आधार (वित्तीय व इतर अर्थसहायय, लाभ आणि सेवा या ंचे लक्ष्यित वितरण) अधिनियम, २०१६.
क्र. एससीवाय-०६/२०२१/प्र.क्र.४६/म-११.—जयाअर्थी, सेवा दकंवा लाभ दकंवा अर्गसहायय देणयासाठी ओळख पटदवणारा दसतऐवज महणून आधारचा वापर केलयाने, शासनाची सुपूद्गगी प्रदक्रया सोपी होते, तयात पारदश्गकता येते व काय्गक्षमता वाढते, आदण एखाद्ा वयकतीची ओळख पटदवणयासाठी लागणारे बहुदवध दसतवेज सादर करणयाची गरज टाळून लाभारयांना सोईसकर व अखंदित रीतीने तयांचे हकक र्ेट प्रापत होणे शकय होते;
आदण जयाअर्थी, महसूल व वन दवभागामार्फत (यात, यापुढे जयाचा दनददेश, "अंमलबजावणी अदभकरण" असा केला आहे) अंमलबजावणी करणयात येत असलेलया वैयककतक बँक खातयांमधये लाभांचे/अर्गसहाययाचे दवतरण करणयासाठी सोबत जोिलेलया अनुसूचीमधये नमूद केलयाप्रमाणे नैसदग्गक व मानव दनदम्गत आपत्ीमुळे बादधत झालेलया नागररकांना मदत पुरदवणयाचया योजनांचे (यात यापुढे जयाचा दनददेश, 'योजना' असा केला आहे.) महसूल व वन दवभाग, प्रशासन करीत आहे ;
आदण जयाअर्थी, या योजनांतग्गत लाभ दकंवा अर्गसहायय (यात, यापुढे जयाचा दनददेश 'लाभ' असा केला आहे.) यांचे दवतरण दवद्मान योजनांचया माग्गदश्गक ततवांनुसार अंमलबजावणी अदभकरणाकिून वैयककतक लाभारयांना ( यात यापुढे जयांचा दनददेश, 'लाभार्थी' असा केला आहे.) केले जाते ;
आदण जयाअर्थी, उपरोकत योजनांमधये महाराष्ट्र राजयाचया एकदत्त दनधीतून केलेलया आवतथी खचा्गचा समावेश होतो ;
तयाअर्थी, आता, आधार (दवत्ीय व इतर अर्गसहायय, लाभ आदण सेवा यांचे लदष्यत दवतरण ) अदधदनयम, २०१६ (२०१६ चा १८) (यात, यापुढे जयाचा दनददेश, "उकत अदधदनयम" असा केला आहे) याचया कलम ७ चया तरतुदींनुसार महाराष्ट्र शासन, याद्ारे पुढीलप्रमाणे अदधसूदचत करीत आहे :–
(१)
भाग चार-अ-७–१२ महाराष्ट्र शासन राजपत्र असाधारण भाग चार-अ, जानेवारी १३, २०२२/पौर २३, शके १९४३ १. (१ ) योजनांखाली लाभ दमळणयासाठी पात् असलेलया वैयककतक लाभारयांने, याद्ारे, आधार क्रमांक धारण केलयाचा दकंवा आधार अदधप्रमाणन पुरावा सादर करणे आवशयक आहे.
(२) या योजनेखालील लाभ दमळणयासाठी पात् असणारा जो लाभार्थी, आधार क्रमांक धारण करीत नाही अर्वा अद्ाप आधार क्रमांक दमळणयासाठी नाव नोंदणी केली नाही, अशा कोणतयाही वैयककतक लाभारया्गने, उकत अदधदनयमाचया कलम ३ नुसार आधार क्रमांक दमळणयास हककदार असलयामुळे, योजनेचा लाभ दमळणयापूवथी आधार क्रमांकाचया नाव नोंदणीसाठी अज्ग करणे आवशयक असेल आदण अशा वयकती, आधार नाव नोंदणी करणयासाठी कोणतयाही आधार नाव नोंदणी केंद्ाला (भारतीय दवदशष्ट ओळख प्रादधकरणाचया https//uidai.gov.in या संकेतसर्ळावर सूची उपलबध आहे) भेट देतील.
