क्रमांका सेप्रदिनां-२०२०/प्र.क्र.९३/गृदिनांभाू.— माहुाराष्ट्र गृहुदिनांमागण वा क्षेत्रादिवाकासे अदिदिनांयमा, १९७६ (१९७७ चा माहुा. २८) यांच्या कालमा १८४ च्या पोट-कालमा (२) च्या खंड (एका) आदिण कालमा १९ च्या पोट-कालमा (५) द्वारे प्रदानां कारण्याता आलेल्या अदिकारांचा तासेचा त्याबाबताीता सेमार्थग कारणाऱ्या सेवाग इतार अदिकारांचा वापोर कारूनां वा याबाबताीता कारण्याता आलेले सेवाग दिवाद्यमानां दिनांयमा, आदाेश दिकांवा अनांुदाेश यांचाे अदिक्रमाण कारूनां माहुाराष्ट्र शासेनां याद्वारे माहुाराष्ट्र गृहुदिनांमागण वा क्षेत्रादिवाकासे प्रादिकारणाच्या आस्र्थापोनांेवारील दिवात्त दिनांयंत्राका या पोदावारील सेवाप्रवाेश दिवादिनांयदिमाता कारणारे पोुढील दिनांयमा कारीता आहुे, या कायदाच्या कालमा १८४ च्या उपो कालमा (३) द्वारे आवाश्यकाताेनांुसेार माहुाराष्ट्र शासेनांानांे दिनांयमाचा खंालील मासेुदा तायार कारण्याचा प्रस्तावा ठेवाला आहुे. त्यामाुळे प्रभादिवाता हुोण्याचाी शक्यता असेलेल्या सेवाग व्यक्तांच्या मादिहुताीसेाठेी सेदार मासेुदा प्रकादिशता कारण्याता येता आहुे; आदिण याद्वारे सेूचानांा दाेण्याता येता आहुे काी, सेदार मासेुदा १५ जानांेवारी २०२६ या तारखंेला दिकांवा त्यानांतार माहुाराष्ट्र शासेनां दिवाचाराता घेईल.

२. उपोरोक्ता तारखंेपोूवाी सेदार मासेुदा दिनांयमांबाबता काोणत्याहुी व्यक्ताीकाडूनां अपोर माुख्य सेदिचावा, गृहुदिनांमागण दिवाभाग, मांत्रालय, ंबई ४०० ०३२ यांनांा प्राप्ता हुोणारे आक्षेपो दिकांवा सेूचानांा शासेनांासे योग्य वाटल्यासे मादामा कामा मागग, हुतात्मा राजगुरू चाौका, माु दिवाचाराता घेताल्या जाताील.

सेवाप्वेश किंनयेमाचे प्ारूप

१. या दिनांयमांनांा, माहुाराष्ट्र गृहुदिनांमागण क्षेत्रादिवाकासे प्रादिकारणाताील लेखंा सेवाेताील दिवात्त दिनांयंत्राका (सेवाप्रवाेश) दिनांयमा, २०२५ असे म्हुणावाे.

२. दिनांयमांमाध्ये, सेंदाभागनांुसेार दाुसेरा अर्थग अपोेदिक्षेता नांसेल तार,—

(अ) " शासेनां " याचा अर्थग, माहुाराष्ट्र शासेनां असेा आहुे.

(ब) " दिवाभाग " याचा अर्थग माहुाराष्ट्र शासेनांाचा गृहुदिनांमागण दिवाभाग असेा आहुे.

(का) " प्रादिकारण " म्हुणजे माहुाराष्ट्र गृहुदिनांमागण वा क्षेत्रादिवाकासे अदिदिनांयमा, १९७६ (सेनां १९७७ चा माहुाराष्ट्र २८) याच्या कालमा ३ अन्वाये स्र्थापोनां कारण्याता आलेले माहुाराष्ट्र गृहुदिनांमागण वा क्षेत्रादिवाकासे प्रादिकारण.

