क्र. एसेसेीवाय-२०२४/प्र.क्र.८४/म-०७.— ज्याअर्थी, सेवा दकंवा लाभ दकंवा अर्गसेहाय्य देण्यासेाठी ओळख पटदवणारा दस्तऐवज म्हणून आधारचा वापर केल्याने शासेनाची सेुपूद्गर्ी प्रदक्रया सेोपी होते, त्यात पारदश्गकता येते व काय्गक्षमता वाढते, आदण एखाद्ा व्यक्तीची ओळख पटदवण्यासेाठी लार्णारे बहुदवध दस्तवेज सेादर करण्याची र्रज टाळून लाभार्यांना सेोईस्कर व अखंदित रीतीने त्यांचे हक्क र्ेट प्राप्त होणे शक्य होते;

आवि ज्याअ्थथी, आपत्ी व्यवस्र्ापन, मदत व पुनव्गसेन या महसेूल व वन दवभार्ाच्या उपदवभार्ामार्फत (यात, यापुढे ज्याचा दनददेश "अंमलबजावणी अदभकरण" असेा केला आहे.) अंमलबजावणी करण्यात येत असेलेल्या वैयक्तीक बक खात्यांमध्ये लाभांचे/ अर्गसेहाय्याचे दवतरण करण्यासेाठी सेोबत जोिलेल्या अनुसेूचीमध्ये नमूद केल्याप्रमाणे नैसेदर्गक व मानवदनदम्गत आपत्ीमुळे बादधत झालेल्या नार्रकांना मदत पुरदवणाच्या योजनांचे (यात यापुढे ज्याचा दनददेश "योजना" असेा केला आहे.) आपत्ी व्यवस्र्ापन, मदत व पुनव्गसेन उपदवभार्, प्रशासेन करीत आहे ;

आवि ज्याअ्थथी, या योजनातंर्गत लाभ दकंवा अर्गसेहाय्य (यात, यापुढे ज्याचा दनददेश 'लाभ°' असेा केला आहे.) यांचे दवतरण दवद्मान योजनांच्या मार्गदश्गक तत्वांनुसेार अंमलबजावणी अदभकरणाकिून वैयक्तीक लाभार्यांना (यात यापुढे ज्याचा दनददेश ° 'लाभार्थी° 'असेा केला आहे.) केले जाते ;

आवि ज्याअ्थथी, उपरोक्त योजनांमध्ये महाराष्ट्र राज्याच्या एकदत्त दनधीतून केलेल्या आवतथी खचा्गचा सेमावेश होतो ;

(१)

त्याअर्थी, आता, आधार (दवत्ीय व इतर अर्गसेहाय, लाभ आदण सेवा यांचे लदष्यत दवतरण ) अदधदनयम, २०१६ (२०१६ चा १८) (यात यापुढे ज्याचा दनददेश °'उक्त अदधदनयम°' असेा केला आहे.) याच्या कलम ७ च्या तरतुदींनुसेार महाराष्ट्र शासेन, याद्ारे पुढीलप्रमाणे अदधसेूदचत करीत आहे :- भार् चार-अ-२४६-१. एच बी-२१५४-१.

१. (१) योजनांखाली लाभ दमळण्यासेाठी पात् असेलेल्या वैयक्तीक लाभार्यांने, याद्ारे, आधार क्रमांक धारण केल्याचा दकंवा आधार अदधप्रमाणन पुरावा सेादर करणे आवश्यक आहे.

(२) या योजनेखालील लाभ दमळण्यासेाठी पात् असेणारा जो लाभार्थी, आधारक्रमांक धारण करीत नाही अर्वा अद्ाप आधार क्रमांक दमळण्यासेाठी नाव नोंदणी केली नाही, अशा कोणत्याही वैयक्क्तक लाभार्या्गने, उक्त अदधदनयमाच्या कलम ३ नुसेार आधारक्रमांक दमळण्यासे हक्कदार असेल्यामुळे, योजनेचा लाभ दमळण्यापूवथी आधारक्रमांकाच्या नाव नोंदणीसेाठी अज्ग करणे आवश्यक असेल आदण अशा व्यक्क्त, आधार नाव नोंदणी करण्यासेाठी कोणत्याही आधार नाव नोंदणी केंद्ाला (भारतीय दवदशष्टट ओळख प्रादधकरणाच्या http://uidai.gov.in या सेंकेतस्र्ळावर सेूची उपलब्ध आहे) भेट देतील.

