क्रमंांका सेदिनां-२४२१/.क्र.२५८/नांदि-२७.— भारताच्या सेंदिधानांाच्या अनांुच्छेदा ३०९ च्या परंताुकाद्वारे दानां काेलेल्या अदिधाकारांचा ापर कारूनां, आदि याबाबताीता काेलेले दिद्यमंानां सेग दिनांयमं, काढलेले आदाेश दिकांा सेंलेख यांचाे अदिधाक्रमं कारूनां, मंहुाराष्ट्राचाे राज्यपाल, याद्वारे, मंहुाराष्ट्रा शासेनांाच्या नांगरदिकासे दिभागाच्या शासेकाीय दिनांयंत्राखालील, नांगररचानांा मंूल्यदिनांधागर सेंचालनांालयाच्या कायागलयाताील दिदिधा अदिधाकारी, गट-अ (राजपप्रित्रत), या पदाच्या सेाेशाचाे दिदिनांयमंनां कारारे पुढील दिनांयमं कारीता आहुेता :—

१. या दिनांयमंांसे, नांगररचानांा मंूल्यदिनांधागर सेंचालनांालयाच्या कायागलयाताील दिदिधा अदिधाकारी, गट-अ (राजपप्रित्रत) (सेाेश) दिनांयमं २०२५, असे म्हुाे.

२. या दिनांयमंांता, सेंदाभागनांुसेार दाुसेरा अर्थग आश्यका नांसेल तार,—

(का) "दिनांयुक्ताी ादिधाकारी" याचा अर्थग, नांगररचानांा मंूल्यदिनांधागर सेंचालनांालयाच्या कायागलयाताील दिदिधा अदिधाकारी, गट-अ (राजपप्रित्रत), या पदार उमंेदार दिनांयुक्ता कारण्यासेाठी सेक्षमं ादिधाकारी असेलेले, मंुख्यमंत्राी, मंहुाराष्ट्रा राज्य, असेा आहुे;

(ख) "आयोग" याचा अर्थग, मंहुाराष्ट्रा लोकासेा आयोग, असेा आहुे;

(ग) "पदाी" याचा अर्थग, सेांदिदिधाका दिद्यापीठीाचाी दिदिधा शाखेताील पदाी दिकांा शासेनांानांे दिताच्याशी सेमंकाक्ष असेल्याचाे घोदिता काेलेली अन्य काोताीहुी पात्राता, असेा आहुे;

(घो) "सेंचालनांालय" याचा अर्थग, मंहुाराष्ट्रा शासेनांाच्या नांगरदिकासे दिभागाच्या दिनांयंत्राखालील नांगररचानांा मंूल्यदिनांधागर सेंचालनांालय, असेा आहुे;

(ङ) "शासेनां" याचा अर्थग, मंहुाराष्ट्रा शासेनां, असेा आहुे;

भाग चार-अ-११२–१२ महाराष्ट्रट शासन राजपत्र असाधाराण भाग चारा-अ, एप्रिल ९, २०२५/चाैत्र १९, शाके १९४७ ३. नांगररचानांा मंूल्यदिनांधागर सेंचालनांालयाच्या कायागलयाताील दिदिधा अदिधाकारी, गट-अ (राजपप्रित्रत) या पदारील दिनांयुक्ताी हुी, जे उमंेदार पुढील दिनांकांचाी पूतागता कारताता अशा, त्यासेाठी घोेतालेल्या स्पधाग परीक्षेच्या दिनांकालाच्या आधारे, आयोगानांे दिशफारसे काेलेल्या उमंेदारांमंधाूनां, दिनांयुक्ताी ादिधाकाऱ्याच्या मंान्यताेनांे, नांामंदिनांदाेशनांाद्वारे कारण्याता येईल :—

(एक) वयेोमयेाषदेा.—

(का) दिकामंानां योमंयागदा.— त्या पदाच्या भारताीच्या जादिहुराताीनांुसेार अजग स्ीकाृताीच्या अंदितामं दिदानांांकासे अठीरा ापेक्षा कामंी य नांसेलेले.

(ख) कामंाल योमंयागदा.— त्या पदाच्या भारताीच्या जादिहुराताीनांुसेार अजग स्ीकाृताीच्या अंदितामं दिदानांांकासे राखी गाताील नांसेलेल्या व्यक्तांसेाठी अडताीसे ापेक्षा अदिधाका य नांसेलेले आदि राखी गाताील असेलेल्या व्यक्तांसेाठी त्राेचाळीसे ापेक्षा अदिधाका य नांसेलेले.

(देोन) प्रिकमान शाैक्षप्रिणक पात्रता.— उमंेदारानांे पदाी धार काेलेली असेाी.

