क्रमांका आरटीआर-२०२१/प्र.क्र.११३/२१/मांउका.— भारताच्या सेंदिधानांाताील अनांुच्छेदा ३०९ खालील परंताुकान्ये प्रदानां कारण्याता आलेल्या शक्तांचा ापर कारूनां यापूी अदिधासेंूदिचाता काेलेले उपाहुारगृहुाताील प्रमाुखा दिलदिपका, रिरष्ठ दिलदिपका, उपलेखापाल आदि रिरष्ठ भांारपाल, गटी-का या पदांचाे सेंेाप्रेश दिनांयमा, १९९८ अदिधाक्रदिमाता कारूनां माहुाराष्ट्राचाे राज्यपाल याद्वारे माहुाराष्ट्रा शासेंनांाच्या सेंामान्य प्रशासेंनां दिभागाच्या अदिधापत्याखालील उपाहुारगृहुांताील माुख्य दिलदिपका, गटी-ब (अराजपदित्राता), आदि रिरष्ठ दिलदिपका / उपलेखापाल / रिरष्ठ भांारपाल, गटी-का या पदांचाे सेंेाप्रेश दिनांयमांचाे दिदिनांयमानां कारण्यासेंाठी याद्वारे पुढील दिनांयमा कारीता आहुे :—

१. संड‍िप्त नाव आड‍िण प्रारांभा : या दिनांयमांनांा "उपाहुारगृहुांताील माुख्य दिलदिपका, गटी-ब (अराजपदित्राता) आदि रिरष्ठ दिलदिपका/ उपलेखापाल / रिरष्ठ भांारपाल, गटी-का या पदांचाे (सेंेा प्रेश) दिनांयमा, २०२५" असेंे सेंबोधाण्याता याे.

२. या दिनांयमामाध्ये, सेंदाभागनांुसेंार दाुसेंरा अर्थग अदिभाप्रेता नांसेंेल तार :-

(का) "उपाहुारगृहु" याचा अर्थग माहुाराष्ट्रा शासेंनांाच्या सेंामान्य प्रशासेंनां दिभागाच्या अदिधापत्याखालील सेंग आहुार/उपाहुारगृहुे ज्यामाध्ये मांत्रालय उपाहुारगृहु, चाौरसें आहुारगृहु, दिधानांभानां उपाहुारगृहु आदि काोकाभानां उपाहुारगृहु यांचा सेंमाेश आहुे.

(खा) "पदाोन्नांताीसेंाठी पात्राता" म्हुजे शासेंनांाच्या सेंामान्य प्रशासेंनां दिभागानांे ेळोेळोी जारी काेलेल्या दिनांयमा, ठरा दिकांा आदाेशामाध्ये पदाोन्नांताीसेंाठी दिनांदिदागष्टी काेलेल्या अटी शतांनांुसेंार पदाोन्नांताीचाी पात्राता.

(ग) "सेंामान्य प्रशासेंनां दिभाग" म्हुजे भारताच्या सेंदिधानांाताील अनांुच्छेदा १६६ अन्ये काेलेल्या माहुाराष्ट्रा शासेंनां कायगदिनांयमालीच्या भाग पदिहुला माध्ये दिनांदिदागष्टी शासेंनांाचा दिभाग.

(घ) "शासेंनां" याचा अर्थग माहुाराष्ट्रा शासेंनां.

४. उपाहारागृहांमधाीले वरिराष्ठे ड‍िलेड‍िपक/उपलेखापाले/वरिराष्ठे भांारापाले, गट-क या पदारील दिनांयुक्ताी उपाहुारगृहुांताील दिलदिपका टींकालेखाका/ दिलदिपका/ दाेयका लेखापाल/ लेखा दिलदिपका/ रोखापाल/ भांारपाल , गटी -का हुे पदा धार काराऱ्या तासेंेचा सेंदार पदार ताीनां र्षांाहुूनां कामाी नांसेंेल इताकाी सेंलग दिनांयदिमाता सेंेा झालेल्या व्यक्तांमाधाूनां एकादित्राता सेंेाज्येष्ठता सेंूचाीच्या आधारे ज्येष्ठता अदिधानां पात्राता या दिनांकार्षांार योग्य व्यक्ताीच्या पदाोन्नांताीनांे ;

५. दिनांयमा ३ दिनांयमा ४ माध्ये नांमाूदा पदार पदाोन्नांताीनांे दिनांयुक्ता हुोाऱ्या व्यक्ताीनांे, पदाोन्नांताीपूी दिहुंदाी भार्षांा परीक्षा माराठी भार्षांा परीक्षा या दाोन्हुी परीक्षासेंदाभागता शासेंनांानांे ेळोेळोी काेलेल्या दिनांयमांनांुसेंार, दिहुंदाी भार्षांा माराठी भार्षांा परीक्षा अगोदारचा उत्तीग काेलेली असेंे अर्था उत्तीग हुोण्यापासेंूनां सेंूटी दिमाळोदिलेली असेंे आश्यका राहुील. अन्यर्था दिनांयमा ३ ४ येर्थील पदांर पदाोन्नांताी अनांुज्ञेय राहुार नांाहुी.