(३) आधार (नाव नोंदणी व अद्ावत करणे) दवदनयम, २०१६ याच्या दवदनयम १२ नुसेार, त्याच्या अंमलबजावणी अदभकरणाने, ज्यांनी अद्ाप आधारसेाठी नाव नोंदणी केलेली नाही अशा लाभार्यांकररता आधार नाव नोंदणी सेुदवधा देऊ करणे आवश्यक असेून जर सेंबंदधत र्टात दकंवा तालुक्यात दकंवा तहसेीलमध्ये कोणतेही आधार नाव नोंदणी केंद् क्स्र्त नसेल तर, दवभार्ाने त्याच्या अंमलबजावणी अदभकरणामार्फत, युआयिीएआयच्या दवद्मान दनबंधकाच्या सेमन्वयाने दकंवा ते स्वत:च युआयिीएआयचे दनबंधक होऊन, सेोयीच्या दठकाणी आधार नाव नोंदणी केंद्े सेुरू करील:

परंतु, वैयक्क्तक लाभार्थीसे, आधार क्रमांक नेमून देण्याच्या वेळेपयांत, योजनांखालील पुढील दस्तऐवज सेादर करण्याच्या अधीन राहून अशा व्यक्तीसे देण्यात येतील. :-

(क) जर व्यक्तीने नाव नोंदणी केली असेल तर, दतची आधार नोंदणी ओळख पावती; आदण

(ख) पुढीलपैकी कोणतेही दस्तऐवज:-

(एक) छायादचत् असेलेले बँकचे अर्वा पोस्टाचे पासेबुक;

(दोन) आयकर दवभार्ाने ददलेले स्र्ायी लेखा क्रमांक पत् (PAN Card) ;

(तीन) पारपत् ;

(चार) दशधावाटप पदत्का;

(पाच) भारताच्या दनविणूक आयोर्ाने ददलेले मतदार ओळखपत् ;

(सेहा) मनरेर्ा काि्ड ;

(सेात) छायादचत् असेलेले दकसेान पासेबुक;

(आठ) मोटार वाहन अदधदनयम, १९८८ (१९८८ चा ५९) अन्वये लायसेन देणाऱ्या प्रादधकरणाने ददलेले वाहनचालन लायसेन ;

(नऊ) शासेकीय नाममुदद्त पत्ावर राजपदत्त अदधकाऱ्याने ददलेले व्यक्तीचे छायादचत् असेलेले ओळख प्रमाणपत्;

दकंवा

(दहा) दवभार्ाने दवदनदद्गष्टट केल्याप्रमाणे इतर कोणतेही दस्तऐवज:

परंतु आणखी असे की, दवशेषत: त्या प्रयोजनासेाठी राज्य शासेनाने दवशेषररत्या पददनददेदशत केलेल्या अदधकाऱ्याद्ारे वरील दस्तऐवज तपासेण्यात येतील.

२. योजनांतर्गत लाभार्यांना सेोयीस्कररीत्या लाभ पुरवण्याच्यादृष्टटीने, आधारच्या उक्त आवश्यक बाबींची, लाभार्यांना जाणीव करून देण्याकररता माध्यमांमार्फत व्यापक प्रदसेद्ी देण्यात येईल याची सेुदनक्श्चती करण्यासेाठी दवभार् त्याच्या अंमलबजावणी अदभकरणामार्फत आवश्यक त्या सेव्ग व्यवस्र्ा करील.

