(मांहाराष्ट्र ासेंनाच्र्या मांालकीची विनार्यात्रणेाखालील कंपुनाी) (र्यापुढे ज्र्याचा उल्लेख "उक्त मांहामांळ" असेंा करण्र्यात आला आहाे) र्याची विेष विनार्याोजीना प्राविकरणे (र्यापुढे ज्र्याचा उल्लेख "उक्त विेष विनार्याोजीना प्राविकरणे" असेंा करण्र्यात आला आहाे) म्हाणेूना नाेमांणेूक केली आहाे ;
आविणे ज्र्याअर्थी, उक्त मांहामांळानाे ठीरा क्र.१३, वि.११ मांे, २०१६ अन्र्याे उक्त अविसेंूविचत क्षेत्रासेंाठी प्रारूपु विकासें र्याोजीना (र्यापुढे ज्र्याचा उल्लेख "उक्त प्रारूपु विकासें र्याोजीना" असेंा करण्र्यात आला आहाे) तर्यार करण्र्याचा इरा जीाहाीर करूना त्र्यातची उक्त अविविनार्यामांाच्र्या कलमां २१(२) कलमां २३(१) अन्र्याेची जीाहाीर सेंूचना वि. २६ मांे, २०१६ रोजीच्र्या शासन राजपत्रात प्रविसेंद्ध केली आहाे;
आविणे ज्र्याअर्थी, उक्त विेष विनार्याोजीना प्राविकरणेानाे उक्त अविसेंूविचत क्षेत्राची प्रारूपु विकासें र्याोजीना तर्यार करूना ती उक्त अविविनार्यामांाच्र्या कलमां २६(१) मांील तरतुीनाुसेंार आमां जीनातेकूना हारकती/सेंूचना मांागविण्र्याकरिरता वि.२० नाोव्हांर, २०१८ रोजी शासन राजपत्रात स्र्थीाविनाक ृत्तपुत्रात प्रविसेंध् केली आहाे;
आविणे ज्र्याअर्थी, उक्त प्रारूपु विकासें र्याोजीनाेर प्राप्त झालेल्र्या हारकती/सेंूचनार सेंविताना सेंुनाणेी ेऊना, उक्त मांहामांळासें अहाल सेंार करण्र्याकरिरता उक्त अविविनार्यामांाच्र्या कलमां २८(२) मांील तरतुीनाुसेंार सेंचालक, नागर रचना, मांहाराष्ट्र राज्र्या, पुणे र्यानाी

आविणे ज्र्याअर्थी, उक्त प्रारूपु विकासें र्याोजीनाेर प्राप्त हारकती/सेंूचनार सेंविताना सेंुनाणेी ेऊना उक्त विनार्याोजीना सेंविमांतीनाे त्र्याचा अहाल उक्त अविविनार्यामांाच्र्या कलमां २८(३) मांील तरतुीनाुसेंार उक्त विेष विनार्याोजीना प्राविकरणेासें विनाक २८ ऑगस्, २०१९ रोजी सेंार केला आहाे ;
आविणे ज्र्याअर्थी, उक्त विेष विनार्याोजीना प्राविकरणेानाे उक्त प्रारूपु विकासें र्याोजीनाेमांध्र्याे आश्र्याक त्र्या सेंुारणेा/ल करूना उक्त प्रारूपु विकासें र्याोजीना उक्त अविविनार्यामांाच्र्या कलमां २८(४) मांील तरतुीनाुसेंार आमां नागरिरकाच्र्या मांाविहातीकरिरता शासन राजपत्रात विनाक ३० जीानाेारी २०२०- विनाक ५ फेब्रुारी २०२० रोजी स्र्थीाविनाक ृत्तपुत्रामांध्र्याे विनाक १ फेब्रुारी २०२० रोजी प्रविसेंद्ध केली आहाे;