३. प्रादिकारणाच्या आस्र्थापोनांेवारील प्रादिकारणाच्या दिनांयंत्राणाताील दिवात्त दिनांयंत्राका या पोदावारील दिनांयुक्ताी, माहुाराष्ट्र दिवात्त वा लेखंा सेंवागागताील सेहुसेंचालका या पोदावार कायगरता अदिकाऱ्यांमाूनां शासेनांाच्या प्रदितादिनांयुक्ताी ोरणानांुसेार तासेचा दिवाभागानांे वाेळेोवाेळेी दिनांगगदिमाता काेलेले शासेनां दिनांणगय / पोरिरपोत्राका / आदाेश इत्यादाी अन्वाये दिवादिहुता काेलेल्या प्रदितादिनांयुक्ताीच्या कायगपोद्धताीनांुसेार.—

शासेनांाच्या अन्य प्रशासेकाीय दिवाभागाकाडूनां अर्थवा कायागलयाकाडूनां या पोदावार गृहुदिनांमागण दिवाभागाच्या मान्यताेदिशवाय / सेंमाताीदिशवाय पोरस्पोर दिनांयुक्ताी कारता येणार नांाहुी.

४. दिनांयमा ३ येर्थे नांमाूदा पोदावार दिनांयुक्ता झालेल्या व्यक्ताीला प्रादिकारणाच्या सेवाेता दिनांयुक्ताीनांतार शासेनांानांे वाेळेोवाेळेी दिनांदिदागष्ट काेलेल्या अटी आदिण शताी लागू राहुताील.

NOTIFICATION

Maharashtra housing and area developMent act, 1976.

No. SEPRANI-2020/C.R.93/GRUNIBHU.— The following draft of rules which the Government of Maharashtra proposes to make in exercise of the powers conferred by clause (i) of sub-section (2) of section 184 read with sub-section (5) of section 19 of the Maharashtra Housing and Area Development Act, 1976 (Mah. XXVIII of 1977), and of all other powers enabling it in that behalf, and in supersession of all the existing rules, notifications, orders or any other instruments issued in this behalf to regulate recruitment to the post of Finance Controller on the establishment of the Maharashtra Housing and Area Development Authority, is hereby published, as required by sub-section (3) of section 184 of the said Act, for the information of all the persons likely to be affected thereby; and a notice is hereby given that the said draft will be taken into consideration by the Government of Maharashtra on or after the 15th of January 2026.

2. Any objection or suggestions, which may be received by the Additional Chief Secretary, Housing Department, Mantralaya, Madam Cama Marg, Hutatma Rajguru Chowk, Mumbai 400 032, from any person with respect to the said draft rules before the aforesaid date, will be considered by the Government.

DRAFT RULES

1. These rules may be called the Finance Controller, Maharashtra Housing and Area Development Authority (Recruitment) Rules, 2025.

2. In these rules, unless the context requires otherwise,-

(a) " Authority " means the Maharashtra Housing and Area Development Authority established under section 3 of Maharashtra Housing and Area Development Act, 1976 (Mah. XXVIII of 1977);

(b) " Department " means the Housing Department of Government of Maharashtra;

3. Appointment to the post of Finance Controller on the establishment of the Authority, shall be made by deputation of a person holding the post of Joint Director in the Maharashtra Finance and Accounts Cadre in accordance with the terms and conditions specified in the rules, resolutions or orders issued by the General Administration Department of the Government, from time to time.

4. The terms and conditions specified by the Government, from time to time, shall apply to the person appointed to the post mentioned in rule 3 after his appointment in the service of the Authority.

सेवाप्वेश किंनयेमाचे प्ारूप

१. या दिनांयमांनांा, माहुाराष्ट्र गृहुदिनांमागण क्षेत्रादिवाकासे प्रादिकारणाताील लेखंा सेवाेताील माुख्य लेखंादिकारी (सेवाप्रवाेश) दिनांयमा, २०२५ असे म्हुणावाे.

(अ) " शासेनां " याचा अर्थग, माहुाराष्ट्र शासेनां असेा आहुे.

