आविणे ज्याअथाी, संबंवित उक्त विनांयुक्त अविकारी यांचौे अहुाला विचौारात घेतल्यानांतर आविणे संचौालाक, नांगररचौनांा, महुाराष्ट्र राज्य, पीुणे यांचौेशाी सल्लामसलात केल्यानांतर उक्त फेरबदाला, काहुी विकरकोळ बदालांसहु मंजूर करणे आश्यक असल्याचौे शासनांाचौे मत झालाे आहुे;
आता त्याअथाी, उक्त अविविनांयमाच्या कलाम ३७ (१कक) (ग) आविणे कलाम २०(४) अन्ये दात्त असलाेल्या अविकारांचौा ापीर करूनां शासनां याद्वारे :—
(अ) मंजूर UDCPR विनांयमालाीमध्ये एकात्मित्मक विक्रडीा संकुला (Integrated Sports Complex) अंतगगत स्ेविडीयम, विक्रडीांगणे, बंविदास्त विक्रडीासंकुला यासहु सग कारच्या राष्ट्रीय आंतरराष्ट्रीय दाजागच्या विक्रडीा स्पीागसाठी आश्यक ती मोकळी मैदानांे / बांकाम, चौी विनांासस्थानांे, ट्रेविनांग व्यस्था, अनांुषंगीक कमगचौारी विनांासस्थानांे / कायागलाये या ापीरां व्यवितरिरक्त काहुी क्षेत्रार ेक्षेक गॅलारी, खेळाडीं तारांविकत हुॉेला, विक्रडीा सुविा इ. योजनांाकरिरता बांकाम अनांुज्ञेय करण्याचौे दाृष्ीकोनांातूनां नांीनां तरतूदा समाविष् करणेसाठी (सोबतच्या पीरिरविशाष्-अ मध्ये सविस्तरपीणे नांमूदा केल्यामाणे) शासनांाचौी मंजुरी दाेण्यात येत आहुे.
(ब) सदार मंजूर फेरबदाला, सदार अविसूचौनांा शासन राजपत्रात विसध्दा झाल्याच्या विदानांांकापीासूनां अंमलात येईला, असे विनांत्मिश्चौत करीत आहुे.
सदारचौी अविसूचौनांा, कामकाजाचौे विदाशाी एक मविहुन्याच्या कालाीकरीता जनांतेच्या अलाोकनांाथाग सग संबंवित विनांयोजनां ाविकरणे आविणे नांगररचौनांा आविणे मुल्यविनांागरणे विभागाचौी विजल्हुा शाखा कायागलाये या कायागलायांमध्ये उपीलाब् राहुीला.

(I) The following New Provision at Sr. No.9- "Integrated Sports Complex" is added in Table No.6E in the Regulation No.6.2.2 of Unified Development Control and Promotion Regulations (UDCPR) For Maharashtra State As Follows -
Sanctioned Provision :—

It shall be mandatory to utilize minimum 70% area of the total area of the Integrated Sports Complex for the purpose of Play Ground / Stadium / Open Grounds / allied constructions for the such uses, Audience Gallery / Residence for Sport Persons or Athlete residency / Training Management and other allied uses such as Workers Residence / Offices / Toilets / Swimming Pool etc. iii. Remaining 30% area of the Integrated Sports Complex shall be utilized and permissible for the uses such as Star Category Hotels, Integrated Stores Facilities / Sports Shops / Mall / Stores / Rest Rooms etc. iv. The maximum permissible FSI allowed for Integrated Sports Complex shall be basic 1.1 & Ancillary FSI allowed. v. In the Development / Regional Plan, if any land is reserved or designated for the purpose of Play Ground, stadium or if any land situated in the developable zones such as Residential Zone, Commercial Zone, Industrial Zone, Public / Semi Public Zone having an area of 5 Hect. or more in the Mumbai Metropolitan Region area/ 10 hect. or more in the rest of region, then development or re-development of the "Integrated Sports Complex" shall be permissible on the said reservation / designated land / land situated in aforesaid developable zone. However, Integrated Sports Complex shall not be allowed in congested area. v i . A p p r o p r i a t e A u t h o r i t y f o r development/ redevelopment of the said reservation shall be concerned Planning Authority or State Sports Department Also, such Authority may allow the landowner to develop the entire reservation for the intended purpose only." vii. Such reservation can also be developed jointly by the State Sports Department, and Planning Authority viii. Other provisions for development of Integrated Sports Complex shall be permissible as per the provisions of UDCPR. |
(II) The Regulation No. – 4.27.5 in of Unified Development Control and Promotion Regulations (UDCPR) is revised as Follows :—

