क्रमांका अदिसूचानांा-२०२५/(प्र.क्र.२१/२५)/लेप.— ज्याअर्थी, सूार्वगजदिनांका दिहुतासूाठी माहुाराष्ट्र जलसूंपत्ती दिनांयमानां प्रादिकारण, कायदा, २००५ (सूनां २००५ चा माहुाराष्ट्र अदिदिनांयमा क्रमांका १८) च्या कालमा ३ च्या पोट कालमा (१ ) अन्र्वये प्रस्र्थीादिपता "माहुाराष्ट्र जलसूंपत्ती दिनांयमानां प्रादिकारण, माु ंबई" (याता यापुढे ज्याचा "उक्ता माहुामांडळ" असूा दिनांदाेश कारण्याता आला आहुे) यांच्या लेख्यांचाी लेखापरीक्षा भारताचाे दिनांयंत्राका माहुालेखापरीक्षाका यांच्याकाडूनां हुोणे आर्वश्यका आहुे. याबाबता माहुाराष्ट्राचाे राज्यपाल यांचाी खात्राी झाली आहुे.
त्याअर्थी, आता दिनांयंत्राका र्व माहुालेखापरीक्षाका (कातागव्ये, अदिकार र्व सूेर्वेच्या शताी) अदिदिनांयमा, १९७१ (१९७१ चा ५६) यांच्या कालमा २० च्या पोट-कालमा (१) व्दारे प्रदानां कारण्याता आलेल्या अदिकारांचा र्वापर कारूनां माहुाराष्ट्राचाे राज्यपाल, दिनांयंत्राका र्व माहुालेखापरीक्षाका यांच्याशी दिर्वचारदिर्वदिनांमाय काेल्यानांतार आदिण उक्ता प्रादिकारण अशा लेखापरीक्षाेच्या प्रस्तार्वांसूंबंाता अदिभार्वेदानां दाेण्याचाी सूंी दिदाल्यानांतार, याव्दारे दिनांयंत्राका र्व माहुालेखापरीक्षाका यांनांा यासूोबता जोडलेल्या अनांुसूचाीमाध्ये नांमाूदा काेलेल्या अटंर्वर र्व ंबई यांचाे दिदानांांका १ एदिप्रल २०२५ पासूनां ३१ माचाग शतांर्वर पाचा र्वर्षागच्या कालार्वीसूाठी माहुाराष्ट्र जलसूंपत्ती दिनांयमानां प्रादिकारण, माु २०३० पयंता प्रादिकारणाच्या लेख्यांचाी लेखापरीक्षा कारण्यासू प्रादिकाृता कारण्याता येता आहुे.

अटी व शती
(१) दिनांयंत्राका र्व माहुालेखापरीक्षाका यांनांी स्र्वता:च्या र्वताीनांे आदिण स्र्वता: दिदालेल्या अनांुदाेशांनांुसूार / मागगदाशगका तात्त्र्वांनांुसूार लेखापरीक्षा कारण्यासूाठी एखाद्या प्रार्थीदिमाका लेखापरीक्षाकाचाी दिनांयुक्ताी सूुचार्वार्वी. असूा एखादा लेखापरीक्षाका दिनांयुक्ता कारण्याता आला असूेल त्याबाबताीता, त्या लेखापरीक्षाकाला द्यार्वयाचाे शुल्का माहुामांडळाकाडूनां दाेय असूेल. असूा लेखापरीक्षाका दिनांयुक्ता कारण्याता आला नांसूेल त्याबाबताीता, लेखापरीक्षाेच्या सूंबंाता भारताचाे दिनांयंत्राका र्व माहुालेखापरीक्षाका यांच्याकाडूनां कारण्याता आलेल्या खाचागचाी रक्कामा उक्ता माहुामांडळाकाडूनां त्यांनांा दाेय हुोईल.
(२) दिनांयंत्राका र्व माहुालेखापरीक्षाका यांनांा असूा प्रार्थीदिमाका लेखापरीक्षाका दिनांयुक्ता कारण्याता आला असूेल तार त्याच्याकाडूनां कारार्वयाच्या लेखापरीक्षाेबरोबरचा लेख्यांचाी चाचाणीदाेखाील तापासूणी कारण्याचा आदिण प्रार्थीदिमाका लेखापरीक्षाकाच्या अहुर्वालार्वर अदिभाप्राय दाेण्याचा अदिकार असूेल.
(३) भारताचाे दिनांयंत्राका र्व माहुालेखापरीक्षाका दिकांर्वा लेखापरीक्षाेच्या सूंबंाता त्यांनांी दिनांयुक्ता काेलेली काोणताीहुी व्यक्ताी यांनांा दिनांयंत्राका र्व माहुालेखापरीक्षाका यांसू शासूनांाच्या लेख्यांचाी लेखापरीक्षा कारण्यासूंबंाता जे अदिकार, दिर्वशेर्षादिकार र्व प्रादिकार असूताता ताेचा अदिकार, दिर्वशेर्षादिकार र्व प्रादिकार सूदार व्यक्ताीसू असूताील.