४. दिनांयमं ३ मंध्ये नांमंूदा काेलेल्या पदांरील दिनांयुक्ताी, नांामंदिनांदाेशनांानांे १०० टक्काे या मंाता कारण्याता येईल.

५. दिनांयमं ३ मंध्ये नांमंूदा काेलेल्या पदासेाठी नांामंदिनांदाेशनांाद्वारे दिनांयुक्ता काेलेली व्यक्ताी दाोनां ाच्या कालाधाीसेाठी परिरीक्षेर असेल. परिरीक्षाधाीनां कालाधाी एका ागपयता ाढदिण्याता येऊ शकाेल. शासेनांाच्या परिरीक्षा धाोरानांुसेार, परिरीक्षा कालाधाी (ाढी कालाधाीसेहु) सेमंाधानांकारकापे पूग कारे अदिनांायग असेल. शासेनांाच्या परिरीक्षा धाोरानांुसेार, परिरीक्षा कालाधाी (ाढी कालाधाीसेहु) पूग कारण्याता दिनांष्फाळी ठीरल्यासे, दिताचाी सेा सेमंाप्ता कारण्यासे पात्रा असेल.

६. दिनांयमं ३ मंध्ये नांमंूदा काेलेल्या पदासेाठी नांामंदिनांदाेशनांाद्वारे दिनांयुक्ता काेलेली व्यक्ताी, अगोदारचा मंराठी भा दिहुंदाी भा परीक्षा उत्तीग नांसेल दिकांा या परीक्षा उत्तीग हुोण्यापासेूनां दिताला सेूट दाेण्याता आलेली नांसेल तार, ताी, शासेनांानांे, याबाबताीता, ेळीोेळी काेलेल्या दिनांयमंांनांुसेार, दिनांयुक्ताीनांतार दिदिहुता कालमंयागदाेता मंराठी भा दिहुंदाी भा परीक्षा उत्तीग कारील. या परीक्षा उत्तीग हुोईपयता, ताी व्यक्ताी, ादिगका ेतानांाढीसेाठी दिकांा पुढील पदाोन्नांताीच्या पदांरील पदाोन्नांताीसेाठी पात्रा असेार नांाहुी.

७. दिनांयमं ३ मंध्ये नांमंूदा काेलेल्या पदार नांामंदिनांदाेशनांाद्वारे दिनांयुक्ता कारायाच्या व्यक्ताीनांे, अगोदारचा सेंगका हुाताळी मंापत्रा धार काेलेले नांसेल दिकांा असे मंापत्रा धार कारण्यापासेूनां दिताला सेूट दाेण्याता आली नांसेल तार, ताी, शासेनांानांे, याबाबताीता, ेळीोेळी दिदिहुता काेलेले सेंगका हुाताळी मंापत्रा, दिनांयुक्ताीनांतार दिदिहुता कालमंयागदाेता धार कारील, अन्यर्था, ताी व्यक्ताी, ताे मंापत्रा धार कारीपयता, ादिगका ेतानांाढीसेाठी दिकांा पुढील पदाोन्नांताीच्या पदारील पदाोन्नांताीसेाठी पात्रा असेार नांाहुी.

८. (१) दिनांयमं ३ मंध्ये नांमंूदा काेलेल्या पदार नांामंदिनांदाेशनांाद्वारे दिनांयुक्ताीसेाठी दिशफारसे काेलेली व्यक्ताी, मंहुाराष्ट्रा नांागरी सेा बाचाे दिताज्ञापनां) दिनांयमं, २००५ याच्या तारताुदांनांुसेार दिकांा शासेनांानांे याबाबता ेळीोेळी काेलेले अन्य काोताेहुी दिनांयमं, काढलेले (लहुानां काुटं आदाेश दिकांा काोताेहुी सेंलेख यांनांुसेार लहुानां काुटं बाचाे दिताज्ञापनां सेादार कारील.

(२) लहुानां काुटं बाचाे दिताज्ञापनां सेादार कारण्याच्या दिदानांांकासे, दाोनांपेक्षा अदिधाका अपत्ये असेारी व्यक्ताी, शासेकाीय सेताील दिनांयुक्ताीसेाठी अपात्रा असेल.

(३) एखाद्या व्यक्ताीचाी शासेकाीय सेता दिनांयुक्ताी झाल्यानांतार, जर दिताला, दिनांयुक्ताीच्या ेळी दिकांा त्यानांतार दाोनांपेक्षा अदिधाका अपत्ये असेल्याचाे दिसेद्ध झाले तार, ताी व्यक्ताी, शासेकाीय सेताील उक्ता पदार कायमं राहुण्यासेाठी अपात्रा असेल.

