ज्याअर्थी, ठाणे शहराची सेुारीत विकासे याोजना शासेनाने मांहाराष्ट्र प्रादोेविशक विनयाोजन नगररचना अविविनयामां, १९६६ चे कलमां ३१ (१) नुसेार (यापाुढे याचा उल्लेख "उक्त अविविनयामां" असेा केला आहे.) शासेन विनणेणया क्र. विटपाीएसे-१२९७/१३१९/ सेीआर-१४८/९७/नवि-१२, विदोनाक ४ ऑक्टोबर, १९९९ अन्याे मांजूर केली असेून, ती विदोनाक २२ नोव्हंबर १९९९ पासेून अमांलात आहे. तसेच सेुारीत विकासे याोजनेतील गळलेल्या क्षेत्राची (Excluded portion) विकासे याोजना शासेन विनणेणया क्र. विटपाीएसे- १२०१/२७४/सेीआर-२८/२००१/नवि-१२, विदोनाक ३ एविप्राल, २००३ अन्याे शासेनाने उक्त अविविनयामांानुसेार मांजूर केली असेून ती विदोनाक १४ मांे, २००३ पासेून अमांलात आहे. (यापाूढे "उक्त मांजूर विकासे याोजना" असेा उल्लेख केला आहे.);

आविणे ज्याअर्थी, ठाणे मांहानगरपाविलका प्रारुपा विकासे विनयात्राणे विनयामांालीत काही बदोल करून शासेनाने विनणेणया क्र.विटपाीएसे १२९४/१२५९/सेीआर-२२२/९४/नवि-१२, विदोनाक २८ एविप्राल १९९५ अन्याे उक्त अविविनयामांाचे कलमां ३१(१) अन्याे विकासे विनयात्राणे विनयामांाली मांजूर केली होती सेदोर विनयामांाली विदोनाक १ जून १९९५ पासेून अमांलात आली होती ;

आविणे ज्याअर्थी, तत्कालीन मांजूर विकासे विनयात्राणे विनयामांालीतील तरतुदोीनुसेार ठाणे मांहानगरपाविलका हद्दीमांध्याे ४४ नागरी पाुनरुत्र्थीान आराखडे (याु.आर.पाी.) अविसेूविचत करून विदोनाक ५ मांे २०१८ रोजीच्या शासन राजपत्रामध्ये प्राविसेद्ध करण्यात आले आहेत ;

आविणे ज्याअर्थी, शासेन विनणेणया क्र. विटपाीएसे १८१८/प्रा.क्र. २३६/१८/कलमां ३७ (१कक) (ग) कलमां २०(४)/नवि-१३, विदोनाक २ विडेसेंबर २०२० अन्याे शासेनाने एकवित्राकृत विकासे विनयात्राणे प्राोत्सेाहन विनयामांाली, मांजूर केली आहे आविणे उक्त विकासे विनयात्राणे विनयामांाली विदोनाक ३ विडेसेंबर २०२० पासेून अमांलात आली असेून सेदोर विनयामांाली ठाणे मांहानगरपाविलकेसे लागू आहे. (यापाुढे "उक्त विनयामांाली" असेा उल्लेख केला आहे);

भाग दोन-११०–१

(१)२ महाराष्ट्र शासन राजपत्र असाधारण भाग दोन, डिसंबर २८, २०२३/पौर्ष ७, शके १९४५ आविणे ज्याअर्थी, याोजनेच्या अमांलबजाणेीच्या अनुषंगाने याु.आर.पाी. क्र.१२ (विकसेननगर) याु.आर.पाी. क्र.१३ (लोकमांान्यानगर) या आराखडेयाकरिरता सेुरु असेलेल्या सेक्षेणेादोरम्यान प्रात्याक्षेात आलेल्या विनरिरक्षेणेारुन तसेच विवि शासेकीया/विनमांशासेकीया सेस्र्थीेच्या जविमांनी नव्याने क्षेत्रा सेमांाविष्ट करून त्याप्रामांाणे उक्त आराखडेयाच्या सेुारीत हद्दी अविसेूविचत करण्याचे प्रास्तावित आहे ;

आविणे ज्याअर्थी, उक्त विनयामांालीतील विविनयामां क्र. १४.८.१.(i) च्या तरतूदोीनुसेार नागरी पाुनरुत्र्थीान याोजनेच्या हद्दी प्रास्तावित / णत करायाचे क्षेत्रा भाौवितक हद्दींनी विसेमांीत नसेल्यासे अशा जागा उच्चाविकार सेविमांतीच्या सेल्लामांसेलतीने सेुारीत करतेळी नव्याने अतभाु मांहापाविलका आयाुक्त आराखडेयाच्या अविसेूविचत हद्दीमांध्याे अतभाु णत करु शकतात ;

आविणे ज्याअर्थी, याु.आर.पाी. क्र. १२ (विकसेननगर) याु.आर.पाी. क्र.१३ (लोकमांान्यानगर) याच्या अविसेूविचत हद्दीत नव्याने क्षेत्रा सेमांाविष्ट करण्यासे विदोनाक २६ विडेसेंबर २०२३ रोजीच्या बैठाकीत उच्चाविकार सेविमांतीने विशफारसे केली आहे ;

