क्रमांका राजस-२०१८/प्र.क्र.३९४/५-स.—भारताच्या संदिवाधानांाच्या अनांुच्छेदा ३०९ च्या परंताुकाव्दारे प्रदानां काेलेल्या अदिधाकारांचा वापर कारूनां, आदि याबाबताीता काेलेले दिवाद्यमानां सवाग दिनांयमा, आदाेश दिकांवा संलेख यांचाे अदिधाक्रमा कारूनां, माहुाराष्ट्राचाे राज्यपाल, याद्वारे, सहुकार, पनां वा वास्त्राोद्योग दिवाभाग, माहुाराष्ट्रा शासनां यांच्या प्रशासकाीय दिनांयंत्राखालील सहुकार आयुक्ता वा दिनांबंधाका, सहुकारी संस्था यांच्या कायागलयाताील पनां संचालका दिकांवा अपर आयुक्ता वा दिवाशेष दिनांबंधाका, सहुकारी संस्था, अपर दिनांबंधाका, सहुकारी संस्था दिकांवा संचालका (साखर), सहुदिनांबंधाका, सहुकारी संस्था दिकांवा सहुसंचालका दिकांवा सहु आयुक्ता, उप दिनांबंधाका, सहुकारी संस्था दिकांवा उप संचालका दिकांवा उप आयुक्ता गट-अ आदि सहुायका दिनांबंधाका, सहुकारी संस्था दिकांवा सहुायका संचालका दिकांवा सहुायका आयुक्ता गट-ब (राजपदित्राता) (प्रशासकाीय शाखा) या पदांच्या सेवाप्रवाेशांचाे दिवादिनांयमानां कारण्यासाठी याद्वारे, पुढील दिनांयमा कारीता आहुेता :—

१. या दिनांयमांस, सहुकार आयुक्ता वा दिनांबंधाका, सहुकारी संस्था यांच्या कायागलयाताील गट-अ वा गट-ब (राजपदित्राता) (प्रशासकाीय शाखा) अदिधाकारी (सेवाप्रवाेश) दिनांयमा, २०२५ असे म्हुावाे.

२. व्येाख्येा.— या दिनांयमांता, संदाभागनांुसार दाुसरा अथाग, अपेदिता नांसेल तार,—

(का) दिनांयुक्ताी प्रादिधाकारी" याचा अथाग,—

(एका) पनां संचालका दिकांवा अपर आयुक्ता वा दिवाशेष दिनांबंधाका, सहुकारी संस्था, अपर दिनांबंधाका, सहुकारी संस्था दिकांवा संचालका (साखर), सहु दिनांबंधाका, सहुकारी संस्था दिकांवा सहुसंचालका दिकांवा सहु आयुक्ता गट - अ पदांच्या संबंधाता माुख्यमांत्राी;

आदि

(दाोनां) उप दिनांबंधाका, सहुकारी संस्था दिकांवा उप संचालका दिकांवा उप आयुक्ता गट अ आदि सहुायका दिनांबंधाका, सहुकारी संस्था दिकांवा सहुायका संचालका दिकांवा सहुायका आयुक्ता गट ब (राजपदित्राता) या पदांच्या संबंधाता दिवाभागाचाे प्रभारी मांत्राी, असा आहुे ;

(१)

भाग चार-अ-१२–१२ महाराष्ट्रट शासन राजपत्र असाधाराण भाग चारा-अ, जानेवाराी २९, २०२५/माघ ९, शाके १९४६ (ख) "सहुायका आयुक्ता" याचा अथाग, वास्त्राोद्योग दिवाभागाचा सहुायका आयुक्ता असा आहुे;

(ग) "सहुायका संचालका" याचा अथाग, साखर दिकांवा पनां दिवाभागाताील सहुायका संचालका असा आहुे;

(घ) "आयोग" याचा अथाग, माहुाराष्ट्रा लोकासेवा आयोग, असा आहुे;

(ड) " आयुक्ता " याचा अथाग, दिवाभागाच्या प्रशासकाीय दिनांयंत्राखालील सहुकार आयुक्ता वा दिनांबंधाका, सहुकारी संस्था, माहुाराष्ट्रा राज्य, पुे असा आहुे ;

(चा) "पदावाी" याचा अथाग, सांदिवादिधाका दिवाद्यापीठीाचाी पदावाी, असा आहुे;

(छे) "दिवाभाग" याचा अथाग, माहुाराष्ट्रा शासनांाचा सहुकार, पनां वा वास्त्राोद्योग दिवाभाग, असा आहुे ;

(ज) "उप आयुक्ता" याचा अथाग, वास्त्राोद्योग दिवाभागाचा उप आयुक्ता, असा आहुे;

(झ) "उप संचालका" याचा अथाग, साखर दिकांवा पनां दिवाभागाचा उप संचालका, असा आहुे;

(ट) "पदाोन्नांताीसाठीचाी पात्राता" याचा अथाग, शासनांाच्या सामान्य प्रशासनां दिवाभागानांे वाेळोवाेळोी जारी काेलेले दिनांयमा, दिनांगय दिकांवा काढीलेले आदाेश यांमाध्ये दिवादिनांदिदागष्ट काेलेल्या अटी वा शतांनांा अनांुसरुनां पदाोन्नांताीसाठीचाी पात्राता, असा आहुे;

(ठी) "शासनां" याचा अथाग, माहुाराष्ट्रा शासनां, असा आहुे ;

(ड) "सहुकार वा लेखाशास्त्रा यामाधाील शासकाीय पदादिवाका" याचा अथाग, शासनां दिनांगय, माहुसूल दिवाभाग, क्रमांका २५२-अ, दिदानांांका २४ सप्टंबर, १९३६ अनांुसार स्थापनां कारण्याता आलेल्या मांडळोानांे प्रदानां काेलेली सहुकार वा लेखाशास्त्राताील शासकाीय पदादिवाका, असा आहुे;

(ढी) "सहु आयुक्ता" याचा अथाग, वास्त्राोद्योग दिवाभागाचा सहु आयुक्ता, असा आहुे;

(घ) "सहु संचालका" याचा अथाग, पनां वा साखर दिवाभागाचा सहु संचालका, असा आहुे;

३. पनां संचालका दिकांवा अपर आयुक्ता वा दिवाशेष दिनांबंधाका, सहुकारी संस्था, गट-अ या पदावारील दिनांयुक्ताी एकातार,—

(का) अपर दिनांबंधाका, सहुकारी संस्था दिकांवा संचालका (साखर) गट-अ पदा धार काराऱ्या व्यक्तांमाधाूनां, सेवाज्येष्ठीताेचा यथाोदिचाता दिवाचार कारूनां, काोटेकाोर दिनांवाडीच्या आधारे पदाोन्नांताीकारिरता पात्रा असाऱ्या आदि त्या पदावार ताीनां वाषापेा कामाी नांाहुी इताकाी दिनांयदिमाता सेवा झालेल्या योग्य व्यक्ताीचाी पदाोन्नांताीव्दारे कारण्याता येईल.

किंकंवा

(ख) वारिरष्ठी समायश्रेीताील, भारताीय प्रशासदिकाय सेवाेताील सदास्याचाी बदाली कारूनां कारण्याता येईल.

४. अपर दिनांबंधाका, सहुकारी संस्था दिकांवा संचालका (साखर), गट-अ या पदावारील दिनांयुक्ताी एकातार,—

(का) सहु दिनांबंधाका, सहुकारी संस्था दिकांवा सहुसंचालका दिकांवा सहु आयुक्ता, गट-अ पदा धार काराऱ्या व्यक्तांमाधाूनां सेवाज्येष्ठीताेचा यथाोदिचाता दिवाचार कारूनां, काटेकाोर दिनांवाडीच्या आधारे पदाोन्नांताीकारिरता पात्रा असाऱ्या आदि त्या पदावार ताीनां वाषापेा कामाी नांसेल इताकाी दिनांयदिमाता वा अखंड सेवा असाऱ्या योग्य व्यक्तांच्या पदाोन्नांताीनांे कारण्याता येईल.

