प्ाण्यांमधरील संक्रामक व सांसर्ग्षक रोगांस प्र्तबंध व र्नयंत्रण अर्धर्नयम, २००९.
क्रमांक संकीर्ण-२०२२/प्र.क्र.१४३ /पदुम-४.—ज्याअर्थी, प्राण्यांमधील संक्रामक व सांसदग्णक रोगांस प्रदतबंध व दनयंत्र् अदधदनय, २००९ (२००९ चा २७) (यात यापुढे ज्याचा दनददेश, "उक्त अदधदनयम" असा केला आहे) अन्वये गाई व म्हशी यांच्याकररता ज्याला अनुसूदचत रोग असल्याचे घोदित केले आहे त्या लम्पी चम्ण रोगाच्या (एलएसडी) बाबतीत, महाराष्ट्र शासनाने, शासकीय अदधसूचना, कृिी, पशुसंवध्णन, दुग्धव्यवसाय दवकास व मत्स्यव्यवसाय दवभाग क्रमांक संकीर्ण- २०२०/प्र.क्र.५३ /पदुम-४, दद. ८ सप्टेंबर, २०२२ (यात यापुढे दजचा दनददेश, "उक्त अदधसूचना" असा केला आहे) नुसार, संपूर्ण महाराष्ट्र राज्य हे, "दनयंदत्त क्ेत्" म्हर्ून घोदित केले आहे;
आदर् ज्याअर्थी, सध्या, राज्याच्या अमरावती व नादशक या महसुली दवभागांमधील गुरांना मोठ्ा प्रमार्ात संसग्ण झाला असल्याचे आदर् गुरे मृत्युमुखी पडली असल्याचे कळदवण्यात आले आहे;
आदर् ज्याअर्थी, राज्यातील एकूर् गुरांपैकी जवळजवळ ९८% गुरांना, लम्पी चम्ण रोग (एलएसडी) प्रदतबंधक लस देण्यात आली आहे.
त्याअर्थी, आता, उक्त अदधदनयमाच्या कलम ६ व ७ द्ारे प्रदान केलेल्या अदधकारांचा वापर करून, महाराष्ट्र शासन, याद्ारे, उक्त अदधसूचनेमध्ये, पुढीलप्रमार्े सुधारर्ा करीत आहे :—
उक्त अदधसूचनेमधील,—
(१)
भाग चार-अ-२१५–१२ महाराष्ट्र शासन राजपत्र असाधारण भाग चार-अ, नोव्हेंबर २१, २०२२/कार्त्षक ३०, शके १९४४ १. पररच्छेद (क) ऐवजी, पुढील पररच्छेद दाखल करण्यात येईल:—
"(क) लम्पी चम्ण रोगाचे (एलएसडी) दनयंत्र्, प्रदतबंध दकंवा दनमू ्णलन करण्यात येईल आदर्,-
(एक) त्यांच्या दिकार्ापासून साखर कारखान्यापययंत आदर् ऊसाच्या शेतापासून साखर कारखान्यापययंत ने-आर् करण्यात येर्ाऱ्या ऊसतोड कामगारांच्या व शेतकऱ्यांच्या गुरांखेरीज;
(दोन) गुरे ज्या दिकार्ी िेवण्यात आली आहेत त्या दिकार्ापासून अमरावती व नादशक महसुली दवभागांच्या दजल्ह्ांमध्ये दकंवा दजल्ह्ांबाहेर, सव्ण प्रकारच्या गुरांची ने-आर् करण्यास मनाई करण्यात येईल; आदर् तसेच, (तीन) पुर्े, औरंगाबाद, मु ंबई व नागपूर महसुली दवभागांच्या दजल्ह्ांमध्ये केवळ संक्रदमत नसलेल्या आदर् लसीकरर् केलेल्या गुरांची वाहतूक करण्यास परवानगी देण्यात येईल, परंतु, शासनाच्या पशुसंवध्णन दवभागाच्या सक्म प्रादधकाऱ्याने ददलेले आरोग्य प्रमार्पत् सोबत बाळगण्यात येईल, आदर् त्यासािी दवभागाकडून ्स्वतंत् आदेश काढण्यात येईल.
२. पररच्छेद ( ख) मधील, "व म्हशी" हा मजकूर वगळण्यात येईल.
३. पररच्छेद (ग) मधील, "व म्हशींचा" हा मजकूर वगळण्यात येईल.
४. पररच्छेद (घ) मधील, "व म्हशींना" हा मजकूर वगळण्यात येईल".

NOTIFICATION
Prevention and Control of infeCtious and Contagious diseases in animals aCt, 2009.
No. DIS-2022/C.R.143/ADF-4.—Whereas, the Government of Maharashtra has vide Government Notification, Agriculture, Animal Husbandry, Dairy Development and Fisheries Department, No. SANKIRNA-2020/C.R.53/ADF-4, dated the 8th September, 2022 (herein after referred to as "the said Notification"), declared the whole State of Maharashtra as the "Controlled Area" in respect of the Lumpy Skin Disease (LSD), which is a Scheduled Disease declared under the Prevention and Control of Infectious and Contagious Diseases in Animals Act, 2009 (27 of 2009) (herein after referred to as the "said Act") for cattle and buffaloes;
And whereas, presently large number of infected cattle and deaths of cattle are reported in Amravati and Nashik revenue divisions of the State;
And whereas, almost 98% cattle population of the State has been vaccinated against the Lumpy Skin Disease (LSD).
Now, therefore, in exercise of the powers conferred by sections 6 and 7 of the said Act, the Government of Maharashtra hereby amends the said notification as follows namely:—
In the said notification,—
1. For the paragraph (a), the following paragraph shall be substituted,—
"(a) control, prevent or eradicate Lumpy Skin Disease (LSD) and prohibit the movement of all the cattle,
(i) except the cattle of sugarcane labourers and farmers, moving from their place to sugar factories and farm of sugarcane to sugar factory;
(ii) the cattle from the place where they are kept to any other place within or outside the districts of Amravati and Nashik Revenue division; and also
(iii) transportation of only non-infected and vaccinated cattle within the districts of Pune, Aurangabad, Mumbai and Nagpur Revenue division shall be permitted, provided accompanied with health certificate issued by the Competent Authority of the Animal Husbandry Department of the Government, and for which Separate order will be issued by the Department.
2. In paragraph (b), the words "and buffaloes" shall be deleted.
3. In paragraph (c), the words "and buffaloes" shall be deleted.
3. In paragraph (d), the words "and buffaloes" shall be deleted."