(३) आधार (नाव नोंदणी व अद्यावत करणे) दवदनयम, २०१६ याचया दवदनयम १२ नुसार, तयाचया अंमलबजावणी अदभकरणाने, जयांनी अद्ाप आधारसाठी नावनोंदणी केलेली नाही अशा लाभारयांकररता आधार नावनोंदणी सुदवधा देऊ करणे आवशयक असून जर संबंदधत गटात दकंवा तालुकयात दकंवा तहसीलमधये कोणतेही आधार नाव नोंदणी केंद् कसर्त नसेल तर, दवभागाने तयाचया अंमलबजावणी अदभकरणामार्फत, युआयिीएआयचया दवद्मान दनबंधकाचया समनवयाने दकंवा ते सवत:च युआयिीएआयचे दनबंधक होऊन, सोयीचया दठकाणी आधार नावनोंदणी केंद्े सुरू करील :
परंतु, वैयककतक लाभार्थीस, आधार क्रमांक नेमून देणयाचया वेळेपयांत, योजनांखालील लाभ, पुढील दसतऐवज सादर करणयाचया अधीन राहून, अशा वयकतीस देणयात येतील :–
(क) जर वयकतीने नाव नोंदणी केली असेल तर, दतची आधार नोंदणी ओळख पावती ; आदण
(ख) पुढीलपैकी कोणतेही दसतऐवज:–
(एक) छायादचत् असलेले बँकेचे अर्वा पोसटाचे पासबूक ;
(दोन) आयकर दवभागाने ददलेले सर्ायी लेखा क्रमांक पत् (PAN Card) ;
(तीन) पारपत् ;
(चार) दशधावाटप पदत्का ;
(पाच) भारताचया दनविणूक आयोगाने ददलेले मतदार ओळखपत् ;
(सहा) मनरेगा काि्ड ;
(सात) छायादचत् असलेले दकसान पासबूक ;
(आठ) मोटार वाहन अदधदनयम, १९८८ (१९८८ चा ५९) अनवये लायसन देणाऱया प्रादधकरणाने ददलेले वाहनचालन लायसन ;
(नऊ) शासकीय नाममुदद्त पत्ावर राजपकत्रत अदधकाऱयाने ददलेले वयकतीचे छायादचत् असलेले ओळख प्रमाणपत्; दकंवा
(दहा) दवभागाने दवदनदद्गष्ट केलयाप्रमाणे इतर कोणतेही दसतऐवज:
परंतु आणखी असे की, दवशेषत: तया प्रयोजनासाठी राजय शासनाने दवशेषररतया पददनददेदशत केलेलया अदधकाऱयाद्ारे वरील दसतऐवज तपासणयात येतील.
२. योजनांतग्गत लाभारयांना सोयीसकरररतया लाभ पुरवणयाचया दृष्टीने, आधारचया उकत आवशयक बाबींची, लाभारयांना जाणीव करून देणयाकररता माधयमांमार्फत वयापक प्रदसद्ी देणयात येईल याची सुदनकशचती करणयासाठी दवभाग, तयाचया अंमलबजावणी अदभकरणामार्फत आवशयक तया सव्ग वयवसर्ा करील.