NOTIFICATION
The MaharashTra regional and Town Planning acT, 1966.
No.TPS-1825/UOR-38/CR.117/2025/Sec.37(1AA)(c) & Sec-20(4)/UD-13.— Whereas, the Government of Maharashtra has sanctioned the Unified Development Control and Promotion Regulations (UDCPR)(hereinafter referred to as "the said UDCPR Regulations") for the state except Municipal Corporation of Greater Mumbai, and some Planning Authorities under the provisions of the Maharashtra Regional & Town Planning Act, 1966 (hereinafter referred to as "the said Act") vide Notification No.TPS-1818/CR.238/18/DP. and RP./Sec.37 (1AA) (c) & sec.20(4)/UD-13, dated 02/12/2020 and the said UDCPR regulations are come into force from dt.03.12.2020;
And whereas, there is provision No.6.2.2, in the Table No.6E in Sr.No.8 to develop the Stadium with Pavilion in the said Regulation;
And whereas, the Government of Maharashtra is of the opinion that, it is necessary to include a New Provision No.9 in the Table No.6E of Regulation No.6.2.2 & to revised Regulation No.4.27.5 of the said UDCPR Regulation in respect of the Integrated Sports Complex for the purpose of Stadium, Play Grounds, Indoor Sports Complex, Open Grounds, Buildings required for the National and International Level Sports Competitions, Spectator Galleries, Accommodation for Players, Training Facilities, Residential Quarters/Offices on the specific area etc. and in addition to these uses, it is also necessary to permit construction on some part of the area for Star Category Hotels, Sports-related facilities, etc. and for that purpose it is necessary to modify the said UDCPR Regulation, as mentioned in Schedule-A appended with this notice (hereinafter referred to as "the said Modification Proposal") ;
And whereas, in exercise of the powers conferred under section 37(1AA) and section 20(3) of the said Act and all other powers enabling in that behalf, the Government has published a Notice No. TPS-1825/UOR-38/CR.117/2025/Sec.37(1AA)(a) & Sec-20(3)/UD-13, dt.18.09.2025 for inviting suggestions / objections from general public in respect to the Proposed Modification as mentioned in the Schedule-B appended to the said notice and appointed the concerned Divisional Joint Director of Town Planning as an 'Officer' (hereinafter referred to as 'the said Officer') to completed procedure as stipulated under section 37(1AA) and section 20(3) of the said Act and to submit report on the objections / suggestions received in respect of the Proposed Modification to the Government after giving hearing to the concerned persons;
And whereas, the said Notice dated 18.09.2025 was published in the Maharashtra Government Gazette Extra Ordinary Part-1, Central Sub-Division dated 18th September, 2025 in the Page No.1 to Page No.7 and the said Officers have submitted their report to government through the Director of Town Planning, Maharashtra State, after completing the legal procedure stipulated under section 37(1AA) and section 20(3) of the said Act;
And whereas, after considering the report of the said Officers and after consulting the Director of Town Planning, Maharashtra State, the Government is of the opinion that the said modification is required to be sanctioned with some minor changes;
Now therefore, in exercise of the powers conferred upon it under section 37(1AA) (c) and 20(4) of the said Act, the Government hereby :—
६ महाराष्ट्र शासन राजपत्र असाधारण भाग एक–मध्य उप-विभाग, एवपल ८, २०२६/चैत्र १८, शके १९४८A. The State Government herewith accord sanction to the proposed modification to include a New Provision No.9 in the Table No.6E of Regulation No.6.2.2 & to revised Regulation No.4.27.5 of the said UDCPR Regulation in respect of the Integrated Sports Complex for the purpose of Stadium, Play Grounds, Indoor Sports Complex, Open Grounds, Buildings required for the National and International Level Sports Competitions, Spectator Galleries, Accommodation for Players, Training Facilities, Residential Quarters/Offices on the specific area etc. and in addition to these uses, it is also necessary to permit construction on some part of the area for Star Category Hotels, Sports-related facilities as described more specifically in the Schedule-A appended herewith.
B. Fixes the date of publication of this Notification in the Official Gazette as the date of coming into force of this modification.
This Notification shall be kept open inspection to the general public in the office of all concerned Planning Authorities and District Offices of Town Planning and Valuation Department for the period of one month, on all working days.
This Notification is also available on the Government website www.maharashtra.gov.in (Acts / Rules)
