क्रमाक रावनआ/रापनं-२०२०/प्र.क्र.२/का.११.—ज्याअर्थी, भाराताीया सविधानाच्या अनुच्छेदा २४३-के ि २४३-झेड ए अन्ियाे तासेचौ राज्याताील स्र्थीावनक स्िराज्या सस्र्थीाच्या सबवधाता कायाद्याताील ताराताुदांन्ियाे अशा स्र्थीावनक स्िराज्या सस्र्थीाच्या सिग वनिडणुकाचौे अधाीक्षणु, सचौालन ि वनयात्रणु याबाबताचौे अवधाकारा राज्या वनिडणुूक आयाोगास प्राप्ता झेाले आहुेता;
ज्याअर्थी, स्र्थीावनक स्िराज्या सस्र्थीाच्या वनिडणुकाचौे पावित्र्या राखणुे ि अशा वनिडणुका मुक्ता, वन:पक्षपाताीपणुे, प्रभािीपणुे ि कायागक्षमताेने पारा पाडण्याच्या दाृष्टीने राजकीया पक्षाचौी नंदाणुी ि सबवधाता बाबंचौी ताराताूदा कराणुे गराजेचौे आवणु आिश्याक असल्याने राज्या वनिडणुूक आयाोगाद्वाराे क्र. एसईसी/एमसी २००९/सीआरा-४९/डी.११, वदा. ३१ माचौग २००९, च्या अवधासूचौनेद्वाराे, राजकीया पक्षाचौी नंदाणुी आदाेशा, २००९ आवणु महुाराष्ट्र वनिडणुूक वचौन्हु (आराक्षणु ि िाटीप) आदाेशा, २००९ काढण्याता आले आहुेता;
ज्याअर्थी, उक्ता आदाेशाताील भाग दाोन ३(१०)(अ) मधाील ताराताुदांमध्याे राजकीया पक्षाचौे नंदाणुी आदाेशा, २००९ (पुन:सुधारिराता २०२२) वदा. १५ फेब्रुिाराी २०२२ अन्ियाे सुधाराणुा कराण्याता आलेली असून राजकीया पक्षाचौे नाि बदालण्याबाबता वनकष वनश्चिश्चौता कराण्याता आलेले आहुेता;
ज्याअर्थी, या आदाेशाताील ताराताुदांनुसारा श्री.वदपक दत्ताराम घोलेप पाटीले, ्यांच्या अध्यक्षतेखालेी 'वहंदुस्थान विकास पक्ष' मु. दाेिगाि, पो. वपपराखेड, ता. आबेगाि, वज. पुणुे ४१० ५०४ या राजकीया पक्षाचौी नंदाणुी अमान्याताप्राप्ता पक्ष म्हुणुून क्रमाक रावनआ/ रापनं-२०२०/प्र.क्र.२/का-११,वदा. १८ फेब्रुिाराी,२०२० च्या पत्रान्ियाे कराण्याता आलेली आहुे;
ज्याअर्थी, श्री. वदपक दत्ताराम घोलेप पाटीले, अध्यक्ष, 'वहंदुस्थान विकास पक्ष' यानी पक्षाच्या नािाता बदाल कराण्यासदाभागता पक्षाचौी नॅशानल कौश्चिन्सलमध्याे वदा. २४ नोव्हुंबरा २०२४ राोजी मजूरा कराण्याता आलेल्या ठरािाचौी नोटीराईज्ड प्रता राज्या वनिडणुूक आयाोगास सादारा केली आहुे. त्यानुसारा त्यानी पक्षाचौे नाि 'वहंदुस्थान विकास पक्ष' ऐिजी 'वहंदुस्थान जनसेिा पक्ष' असे कराण्याचौी विनताी केली आहुे;

भाग एक-अ (म.उ.वि.)-४–१२ महाराष्ट्र शासन राजपत्र असाधारण भाग एक-अ–मध्य उप-विभाग, फेब्रुिारी ७, २०२५/माघ १८, शके १९४६ ज्याअर्थी, या पक्षाचौा नािाता बदाल कराण्यापूिी महाराष्ट्र शासन राजपत्रात पक्षाचौे प्रस्ताविता नाि आवणु पत्ता, त्याचौे अध्याक्ष याचौा अताभागि असलेली सूचौना प्रवसद्ध करुन सिगसाधाराणु जनताेकडून पक्षाचौे नाि बदालाबाबता हुराकताी मागविणुे आिश्याक आहुे;
ज्याअर्थी, महाराष्ट्र शासन राजपत्रात उपराोक्ता प्रमाणुे अवधासूचौना प्रवसद्ध केलेल्या वदानाकापासून ३० वदािसाच्या आता कोणुताीहुी हुराकता प्राप्ता न झेाल्यास राज्या वनिडणुूक आयाोग अवधासूचौनेता प्रस्ताविता केल्याप्रमाणुे सदारा राजकीया पक्षाच्या नािामध्याे बदाल कराण्याकरिराता सक्षम राहुील;
आवणु ज्याअर्थी, उक्ता आदाेशाप्रमाणुे कोणुताीहुी हुराकता प्राप्ता झेाली, तारा वताचौा राज्या वनिडणुूक आयाोग विचौारा कराेल ि ताी शाुल्लक आढळल्यास, फेटीाळण्याता याेईल ि या राजकीया पक्षाचौे नाि बदालण्यास मान्याता दाेईल. त्याचौप्रमाणुे राज्या वनिडणुूक आयाोगास अशा हुराकताी प्र्थीमदाशागनी सत्या िाटीले, तारा ताी सबवधाता व्याक्ताी/ पक्षास कळविण्याता याेईल आवणु त्यािरा त्याचौे अवभप्राया मागविण्याता याेताील. अवभप्राया प्राप्ता झेाल्यािरा, आयाोग उपलब्धा अवभलेखाच्या आधाराे वकंिा सबवधाताचौे म्हुणुणुे ऐकून गुणुित्ताेिरा वनणुगया घेईल ि राज्या वनिडणुूक आयाोगाचौा असा वनणुगया अवताम राहुील.