महाराष्ट्र शासन राजपत्र असाधारण भाग चार-अ, जानेवारी १३, २०२२/पौर २३, शके १९४३ ३३. जेवहा लाभारयांचया दनकृष्ट बायोमेदट्रकसमुळे दकंवा इतर कोणतयाही कारणामुळे आधार अदधप्रमाणन दनष्रळ ठरते तेवहा, अशा सव्ग प्रकरणी, पुढील सुधारातमक काय्गतंत् अवलंबणयात येईल :—
(क) बोटांचया ठशांचा दनकृष्ट दजा्ग असेल अशा प्रकरणी, अदधप्रमाणनासाठी एकाकतमक जोखीम मादहती प्रणाली िोळयातील बुबुळाची प्रदतमा (आय आर आय एस) सककॅन करणयाची दकंवा चेहऱयाचे अदधप्रमाणन करणयाची सुदवधा अंदगकरणयात येईल तयाद्ारे, दवभाग, तयाचया अंमलबजावणी अदभकरणामार्फत अखंि रीतीने लाभ देणयासाठी बोटांचया ठशांचया अदधप्रमाणनासह आय आर आय एस सककॅनरसाठी दकंवा चेहऱयाचया अदधप्रमाणनासाठी तरतुदी करील;
(ख) बोटाचे ठसे घेणे दकंवा आय आर आय एस (िोळयातील बुबुळाची प्रदतमा) सककॅन करणे दकंवा चेहऱयाचे अदधप्रमाणन करणे, यांमार्फत बायोमॅट्रीक अदधप्रमाणन यशसवी होत नसेल तर, जेवहा जेवहा सुसाधय व अनुज्ेय असेल तेवहा, आधार एक वेळ परवलीचा शबद (वन टाईम पासवि्ड) (ओटीपी) दकंवा यर्ाकसर्दत, मया्गददत काळासाठी वैधता असलेला वेळ आधाररत एक वेळ परवलीचा शबद (वन टाईम पासवि्ड) (टीओटीपी) अदधप्रमाणन करून देणयात येईल;
(ग) जेवहा बायोमेदट्रक दकंवा आधार एक वेळ परवलीचा शबद (वन टाईम पासवि्ड) दकंवा वेळ आधाररत एक वेळ परवलीचा शबद (वन टाईम पासवि्ड) शकय नसेल तेवहा अशा इतर सव्ग प्रकरणी योजनेखालील लाभ, प्रतयक्ष आधारपत्ाचया आधारे देता येतील, तयाची अदधप्रमाणता आधार पत्ावर मुदद्त केलेलया शीघ्र प्रदतसाद संकेतांकामार्फत (कयूआरकोि) पिताळता येऊ शकते आदण दवभागाद्ारे तयांचया अंमलबजावणी अदभकरणामार्फत सोईसकर दठकाणी शीघ्र प्रदतसाद संकेतांक (कयूआर कोि) वाचकाची आवशयक ती वयवसर्ा करणयात येईल.
४. वरील गोष्टींदशवाय, कोणताही खरा लाभार्थी, या योजनेखालील तयाचया उदचत लाभापासून वंदचत राहणार नाही याची सुदनकशचती करणयाचया दृष्टीने, दवभाग, तयाचया अंमलबजावणी अदभकरणामार्फत, र्ेट लाभ हसतांतरण (िीबीटी) अदभयान, ककॅदबनेट सदचवालय, भारत सरकार, दद. १९ दिसेंबर, २०१७ चया काया्गलयीन ज्ापनात नमूद केलयाप्रमाणे अपवाद हाताळणी यंत्णेचे अनुपालन करील.

NOTIFICATION
AAdhAAr (TArgeTed delivery of finAnciAl And oTher SubSidieS, benefiTS And ServiceS), AcT, 2016 No.SCY-06/2021/C.R.46/M-11.—Whereas, the use of Aadhaar as an identity document for delivery of services or benefits or subsidies simplifies the Government delivery processes, brings in transparency and efficiency, and enables beneficiaries to get their entitlements directly in a convenient and seamless manner by obviating the need to produce multiple documents to prove one's identity;
And whereas, the Revenue and Forest Department is administering the Schemes of providing relief to the citizens affected by natural and manmade disasters as mentioned in Schedule appended hereto (hereinafter referred to as "the Schemes") to disburse the benefits/subsidies to individuals bank accounts which are being implemented through the Revenue and Forest Department (hereinafter referred to as "the implementing agency");
And whereas, under the Schemes, the delivery of benefits or subsidies (hereinafter referred to as "the benefit") are disbursed to the individual beneficiaries (hereinafter referred to as the beneficiaries) by the implementing agency as per the extant Schemes guidelines;
And whereas, the aforesaid Schemes involves recurring expenditure incurred from the Consolidated Fund of the State of Maharashtra;
Now, therefore, in pursuance of section 7 of the Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services) Act, 2016 (18 of 2016) (hereinafter referred to as "the said Act"), the Government of Maharashtra hereby notifies the following, namely:—
1. (1) An individual beneficiary eligible for receiving the benefits under the Schemes shall hereby be required to furnish proof of possession of the Aadhaar number or undergo Aadhaar authentication.