किंकंवा

(ख) भारताीय प्रशासदिकाय सेवाेताील सदास्याचाी बदाली कारूनां कारण्याता येईल.

५. सहु दिनांबंधाका, सहुकारी संस्था दिकांवा सहु संचालका दिकांवा सहु आयुक्ता, गट-अ या पदावारील दिनांयुक्ताी हुी, उक्ता कायागलयाता उप दिनांबंधाका, सहुकारी संस्था दिकांवा उप संचालका दिकांवा उप आयुक्ता, गट-अ पदा धार काराऱ्या व्यक्तांमाधाूनां सेवाज्येष्ठीताेचा यथाोदिचाता दिवाचार कारूनां, काटेकाोर दिनांवाडीच्या आधारे पदाोन्नांताीकारिरता पात्रा असाऱ्या आदि त्या पदावार ताीनां वाषागपेा कामाी नांसेल इताकाी दिनांयदिमाता वा अखंड सेवा असाऱ्या योग्य व्यक्तांच्या पदाोन्नांताीनांे कारण्याता येईल.

६. उप दिनांबंधाका सहुकारी संस्था दिकांवा उप संचालका दिकांवा उप आयुक्ता, गट-अ या पदावारील दिनांयुक्ताी हुी एकातार,—

(का) उक्ता कायागलयाताील सहुायका दिनांबंधाका, सहुकारी संस्था दिकांवा सहुायका संचालका दिकांवा सहुायका आयुक्ता गट-ब पदा धार काराऱ्या व्यक्तांमाधाूनां, सेवाज्येष्ठीताेचा यथाोदिचाता दिवाचार कारूनां, काटेकाोर दिनांवाडीच्या आधारे पदाोन्नांताीकारिरता पात्रा असाऱ्या आदि उक्ता पदावार ताीनां वाषापेा कामाी नांसेल इताकाी दिनांयदिमाता वा अखंड सेवा असाऱ्या योग्य व्यक्ताीच्या पदाोन्नांताीनांे कारण्याता येईल;

किंकंवा

(ख) माुख्यत्वाे पुढील दिनांकाषांचाी पूतागता काराऱ्या वा त्यासाठी आयोदिजता काेलेल्या स्पधाग परीेच्या दिनांकालाच्या आधारे, आयोगानांे दिशफारस काेलेल्या, उमाेदावारांमाधाूनां नांामादिनांदाेशनांाव्दारे कारण्याता येईल :—

(एका) वायोमायागदा -

(का) दिकामानां वायोमायागदा - पदाच्या भारताीच्या जादिहुराताीनांुसार अजग स्विस्वाकाृताीच्या अंदितामा दिदानांांकास अठीरा वाषे वाय पूग असलेले;

(ख) कामाल वायोमायागदा - पदाच्या भारताीच्या जादिहुराताीनांुसार अजग स्विस्वाकाृताीच्या अंदितामा दिदानांांकास, राखीवा प्रवागागताील नांसलेल्या व्यक्ताीसाठी अडताीस वाषे वाय पुग असलेले आदि राखीवा प्रवागागच्या व्यक्तांसाठी, त्राेचाळोीस वाषे वाय पूग असलेले;

(दाोनां) शैदिका अहुगता.— सांदिवादिधाका दिवाद्यादिपठीाचाी पदावाी दिकांवा त्यास समाका म्हुूनां घोदिषता काेलेली अन्य काोताीहुी अहुगता.

७. सहुायका दिनांबंधाका, सहुकारी संस्था दिकांवा सहुायका संचालका दिकांवा सहुायका आयुक्ता, गट-ब या पदावारील दिनांयुक्ताी हुी, एकातार, —

(का) सहुकार अदिधाकारी, श्रेी-१ आदि कायागलय अधाीका हुे पदा धार काराऱ्या व्यक्तांमाधाूनां, सेवाज्येष्ठीताेच्या आधारे, पदाोन्नांताीकारिरता पात्रा असाऱ्या आदि उक्ता पदावार ताीनां वाषापेा कामाी नांसेल इताकाी दिनांयदिमाता सेवा असाऱ्या सहुकार वा लेखाशास्त्रा (जी.डी.सी.ए.) माधाील शासकाीय पदादिवाका दाेदिखल उत्तीग आहुे अशा योग्य व्यक्ताीच्या पदाोन्नांताीनांे कारण्याता येईल;

(एका) वायोमायागदा —

(का) दिकामानां वायोमायागदा - पदाच्या भारताीच्या जादिहुराताीनांुसार अजग स्विस्वाकाृताीच्या अंदितामा दिदानांांकास, अठीरा वाषे वाय पूग असलेले;

(ख) कामाल वायोमायागदा - पदाच्या भारताीच्या जादिहुराताीनांुसार अजग स्विस्वाकाृताीच्या अंदितामा दिदानांांकास, राखीवा प्रवागागताील नांसलेल्या व्यक्ताीसाठी अडताीस वाषे वाय पूग असलेले आदि राखीवा प्रवागागच्या व्यक्तांसाठी, त्राेचाळोीस वाषे वाय पूग असलेले;

८. दिनांयमा ६ माध्ये नांमाूदा काेलेल्या पदावारील दिनांयुक्ताी हुी, दिनांयमा ६ अन्वाये, भारावायाच्या मांजूर पदांच्या एकाू संख्येच्या अनांुक्रमाे ७५:२५ या प्रमाता पदाोन्नांताीव्दारे आदि नांामादिनांदाेशनांाव्दारे कारण्याता येईल.

९. दिनांयमा ७ माध्ये नांमाूदा काेलेल्या पदावारील दिनांयुक्ताी हुी, दिनांयमा ७ अन्वाये, भारावायाच्या मांजूर पदांच्या एकाू संख्येच्या अनांुक्रमाे ५०:५० या प्रमाता पदाोन्नांताीव्दारे आदि नांामादिनांदाेशनांाव्दारे कारण्याता येईल.

१०. दिनांयमा ३, ४, ५, ६ आदि ७ येथाे नांमाूदा काेलेल्या पदांवारील दिनांयुक्ताी हुी, दिनांयुक्ताी प्रादिधाकाऱ्याकाडूनां कारण्याता येईल.

११. नांामादिनांदाेशनांाव्दारे दिनांयमा ६ वा ७ येथाे नांमाूदा काेलेल्या पदावार दिनांयुक्ता काेलेल्या व्यक्ताीस, त्या पदासाठीचाी दिवादिहुता काेलेली दिवाभागीय परीा त्या परीेमाधाूनां त्यास सूट दिमाळोालेली नांसेल तार, दिवादिहुता काेलेल्या कालमायागदाेता उत्तीग कारे आवाश्यका असेल; अशा व्यक्ताीनांे दिवादिहुता काेलेली दिवाभागीय परीा दिवादिहुता काेलेल्या कालमायागदाेता उत्तीग काेली नांाहुी तार, ताी उक्ता परीा उत्तीग हुोईपयता वादिषगका वाेतानांवाढीकारिरता हुक्कादार असार नांाहुी.