९. दिनांयमं ३ मंध्ये नांमंूदा काेलेल्या पदांर दिनांयुक्ता काेलेल्या व्यक्तांचाी, ज्येष्ठीता सेूचाी, राज्य स्तारार, ठीेण्याता येईल, आदि, त्यासेाठी अशा व्यक्ताी, मंहुाराष्ट्रा राज्याता काोठीेहुी बदालीसेाठी पात्रा असेताील.

१०. काोत्याहुी शासेकाीय कामंगचाऱ्याच्या दिनांयुक्ताीनांतार, शासेनांानांे ेळीोेळी दिनांगगदिमंता काेलेले काोताेहुी दिनांयमं, काढलेले आदाेश दिकांा काेलेले दिनांगय यांमंध्ये शासेनांानांे दिदिनांदिदागष्ट काेलेल्या अटी शताी दाेखील अशा शासेकाीय कामंगचाऱ्यासे लागू असेताील.

NOTIFICATION

Constitution of india.

No. SEPRANI-2421/C.R.258/UD-27.— In exercise of the powers conferred by the proviso to article 309 of the Constitution of India and in supersession of all the existing rules, orders or instruments issued in this behalf, the Governor of Maharashtra is hereby pleased to make the following rules regulating recruitment to the post of Law Officer, Group-A (Gazetted), in the office of Directorate of Town Planning and Valuation under the administrative control of the Urban Development Department of the Government of Maharashtra, namely :—

1. These rules may be called the Law Officer, Group-A (Gazetted), in the office of Directorate of Town Planning and Valuation (Recruitment) Rules, 2025.

2. In these rules unless the context requires otherwise,—

(a) "Appointing Authority" means the Chief Minister, Maharashtra State, shall be the competent authority to appoint a candidate to the post of the Law Officer, Group-A (Gazetted), in the office of Directorate of Town Planning and Valuation;

(b) "Commission" means the Maharashtra Public Service Commission;

(c) "degree" means degree in Law from Statutory University or any other qualification declared by the Government to be equivalent thereto;

(d) "Directorate" means the Directorate of Town Planning and Valuation under the administrative control of the Urban Development Department;

(e) "Government" means the Government of Maharashtra.

3. Appointment to the post of Law Officer, Group-A (Gazetted), in the office of Directorate of Town Planning and Valuation shall be made by nomination of candidates recommended by the Commission on the basis of result of Competitive Examination conducted therefor with the approval of Appointing Authority, who fulfills the following criteria, namely :—

(i) Age Limit.—

(A) Lower Age Limit.— Not less than eighteen years of age as on the last date of receipt of applications as per advertisement for recruitment to the said post.

(B) Upper Age Limit.— Not more than thirty-eight years of age for the persons not belonging to reserved categories and not more than forty-three years of age for the persons belonging to reserved categories as on the last date of receipt of applications as per advertisement for recruitment to the said post.

(ii) Minimum Educational Qualification.— A candidate shall possess a degree.

4. The proportion for appointment by nomination to the posts mentioned in rule 3 shall be 100%.

5. A person appointed by nomination to the post mentioned in rule 3 shall be on probation for a period of two years. The probation period may be extended up to one year. Completion of the probation period (including extended period) satisfactorily as per probation policy of the Government is mandatory. In the event of failing to complete the probation period (including extended period) as per probation policy of the Government, his services shall liable to be terminated.

6. A person appointed to the post mentioned in rule 3 by nomination shall pass the Marathi and Hindi languages examinations as per the rules made in that behalf by the Government, from time to time, within the prescribed time limit after appointment, unless he has already passed or has been exempted from passing those examinations. He shall not be eligible for annual increment and promotion to the next promotional post until he passes those examinations.

7. A person to be appointed to the post mentioned in rule 3 by nomination shall possess a Certificate of Computer Operations prescribed by the Government, from time to time, within the prescribed time limit after appointment, unless he has been exempted from possessing such Certificate of Computer Operations, otherwise he shall not be eligible for annual increment or promotion to the next promotional post until he possess the same.

8. (1) A person recommended for appointment by nomination to the post mentioned in rule 3 by nomination shall submit a declaration of Small Family as per the provisions of the Maharashtra Civil Services (Small Family Declaration) Rules, 2005 or any other rules, orders or any instruments issued in this behalf by the Government, from time to time.

(2) A person having more than two children on the date of submission of Declaration of Small Family shall be disqualified for the appointment in Government Service.

(3) After appointment of a person in the Government service, if it is proved that he has more than two children at the time of appointment or thereafter, then he shall be disqualified for continuing on the said post in Government service.

9. The Seniority list of persons appointed on the posts mentioned in rule 3 shall be maintained at State level and therefore, such persons shall be liable to be transferred anywhere in the State of Maharashtra.

10. The terms and conditions specified by the Government, subsequent to the appointment of any Government Servant in any rules, orders or resolutions issued by the Government, from time to time, shall also be applicable to the Government Servant appointed under these rules.