३. जेव्हा लाभार्यांच्या दनकृष्टट बायोमेदट्रक्सेमुळे दकंवा इतर कोणत्याही कारणामुळे आधार अदधप्रमाणन दनष्टर्ळ ठरते तेव्हा अशा सेव्ग प्रकरणी पुढील सेुधारात्मक काय्गतंत् अवलंबण्यात येईल:-

(क) बोटांच्या ठशांचा दनकृष्टट दजा्ग असेल अशा प्रकरणी, अदधप्रमाणनासेाठी एकाक्त्मक जोखीम मादहती प्रणाली िोळयातीलमहाराष्ट्र शासन राजपत्र असािारि भाग चार-अ, विसेंबर १८, २०२४/अग्रहा्यि २७, शके १९४६ ३ बुबुळाची प्रदतमा (आय आर आय एसे) स्ककॅन करण्याची दकंवा चेहऱ्याचे अदधप्रमाणन करण्याची सेुदवधा अंदर्करण्यात येईल त्याद्ारे, दवभार्, त्याचा अंमलबजावणी अदभकरणामार्फत अखंि ररतीने लाभ देण्यासेाठी बोटांच्या ठशाच्या अदधप्रमाणनासेह आय आर आय एसे स्ककॅनरसेाठी दकंवा चेहऱ्याच्या अदधप्रमाणनासेाठी तरतुदी करील.

(ख) बोटांचे ठसे घेणे दकंवा आय आर आय एसे (िोळयातील बुबुळाची प्रदतमा) स्ककॅन करणे दकंवा चेहऱ्याचे अदधप्रमाणन करणे, यांमार्फत बायोमेदट्रक अदधप्रमाणन यशस्वी होत नसेल तर, जेव्हा जेव्हा सेुसेाध्य व अनुज्ेय असेल तेव्हा, आधार एक वेळ परवलीचा शब्द वन टाईम पासेवि्ड (ओदटपी) दकंवा यर्ाक्स्र्दत, मया्गददत काळासेाठी वैधता असेलेला वेळआधाररत एक वेळ परवलीचा शब्द वन टाइम पासेवि्ड (दटओदटपी) अदधप्रमाणन करून देण्यात येईल;

(र्) जेव्हा बायोमेदट्रक दकंवा आधार ऐक वेळ परवलीचा शब्द (वन टाईम पासेवि्ड) दकंवा वेळआधाररत एक वेळ परवलीचा शब्द (वन टाइम पासेवि्ड) शक्य नसेल तेव्हा अशा इतर सेव्ग प्रकरणी, योजनेखालील लाभ, प्रत्यक्ष आधारपत्ाच्या आधारे देता येतील, त्याची अदधप्रमाणता आधार पत्ावर मुदद्त केलेल्या शीघ्र प्रदतसेाद सेंकेतांकामार्फत (क्यूआरकोि) पिताळता येऊ शकते आदण दवभार्ाद्ारे, त्यांच्या अंमलबजावणी अदभकरणामार्फत सेोईस्कर दठकाणी शीघ्र प्रदतसेाद सेंकेतांक (क्यूआर कोि) वाचकाची आवश्यक ती व्यवस्र्ा करण्यात येईल;

४. वरील र्ोष्टटींदशवाय, कोणताही खरा लाभार्थी, या योजनेखालील त्याच्या उदचत लाभापासेून वंदचत राहणार नाही याची सेुदनक्श्चती करण्याच्या दृष्टटीने, दवभार् त्याच्या अंमलबजावणी अदभकरणामार्फत, र्ेट लाभ हस्तांतरण (िीबीटी) अदभयान, ककॅदबनेट सेदचवालय, भारत सेरकार दद.१९ दिसेंबर, २०१७ च्या काया्गलयीन ज्ापनात नमूद केल्याप्रमाणे अपवाद हाताळणी यंत्णेचे अनुपालन करील.

NOTIFICATION

AAdhAAr (TArgeTed delivery of finAnciAl And oTher SubSidieS, benefiTS And ServiceS ) AcT, 2016.

No. SCY-2024/C.R.84/M-07.—Whereas, the use of Aadhaar as an identity document for delivery of services or benefits or subsidies simplifies the Government delivery processes, brings in transparency and efficiency, and enables beneficiaries to get their entitlements directly in a convenient and seamless manner by obviating the need to produce multiple documents to prove one's identity;

And whereas, the Disaster Management, Relief and Rehabilitation Division of Revenue and Forest Department is administering the Schemes of providing relief to the citizens affected by natural and manmade disasters as mentioned in Schedule appended hereto (hereinafter referred to as " the Schemes") to disburse the benefits/subsidies to individuals bank accounts which are being implemented through the Disaster Management, Relief & Rehabilitation Department Division (hereinafter referred to as "the implementing agency");

