In pursuance of clause (3) of article 348 of the Constitution of India, the following translation in English of the Maharashtra Private Skills Universities (Establishment and Regulation) (Amendment) Bill, 2026 (L. C. Bill No. VIII of 2026), introduced in the Maharashtra Legislative Council on the 24th March 2026, is hereby published under the authority of the Governor.

A BILL
to amend the Maharashtra Private Skills Universities
(Establishment and Regulation) Act, 2024.
Mah. XXXV of 2024.
WHEREAS it is expedient to amend the Maharashtra Private Skills Universities (Establishment and Regulation) Act, 2024, for the purposes hereinafter appearing; it is hereby enacted in the Seventy-seventh Year of the Republic of India as follows:-
1. This Act may be called the Maharashtra Private Skills Universities Short title.

2. In the SCHEDULE appended to the Maharashtra Private Skills Universities (Establishment and Regulation) Act, 2024, in Part II, in the table, the following entries shall be inserted, namely :—
Amendment of Schedule of Mah. XXXV of 2024.
"1. Pasha Patel SkillTech University,
Lodga, situated at post Lodga, Gat No. 238, Phoenix Educational Campus, Taluka Ausa, District Latur-413 531.
Phoenix Foundation Sanstha, Latur, a society registered under the Societies Registration Act, 1860 (21 of 1860), bearing registration No. MAH/18584/08/Latur, having its registered office at Vitthal Housing Society, Near Church, Nanded Road, Latur-413 512.
2. FUEL Skill Tech and
Entrepreneurship University, Pune, situated at Sector A4, Survey No. 16/1/1, Forest Trails Township, Paranjape Schemes, Paud Road, Bhugaon, Pune, Maharashtra-412 115.
FUEL (Friends Union for Energising Lives), a Public Trust registered under the Maharashtra Public Trusts Act (XXIX of 1950), bearing registration No. E4913 (Pune) having its registered office at Sector A4, Survey No. 16/1/1, Forest Trails Township, Paranjape Schemes, Paud Road, Bhugaon, Pune, Maharashtra-412 115.".

The Maharashtra Private Skills Universities (Establishment and Regulation) Act, 2024 (Mah. XXXV of 2024) provides for establishment, incorporation and regulation of self-financed private skills universities for the development and advancement of skills education in the State of Maharashtra.
2. Section 6 of the said Act provides that the Government may, after considering the report submitted by the Verification Committee under sub- section (4) of section 5, if satisfied that the sponsoring body has complied with the provisions of section 5, permit the establishment of a private skills university, by inclusion of the name, location and headquarter of the private skills university and its sponsoring body in Part II of the Schedule, by amending the Schedule by enacting a law by the State Legislature.
3. The Government, after considering the report submitted by the Verification Committee under sub-section (4) of section 5, is satisfied that the sponsoring bodies Phoenix Foundation Sanstha, Latur and FUEL (Friends Union for Energising Lives) has complied with the provisions of section 5 for establishment of private skills universities by the name of "Pasha Patel Skill Tech University, Lodga" and " FUEL Skill Tech and Entrepreneurship University, Pune", respectively.
4. It is, therefore, considered expedient to amend Part II of the Schedule appended to the Maharashtra Private Skills Universities (Establishment and Regulation) Act, 2024, to permit establishment of the said proposed private skills universities and to include therein the name, location and headquarters of the said universities and the sponsoring bodies, by enacting a law.
5. The Bill seeks to achieve the above objectives.
