling vehicles return and daily pass will be 1.5 times and 2.5 times of their respective one way travel rates . Return journey pass and daily pass will be valid upto 12-00 hours at midnight for the day of issuing the pass .
( d) Rate of monthly pass will be 50 times of their respective one way travel rates .