भाग चार-अ-१२–१अ४ महाराष्ट्रट शासन राजपत्र असाधाराण भाग चारा-अ, जानेवाराी २९, २०२५/माघ ९, शाके १९४६ १२. दिनांयमा ६ वा ७ माध्ये नांमाूदा काेलेल्या पदांसाठी नांामादिनांदाेशानांाव्दारे दिनांयुक्ता काेलेली व्यक्ताी, दाोनां वाषाच्या कालावाधाीसाठी परिरवाीाधाीनां असेल. परिरवाीा कालावाधाी जास्ताीता जास्ता एका वाषागपयता वाढीदिवाता येईल. शासनांाच्या परिरवाीा धाोरानांुसार, परिरवाीा कालावाधाी (वाढीवा कालावाधाीसहु) पूग कारे, काोताीहुी असल्यास, दिवाभागीय परीा उत्तीग कारे आदि काोताेहुी असल्यास, दिवाहुीता प्रदिश पूग कारे अदिनांवायग असेल. शासनांाच्या परिरवाीा धाोरानांुसार परिरवाीा कालावाधाी समाधानांकारकारिरत्या पूग कारण्यास कासूर काेल्यास, दिकांवा परिरवाीा कालावाधाी दारम्यानां, काोताीहुी असल्यास, दिवादिहुता काेलेली दिवाभागीय परीा उत्तीग कारण्यास कासूर काेल्यास, दिकांवा काोताेहुी असल्यास, दिवादिहुता काेलेले प्रदिश पूग कारण्यास कासूर काेल्यास, दिताचाी सेवा समाप्ता हुोण्यास पात्रा असेल.

१३. सेवाज्येष्ठीता, दिवाभागीय परीा, प्रदिश आदि इतार परिरामा स्वारूप बाबी यासाठी सामान्य प्रशासनां दिवाभागानांे वाेळोवाेळोी, काोताहुी असल्यास, दिवादिहुता काेलेला संयुक्ता परिरवाीा प्रदिश कायगक्रमा याचाे दिनांयमा वा दिवादिनांयमा हुे दिनांयमा ६ वा ७ माध्ये नांमाूदा काेलेल्या पदांवार दिनांयुक्ता काेलेल्या व्यक्तांनांा लागू हुोताील.

१४. (१) दिनांयमा ३, ४ , ५, ६ वा ७ माध्ये नांमाूदा काेलेल्या पदांवार पदाोन्नांताीनांे दिनांयुक्ता कारावायाचाी व्यक्ताी, उक्ता पदावार पदाोन्नांताी दाेण्यापूवाी आगोदारचा माराठी भाषा वा दिहुंदाी भाषा परीा उत्तीग नांसेल दिकांवा त्या परीा उत्तीग हुोण्यापासूनां दिताला सूट दाेण्याता आलेली नांसेल तार, ताी शासनांानांे, त्याबाबताीता वाेळोवाेळोी काेलेल्या दिनांयमांनांुसार, माराठी भाषा वा दिहुंदाी भाषा परीा उत्तीग कारील.

(२) दिनांयमा ६ दिकांवा ७ माध्ये नांमाूदा काेलेल्या पदांवार नांामादिनांदाेशनांाव्दारे दिनांयुक्ता काेलेली व्यक्ताी आगोदारचा माराठी भाषा वा दिहुंदाी भाषा परीा उत्तीग नांसेल दिकांवा त्या परीा उत्तीग हुोण्यापासूनां दिताला सूट दाेण्याता आलेली नांसेल तार, ताी, शासनांानांे, त्याबाबताीता, वाेळोवाेळोी काेलेल्या दिनांयमानांुसार दिनांयुक्ताीनांतार दिवादिहुता कालमायागदाेता माराठी भाषा वा दिहुंदाी भाषा परिरा उत्तीग कारील. या परीा उत्तीग हुोईपयता, ताी व्यक्ताी वादिषगका वाेतानांवाढीसाठी दिकांवा पुढील पदाोन्नांताीच्या पदावारील पदाोन्नांताीसाठी पात्रा असार नांाहुी.

१५. (१) दिनांयमा ३, ४, ५, ६ वा ७ माध्ये नांमाूदा काेलेल्या पदांवार पदाोन्नांताीनांे दिनांयुक्ता कारावायाच्या व्यक्ताीनांे, उक्ता पदावार पदाोन्नांताी दाेण्यापूवाी, अगोदारचा संगका हुाताळोी प्रमापत्रा धार काेलेले नांसेल दिकांवा असे संगका हुाताळोी प्रमापत्रा धार कारण्यापासूनां दिताली सूट दाेण्याता आली नांसेल तार, ताी, शासनांानांे, त्याबाबताीता, वाेळोवाेळोी काेलेल्या दिनांयमांनांुसार दिकांवा काढीेल्या आदाेशांनांुसार दिवादिहुता काेलेले संगका हुाताळोी प्रमापत्रा धार कारील.

(२) दिनांयमा ६ दिकांवा ७ माध्ये नांमाूदा पदांवार नांामादिनांदाेशनांाद्वारे दिनांयुक्ता काेलेल्या व्यक्ताीनांे, अगोदारचा संगका हुाताळोी प्रमापत्रा धार काेलेले नांसेल दिकांवा असे प्रमापत्रा धार कारण्यापासूनां दिताला सूट दाेण्याता आली नांसेल तार, ताी, शासनांानांे, त्याबाबताीता, वाेळोवाेळोी दिवादिहुता काेलेले संगका हुाताळोी प्रमापत्रा, दिनांयुक्ताीनांतार दिवादिहुता कालमायागदाेता धार कारील, अन्यथा, ताी व्यक्ताी, ताे प्रमापत्रा धार कारीपयता, वादिषगका वाेतानांवाढीसाठी दिकांवा पुढील पदाोन्नांताीच्या पदावार पदाोन्नांताीसाठी पात्रा असार नांाहुी.

१६. (१) दिनांयमा ६ वा ७ माध्ये नांमाूदा काेलेल्या पदांवार नांामादिनांदाेशनांाव्दारे दिनांयुक्ताीसाठी दिशफारस काेलेली व्यक्ताी, माहुाराष्ट्रा नांागरी बाचाे प्रदिताज्ञापनां) दिनांयमा, २००५ याच्या तारताुदाीनांुसार दिकांवा याबाबता शासनांानांे वाेळोवाेळोी काेलेले अन्य काोताेहुी दिनांयमा, सेवा (लहुानां काुटं काढीलेले आदाेश दिकांवा काोताेहुी संलेख यानांुसार लहुानां काुटं बाचाे प्रदिताज्ञापत्रा सादार कारील.

बाचाे प्रदिताज्ञापत्रा सादार कारण्याच्या दिदानांांकास, दाोनां पेा अदिधाका अपत्ये असारी व्यक्ताी, शासकाीय सेवाेताील (२) लहुानां काुटं दिनांयुक्ताीसाठी अपात्रा असेल.

(३) एखाद्या व्यक्ताीचाी शासकाीय सेवाेता दिनांयुक्ताी झाल्यानांतार, जर दिताला, दिनांयुक्ताीच्या वाेळोी दिकांवा त्यानांतार दाोनांपेा अदिधाका अपत्ये असल्याचाे दिसध्दा झाले तार, ताी व्यक्ताी शासकाीय सेवाेताील उक्ता पदावार दिनांयदिमातापे ठीेवाण्यासाठी अपात्रा असेल.

१७. दिनांयमा ३, ४, ५, ६ वा ७ यांमाध्ये दिनांयुक्ता काेलेल्या पदावार दिनांयुक्ता काेलेली व्यक्ताी माहुाराष्ट्रा राज्याता काोठीेहुी बदालीसाठी पात्रा असेल.

१८. काोत्याहुी शासकाीय कामागचाऱ्याच्या दिनांयुक्ताीनांतार, शासनांानांे वाेळोवाेळोी दिनांगगदिमाता काेलेले काोताेहुी दिनांयमा, काढीलेले आदाेश दिकांवा शासनां दिनांगय यामाध्ये शासनांानांे दिवादिनांदिदागष्ट काेलेल्या अटी वा शताी दाेखील अशा शासकाीय कामागचाऱ्यास लागू असताील.