६. दिनांयमा ३ दिनांयमा ४ येर्थील पदार पदाोन्नांताीनांे दिनांयुक्ता हुोाऱ्या व्यक्ताीनांे, पदाोन्नांताीपूी सेंगका अहुगता प्रमापत्रासेंदाभागता शासेंनांानांे ेळोेळोी काेलेल्या दिनांयमांनांुसेंार, सेंगका अहुगता प्रमापत्रा धार कारे अर्था शासेंनांानांे ेळोेळोी आदाेशाव्दारे नांमाूदा काेलेल्या सेंगका / मादिहुताी तांत्राज्ञेानां दिर्षांयका परीक्षा उत्तीग हुोे अर्था शासेंनांानांे ेळोेळोी आदाेशाव्दारे दिनांश्चिश्चाता काेलेल्या योमायागदाेनांुसेंार सेंगका अहुगता प्रमापत्रा सेंादार कारण्यापासेंूनां सेंूटी दिमाळोदिलेली असेंे आश्यका राहुील.

७. दिनांयमा ३ ४ येर्थील पदार दिनांयुक्ता हुोारी व्यक्ताी मांत्रालय उपाहुारगृहु, चाौरसें आहुारगृहु, दिधानांभानां उपाहुारगृहु आदि काोकाभानां उपाहुारगृहु या उपाहुारगृहुांतागगता बदालीसेंाठी पात्रा राहुील.

८. शासेंकाीय सेंेताील दिनांयुक्ताीसेंाठी या दिनांयमांव्दारे दिदिहुता कारण्याता आलेल्या अटी शतांचाी पूतागता कारे आश्यका आहुे. सेंदार दिनांयमांनांुसेंार शासेंकाीय सेंेता दिनांयुक्ताी झाल्यानांतार, सेंबंदिधाता शासेंकाीय कामागचाऱ्यासें, शासेंकाीय सेंेच्या कालाधाीता, माहुाराष्ट्रा नांागरी सेंेा दिनांयमा, तासेंेचा सेंेा दिर्षांयका बाबी सेंदाभागता राज्य शासेंनांानांे ेळोेळोी अदिधादिनांयमा / अदिधासेंूचानांा / शासेंनां दिनांगय / शासेंनां आदाेशाव्दारे दिनांगगदिमाता काेलेले अन्य दिनांयमा लागू राहुताील.

NOTIFICATION

Constitution of india.

No.RTR-2021/C.R.113/21/MCS.— In exercise of the powers conferred by the proviso to article 309 of the Constitution of India and in supersession of the Head Clerk, Senior Clerk , Deputy Accountant and Senior Store-keeper, Group-C in Canteen (Recruitment) Rules 1998, the Governor of Maharashtra is hereby pleased to make following rules regulating recruitment to the posts of Head Clerk, Group-B (Non-Gazetted) and Senior Clerk/ Deputy Accountant/ Senior Store-keeper, Group-C in Canteens under the General Administration Department of the Government of Maharashtra, namely :—

1. These rules may be called the posts of Head Clerk, Group-B (Non-Gazetted) and Senior Clerk/ Deputy Accountant/ Senior Store-keeper, Group-C in Canteen (Recruitment) Rules 2025.

2. In the rules, unless context requires otherwise,—

(a) "Canteen" means all Canteens under the administrative control of the General Administration Department of the Government of Maharashtra including Mantralaya Canteen, Square Meal Canteen, Vidhan Bhavan Canteen and Konkan Bhavan Canteen;

(b) "Eligibility for Promotion" means the eligibility for promotion in accordance with terms and conditions specified for promotion in rules, resolutions or orders issued by the General Administration Department of the Government, from time to time;

(c) "General Administration Department" means the Department specified in the First Schedule appended to the Maharashtra Government Rules of Business made under article 166 of the Constitution of India.

(d) "Government" means the Government of Maharashtra.

3. Appointment to the post of Head Clerk, Group-B (Non-Gazetted) shall be made by promotion of a suitable person, having eligibility for promotion and having not less than three years regular and continuous service on the post of Senior clerk or Deputy Accountant or Senior Store-keeper, Group-C, on the basis on common seniority, from amongst person holding the said posts.

4. Appointment to the post of Senior Clerk or Deputy Accountant or Senior Store- Keeper, Group-C shall be made by promotion of a suitable person, having eligibility for promotion and having not less than three years regular and continuous service on the post of Clerk-cum-Typist, Clerk, Bill Accountant, Account Clerk, Cashier and Store-keeper, Group C on basis of common seniority, from amongst the persons holding the said posts.

5. A person appointed to the post mentioned in rule 3 and 4 by promotion shall passed the Marathi and Hindi languages examinations as per rules made or orders issued in that behalf by the Government, from time to time, unless he has already passed or has been exempted from passing those examinations before getting promoted to the said posts.

6. A person to be appointed to the posts mentioned in rules 3 and 4 by promotion shall possess a certificate of Computer Operations as per the rules made or orders issued in that behalf by the Government, from time to time, unless he has been exempted therefrom before getting promoted to the said posts.

7. A person to be appointed to the posts mentioned in rules 3 and 4 shall be liable for transfer within Mantralaya Canteen, Square Meal Canteen, Vidhan Bhavan Canteen and Konkan Bhavan Canteen.

8. The terms and conditions specified by the Government, subsequent to the appointment of any Government Servant in any rules, orders or resolutions issued in this behalf by the Government, from time to time, shall also be applicable to the Government Servant.