त्याअर्थी, राज्या वनिडणुूक आयाोग, महुाराष्ट्र असे जाहुीरा कराीता आहुे की, सदारा अवधासूचौना महाराष्ट्र शासन राजपत्रात प्वसद्ध झाल्याच्या वदनांकापासून ३० वदिसांच्या आत उक्त पक्षाच्या नािातीले प्स्तावित बदलेाबाबत कोणतीही हरकत असल्यास, ती परस्पर आ्योगाच्या का्याषले्याकडठे दाखाले करािी.

NOTIFICATION
No.SEC/RPP-2020/CR-2/D-11.—Whereas, the superintendence, direction and control of all elections to the Panchayats and Municipalities in the State are vested in the State Election Commission, Maharashtra by virtue of Article 243-K and 243-ZA of the Constitution of India, and the provisions of the relevant State law as applicable to such Panchayats and Municipalities;
And Whereas, with a view to provide, in the interest of sanctity of elections to the local bodies, and in the interest of conduct of such elections, in a free, fair, effective and efficient manner, for the registration of political parties and for matters connected therewith; the Registration of Political Parties Order, 2009 and Maharashtra Election Symbols (Reservation and Allotment) Order, 2009 has been issued by the State Election Commission, Maharashtra vide the State Election Commission, Maharashtra, Notification No. SEC/MC-2009/CR-49/D-11, dated 31st March, 2009;
Whereas, as per the Political Parties Registration Order, 2009 (Revised in 2022) published on 15th February, 2022, the criteria for changing the name of a Political Party have been fixed by amending Part Two 3(10)(A) of the above said Order;
Whereas, as per the provisions of the said Order, a political party bearing the name as 'Hindustan Vikas Paksh' At Devgaon, Post Pimparkhed, Tal. Ambegaon, Dist Pune 410 504 having Shri Dipak Dattram Gholap Patil, as its President has been registered as an unrecognised Political Party wide letter No. SEC/RPP-20/CR-/D-11, dated 18th Febuary, 2018 by the State Election Commission, Maharashtra;
Whereas Shri Dipak Dattram Gholap Patil, President, "Hindustan Vikas Paksh" has
requested this Commission vide its letter dated 27th November, 2024, that as per the resolution passed by its National Council on 24th November, 2024, the party has decided to change the name of the political party from 'Hindustan Vikas Paksha' to 'Hindustan Jansewa Paksha', and requested the permission for the same;
Whereas, before changing the name of a political party under said Order, it is necessary to publish a notice in the Maharashtra Government Gazette indicating therein, the name and address of the political party, its President and calling for objections, if any, for such change of name from the general public;
Whereas, as per the said Order, if no objection is received within 30 days from the date of publication of such notification in the Maharashtra Government Gazette, it shall be competent for the State Election Commission to change the name of said political party, as proposed in the notification;
Whereas, if any objection is so received, the State Election Commission may consider the same and in case it is found to be without substance, it may reject the same and change the name of said political party. If on the other hand, the State Election Commission considers that the objection has prima facie merit, then the same shall be communicated to the concerned person/ Party and his/ its remarks shall be called for. After receipt of the remarks, the Commission may either decide the matter on merits on the basis of the records available or it may give personal hearing to the concerned person/ Party and take a decision thereafter. The decision of the State Election Commission shall be final.
४ महाराष्ट्र शासन राजपत्र असाधारण भाग एक-अ–मध्य उप-विभाग, फेब्रुिारी ७, २०२५/माघ १८, शके १९४६Now, therefore, the State Election Commission, Maharashtra, by publication in the official gazette hereby calls for objections, if any, for such change in the name of said political party from the general public which are to be submitted directly to the Commission within 30 days from the date of publication of this notification in Maharashtra Government Gazette.