No. RAJAS-2018/C.R.394/5-C.— In exercise of the powers conferred by the proviso to article 309 of the Constitution of India and in supersession of all existing rules, orders or instruments issued in this behalf, the Governor of Maharashtra is hereby pleased to make the following rules regulating recruitment to the posts of Director of Marketing or Additional Commissioner and Special Registrar, Co-operative Societies, Additional Registrar Co-operative Societies or Director (Sugar), Joint Registrar, Co-operative Societies or Joint Director or Joint Commissioner, Deputy Registrar, Co-operative Societies or Deputy Director or Deputy Commissioner, Group A and Assistant Registrar, Co-operative Societies or Assistant Director or Assistant Commissioner, Group B (Gazetted), (Administration Wing) in the Office of the Commissioner for Co-operation and Registrar, Co-operative Societies under the administrative control of the Co-operation, Marketing and Textiles Department of the Government of Maharashtra, namely :—

1. These rules may be called the Officer (Administration Wing) Group A and Group B (Gazetted) in the Office of the Commissioner for Co-operation and Registrar, Co-operative Societies (Recruitment) Rules, 2024.

2. Definitions.— In these rules, unless the context requires otherwise,—

(a)"Appointing Authority" means,—

(i) the Chief Minister, in relation to the post of the Director of Marketing or Additional Commissioner and Special Registrar, Co-operative Societies, Additional Registrar, Co- operative Societies or Director (Sugar), Joint Registrar, Co-operative Societies or Joint Director or Joint Commissioner, Group A; and

(ii) the Minister in charge of the Department, in relation to the post of the Deputy Registrar, Co-operative Societies or the Deputy Director or Deputy Commissioner, Group A and the Assistant Registrar, Co-operative Societies or the Assistant Director or Assistant Commissioner, Group B (Gazetted);

(b) "Assistant Commissioner" means the Assistant Commissioner of Textiles.

(d) "Commission" means the Maharashtra Public Service Commission;

(e) "Commissioner" means the Commissioner for Co-operation and Registrar, Co-operative Societies, Maharashtra State, Pune under the administrative control of the Department; (f) "degree" means a degree of a statutory university;

(g) "Department" means the Co-operation, Marketing and Textiles Department of the Government of Maharashtra;

(h) "Deputy Commissioner" means the Deputy Commissioner of Textiles.

(i) "Deputy Director" means the Deputy Director of Sugar or Marketing;

(j) "eligibility for promotion" means the eligibility for promotion in accordance with the terms and conditions specified in the rules, resolutions or orders issued by the General Administration Department of the Government, from time to time;

(k) "Government" means the Government of Maharashtra;

(l) "Government Diploma in Co-operation and Accountancy" means the Government Diploma in Co-operation and Accountancy awarded by the Board established as per Government Resolution, Revenue Department, No. 252-A, dated the 24th September 1936.

(m) "Joint Commissioner" means the Joint Commissioner of Textiles.

(n) "Joint Director" means the Joint Director of Marketing and Sugar.

3. Appointment to the post of Director of Marketing / Additional Commissioner and Special Registrar, Group A shall be made either,—

(a) By promotion of a suitable person on the basis of strict selection with due regard to seniority from amongst the persons holding the post of Additional Registrar, Group A having not less than three years regular service in that post ;

(b) By transfer of a member from Indian Administrative Services in the senior time scale.

4. Appointment to the post of Additional Registrar and Director, Group A shall be made either,—

(a) By promotion of a suitable person on the basis of strict selection with due regard to seniority from amongst the persons holding the post of Joint Registrar/Joint Director, Group A having not less than three years regular service in that post ; or

(b) By transfer of a member from Indian Administrative Services.

5. Appointment to the post of the Joint Registrar, Co-operative Societies or the Joint Director or the Joint Commissioner, Group A, in the office of the Commissioner shall be made by promotion of a suitable person having eligibility for promotion, on the basis of strict selection with due regard to seniority, from amongst the persons holding the post of the Deputy Registrar, Co-operative Societies or the Deputy Director or Deputy Commissioner, Group A in the said office and having not less than three years of regular service on that post.

6. Appointment to the post of the Deputy Registrar, Co-operative Societies or the Deputy Director or the Deputy Commissioner, Group A in the office of the Commissioner shall be made either,—

(a) by promotion of a suitable person having eligibility for promotion on the basis of seniority subject to fitness from amongst the persons holding the post of the Assistant Registrar, Co- operative Societies or the Assistant Director or the Assistant Commissioner, Group B in the said office and having not less than three years regular and continuous service on the said post; or (b) by nomination from amongst candidates recommended by the Commission on the basis of result of Competitive Examination conducted therefor, who fulfils the following criteria, namely :—

(i) Age Limit.—

(A) Lower Age Limit.- Eighteen years of age completed as on the last date of receipt of application as per the advertisement for recruitment to the post;

(B) Upper Age Limit.- Thirty-eight years of age completed for the persons not belonging to reserved category and forty-three years of age completed for the persons belonging to reserved category as on the last date of receipt of application as per the advertisement for recruitment to the post;

(ii) Minimum Educational Qualification.- A degree of a statutory university or any other qualification declared by the Government to be equivalent thereto.

7. Appointment to the post of the Assistant Registrar, Co-operative Societies or Assistant Director or the Assistant Commissioner , Group B in the office of the Commissioner shall be made either,—

(a) by promotion of a suitable person having eligibility for promotion on the basis of seniority subject to fitness from amongst the persons holding the post of Co-operative Officer, Grade I andमहाराष्ट्रट शासन राजपत्र असाधाराण भाग चारा-अ, जानेवाराी २९, २०२५/माघ ९, शाके १९४६ ७ Office Superintendent and having not less than three years regular and continuous service on the said post and who has also passed the Government Diploma in Co-operation and Accountancy (G.D.C. & A.); or

(b) by nomination from amongst candidates recommended by the Commission on the basis of result of Competitive Examination conducted therefor, who fulfils the following criteria, namely :—

(i) Age Limit.—

(A) Lower Age Limit.- Eighteen years of age completed as on the last date of receipt of application as per the advertisement for recruitment to the post;

(ii) Minimum Educational Qualification.— A degree of a statutory university or any other qualification declared to be equivalent thereto.

8. The appointment to the post mentioned in rule 6 shall be made by promotion and nomination in the ratio of 75:25, respectively, for the total number of sanctioned posts to be filled under the rule 6.

9. The appointment to the post mentioned in rule 7 shall be made by promotion and nomination in the ratio of 50:50, respectively, for the total number of sanctioned posts to be filled under the rule 7.

10. Appointment to the posts mentioned in rules 3, 4, 5, 6 and 7 shall be made by the Appointing Authority.

11. A person appointed to the posts mentioned in rules 6 and 7 by nomination, shall be required to pass the prescribed Departmental Examination for the post, within the prescribed time limit, unless he has been exempted from passing that examination. If such person shall not pass the prescribed Departmental Examination within the prescribed time limit, then he shall not be entitled for annual increment till passing of the said examination.

12. A person appointed by nomination to the posts mentioned in rules 6 and 7 shall be on probation for a period of two years. Probation period may be extended maximum upto one year. Completion of the probation period (including extended period) satisfactorily as per the probation policy of the Government, passing of the prescribed Departmental examination, if any, and completion of prescribe training, if any, are mandatory. In the event of failing to complete the probation period (including extended period) satisfactorily as per the probation policy of the Government or in the event of failing to pass the prescribed Departmental examination, if any, during the probation period or in the event of not completing the prescribe training, if any, his services shall be liable to be terminated.

13. The rules and regulations of Combined Probationary Training Programme (CPTP) prescribed by the General Administration Department, if any, from time to time, for the seniority, departmental examination, training and other consequential matters shall be applicable to the persons appointed to the posts mentioned in rules 6 and 7.

14. (1) A person to be appointed to the posts mentioned in rules 3, 4, 5, 6 and 7 by promotion shall pass the Marathi and Hindi languages examinations as per the rules made in that behalf by the Government, from time to time, unless he has already passed or has been exempted from passing those examinations, before getting promoted to the said post.