And whereas, under the Schemes, the delivery of benefits or subsidies (hereinafter referred to as "the benefit") are disbursed to the individual beneficiaries (hereinafter referred to as ''the beneficiaries'') by the implementing agency as per the extant Schemes guidelines;

And whereas, the aforesaid Schemes involves recurring expenditure incurred from the Consolidated Fund of the State of Maharashtra;

Now, therefore, in pursuance of section 7 of the Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services) Act, 2016 (18 of 2016) (hereinafter referred to as "the said Act"), the Government of Maharashtra hereby notifies the following, namely :—

1. (1) An individual beneficiary eligible for receiving the benefits under the Schemes shall hereby be required to furnish proof of possession of the Aadhaar number or undergo Aadhaar authentication.

(2) Any individual beneficiary eligible for receiving the benefits under the Schemes, who does not possess the Aadhaar number or has not yet enrolled for Aadhaar, shall be required to make an application for Aadhaar enrollment before registering for the Scheme provided that he is entitled to obtain Aadhaar number as per section 3 of the said Act and such individuals shall visit any Aadhaar enrollment centre (list available at the Unique Identification Authority of India (UIDAI) website https://uidai.gov.in/) to get enrolled for Aadhaar.

(3) As per regulation 12 of the Aadhaar (Enrolment and Update) Regulations, 2016 the Implementation Agency, is required to offer Aadhaar enrollment facilities for the beneficiries who are not yet enrolled for Aadhaar and in case there is no Aadhaar enrollment centre located in the respective Block or Taluka or Tehsil, the Department through its implementing Agency shall provide Aadhaar enrollment facilities at convenient locations in co-ordination with the existing Registrars of UIDAI or by becoming UIDAI Registrar themselves:

Provided that, till the time Aadhaar is assigned to individual beneficiary, benefits under the Schemes shall be given to such individual, subject to the production of the following documents, namely:-

(a) if individual has enrolled, his Aadhaar Enrolment Identification slip; and (b) any of the following documents, namely:-

(i) Bank or Post Office Passbook with photo;

(ii) Permanent Account Number (PAN) Card;

(iii) Passport;

(iv) Ration card;

(v) Voter Identity Card;

(vi) MGNREGA card;

(vii) Kisan Photo passbook;

(viii) Driving license issued by the Licensing Authority under the Motor Vehicles Act, 1988 (59 of 1988);

(ix) Certificate of identity having photo of individual issued by a Gazetted Officer on an official letter head; or

(x) any other documents as specified by the Department:

Provided further that, the above documents shall be checked by an officer specifically designated by the State Government for that purpose.

2. In order to provide benefits to the beneficiaries under the Schemes conveniently, the Department through its Implementing Agency shall make all required arrangements to ensure that wide publicity through the media shall be given to the beneficiaries to make them aware of the said requirement.

3. In all cases, where Aadhaar authentication fails due to poor biometrics of the beneficiaries or due to any other reason, the following remedial mechanism shall be adopted, namely :—

(a) in case of poor fingerprint quality, Integrated Risk Information System (IRIS) scan or face authentication facility shall be adopted for authentication thereby, the Department through its Implementing Agency shall make provisions for IRIS scanners or face authentication along with fingerprint authentication for delivery of benefits in seamless manner;

(b) in case the biometric authentication through fingerprints or IRIS scan or face authentication is not successful, wherever feasible and admissible authentication by Aadhaar One Time Password (OTP) or Time based One Time Password (TOTP) with limited time validity, as the case may be, shall be offered;

(c) in all other cases, where biometric or Aadhaar OTP or TOTP authentication is not possible, benefits under the Scheme may be given on the basis of physical Aadhaar letter whose authenticity can be verified through the Quick Response Code printed on the Aadhaar letter and the necessary arrangements of Quick Response Code reader shall be provided at the convenient location by the Department through its Implementing Agency.

4. In addition to above, in order to ensure that no bonafide beneficiary under the Scheme is deprived of his due benefits, the Department through its Implementing Agency shall follow the exception handling mechanism as outlined in the Office Memorandum of DBT Mission, Cabinet Secretariat, Government of India, dated the 19th December of 2017.
