भाराताचाे संडिवधान.
क्रमांका सेंदिकार्ण-२०१९/प्र.क्र.२७४/ई-७.–भारताच्या सेंदिधानांाच्या अनांुच्छेदा ३०९ च्या परंताुकाद्वारे प्रदानां काेलेल्या अदिधाकारांचा ापर कारूनां आदिर्ण याबाबताीता काढलेले दिद्यमानां सेंण दिनांयमा, आदाेश दिकांा सेंलेख यांचाे अदिधाक्रमार्ण कारूनां, माहुाराष्ट्राचाे राज्यपाल, याद्वारे, माहुाराष्ट्रा शासेंनांाच्या माहुसेंूल नां दिभागाच्या अंतागणता असेंलेल्या दिभागीय आयुक्ता, दिजल्हुादिधाकारी, उपदिभागीय अदिधाकारी ताहुसेंीलदार यांच्या कायाणलयाताील गट-ड पदांच्या सेंेाप्रेशाचाे दिदिनांयमानां कारर्णारे पुढील दिनांयमा कारीता आहुेता :-
१. या दिनांयमांसें, दिभागीय आयुक्ता, दिजल्हुादिधाकारी, उपदिभागीय अदिधाकारी ताहुसेंीलदार यांच्या कायाणलयांताील गट-ड पदांचाे (सेंेाप्रेश) दिनांयमा, २०२४ असेंे म्हुर्णाे.
२. या दिनांयमांता, सेंदाभाणनांुसेंार दाुसेंरा अर्थण आश्यका नांसेंेल तार,–
(का) "दिनांयुक्ताी प्रादिधाकारी" याचा अर्थण, शासेंनांाताील सेंबंदिधाता पदार उमाेदाराचाी दिनांयुक्ताी कारण्याकारिरता सेंक्षमा असेंलेला प्रादिधाकारी, असेंा आहुे ;
(ख) "पदाोन्नांताीचाी पात्राता" याचा अर्थण, शासेंनांाच्या सेंामान्य प्रशासेंनां दिभागानांे ेळोेळोी काढलेले दिनांयमा, शासेंनां दिनांर्णय दिकांा आदाेश यांमाध्ये पदाोन्नांताीसेंाठी दिदिनांदिदाणष्ट काेलेल्या अटी शताीनांुसेंार असेंलेली पदाोन्नांताीचाी पात्राता, असेंा आहुे ;
(ग) "शासेंनां" याचा अर्थण, माहुाराष्ट्रा शासेंनां, असेंा आहुे ;

(ड) "माध्यदिमाका शालांता परीक्षा प्रमार्णपत्रा" याचा अर्थण, माहुाराष्ट्रा माध्यदिमाका दिशक्षर्ण मांडळो अदिधादिनांयमा, १९६५ (१९६५ चा माहुा. ४१) अन्ये गठीता काेलेल्या दिभागीय मांडळोानांे घेतालेली माध्यदिमाका शालांता प्रमार्णपत्रा परीक्षा, असेंा आहुे आदिर्ण त्याता, दिताच्याशी सेंमाताुल्य असेंल्याचाे शासेंनांानांे घोदिता काेलेल्या इतार काोर्णत्याहुी परीक्षेचा सेंमाेश हुोताो ;
(चा) "दिनांड सेंदिमाताी" याचा अर्थण, माहुसेंूल कायाणलयाताील गट-ड पदांच्या दिनांयुक्ताीसेंाठी दिजल्हुादिधाकारी यांच्या अध्यक्षताेखाली गठीता काेलेली दिजल्हुा स्तारीय दिनांड सेंदिमाताी, असेंा आहुे.