(2) A person appointed to the posts mentioned in rules 6 and 7 by nomination shall pass the Marathi and Hindi languages examinations as per the rules made in that behalf by the Government, from time to time, within the prescribed time limit after appointment, unless he has already passed or has been exempted from passing those examinations. He shall not be eligible for annual increment or promotion to the next promotional post until he passes those examinations.

15. (1) A person to be appointed to the posts mentioned in rules 3, 4, 5, 6 and 7 by promotion shall possess a Certificate of Computer Operations prescribed by rules or orders issued in that behalf by the Government, from time to time, unless he already possesses such Certificate or has been exempted therefrom, before getting promoted to the said post.

(2) A person appointed to the posts mentioned in rules 6 and 7 by nomination shall possess a Certificate of Computer Operations prescribed by the Government, from time to time, within the prescribed time limit after appointment, unless he already possess or has been exempted from possessing such Certificate, otherwise he shall not be eligible for annual increment or promotion to the next promotional post until he possess the same.

16. (1) A person recommended for appointment by nomination to the posts mentioned in rules 6 and 7 shall submit a declaration of Small Family as per the provisions of the Maharashtra Civil Services (Declaration of Small Family) Rules, 2005 or any other rules, orders or any instruments issued in this behalf by the Government, from time to time.

(2) A person having more than two children on the date of submission of Declaration of Small Family shall be disqualified for the appointment in Government Service.

(3) After appointment of a person in the Government service, if it is proved that he has more than two children at the time of appointment or thereafter, then he shall be disqualified for continuing on the said post in Government service.

17. The persons appointed to the posts mentioned in rules 3, 4, 5, 6 and 7 shall be liable to be transferred anywhere in the State of Maharashtra.

18. The terms and conditions specified by the Government, subsequent to the appointment of any Government Servant in any rules, orders or resolutions issued by the Government, from time to time, shall also be applicable to the Government Servant.

क्रमांका राजस-२०१८/प्र.क्र.३९४/५-स.— भारताच्या संदिवाधानांाच्या अनांुच्छेदा ३०९ च्या परंताुकाव्दारे प्रदानां काेलेल्या अदिधाकारांचा वापर कारूनां, आदि याबाबताीता काेलेले दिवाद्यमानां सवाग दिनांयमा, आदाेश दिकांवा संलेख यांचाे अदिधाक्रमा कारूनां, माहुाराष्ट्राचाे राज्यपाल, याद्वारे, सहुकार, पनां वा वास्त्राोद्योग दिवाभाग, माहुाराष्ट्रा शासनां यांच्या प्रशासकाीय दिनांयंत्राखालील सहुकार आयुक्ता वा दिनांबंधाका, सहुकारी संस्था यांच्या कायागलयाताील अपर दिनांबंधाका सहुकारी संस्था (लेखापरीा), सहुदिनांबंधाका सहुकारी संस्था (लेखापरीा), दिवाशेष लेखापरिरका सहुकारी संस्था गट-अ आदि दिवाशेष लेखापरिरका सहुकारी संस्था गट-ब (राजपदित्राता) या पदांच्या सेवाप्रवाेशांचाे दिवादिनांयमानां कारण्यासाठी याद्वारे, पुढील दिनांयमा कारीता आहुेता :

१. (१) या दिनांयमांनांा, सहुकार आयुक्ता वा दिनांबंधाका, सहुकारी संस्था यांच्या प्रशासकाीय दिनांयंत्राखालील गट-अ वा गट-ब (राजपदित्राता) अदिधाकाऱ्यांचाे, (लेखापरी शाखा) (सेवाप्रवाेश) दिनांयमा, २०२५ असे म्हुावाे.

२. या दिनांयमाता संदाभागनांुसार दाुसरा अथाग अदिभाप्रता नांसेल तार,—

(का) "दिनांयुक्ताी प्रादिधाकारी" याचा अथाग,—

(एका) अपर दिनांबंधाका, सहुकारी संस्था गट-अ वा सहुदिनांबंधाका, सहुकारी संस्था (लेखापरीा) गट - अ या पदांच्या संबंधाता मा. माुख्यमांत्राी ; आदि

(दाोनां) दिवाशेष लेखा परिरका, सहुकारी संस्था, गट अ आदि दिवाशेष लेखापरिरका, सहुकारी संस्था, गट ब (राजपदित्राता) या पदांच्या संबंधाता दिवाभागाचाे प्रभारी मांत्राी, असा आहुे;

(ख) "आयोग" याचा अथाग, माहुाराष्ट्रा लोकासेवा आयोग, असा आहुे;

(ग) "आयुक्ता" याचा अथाग, दिवाभागाच्या प्रशासकाीय दिनांयंत्राखालील सहुकार आयुक्ता वा दिनांबंधाका, सहुकारी संस्था, माहुाराष्ट्रा राज्य, पुे, असा आहुे ;

(ड) "पदावाी" याचा अथाग, सांदिवादिधाका दिवाद्यापीठीाचाी पदावाी, असा आहुे;

(घ) "दिवाभाग" याचा अथाग, माहुाराष्ट्रा शासनांाचा सहुकार, पनां वा वास्त्राोद्योग दिवाभाग, असा आहुे ;

(चा) "पदाोन्नांताीसाठीचाी पात्राता" याचा अथाग, शासनांाच्या सामान्य प्रशासनां दिवाभागानांे वाेळोवाेळोी जारी काेलेले दिनांयमा, दिनांगय दिकांवा काढीलेले आदाेश यांमाध्ये दिवादिनांदिदागष्ट काेलेल्या अटी वा शतांनांा अनांुसरुनां पदाोन्नांताीसाठीचाी पात्राता, असा आहुे;

(छे) "शासनां" याचा अथाग, माहुाराष्ट्रा शासनां, असा आहुे ;

(ज) "सहुकार वा लेखाशास्त्रा यामाधाील शासकाीय पदादिवाका" याचा अथाग, शासनां दिनांगय, माहुसूल दिवाभाग, क्रमांका २५२-अ, दिदानांांका २४ सप्टंबर, १९३६ अनांुसार स्थापनां कारण्याता आलेल्या मांडळोानांे प्रदानां काेलेली सहुकार वा लेखाशास्त्राताील शासकाीय पदादिवाका, असा आहुे;

३. अपर दिनांबंधाका, सहुकारी संस्था (लेखापरीा) गट-अ या पदावारील दिनांयुक्ताी हुी, उक्ता कायागलयाता सहुदिनांबंधाका, सहुकारी संस्था (लेखापरीा) गट-अ हुे पदा धार काराऱ्या व्यक्तांमाधाूनां, सेवाज्येष्ठीताेचा यथाोदिचाता दिवाचार कारूनां, काटेकाोर दिनांवाडीच्या आधारे पदाोन्नांताीकारिरता पात्रा असाऱ्या आदि त्या पदावार ताीनां वाषापेा कामाी नांाहुी इताकाी दिनांयदिमाता सेवा झालेल्या योग्य व्यक्ताीचाी पदाोन्नांताीव्दारे कारण्याता येईल.

४. सहु दिनांबंधाका, सहुकारी संस्था (लेखापरिरा) गट-अ या पदावारील दिनांयुक्ताी हुी, उक्ता कायागलयाता दिवाशेष लेखापरिरका, सहुकारी संस्था (लेखापरिरा) गट- अ हुे पदा धार काराऱ्या व्यक्तांमाधाूनां, सेवाज्येष्ठीताेचा यथाोदिचाता दिवाचार कारूनां काटेकाोर दिनांवाडीच्या भाग चार-अ-१२–२१० महाराष्ट्रट शासन राजपत्र असाधाराण भाग चारा-अ, जानेवाराी २९, २०२५/माघ ९, शाके १९४६ आधारे पदाोन्नांताीकारिरता पात्रा असाऱ्या आदि त्या पदावार ताीनां वाषागपेा कामाी नांाहुी इताकाी दिनांयदिमाता सेवा झालेल्या योग्य व्यक्ताीचाी पदाोन्नांताीनांे कारण्याता येईल.