(का) " प्रादिकारण " म्हुणजे माहुाराष्ट्र गृहुदिनांमागण वा क्षेत्रादिवाकासे अदिदिनांयमा, १९७६ (सेनां १९७७ चा माहुा. २८) याच्या कालमा ३ अन्वाये स्र्थापोनां कारण्याता आलेले माहुाराष्ट्र गृहुदिनांमागण वा क्षेत्रादिवाकासे प्रादिकारण.

(ड) " पोदाोन्नांताीसेाठेी पोात्राता " म्हुणजे शासेनांानांे वाेळेोवाेळेी दिनांगगदिमाता काेलेले दिनांयमा दिकांवा आदाेशाद्वारे दिनांदिदागष्ट काेलेल्या अटी आदिण शताीनांुसेार पोदाोन्नांताीसेाठेी पोात्राता.

३. प्रादिकारणाच्या आस्र्थापोनांेवारील माुख्य लेखंादिकारी या पोदावारील दिनांयुक्ताी प्रादिकारणामाध्ये लेखंादिकारी हुे पोदा ारण कारणाऱ्या ताीनां वार्षांापोेक्षेा कामाी नांसेल इताकाी दिनांयदिमाता सेवा झालेल्या अदिकाऱ्यांमाूनां पोात्राता वा सेवाज्येष्ठेताेच्या आारे पोदाोन्नांताी दाेऊनां;

४. दिनांयमा ३ येर्थे नांमाूदा पोदावार दिनांयुक्ता झालेल्या व्यक्ताीनांे, याबाबताीता कारण्याता आलेल्या दिनांयमानांुसेार, दिवाभागीय पोरीक्षेा (आवाश्यका असेल्यासे), उत्तीणग काेली नांसेल दिकांवा पोरीक्षेा उत्तीणग हुोण्यापोासेूनां त्या व्यक्ताीला सेूट दिमाळेाली नांसेल तार, त्या व्यक्ताीनांे सेदार पोरीक्षेा उत्तीणग हुोणे आवाश्यका राहुील.

५. दिनांयमा ३ येर्थे नांमाूदा पोदावार दिनांयुक्ता झालेल्या व्यक्ताीनांे, याबाबताीता कारण्याता आलेल्या दिनांयमानांुसेार, दिवाभागीय पोरीक्षेा (आवाश्यका असेल्यासे), दिहुंदाी वा माराठेी भार्षांा पोरीक्षेा, अगोदारचा उत्तीणग काेलेल्या नांसेताील दिकांवा त्या पोरीक्षेा उत्तीणग हुोण्यापोासेूनां त्या व्यक्ताीला सेूट दिमाळेाली नांसेल, तार त्या व्यक्ताीनांे सेदार पोरीक्षेा उत्तीणग कारणे आवाश्यका राहुील.

६. दिनांयमा ३ येर्थे नांमाूदा पोदावार दिनांयुक्ता झालेल्या व्यक्ताीनांे, सेंचालका मादिहुताी वा तांत्राज्ञानां, माहुाराष्ट्र शासेनां यांचाे सेंगणका हुाताळेण्याबाबताचाे ज्ञानां असेल्याचाे प्रमाणपोत्रा प्राप्ता काेलेले असेावाे.

७. दिनांयमा ३ येर्थे नांमाूदा पोदावार दिनांयुक्ता झालेला व्यक्ताी प्रादिकारणाच्या अदिपोत्याखंालील, माहुाराष्ट्र राज्याता काोणत्याहुी मांडळेाता / कायागलयाता, बदालीसे पोात्रा राहुील.

८. दिनांयमा ३ येर्थे नांमाूदा पोदावार दिनांयुक्ता झालेल्या व्यक्ताीला प्रादिकारणाच्या सेवाेता दिनांयुक्ताीनांतार शासेनांानांे वाेळेोवाेळेी दिनांदिदागष्ट काेलेल्या अटी आदिण शताी लागू राहुताील.

DRAFT RULES

1. These rules may be called the Chief Accounts Officer, Maharashtra Housing and Area Development Authority (Recruitment) Rules, 2025.