(2) Any individual beneficiary eligible for receiving the benefits under the Schemes, who does not possess the Aadhaar number or has not yet enrolled for Aadhaar, shall be required to make an application for Aadhaar enrollment before registering for the Scheme provided that he is entitled to obtain Aadhaar number as per section 3 of the said Act and such individuals shall visit any Aadhaar enrollment centre (list available at the Unique Identification Authority of India (UIDAI) website https://uidai.gov.in/) to get enrolled for Aadhaar.
(3) As per regulation 12 of the Aadhaar (Enrollment and Update) Regulations, 2016 the Implementation Agency, is required to offer Aadhaar enrollment facilities for the beneficiaries who are not yet enrolled for Aadhaar and in case there is no Aadhaar enrollment centre located in the respective Block or Taluka or Tehsil, the Department through its implementing Agency shall provide Aadhaar enrollment facilities at convenient locations in co-ordination with the existing Registrars of UIDAI or by becoming UIDAI Registrar themselves:
Provided that, till the time Aadhaar is assigned to individual beneficiary, benefits under the Schemes shall be given to such individual, subject to the production of the following documents, namely:—
(a) if individual has enrolled, his Aadhaar Enrollment Identification slip; and (b) any of the following documents, namely:—
(i) Bank or Post Office Passbook with photo;
(ii) Permanent Account Number (PAN) Card;

(v) Voter Identity Card;
(vi) MGNREGA Card;
(vii) Kisan Photo Passbook;
(viii) Driving license issued by the Licensing Authority under the Motor Vehicles Act, 1988 (59 of 1988);
(ix) Certificate of identity having photo of individual issued by a Gazetted Officer on an official letter head; or
(x) Any other documents as specified by the Department:
Provided further that, the above documents shall be checked by an officer specifically designated by the State Government for that purpose.
2. In order to provide benefits to the beneficiaries under the Schemes conveniently, the Department through its Implementing Agency shall make all required arrangements to ensure that wide publicity through the media shall be given to the beneficiaries to make them aware of the said requirement.
3. In all cases, where Aadhaar authentication fails due to poor biometrics of the beneficiaries or due to any other reason, the following remedial mechanism shall be adopted, namely:—
(a) in case of poor fingerprint quality, Integrated Risk Information System (IRIS) scan or face authentication facility shall be adopted for authentication thereby, the Department through its Implementing Agency shall make provisions for IRIS scanners or face authentication along with fingerprint authentication for delivery of benefits in seamless manner;
(b) in case the biometric authentication through fingerprints or IRIS scan or face authentication is not successful, wherever feasible and admissible authentication by Aadhaar One Time Password (OTP) or Time based One Time Password (TOTP) with limited time validity, as the case may be, shall be offered;
(c) in all other cases, where biometric or Aadhaar OTP or TOTP authentication is not possible, benefits under the Scheme may be given on the basis of physical Aadhaar letter whose authenticity can be verified through the Quick Response Code printed on the Aadhaar letter and the necessary arrangements of Quick Response Code reader shall be provided at the convenient location by the Department through its Implementing Agency.
4. In addition to above, in order to ensure that no bonafide beneficiary under the Scheme is deprived of his due benefits, the Department through its Implementing Agency shall follow the exception handling mechanism as outlined in the Office Memorandum of DBT Mission, Cabinet Secretariat, Government of India, dated the 19th December of 2017.