५. दिवाशेष लेखापरीका, सहुकारी संस्था गट-अ या पदावारील दिनांयुक्ताी हुी एकातार,—

(का) उक्ता कायागलयाता दिवाशेष लेखापरीका,सहुकारी संस्था गट- ब हुे पदा धार काराऱ्या व्यक्ताीमाधाूनां, सेवाज्येष्ठीताेचा यथाोदिचाता दिवाचार कारूनां काटेकाोर दिनांवाडीच्या आधारे पदाोन्नांताीकारिरता पात्रा असाऱ्या आदि उक्ता पदावार ताीनां वाषापेा कामाी नांसेल इताकाी दिनांयदिमाता सेवा झालेल्या योग्य व्यक्ताीच्या पदाोन्नांताीनांे कारण्याता येईल;

किंकंवा

(ख) माुख्यत्वाे, पुढील दिनांकाष पूग काराऱ्या वा त्यासाठी आयोदिजता काेलेल्या स्पधाग परीेच्या दिनांकालाच्या आधारे, आयोगानांे दिशफारस काेलेल्या, उमाेदावारांमाधाूनां नांामादिनांदाेशनांाव्दारे कारण्याता येईल.—

(एक) वयेोमयेाषदेा.—

(का) दिकामानां वायोमायागदा.— पदाच्या भारताीच्या जादिहुराताीनांुसार अजग स्विस्वाकाृताीच्या अंदितामा दिदानांांकास अठीरा वाषे वाय पूग असलेले;

(ख) कामाल वायोमायागदा.— पदाच्या भारताीच्या जादिहुराताीनांुसार अजग स्विस्वाकाृताीच्या अंदितामा दिदानांांकास, राखीवा प्रवागागताील नांसलेल्या व्यक्ताीसाठी अडताीस वाषे वाय पूग असलेले आदि राखीवा प्रवागागच्या व्यक्ताीसाठी, त्राेचाळोीस वाषे वाय पूग असलेले;

(देोन) किंकमान शाैक्षकिंणक अहाषता.—

(का) वादिज्य शाखेचाी पदावाी धार काेली आहुे दिकांवा दिताच्याशी समाका म्हुूनां घोदिषता काेलेली अन्य काोताीहुी अहुगता; दिकांवा

(ख) सनांदाी लेखापाल अदिधादिनांयमा, १९४९ (१९४९ चा ३८) अन्वाये नांदाी काेली आहुे असे सनांदाी लेखापाल;

(ग) परिरव्यय आदि कायग लेखापाल अदिधादिनांयमा, १९५९(१९५९ चा २३) अन्वाये नांदाी काेली आहुे असे परिरव्यय लेखापाल;

(तीन) अनुभाव.— सहुकारी संस्थांचाे लेखापरिर दिकांवा सहुकार व्यवास्थापनांचा कामाीता कामाी ताीनां वाषागचा अनांुभावा.

६. दिवाशेष लेखापरीका, सहुकारी संस्था, गट- ब या पदावारील दिनांयुक्ताी हुी एकातार,—

(का) लेखापरीका श्रेी-१, गट- ब पदा धार काराऱ्या व्यक्ताीमाधाूनां, सेवाज्येष्ठीताेचा यथाोदिचाता दिवाचार कारूनां काटेकाोर दिनांवाडीच्या आधारे पदाोन्नांताीकारिरता पात्रा असाऱ्या आदि उक्ता पदावार ताीनां वाषापेा कामाी नांसेल इताकाी दिनांयदिमाता वा अखंड सेवा असाऱ्या वा सहुकार वा लेखाशास्त्रा यामाधाील शासकाीय पदादिवाका उत्तीग आहुे, अशा योग्य व्यक्ताीच्या पदाोन्नांताीनांे कारण्याता येईल;

किंकंवा

(ख) माुख्यत्वाे , पुढील दिनांकाष पूग काराऱ्या वा त्यासाठी आयोदिजता काेलेल्या स्पधाग परीेच्या दिनांकालाच्या आधारे, आयोगानांे दिशफारस काेलेल्या, उमाेदावारांमाधाूनां नांामादिनांदाेशनांाव्दारे कारण्याता येईल :—

(एक) वयेोमयेाषदेा :—

(का) दिकामानां वायोमायागदा :-पदाच्या भारताीच्या जादिहुराताीनांुसार अजग स्विस्वाकाृताीच्या अंदितामा दिदानांांकास अठीरा वाषे वाय पूग असलेले;

(ख) कामाल वायोमायागदा - पदाच्या भारताीच्या जादिहुराताीनांुसार अजग स्विस्वाकाृताीच्या अंताीमा दिदानांांकास, राखीवा प्रवागागताील नांसलेल्या व्यक्ताीसाठी अडताीस वाषे वाय पूग असलेले आदि राखीवा प्रवागागच्या व्यक्तांसाठी, त्राेचाळोीस वाषे वाय पूग असलेले;

(देोन) किंकमान शाैक्षकिंणक अहाषता—

(का) वादिज्य शाखेचाी पदावाी दिकांवा दिताच्याशी समाका म्हुूनां घोदिषता काेलेली अन्य काोताीहुी अहुगता; दिकांवा (ख) सनांदाी लेखापाल अदिधादिनांयमा, १९४९ (१९४९ चा ३८) अन्वाये नांदाी काेली आहुे असे सनांदाी लेखापाल;

(ग) परिरव्यय आदि कायग लेखापाल अदिधादिनांयमा, १९५९ (१९५९ चा २३) अन्वाये नांदाी काेली आहुे असे परिरव्यय लेखापाल;

७. दिनांयमा ५ वा ६ माध्ये नांमाूदा काेलेल्या पदावारील दिनांयुक्ताी हुी, दिनांयमा ५ वा ६ अन्वाये, भारावायाच्या मांजूर पदांच्या एकाू संख्येच्या अनांुक्रमाे ५०:५० या प्रमाता पदाोन्नांताीव्दारे आदि नांामादिनांदाेशनांाव्दारे कारण्याता येईल.

८. दिनांयमा ३, ४, ५ वा ६ येथाे नांमाूदा काेलेल्या पदांवारील दिनांयुक्ताी हुी, दिनांयुक्ताी प्रादिधाकाऱ्यांकाडूनां कारण्याता येईल.

९. नांामादिनांदाेशनांाव्दारे दिनांयमा ५ वा ६ माध्ये नांमाूदा काेलेल्या पदांवार दिनांयुक्ता काेलेल्या व्यक्ताीस, त्या पदासाठीचाी दिवादिहुता काेलेली दिवाभागीय परीा त्या परीेमाधाूनां त्यास सूट दिमाळोालेली नांसेल तार, दिवादिहुता काेलेल्या कालमायागदाेता उत्तीग कारे आवाश्यका असेल; अशा व्यक्ताीनांे दिवादिहुता काेलेली दिवाभागीय परीा दिवादिहुता काेलेल्या कालमायागदाेता उत्तीग काेली नांाहुी तार, ताी उक्ता परीा उत्तीग हुोईपयता वादिषगका वाेतानांवाढीकारिरता हुक्कादार असार नांाहुी.