2. In these rules, unless the context requires otherwise,—

(a) "Authority " means the Maharashtra Housing and Area Development Authority established under section 3 of Maharashtra Housing and Area Development Act, 1976 (Mah. XXVIII of 1977) ;

(b) "Department" means Housing Department of Government of Maharashtra ;

(c) "eligibility for promotion" means the eligibility for promotion in accordance with the terms and conditions specified for promotion in rules, resolutions or orders issued by the General Administration Department, from time to time ;

(d) "Government" means the Government of Maharashtra;

3. Appointment to the post of Chief Accounts Officer on the establishment of the Authority, shall be made by promotion of a suitable person having eligibility for promotion, on the basis of seniority, from amongst the persons holding the post of Accounts Officer on the establishment of the Authority and having not less than three years of regular and continuous service on that post.

4. A person before being appointed to the post mentioned in rule 3 on promotion shall be required to pass the Departmental Examination if necessary, unless he has been exempted from passing the same.

5. A person appointed to post mentioned in rule 3 by promotion shall pass the Marathi and Hindi languages examinations as per the rules made in that behalf by the Government, from time to time, unless he has already passed or has been exempted from passing those examinations before getting promoted to the said post. Otherwise, such person shall not be eligible for promotion on the post mentioned in rule 3.

6. A person appointed to the post mentioned in rule 3 by promotion shall possess Certificate of Computer Operation prescribed by rules or orders issued in that behalf by the Government, from time to time, unless he has been exempted therefrom before getting promoted to the said post.

7. A person appointed to the post mentioned in rule 3 shall be liable to be transferred to any of the Board Office within the jurisdiction of the Authority in the State of Maharashtra.

8. The terms and conditions specified by the Government, from time to time, shall apply to the person appointed to the post mentioned in rule 3 after his appointment in the service of the Authority.

१. या दिनांयमांनांा, माहुाराष्ट्र गृहुदिनांमागण क्षेत्रादिवाकासे प्रादिकारणाताील लेखंा सेवाेताील लेखंादिकारी (सेवाप्रवाेश) दिनांयमा, २०२५ असे म्हुणावाे.

(अ) " शासेनां " याचा अर्थग, माहुाराष्ट्र शासेनां असेा आहुे.

(ड) "पोदाोन्नांताीसेाठेी पोात्राता" म्हुणजे शासेनांानांे वाेळेोवाेळेी दिनांगगदिमाता काेलेले दिनांयमा दिकांवा आदाेशाद्वारे दिनांदिदागष्ट काेलेल्या अटी आदिण शताी नांुसेार पोदाोन्नांताीसेाठेी पोात्राता.

३. प्रादिकारणाच्या आस्र्थापोनांेवारील लेखंादिकारी या पोदावारील दिनांयुक्ताी प्रादिकारणामाध्ये पोुढील दिनांयमानांुसेार कारण्याता येईल.

(अ) प्रादिकारणाच्या आस्र्थापोनांेवारील सेहुायका लेखंादिकारी हुे पोदा ारण कारणाऱ्या ताीनां वार्षांापोेक्षेा कामाी नांसेल इताकाी दिनांयदिमाता सेवा झालेल्या अदिकाऱ्यांमाूनां पोात्राता वा सेवाज्येष्ठेताेच्या आारे पोदाोन्नांताी दाेऊनां ;

दिकांवा

(ब) सेंचालका, लेखंा वा काोर्षांागरे यांच्या अदिपोत्याखंालील कायागलयाता माहुाराष्ट्र दिवात्त वा लेखंा सेवा (MFAS गट-अ कादिनांष्ठे) या पोदावार दिकामानां ताीनां वार्षांे सेवा पोूणग काेलेल्या अदिकाऱ्यांमाूनां, शासेनांाच्या प्रदितादिनांयुक्ताी ोरणानांुसेार तासेचा दिवाभागानांे वाेळेोवाेळेी शासेनां दिनांणगय/ पोरिरपोत्राका/ आदाेश इत्यादाी अन्वाये दिवादिहुता काेलेल्या प्रदितादिनांयुक्ताीच्या कायगपोध्दाताीनांुसेार प्रदितादिनांयुक्ताीनांे.