आविणे त्याअर्थी, उक्त विनयामांालीतील विविनयामां क्र. १४.८.१ (ii)(b) अन्याे मांला प्रादोान अविकारान्याे, ठाणे शहराच्या हद्दीतील याु.आर.पाी. क्र.१२ (विकसेननगर) याु.आर.पाी. क्र.१३ (लोकमांान्यानगर) याच्या अविसेूविचत हद्दीत नव्याने क्षेत्रा सेमांाविष्ट करून उपारोक्त नागरी पाुनरुत्र्थीान आराखड्यांाच्या सेुारीत हद्दी या अविसेूचनेद्वारे खालील तक्त्यात नमांूदो केल्याप्रामांाणे अविसेूविचत करीत आहे :-

सेदोर अविसेूविचत आराखड्यांाची सेुारीत हद्दी दोशणविणेारा नकाशा जनतेच्या अलोकनार्थीण खालील विठाकाणेी, पाुढेील तीसे विदोसेाकरिरता ठाेण्यात याेत आहे :-

(१) उपासेचालक नगररचना, क्लस्टर सेल, ठाणे मांहानगरपाविलका, ठाणे याचे कायाणलया, चौर्थीा मांजला, मांणीर आनदो विदोघे प्राशासेकीया इमांारत, कविशश पाकक, ठाणे.

(२) शहर विकासे विभाग, चौर्थीा मांजला, ठाणे मांहानगरपाविलका, ठाणे.

(३) ागळे / लोकमांान्यानगर - सेारकरनगर प्राभाग सेविमांती कायाणलया.

ही अविसेूचना अविसेूविचत नकाशा www.tmctp.thanecity.gov.in या सेकेत स्र्थीळार सेुद्धा उपालब् आहे.

NOTIFICATION

No. TMC/TDO/Cluster Cell/Notification/360

Maharashtra regional and town Planning act, 1966.

Whereas, the Revised Development Plan of the Thane City has been sanctioned by the Government under section 31(1) of the Maharashtra Regional and Town Planning Act 1966, (hereinafter referred to as "the said Act") vide Notification No.TPS-1297/1319/CR-148/97/UD-12, dated 4th October 1999, which has come into force with effect from 22nd November 1999, and the Excluded Part (EP) of the said Development Plan has been sanctioned under the said Act vide Government Notification No.TPS/1201/274/CR-28/2001/UD-12, dated 3rd April 2003 which has come into force with effect from the 14th May 2003 (hereinafter referred to as "the said sanctioned Development Plan") ;

And whereas, the Development Control Regulations of Thane Municipal Corporation has been sanctioned by the Government after making some modifications in draft Development Control Regulations of Thane City vide Urban Development Department, vide Notification No. TPS 1294/1259/ CR-222/94/UD-12, dated 28th April 1995 under section 31(1) of the said Act which had come into force with effect from the 1st June 1995 ;

And whereas, in pursuant to the provisions of erstwhile sanctioned Development Control Regulations, 44 Urban Renewal Plans (hereinafter referred to as "URP") are notified in Government Gazette dated 5th May 2018 within the limits of Thane Municipal Corporation ;

And whereas, the Government has sanctioned Unified Development Control and Promotion Regulations vide Resolution No.TPS-1818/CR236/18/DP&RP/sec.37 (1AA) (c) & sec. 20(4)/UD-13, dated 2nd December 2020 (hereinafter referred to as "the said Regulations") and the said Regulations came into force from dated 3rd December 2020 and are applicable to Thane Municipal Corporation ;

And whereas, for smooth implementation of the Urban Renewal Scheme, from the actual observation during ongoing survey and while taking subsequent actions, it is necessary to include new areas in the notified boundaries of URP No.12 (Kisan Nagar) and URP No.13 (Lokmanyanagar) and accordingly, it is proposed to notify the revised boundaries of the said URPs ;

And whereas, as mentioned in the Regulation No.14.8.1 (i) of the said Regulations, that areas of any vacant or encroached land which are not bounded by physical boundaries and lands belonging to various Government / Semi Government institutions are proposed to be included in URS, then the boundaries of such cluster can be notified/revised by Municipal Commissioner, in consultation with High Power Committee (H.P.C.) ;

And whereas, High Power Committee has recommended to include new areas in the notified boundaries of URP No.12 (Kisan Nagar) and URP No.13 (Lokmanyanagar) in High Power Committee meeting on 26th December 2023;

Now therefore, as per powers conferred to me vide Regulation No.14.8.1(ii)(b) of the said Regulations, the revised boundaries of URP No.12 (Kisan Nagar) and URP No.13 (Lokmanyanagar) are hereby notified as mentioned in the table below :—

general public at following places for next thirty days :—

(1) Office of the Deputy Director of Town Planning, Cluster Cell, Thane Municipal Corporation, Thane, 4th Floor, Dharmveer Anand Dighe Administrative Building, Kashish Park, Thane.

(2) Town Development Department, 4th Floor, Thane Municipal Corporation, Thane.

(3) Wagale / Lokmanyanagar-Sawarkarnagar Ward Office.

This notification alongwith notified plan is also available on website www.tmctp.thanecity.gov.in .