१०. दिनांयमा ५ वा ६ माध्ये नांमाूदा काेलेल्या पदांसाठी नांामादिनांदाेशानांाव्दारे दिनांयुक्ता काेलेली व्यक्ताी, दाोनां वाषाच्या कालावाधाीसाठी परिरवाीाधाीनां असेल. परिरवाीा कालावाधाी जास्ताीता जास्ता एका वाषागपयता वाढीदिवाता येईल. शासनांाच्या परिरवाीा धाोरानांुसार, परिरवाीा कालावाधाी (वाढीवा कालावाधाीसहु) पूग कारे, काोताीहुी असल्यास, दिवाभागीय परीा उत्तीग कारे आदि काोताेहुी असल्यास, दिवादिहुता प्रदिश पूग कारे अदिनांवायग असेल. शासनांाच्या परिरवाीा धाोरानांुसार परिरवाीा कालावाधाी समाधानांकारकारिरत्या पूग कारण्यास कासूर काेल्यास, दिकांवा परिरवाीा कालावाधाी दारम्यानां, काोताीहुी असल्यास, दिवादिहुता काेलेली दिवाभागीय परीा उत्तीग कारण्यास कासूर काेल्यास, दिकांवा काोताेहुी असल्यास, दिवादिहुता काेलेले प्रदिश पूग कारण्यास कासूर काेल्यास, दिताचाी सेवा समाप्ता हुोण्यास पात्रा असेल.

११. सेवाज्येष्ठीता, दिवाभागीय परीा, प्रदिश आदि इतार परिरामा स्वारूप बाबी यांसाठी सामान्य प्रशासनां दिवाभागानांे वाेळोवाेळोी, काोताहुी असल्यास, दिवादिहुता काेलेला संयुक्ता परिरवाीा प्रदिश कायगक्रमा याचाे दिनांयमा वा दिवादिनांयमा हुे दिनांयमा ५ वा ६ माध्ये नांमाूदा काेलेल्या पदांवार दिनांयुक्ता काेलेल्या व्यक्तांनांा लागू हुोताील.

१२. (१) दिनांयमा ३, ४ , ५, वा ६ माध्ये नांमाूदा काेलेल्या पदांवार पदाोन्नांताीनांे दिनांयुक्ता कारावायाचाी व्यक्ताी, उक्ता पदावार पदाोन्नांताी दाेण्यापूवाी अगोदारचा माराठी भाषा वा दिहुंदाी भाषा परीा उत्तीग नांसेल दिकांवा त्या परीा उत्तीग हुोण्यापासूनां दिताला सूट दाेण्याता आलेली नांसेल तार, ताी शासनांानांे, त्याबाबताीता वाेळोवाेळोी काेलेल्या दिनांयमांनांुसार, माराठी भाषा वा दिहुंदाी भाषा परीा उत्तीग कारील.

(२) दिनांयमा ५ दिकांवा ६ माध्ये नांमाूदा काेलेल्या पदांवार नांामादिनांदाेशनांाव्दारे दिनांयुक्ता काेलेली व्यक्ताी आगोदारचा माराठी वा दिहुंदाी भाषा परीा उत्तीग नांसेल दिकांवा त्या परीा उत्तीग हुोण्यापासूनां ताीला सूट दाेण्याता आलेली नांसेल तार, ताी, शासनांानांे, त्याबाबताीता, वाेळोवाेळोी काेलेल्या दिनांयमानांुसार दिनांयुक्ताीनांतार दिवादिहुता कालमायागदाेता माराठी भाषा वा दिहुंदाी भाषा परिरा उत्तीग कारील. या परीा उत्तीग हुोईपयता, ताी व्यक्ताी वादिषगका वाेतानांवाढीसाठी दिकांवा पुढील पदाोन्नांताीच्या पदावारील पदाोन्नांताीसाठी पात्रा असार नांाहुी.

१३. (१) दिनांयमा ३, ४, ५ वा ६ माध्ये नांमाूदा काेलेल्या पदांवार पदाोन्नांताीनांे दिनांयुक्ता कारावायाच्या व्यक्ताीनांे, उक्ता पदावार पदाोन्नांताी दाेण्यापूवाी, अगोदारचा संगका हुाताळोी प्रमापत्रा धार काेलेले नांसेल दिकांवा असे संगका हुाताळोी प्रमापत्रा धार कारण्यापासूनां दिताला सूट दाेण्याता आली नांसेल तार, ताी, शासनांानांे, त्याबाबताीता, वाेळोवाेळोी काेलेल्या दिनांयमांनांुसार दिकांवा काढीेल्या आदाेशांनांुसार दिवादिहुता काेलेले संगका हुाताळोी प्रमापत्रा धार कारील.

(२) दिनांयमा ५ दिकांवा ६ माध्ये नांमाूदा पदांवार नांामादिनांदाेशनांाद्वारे दिनांयुक्ता काेलेल्या व्यक्ताीनांे, अगोदारचा संगका हुाताळोी प्रमापत्रा धार काेलेले नांसेल दिकांवा असे प्रमापत्रा धार कारण्यापासूनां दिताला सूट दाेण्याता आली नांसेल तार, ताी, शासनांानांे, त्याबाबताीता, वाेळोवाेळोी दिवादिहुता काेलेले संगका हुाताळोी प्रमापत्रा, दिनांयुक्ताीनांतार दिवादिहुता कालमायागदाेता धार कारील, अन्यथा, ताी व्यक्ताी, ताे प्रमापत्रा धार कारीपयता, वादिषगका वाेतानांवाढीसाठी दिकांवा पुढील पदाोन्नांताीच्या पदावारील पदाोन्नांताीसाठी पात्रा असार नांाहुी.

१४. (१) दिनांयमा ५ वा ६ माध्ये नांमाूदा काेलेल्या पदांवार नांामादिनांदाेशनांाव्दारे दिनांयुक्ताीसाठी दिशफारस काेलेली व्यक्ताी, माहुाराष्ट्रा नांागरी बाचाे प्रदिताज्ञापनां) दिनांयमा, २००५ याच्या तारताुदाीनांुसार दिकांवा याबाबता शासनांानांे वाेळोवाेळोी काेलेले अन्य काोताेहुी दिनांयमा, सेवा (लहुानां काुटं काढीलेले आदाेश दिकांवा काोताेहुी संलेख यानांुसार लहुानां काुटं बाचाे प्रदिताज्ञापत्रा सादार कारील.

भाग चार-अ-१२–२अ१२ महाराष्ट्रट शासन राजपत्र असाधाराण भाग चारा-अ, जानेवाराी २९, २०२५/माघ ९, शाके १९४६ बाचाे प्रदिताज्ञापत्रा सादार कारण्याच्या दिदानांांकास, दाोनां पेा अदिधाका अपत्ये असारी व्यक्ताी, शासकाीय सेवाेताील (२) लहुानां काुटं दिनांयुक्ताीसाठी अपात्रा असेल.

१५. दिनांयमा ३, ४, ५ वा ६ यांमाध्ये दिनांयुक्ता काेलेल्या पदावार दिनांयुक्ता काेलेली व्यक्ताी माहुाराष्ट्रा राज्याता काोठीेहुी बदालीसाठी पात्रा असेल.

१६. काोत्याहुी शासकाीय कामागचाऱ्याच्या दिनांयुक्ताीनांतार, शासनांानांे वाेळोवाेळोी दिनांगगदिमाता काेलेले काोताेहुी दिनांयमा, काढीलेले आदाेश दिकांवा दिनांगय यामाध्ये शासनांानांे दिवादिनांदिदागष्ट काेलेल्या अटी वा शताी दाेखील अशा शासकाीय कामागचाऱ्यास लागू असताील.

No.RAJAS-2018/C.R.394/5-C.— In exercise of the powers conferred by the proviso to article 309 of the Constitution of India and in supersession of all existing rules, orders or instruments issued in this behalf, the Governor of Maharashtra is hereby pleased to make the following rules regulating recruitment to the posts of Additional Registrar, Co-operative Societies (Audit), Joint Registrar, Co- operative Societies (Audit) and Special Auditor, Co-operative Societies, Group A and Special Auditor, Co-operative Societies, Group B (Gazetted) (Audit Wing) in the Office of the Commissioner for Co- operation and Registrar, Co-operative Societies under the administrative control of the Co-operation, Marketing and Textiles Department of the Government of Maharashtra, namely :—

1. These rules may be called the officers (Audit Wing) Group A and Group B (Gazetted) in the Office of the Commissioner for Co-operation and Registrar, Co-operative Societies (Recruitment) Rules, 2025.