(४) दिनांयंत्राका र्व माहुालेखापरीक्षाका दिकांर्वा त्यांनांी दिनांयुक्ता काेलेली एखादाी व्यक्ताी लेखापरीक्षाेचा अहुर्वाल दिनांयामाका मांडळाला काळर्वील. दिनांयामाका मांडळ त्यांच्या म्हुणण्यासूहु अहुर्वालाचाी प्रता शासूनांासू सूादार कारील. दिनांयंत्राका र्व माहुालेखापरीक्षाकाहुी अहुर्वालाचाी प्रता र्थीेट शासूनांाकाडे पाठीर्वताील.
(५) त्या कालार्वीनांतार त्या व्यर्वस्र्थीेचाे पुनांदिर्वगलोकानां कारण्याच्या अीनां राहुूनां लोकादिहुताच्या दाृष्टीनांे दिनांयंत्राका र्व माहुालेखापरीक्षाका यांच्याकाडे सूोपदिर्वलेली लेखापरीक्षा दिदानांांका १ एदिप्रल २०२५ ताे ३१ माचाग २०३० पयंताच्या पाचा र्वर्षागच्या लेख्यांच्या कालार्वीसूाठी असूेल.
(६) लेखा परिरक्षाेचाी व्याप्ताी, मायागदा र्व ताी कारण्याचाी पद्धता दिनांयंत्राका र्व माहुालेखापरीक्षाका यांनांी ठीरदिर्वल्याप्रमाणे असूेल.
(७) अशा ताऱ्हुेनांे काेलेल्या लेखा परीक्षाणाचा अहुर्वाल राज्य दिर्वानांमांडळाता सूादार कारणे, हुी बाब भारताचाे दिनांयंत्राका र्व माहुालेखापरीक्षाका यांच्या स्र्वेच्छादिनांणगयार्वर अर्वलंबूनां राहुील.

NOTIFICATION
Comptroller and auditor General´s (duties, powers and Conditions of serviCe) aCt,1971.
No. ADHISUCHANA 2025/C.R.21/2025/Audit Cell.— Whereas, the Governor of Maharashtra is satisfied that it is necessary, in the public interest, to audit the accounts of the Maharashtra Water Resources Regulatory Authority, Mumbai consituted under sub - section (1) of section 3 of the Maharashtra Water Resources Regulatory Authority Act, 2005 (Mah. XVIII of 2005) (hereinafter referred to as "the said Authority ") by the Comptroller and Auditor -General of India;
Now, therefore, in exercise of the powers conferred by sub-section (1) of section 20 of the Comptroller and Auditor-General's (Duties, Powers and Conditions of Service) Act, 1971 (56 of 1971), the Governor of Maharashtra, after consultation with the Comptroller and Auditor-General of India and giving the said Authority an opportunity to make representation with regard to the proposal for such audit, hereby requests the Comptroller and Auditor-General, to audit the accounts of the said Authority, for a period of five years commencing from the 1st April 2025 and ending on the 31st March 2030, on the terms and conditions mentioned in the Schedule appended hereto.
SCHEDULE
(Terms and conditions for entrustment of audit to the Comptroller and Auditor-General of India under sub-section (1) of section 20 of the Comptroller and Auditor General´s (Duties, Powers and Conditions of Service) Act, 1971.)
Terms and Conditions
(1) The Comptroller and Auditor-General of India may, suggest the appointment of a primary auditor to conduct the audit on his behalf and on the basis of directions or guidelines issued by him. In such a case the fees to such auditor will be payable by the said Authority and where such an auditor is not appointed, expenditure incurred by Comptroller and Auditor-General of India, in connection with the audit will be payable to him by the said Authority.
(2) In addition to audit to be conducted by the primary auditor, where so appointed, the Comptroller and Auditor-General of India will have the right to conduct such test check of the accounts and to comment on the supplement report of the primary auditor, as he may deem fit.
(3) The Comptroller and Auditor-General of India or any person appointed by him in connection with such audit, shall have the same rights, privileges and authority as the Comptroller and Auditor- General has in connection with the audit of the Government accounts.
(4) The report of audit will be communicated by the Comptroller and Auditor-General or any person appointed by him to the Governing body of the said Authority and the governing body of the said Authority shall submit a copy of the report along with its observation to the Government. The Comptroller and Auditor-General shall also forward a copy of the report directly to the Government. (5) The audit entrusted to the Comptroller and Auditor-General in public interest shall be for a period of five years commencing with accounts for the year 1st April 2025 and ending with the accounts for the year 31st March 2030 subject to review of arrangement after that period.
४ महाराष्ट्र शासन राजपत्र असाधारण भाग चार-ब, माच १२, २०२६/फाल्गुन २१, शके १९४७ ५ (6) The scope, extent and manner of conducting audit shall be as decided by the Comptroller and Auditor-General.(7) The Comptroller and Auditor-General will have the right to report to the State Legislature, the audit report at his discretion.