No.SEPRANI-2020/C.R.93/GRUNIBHU.— The following draft of rules which the Government of Maharashtra proposes to make in exercise of the powers conferred by clause (i) of sub-section (2) of section 184 read with sub-section (5) of section 19 of the Maharashtra Housing and Area Development Act, 1976 (Mah. XXVIII of 1977), and of all other powers enabling it in that behalf, and in supersession of all the existing rules, notifications, orders or any other instruments issued in this behalf to regulate recruitment to the post of Accounts Officer on the establishment of the Maharashtra Housing and Area Development Authority, is hereby published, as required by sub-section (3) of section 184 of the said Act, for the information of all the persons likely to be affected thereby; and a notice is hereby given that the said draft will be taken into consideration by the Government of Maharashtra on or after the 15th of January 2026.

DRAFT RULES

1. These rules may be called the Accounts Officer, Maharashtra Housing and Area Development Authority (Recruitment) Rules, 2025.

2. In these rules, unless the context requires otherwise,—

(a) "Authority " means the Maharashtra Housing and Area Development Authority established under section 3 of Maharashtra Housing and Area Development Act, 1976 (Mah.

XXVIII of 1977) ;

(b) " Department " means Housing Department of Government of Maharashtra ;

(d) "eligibility for promotion" means the eligibility for promotion in accordance with the terms and conditions specified for promotion in rules, resolutions or orders issued by the General Administration Department of the Government, from time to time ;

3. Appointment to the post of Accounts Officer on the establishment of the Authority, shall be made either,—

(1) by promotion of a suitable person having eligibility for promotion, on the basis of seniority, from amongst the persons holding the post of Assistant Accounts Officer on the establishment of the Authority and having not less than three years of regular and continuous service on that post ; or

(2) by deputation of a person who is having not less than three years of regular and continuous service on the equivalent post in the Maharashtra Finance and Accounts Service (MFAS Group-A Junior) under the jurisdiction of the Director, Accounts and Treasury in accordance with the terms and conditions specified in the rules, resolutions or orders issued by the General Administration Department of the Government, from time to time.

4. The appointment to the post mentioned in rule 3 by promotion and deputation shall be made in the ratio of 90:10.

5. A person before being appointed to the post mentioned in rule 3 on promotion shall be required to pass the Departmental Examination, if necessary, unless he has been exempted from passing the same.

6. A person appointed to post mentioned in rule 3 by promotion shall pass the Marathi and Hindi languages examinations as per the rules made in that behalf by the Government, from time to time, unless he has already passed or has been exempted from passing those examinations before getting promoted to the said post. Otherwise, such person shall not be eligible for promotion on the post mentioned in rule 3.

7. A person appointed to the post mentioned in rule 3 by promotion shall possess Certificate of Computer Operation prescribed by rules or orders issued in that behalf by the Government, from time to time, unless he has been exempted therefrom before getting promoted to the said post.

8. A person appointed to the post mentioned in rule 3 shall be liable to be transferred to any of the Board Office within the jurisdiction of the Authority in the State of Maharashtra.

9. The terms and conditions specified by the Government, from time to time, shall apply to the person appointed to the post mentioned in rule 3 after his appointment in the service of the Authority.