आविणे ज्र्याअर्थी, उक्त विेष विनार्याोजीना प्राविकरणेानाे उक्त अविविनार्यामांाच्र्या कलमां ३०(१) अन्र्याे उक्त प्रारूपु विकासें र्याोजीना ासेंनासें विनाक १३ फेब्रुारी २०२० रोजी अवितमांत: मांजीुरीकरिरता सेंार केली आहाे;
आविणे ज्र्याअर्थी, उक्त अविविनार्यामांाच्र्या कलमां ३१(१) मांील तरतुीनाुसेंार आश्र्याक ती चौकी केल्र्यानातर सेंचालक, नागर रचना, मांहाराष्ट्र राज्र्या, पुणे र्याचेी विचारविविनार्यामां केल्र्यानातर उक्त प्रारूपु विकासें र्याोजीनाेमांील भाग: क्षेत्रार म्हाणेजीेच केळ मांौ. हातनाोली, ता. खालापुूर र्याेर्थील सें.ना. १०पुै, ११पुै, १२पुै, १४पुै, १५पुै, १६पुै, १७पुै, १८पुै, १९पुै, २१पुै, ५४पुै, ५५पुै ५६पुै, र्या जीविमांनाीरील प्रस्तापुरती उक्त प्रारूपु विकासें र्याोजीनाेर विनाणेर्या घेणे आश्र्याक आहाे, असेंे, ासेंनाचे मांत झाले आहाे ;
आविणे ज्र्याअर्थी, आता उक्त अविविनार्यामांाच्र्या कलमां ३१(१) त्र्या अन्र्याे ासेंनासें प्रत्त असेंलेल्र्या इतर अविकाराचा ापुर करूना ासेंना र्याद्वारे उक्त प्रारूपु विकासें र्याोजीनाेपुैकी भाग: क्षेत्रार म्हाणेजीेच केळ मांौ. हातनाोली, ता. खालापुूर र्याेर्थील सें.ना. १०पुै, ११पुै, १२पुै, १४पुै, १५पुै, १६पुै, १७पुै, १८पुै, १९पुै, २१पुै, ५४पुै, ५५पुै ५६पुै, र्या जीविमांनाीपुरती उक्त प्रारूपु विकासें र्याोजीना नामांजीूर करूना सेंरची जीमांीना "विचत्रनागरी" (Film City) र्याकरीता आरविक्षेत करण्र्याचे र्या आरक्षेणेाकरिरता "मांहाराष्ट्र विचत्रपु, रगभाूमांी आविणे सेंास्कृवितक विकासें मांहामांळ" र्याना सेंमांुविचत प्राविकरणे करण्र्याचे प्रस्तावित करण्र्यात र्याेत आहाे सेंरचा ल हा सेंारभाूत स्रूपुाचा ल असेंल्र्यानाे तो ई.पुी. म्हाणेूना सेंूचना क्र. विपुीएसें-१२२३/१५९३/प्र.क्र.१३५/२३/ई.पुी./नावि-१२, विनाक १३ विसेंर २०२३ अन्र्याे पुनाप्रविसेंद्ध करण्र्यात आला आहाे.
२. सेंरची अविसेंूचना नागरिरकाच्र्या अलोकनार्थी खालील कार्यालर्यामांध्र्याे कार्यालर्याीना ेळेमांध्र्याे कामांकाजीाच्र्या विी एक मांविहान्र्याच्र्या कालाी करीता उपुलब् राहाील.
(१) व्र्यास्र्थीापुकीर्या सेंचालक, मांहाराष्ट्र राज्र्या रस्ते विकासें मांहामांळ, नाेविपुर्यान्सेंी रो, मांु ई.
(२) सेंहासेंचालक, नागर रचना, कोकणे विभाग, कोकणे भाना, नाी मांु ई.
(३) सेंहाय्र्याक सेंचालक, नागर रचना, रार्याग-अविलाग ाखा, विजी. रार्याग.
३. सेंर अविसेंूचना हाी मांहाराष्ट्र ासेंनाच्र्या www.maharashtra.gov.in ेसेंाईर प्रविसेंद्ध करण्र्यात आली आहाे.

NOTIFICATION
Maharashtra regional and town Planning act, 1966.