2. Definitions.- In these rules, unless the context requires otherwise,—

(a) "Appointing Authority" means,—

(i) the Chief Minister in relation to the post the Additional Registrar, Co-operative Societies (Audit) Group A, Joint Registrar, Co-operative Societies (Audit) Group A; and (ii) the Minister in charge of the Department in relation to the post of the Special Auditor Co-operative Societies, Group A and Special Auditor Co-operative Societies, Group B (Gazetted).

(b) "Commission" means the Maharashtra Public Service Commission;

(c) "Commissioner" means the Commissioner and Registrar, Co-operative Societies, Maharashtra State, Pune under the administrative control of the Department;

(d) "Department" means the Co-operation, Marketing and Textiles Department of the Government of Maharashtra;

(e) "Degree" means a degree of a statutory university;

(f) "Eligibility for Promotion" means the eligibility for promotion in accordance with the terms and conditions specified in rules resolutions or orders issued by the General Administration Department of the Government, from time to time;

(g) "Government" means the Government of Maharashtra;

(h) "Government Diploma in Co-operation and Accountancy" means the Government Diploma in Co-operation and Accountancy examination awarded by the board established as per Government Resolution, Revenue Department, No. 252-A, dated the 24th September 1936.

3. Appointment to the post of the Additional Registrar, Co-operative Societies (Audit), Group A in the office of the Commissioner shall be made by promotion of a suitable person having eligibility for promotion, on the basis of strict selection with due regard to seniority, from amongst the persons holding the post of the Joint Registrar, Co-operative Societies, (Audit) Group A in the said office and having not less than three years of regular service on that post.

4. Appointment to the post of the Joint Registrar Co-operative Societies, (Audit), Group A, in the office of the Commissioner shall be made by promotion of a suitable person having eligibility for promotion, on the basis of strict selection with due regard to seniority, from amongst the persons holding the post of Special Auditor, Co-operative Societies, Group A in the said office and having not less than three years of regular service on that post.

5. Appointment to the post of the Special Auditor, Co-operative Societies Group A, in the office of the Commissioner shall be made either by,—

(a) promotion of a suitable person having eligibility for promotion, on the basis of seniority subject to fitness, from amongst the persons holding the post of Special Auditor, Co-operative Societies, Group B in the said office and having not less than three years regular and continuous service on the that post; or

(b) nomination from amongst the candidates recommended by the Commission on the basis of result of Competitive Examination conducted therefor, who fulfils the following criteria, namely :—

(i) Age limit.—

(A) Lower Age Limit.— Eighteen years of age completed as on the last date of receipt of application as per the advertisement for recruitment to the post.

(B) Upper Age Limit.— Thirty-eight years of age completed for the persons not belonging to reserved category and forty-three years of age completed for the persons belonging to reserved category as on the last date of receipt of application as per the advertisement for recruitment to the post.

(ii) Minimum Educational Qualification.—

(A) Possess a degree in Commerce or any other qualification to be declared equivalent thereto; or

(B) Who is a Chartered Accountant registered under the Chartered Accountants Act, 1949 (38 of 1949); or

(iii) Experience.— Possess at least three years' experience in the field of audit or management of Co-operative Societies.

6. Appointment to the post of Special Auditor, Co-operative Societies, Group B, in the office of the Commissioner shall be made either by,—

(a) promotion of a suitable person having eligibility for promotion, on the basis of seniority subject to fitness, from amongst the persons holding the post of Auditor Grade I Group B in the said office and having not less than three years regular and continuous service on the said post and who has also passed the Government Diploma in Co-operation and Accountancy (G.D.C. & A.); or

(b) nomination from amongst the candidates recommended by the Commission on the basis of result of Competitive Examination conducted therefor, to fulfils the following criteria, namely :-

(i) Age limit.—

(A) Lower Age Limit.- Eighteen years of age completed as on the last date of receipt of application as per the advertisement for recruitment to the post.

(ii) Minimum Educational Qualification.—

(A) Possess a degree in Commerce or any other qualification to be declared equivalent thereto; or

(B) who is a Chartered Accountant registered under the Chartered Accountants Act, 1949 (38 of 1949); or

7. Appointment to the posts mentioned in rules 5 and 6 shall be made by promotion and nomination in the ratio of 50:50, respectively, for the total number of sanctioned posts of a post to be filled under rule 5 and 6.

8. Appointment to the posts mentioned in rules 3, 4, 5, and 6 shall be made by the Appointing Authority.

9. A person appointed to the posts mentioned in rules 5 and 6 by nomination, shall be required to pass the prescribed Departmental Examination for the post, within the prescribed time limit, unless he has been exempted from passing that examination. If such person shall not pass the prescribed Departmental Examination within the prescribed time limit, then he shall not be entitled for annual increment till passing of the said examination.

10. A person appointed by nomination to the posts mentioned in rules 5 and 6 shall be on probation for a period of two years. Probation period may be extended maximum up to one year. Completion of the probation period (including extended period) satisfactorily as per the probation policy of the Government, passing of the prescribed Departmental examination, if any, and completion of prescribe training, if any, are mandatory. In the event of failing to complete the probation period (including extended period) satisfactorily as per the probation policy of the Government or in the event of failing to pass the prescribed Departmental examination, if any, during the probation period or in the event of not completing the prescribe training, if any, the services shall be liable to be terminated.

11. The rules and regulations of Combined Probationary Training Programme (CPTP) prescribed by the General Administration Department, if any, from time to time, for the seniority, departmental examination, training and other consequential matters, shall be applicable to the persons, appointed to the posts mentioned in rules 5 and 6.

12. (1) A person to be appointed to the posts mentioned in rules 3, 4, 5 and 6 by promotion shall pass the Marathi and Hindi languages examinations as per the rules made in that behalf by the Government, from time to time, unless he has already passed or has been exempted from passing those examinations, before getting promoted to the said post.

(2) A person appointed to the posts mentioned in rules 5 and 6 by nomination shall pass the Marathi and Hindi languages examinations as per the rules made in that behalf by the Government, from time to time, within the prescribed time limit after appointment, unless he has already passed or has been exempted from passing those examinations. He shall not be eligible for annual increment or promotion to the next promotional post until he passes those examinations.

13. (1) A person to be appointed to the posts mentioned in rules 3, 4, 5 and 6 by promotion shall possess a Certificate of Computer Operations prescribed by rules or orders issued in that behalf by the Government, from time to time, unless he already possess such Certificate or has been exempted therefrom, before getting promoted to the said post.

(2) A person appointed to the posts mentioned in rules 5 and 6 by nomination shall possess a Certificate of Computer Operations prescribed by the Government, from time to time, within the prescribed time limit after appointment, unless he already possess or has been exempted from possessing such Certificate, otherwise he shall not be eligible for annual increment or promotion to the next promotional post until he possess the same.

14. (1) A person recommended for appointment by nomination to the posts mentioned in rules 5 and 6 shall submit a declaration of Small Family as per the provisions of the Maharashtra Civil Services (Declaration of Small Family) Rules, 2005 or any other rules, orders or any instruments issued in this behalf by the Government, from time to time.

(2) A person having more than two children on the date of submission of Declaration of Small Family shall be disqualified for the appointment in Government Service.

15. The persons appointed to the posts mentioned in rules 3, 4, 5 and 6 shall be liable to be transferred anywhere in the State of Maharashtra.

16. The terms and conditions specified by the Government, subsequent to the appointment of any Government Servant in any rules, orders or resolutions issued by the Government, from time to time, shall also be applicable to the Government Servant.