क्रमांका सेवादिनां-२०२०/प्र.क्र.९३/गृदिनांभाू.— माहुाराष्ट्र गृहुदिनांमागण वा क्षेत्रादिवाकासे अदिदिनांयमा, १९७६ (१९७७ चा माहुा. २८) यांच्या कालमा १८४ च्या पोट-कालमा(२) च्या खंड(एका) आदिण कालमा १९ च्या पोट-कालमा (५) द्वारे प्रदानां कारण्याता आलेल्या अदिकारांचा तासेचा त्याबाबताीता सेमार्थग कारणाऱ्या सेवाग इतार अदिकारांचा वापोर कारूनां वा याबाबताीता कारण्याता आलेले सेवाग दिवाद्यमानां दिनांयमा, आदाेश दिकांवा अनांुदाेश यांचाे अदिक्रमाण कारूनां माहुाराष्ट्र शासेनां याद्वारे माहुाराष्ट्र गृहुदिनांमागण वा क्षेत्रादिवाकासे प्रादिकारणाच्या आस्र्थापोनांेवारील सेहुाय्यका लेखंादिकारी या पोदावारील सेवा प्रवाेश दिवादिनांयदिमाता कारणारे पोुढील दिनांयमा कारीता आहुे, या कायद्याच्या कालमा १८४ च्या उपो-कालमा(३) द्वारे आवाश्यकाताेनांुसेार माहुाराष्ट्र शासेनांानांे दिनांयमाचा खंालील मासेुदा तायार कारण्याचा प्रस्तावा ठेवाला आहुे. त्यामाुळे प्रभादिवाता हुोण्याचाी शक्यता असेलेल्या सेवाग व्यक्तांच्या मादिहुताीसेाठेी सेदार मासेुदा प्रकादिशता कारण्याता येता आहुे; आदिण याद्वारे सेूचानांा दाेण्याता येता आहुे काी, सेदार मासेुदा १५ जानांेवारी २०२६ या तारखंेला दिकांवा त्यानांतार माहुाराष्ट्र शासेनां दिवाचाराता घेईल.

ंबई ४०० ०३२ यांनांा प्राप्ता हुोणारे आक्षेपो दिकांवा सेूचानांा शासेनांासे योग्य वाटल्यासे २. उपोरोक्ता तारखंेपोूवाी सेदार मासेुदा दिनांयमांबाबता काोणत्याहुी व्यक्ताीकाडूनां अपोर माुख्य सेदिचावा, गृहुदिनांमागण दिवाभाग, मांत्रालय, मादामा कामा मागग, हुतात्मा राजगुरू चाौका, माु दिवाचाराता घेताल्या जाताील.

सेवाप्वेश किंनयेमाचे प्ारूप

१. या दिनांयमांनांा, माहुाराष्ट्र गृहुदिनांमागण क्षेत्रादिवाकासे प्रादिकारणाताील लेखंा सेवाेताील सेहुायका लेखंादिकारी (सेवाप्रवाेश) दिनांयमा, २०२५ असे म्हुणावाे.

(अ) " शासेनां " याचा अर्थग, माहुाराष्ट्र शासेनां असेा आहुे ;

(ब) " दिवाभाग " याचा अर्थग माहुाराष्ट्र शासेनांाचा गृहुदिनांमागण दिवाभाग असेा आहुे ;

(ड) " पोदाोन्नांताीसेाठेी पोात्राता " म्हुणजे शासेनांानांे वाेळेोवाेळेी दिनांगगदिमाता काेलेले दिनांयमा दिकांवा आदाेशाद्वारे दिनांदिदागष्ट काेलेल्या अटी आदिण शताी नांुसेार पोदाोन्नांताीसेाठेी पोात्राता.

३. प्रादिकारणाच्या आस्र्थापोनांेवारील सेहुायका लेखंादिकारी या पोदावारील दिनांयुक्ताी प्रादिकारणामाध्ये पोुढील दिनांयमानांुसेार कारण्याता येईल.

(अ) प्रादिकारणाच्या आस्र्थापोनांेवारील लेखंापोाल सेंवागागताील दिनांयदिमाता सेवाेचाी ताीनां वार्षांागपोेक्षेा कामाी नांसेल इताक्या वार्षांागचाी सेवा असेलेल्या अदिकाऱ्यांमाूनां पोात्राता वा सेवाज्येष्ठेताेच्या आारे पोदाोन्नांताी दाेऊनां ;