No. TPS-1223/1593/CR 135/23/UD-12.—Whereas, the Government in Urban Development Department in exercise of powers conferred under clause (b) of sub-section (1) of the section 40 of the Maharashtra Regional and Town Planning Act, 1966 (hereinafter referred to as "the said Act") declared by Notification No. TPS-1815/UOR-78/15/UD-13, dated 17th February, 2017 and thereafter vide addendum dated 18th March, 2017 (hereinafter consolidated referred to as "the said Notification") appointed Maharashtra State Road Development Corporation of Maharashtra Limited (MSRDC.) (being a company owned and controlled by the Government of Maharashtra) (hereinafter referred to as "the said Corporation") as Special Planning Authority (hereinafter referred to as "the Special Planning Authority") for the notified 71 revenue villages from the Panvel and Khalapur Tahsil of the Raigad District (hereinafter referred to as "the said Notified Area") as specified therein ;
And whereas, the said Corporation vide Resolution No. 13, dated 11th May, 2016 has declared its intention under section 21(2) and section 23(1) of the said Act, for preparation of the Draft Development Plan (hereinafter referred to as 'the said Draft Development Plan') for the said Notified Area and published a public notice regarding the same in the Maharshtra Governmenet Gazette on 26th May, 2016 ;
And whereas, the said Special Planning Authority after carrying out survey has prepared a Draft Development Plan of the said Notified Area and published a notice under section 26(1) of the said Act, under section 26(1) of the said Act, on 20th November, 2018 in the Maharashtra Government Gazette and Local News Paper regarding the same, for inviting objections/suggestions from the general public ;
And whereas, the said Special Planning Authority has appointed 5 Members Planning Committee (hereinafter referred to as "the said Planning Committee") vide order dated 20th September, 2019 under section 28(2) of the said Act, including the 3 expert members of the Government appointed by the Director of Town Planning, Maharashtra State, Pune vide order dated 1st March, 2019, to hear the objections/ suggestions received on the said Draft Development Plan and to submit their report to the said Corporation ;
And whereas, the said Planning Authority after hearing the objections/suggestions has submitted his report under section 28(3) of the said Act, to the said Special Planning Authority on 28th August, 2019 ;
And whereas, the said Special Planning Authority after considering the report of the said Planning Authority has published the said Draft Development Plan under section 28(4) of the said Act, with necessary changes/modifications, in the Maharashtra Government Gazette on 30th January 2020-5th February 2020 and in the local news paper on 1st February 2020 for the information of the public ;
And whereas, the said Special Planning Authority has submitted the said Draft Development Plan to the Government under section 30(1) of the said Act, 13th February 2020 for the final sanction ;
And whereas, after making necessary enquiries and after consulting the Director of Town Planning, Maharashtra State, Pune the State Government is of the opinion that it is necessary to take decision only in respect of part portion of the said plan the proposal shown on the land bearing S. No. 10Pt., 11Pt., 12Pt., 14Pt., 15Pt., 16Pt., 17Pt., 18Pt., 19Pt., 21Pt., 54Pt., 55Pt. and 56Pt.,of Village Hatnoli, Tal. Khalapur of the said Draft Development Plan as per provisions of section 31(1) of the said Act ;
४ महाराष्ट्र शासन राजपत्र असाधारण भाग एक–कोकण विभागीय पुरिणी, वसंबर १५, २०२३/अग्रहायण २४, शके १९४५Now, therefore in exercise of the powers conferred under section 31(1) of the said Act and all other powers enabling it in that behalf, the Government of Maharshtra hereby refuses to accord sanction to the part portion of said Draft Development Plan only in respect of the proposal shown on the land bearing S. No. 10Pt., 11Pt., 12Pt., 14Pt., 15Pt., 16Pt., 17Pt., 18Pt., 19Pt., 21Pt., 54Pt., 55Pt. and 56Pt., of Village Hatnoli, Tal. Khalapur and proposes to reserve the same for "Film City" with the Appropriate Authority as "Maharashtra Chitrapat, Rangbhumi ani Sanskrutik Vikas Mahamandal" and as the said modification is of substantial nature, the same is republished as Excluded Part vide Notice No.TPS-1223/1593/CR-135/23/E.P./UD-12, dated 13th December 2023 ;
2. This Notification shall be kept for inspection of general public during office hours on all working days at following offices.
(1) The Managing Director, Maharashtra State Road Development Corporation, Nepeance Road, Mumbai.
(2) The Joint Director of Town Planning, Konkan Division, Konkan Bhavan, Navi Mumbai.
(3) Assistant Director of Town Planning, Raigad Alibaug Branch, Alibaug.