३. माहुसेंूल कायाणलयाताील हुालदार या पदारील दिनांयुक्ताी, पदाोन्नांताीसेंाठी पात्रा असेंर्णाऱ्या आदिर्ण माहुसेंूल कायाणलयाता नांाईका दिकांा नांोटीसें ाहुका दिकांा दाप्तारबंदा या पदार ताीनां ापेक्षा कामाी नांसेंेल इताकाी दिनांयदिमाता अखंड सेंेा असेंर्णाऱ्या, उक्ता पदाे धारर्ण कारर्णाऱ्या व्यक्तांमाधाूनां एकादित्राता जेष्ठीता सेंूचाीनांुसेंार, ज्येष्ठीताेच्या आधारे योग्य व्यक्तांच्या पदाोन्नांताीनांे, कारण्याता येईल;
४. माहुसेंूल कायाणलयाताील नांाईका दिकांा नांोटीसें ाहुका दिकांा दाप्तारबंदा या पदारील दिनांयुक्ताी, पदाोन्नांताीसेंाठी पात्रा असेंर्णाऱ्या आदिर्ण माहुसेंूल कायाणलयाताील दिशपाई दिकांा स्च्छेका दिकांा चाौकाीदार या पदारील ताीनां ापेक्षा कामाी नांसेंेल इताकाी दिनांयदिमाता अखंड सेंेा असेंर्णाऱ्या, उक्ता पदा धारर्ण कारर्णाऱ्या व्यक्तांमाधाूनां एकादित्राता जेष्ठीता सेंूचाीनांुसेंार, ज्येष्ठीताेच्या आधारे योग्य व्यक्ताीच्या पदाोन्नांताीनांे कारण्याता येईल.
५. (१) माहुसेंूल कायाणलयाताील दिशपाई दिकांा स्च्छेका दिकांा चाौकाीदार या पदारील दिनांयुक्ताी,:–
(का) जे उमाेदार, पुढील दिनांकांचाी पूताणता कारताता अशा, त्यासेंाठी घेतालेल्या स्पधाणत्माका परीक्षेच्या दिनांकालाच्या आधारे दिनांड सेंदिमाताीनांे दिशफारसें काेलेल्या उमाेदारांमाधाूनां, नांामादिनांदाेशनांाद्वारे कारण्याता येईल :–
(एक) वयोमयाषदेा.-
(I) डिकमान वयोमयाषदेा.- त्या पदाच्या भारताीच्या जादिहुराताीनांुसेंार अजण स्ीकाृताीच्या अंदितामा दिदानांांकासें अठीरा े पूर्ण काेलेले.
(II) कमाले वयोमयाषदेा.- त्या पदाच्या भारताीच्या जादिहुराताीनांुसेंार अजण स्ीकाृताीच्या अंदितामा दिदानांांकासें राखी प्रगाणताील नांसेंलेल्या व्यक्तांसेंाठी अडताीसें े पूर्ण काेलेले राखी प्रगाणताील असेंलेल्या व्यक्तांसेंाठी त्राेचाळोीसें े पूर्ण काेलेले आदिर्ण जे उमाेदार, माजी सेंैदिनांका दिकांा सेंैदिनांकाी सेंेा दिनांृदिेतानांधारका आहुेता अशा उमाेदारांच्या बाबताीता पंचाेचाळोीसें ण पूर्ण काेलेले.
(देोन) डिकमान शाैक्षडिणक अहाषता.- माध्यदिमाका शालांता प्रमार्णपत्रा परीक्षा उीर्ण असेंलेले.
(ख) जे उमाेदार, पुढील दिनांकांचाी पूताणता कारताता अशा, मानांसेंेी काोताल पदार कायणरता असेंर्णाऱ्या काोतालांचाी कामादिगरीचाी गुर्णा आदिर्ण त्यासेंाठी घेतालेल्या स्पधाणत्माका परीक्षेच्या दिनांकालाच्या आधारे दिनांड सेंदिमाताीनांे दिशफारसें काेलेल्या उमाेदारांमाधाूनां, नांामादिनांदाेशनांाद्वारे कारण्याता येईल :–
(एक) वयोमयाषदेा.–
कमाले वयोमयाषदेा.– त्या पदाच्या भारताीच्या जादिहुराताीनांुसेंार अजण स्ीकाृताीच्या अंदितामा दिदानांांकासें पन्नांासें े पूर्ण काेलेले.
(देोन) डिकमान शाैक्षडिणक अहाषता.– माध्यदिमाका शालांता प्रमार्णपत्रा परीक्षा उीर्ण असेंलेले.
(तीन) अनुभाव.– त्या पदाच्या भारताीच्या जादिहुराताीनांुसेंार अजण स्ीकाृताीच्या अंदितामा दिदानांांकासें काोताल या पदार दाहुा ापेक्षा कामाी नांसेंेल इताकाी सेंेा असेंर्णारे.