दिकांवा

(ब) राज्य शासेनांाच्या माहुाराष्ट्र दिवात्त वा लेखंा सेवापोरीक्षेा-३ अहुगता ारण कारणाऱ्या अदिकाऱ्यांमाूनां शासेनांाच्या प्रदितादिनांयुक्ताी ोरणानांुसेार तासेचा दिवाभागानांे वाेळेोवाेळेी शासेनां दिनांणगय/ पोरिरपोत्राका/ आदाेश इत्यादाी अन्वाये दिवादिहुता काेलेल्या प्रदितादिनांयुक्ताीच्या कायगपोद्धताीनांुसेार प्रदितादिनांयुक्ताीनांे,महाराष्ट्र शासन राजपत्र असाधारण भाग चार-ब, जानेवारी ८, २०२६/पार्ष १८, शके १९४७ १३ शासेनांाच्या अन्य प्रशासेकाीय दिवाभागाकाडूनां अर्थवा कायागलयाकाडूनां या पोदावार गृहुदिनांमागण दिवाभागाच्या मान्यताेदिशवाय / सेंमाताीदिशवाय पोरस्पोर दिनांयुक्ताी दाेता येणार नांाहुी.

Maharashtra housing and area developMent act, 1976.

No.SEPRANI-2020/C.R.93/GRUNIBHU.— The following draft of rules which the Government of Maharashtra proposes to make in exercise of the powers conferred by clause (i) of sub-section (2) of Section 184 read with sub-section (5) of Section 19 of the Maharashtra Housing and Area Development Act, 1976 (Mah. XXVIII of 1977), and of all other powers enabling it in that behalf, and in supersession of all the existing rules, notifications, orders or any other instruments issued in this behalf to regulate recruitment to the post of Accountant on the establishment of the Maharashtra Housing and Area Development Authority, is hereby published, as required by sub-section (3) of Section 184 of the said Act, for the information of all the persons likely to be affected thereby ; and a notice is hereby given that the said draft will be taken into consideration by the Government of Maharashtra on or after the 15th of January 2026.

DRAFT RULES

1. These rules may be called the Accountant, Maharashtra Housing and Area Development Authority (Recruitment) Rules, 2025.

2. In these rules, unless the context requires otherwise,—

(a) " Authority " means the Maharashtra Housing and Area Development Authority established under section 3 of Maharashtra Housing and Area Development Act, 1976 (Mah.

XXVIII of 1977) ;

(b) " Department" means Housing Department of Government of Maharashtra ;

(d) " eligibility for promotion " means the eligibility for promotion in accordance with the terms and conditions specified for promotion in rules, resolutions or orders issued by the General Administration Department, from time to time ;

3. Appointment to the post of Accountant on the establishment of the Authority, shall be made either,—

(1) by promotion of a suitable person having eligibility for promotion, on the basis of seniority, from amongst the persons holding the post of Clerk or Clerk-cum-Typist in the establishment of the Authority having not less than five years of regular and continuous service on that post and has passed the Accountant Grade Examination (Grade-II) conducted by the Accountant General's Office or equivalent thereto ; orमहाराष्ट्र शासन राजपत्र असाधारण भाग चार-ब, जानेवारी ८, २०२६/पार्ष १८, शके १९४७ १९ (2) by deputation of a person who is having not less than three years of regular and continuous service on the equivalent post in Maharashtra Finance and Accounts Service under the jurisdiction of the Director, Accounts and Treasury or from among persons working in Government of Maharashtra or other local authorities who have passed the departmental accountant examination conducted by the Accountant General's office or, from among persons working in equivalent post to that of Accountant in the MHADA authority, in accordance with the Government's deputation policy and the deputation procedures prescribed by the department from time to time through Government resolutions/circulars/orders, etc.

No appointment to this post can be made by any other administrative department or office of the Government without the approval/consent of the Housing Department.

4. The appointment to the post mentioned in rules 3 by promotion and deputation shall be made in the ratio of 90:10.

8. A person appointed to the post mentioned in rule 3 shall be liable to be transferred to any of the Board Office within the jurisdiction of the Authority in the State of Maharashtra.

9. The terms and conditions specified by the Government, from time to time, shall apply to the person appointed to the post mentioned in rule 3 after his appointment in the service of the Authority.