(२) काोताल हुा, ज्या दिजल्ह्यामाध्ये ताो काोताल म्हुर्णूनां कामा कारीता आहुे त्या दिजल्ह्याच्या दिजल्हुास्तारीय दिनांड सेंदिमाताीद्वारे घेण्याता येर्णाऱ्या परीक्षेसें बसेंण्यासेंाठी पात्रा असेंेल.
महाराष्ट्र शासन राजपत्र असाधाराण भाग चारा-अ, डिसंबुरा ११, २०२४/अग्रहायण २०, शाके १९४६ ३(३) माहुसेंूल कायाणलयाताील दिशपाई दिकांा स्च्छेका दिकांा चाौकाीदार या पदारील दिनांयुक्ताी, काोतालाव्यदितारिरक्ता, जे उमाेदार पोट-दिनांयमा (१) च्या खंड (का) माध्ये दिदिनांदिदाणष्ट काेलेल्या दिनांकांचाी पूताणता कारताता, अशा उमाेदारांमाधाूनां आदिर्ण जे काोताल पोट-दिनांयमा (१) च्या खंड (ख) माध्ये दिदिनांदिदाणष्ट काेलेल्या दिनांकांचाी पूताणता कारताता अशा काोतालांमाधाूनां अनांुक्रमाे ६० : ४० या प्रमार्णाता नांामादिनांदाेशनांाद्वारे कारण्याता येईल.
६. (१) दिनांयमा ५ माध्ये नांमाूदा काेलेल्या पदार नांामादिनांदाेशनांाद्वारे दिनांयुक्ताीसेंाठी दिशफारसें काेलेली व्यक्ताी, माहुाराष्ट्रा नांागरी सेंेा बाचाे प्रदिताज्ञापनां) दिनांयमा, २००५ याच्या तारताुदांनांुसेंार आदिर्ण याबाबता शासेंनांानांे ेळोेळोी काेलेले अन्य काोर्णताेहुी दिनांयमा, आदाेश (लहुानां काुटं दिकांा काोर्णताेहुी सेंलेख यांनांुसेंार लहुानां काुटं बाचाे प्रदिताज्ञापत्रा सेंादार कारील.
बाचाे प्रदिताज्ञापत्रा सेंादार कारण्याच्या दिदानांांकाला दाोनांपेक्षा अदिधाका अपत्ये असेंर्णारी व्यक्ताी, शासेंकाीय सेंेताील (२) लहुानां काुटं दिनांयुक्ताीसेंाठी अपात्रा असेंेल.
(३) एखाद्या व्यक्ताीचाी शासेंकाीय सेंेता दिनांयुक्ताी झाल्यानांतार, जर दिताला दिनांयुक्ताीच्या ेळोी दिकांा त्यानांतार दाोनांपेक्षा अदिधाका अपत्ये असेंल्याचाे दिसेंद्ध झाले तार, ताी व्यक्ताी, शासेंकाीय सेंेताील उक्ता पदार कायमा राहुण्यासेंाठी अपात्रा असेंेल.
७. दिनांयमा ३, ४ दिकांा ५ माध्ये नांमाूदा काेलेल्या पदार दिनांयुक्ता काेलेली व्यक्ताी, सेंबंदिधाता दिजल्ह्यामाध्ये बदालीसेंाठी पात्रा असेंेल.
८. काोर्णत्याहुी शासेंकाीय कामाणचाऱ्याच्या दिनांयुक्ताीनांतार, शासेंनांानांे ेळोेळोी काेलेले काोर्णताेहुी दिनांयमा, आदाेश दिकांा दिनांर्णय यांमाध्ये शासेंनांानांे दिदिनांदिदाणष्ट काेलेल्या अटी शताी दाेखील अशा शासेंकाीय कामाणचाऱ्यासें लागू असेंताील.

Constitution of india.
No. Misc-2019/C.R.274/E-7. – In exercise of the powers conferred by the proviso to article 309 of the Constitution of India and in supersession of all existing rules, orders or instruments made in this behalf, the Governor of Maharashtra is hereby pleased to make the following rules regulating recruitment to the Group-D posts in the office of the Divisional Commissioner, District Collector, Sub Divisional Officer and Tahsildar under the Revenue and Forests Department of Government of Maharashtra, namely :– 1. These rules may be called the Group-D posts in the offices of the Divisional Commissioner, District Collector, Sub-Divisional Officer and Tahsildar (Recruitment) Rules, 2024.
2. In these rules, unless the context requires otherwise –
(a) "Appointing Authority" means the authority who is competent to appoint a candidate to the concerned post in the Government;
(b) "Eligibility for promotion" means the eligibility for promotion in accordance with the terms and conditions specified for promotion in rules, resolutions or orders issued by the General Administration Department of the Government, from time to time;
(c) "Government" means the Government of Maharashtra;
(d) "Revenue Office" means the office of the Divisional Commissioner, office of the District Collector, office of the Sub-Divisional Officer or office of the Tahsildar in the concerned District; (e) "Secondary School Certificate Examination" means the Secondary School Certificate Examination conducted by a Divisional Board constituted under the Maharashtra Secondary Education Board Act, 1965 (Mah.XLI of 1965) and includes any other examination declared by the Government to be equivalent thereto;
(f) "Selection Committee" means the District Level Selection Committee constituted under the Chairmanship of the District Collector for the appointment of Group-D posts in the Revenue Office.
3. Appointment to the post of Hawaldar in the Revenue Office shall be made by promotion of a suitable person having eligibility for promotion and having not less than three years regular and continuous service on the post of Naik or Notice Messenger or Daftarband in the Revenue Office on the basis of seniority, as per the combined seniority list of persons holding the said posts.
4. Appointment to the post of Naik or Notice Messenger or Daftarband in the Revenue Office shall be made by promotion of a suitable person having eligibility for promotion and having not less than three years regular and continuous service on the post of Peon or Sweeper or Watchman in the Revenue Office on the basis of seniority, as per the combined seniority list of persons holding the said post.
5. (1) Appointment to the post of Peon or Sweeper or Watchman in the Revenue Office shall be made by nomination,–
(a) From amongst the candidates recommended by the Selection Committee on the basis of result of Competitive Examination conducted therefor, who fulfils the following criteria, namely :– (i) Age limit.– महाराष्ट्र शासन राजपत्र असाधाराण भाग चारा-अ, डिसंबुरा ११, २०२४/अग्रहायण २०, शाके १९४६ ५ belonging to reserved categories and forty three years completed for the persons belonging to reserved categories and forty five years in case candidates who are ex-serviceman or military service pensioners as on the last date of receipt of applications as per advertisement for recruitment to the post.
(ii) Minimum Educational Qualification.- Passed a Secondary School Certificate Examination,
(b) From amongst the candidates who are working on honorary post of Kotwal having merit of performance and recommended by the Selection Committee on the basis of result of Competitive Examination conducted therefor, who fulfils the following criteria, namely :-
(i) Age limit.–
Upper Age Limit.- Fifty years of age completed on the last date of receipt of applications as per advertisement for recruitment to the post.
(ii) Minimum Educational Qualification.- Passed a Secondary School Certificate Examination.
(iii) Experience.- Having not less than ten years' service on the post of Kotwal on the last date of receipt of applications as per advertisement for recruitment to the post.
(2) The Kotwal shall be eligible to appear for the examination to be conducted by the District Level Selection Committee of that District in which he is working as a Kotwal.
(3) Appointment to the post of Peon or Sweeper or Watchman in the Revenue Office shall be made by nomination of candidates, other than Kotwal, who fulfils the criteria specified in clause (a) of sub-rule (1) and of Kotwal who fulfils the criteria specified in clause (b) of sub-rule (1) in the ratio of 60 : 40, respectively.
6. (1) A person recommended for appointment by nomination to the post mentioned in rule 5 shall submit a declaration of Small Family as per the provisions of the Maharashtra Civil Services (Small Family Declaration) Rules, 2005 or any other rules, orders or any instruments issued in this behalf by the Government, from time to time.
(2) A person having more than two children on the date of submission of Declaration of Small Family shall be disqualified for the appointment in Government Service.
(3) After appointment of a person in the Government service, if it is proved that he has more than two children at the time of appointment or thereafter, then he shall be disqualified for continuing on the said post in Government service.
7. A person appointed to the posts mentioned in rules 3, 4 or 5 shall be liable for transfer anywhere in the concerned District.
8. The terms and conditions specified by the Government, subsequent to the appointment of any Government Servant in any rules, orders or resolutions issued by the Government, from time to time, shall also be applicable to the Government Servant.
