क्रमांक पीएमआरडीए/नि.वि./प्र.क्र. ४०८/२०२६.---- ज्याअर्थी, भारताच्या राज्यघटनेतील अनुच्ेद २४३-प मधील तरतुदी तसेच महाराष्ट्र महानगर नियोजन समिती (घटना आणि कार्य) अधिनियम, १९९९ च्या कलम २ (क) अन्वये महाराष्ट्र शासन, नगर विकास विभाग यांचेकडील अधिसूचना क्रमांक टीपीएस-१८९९/११९१/सीआर-८०/९९/युडी-१३, दिनांक २३ जुलै १९९९ रोजी पुणे शहराभोवतालचे काही क्षेत्र "पुणे महानगर क्षेत्र" म्हणून जाहीर केले आहे ;
आणि ज्याअर्थी, महाराष्ट्र प्रादेशिक नियोजन व नगर रचना अधिनियम, १९६६ (यापुढे "उक्त अधिनियम" असा उल्लेख करण्यात आला आहे) मधील कलम ४२-अ, ४२-क व ४२- चे तरतुदींन्वये महाराष्ट्र शासन, नगर विकास विभाग यांचेकडील अधिसूचना क्रमांक टीपीएस-१८१५/ १२०४/१३/सीआर-८७/१५/युडी-१३, दिनांक ३१ मार्च २०१५ रोजी पुणे महानगर क्षेत्रास "पुणे महानगर प्रदेश क्षेत्र" म्हणून घोषित केले आहे ; आणि त्याद्वारे या घोषित क्षेत्रासाठी "पुणे महानगर क्षेत्र विकास प्राधिकरण" स्थापन केले आहे ;
आणि ज्याअर्थी, महाराष्ट्र शासनाने दिनांक ४ डिसेंबर २०१५ व १० ेब्रुवारी २०१६ रोजीच्या अधिसूचनांद्वारे पुणे महानगर प्रदेश क्षेत्राच्या सीमा विस्तारित व सुधारित केल्या आहेत (यापुढे "उक्त महानगर क्षेत्र" असा उल्लेख करण्यात आला आहे) ;
आणि ज्याअर्थी, महाराष्ट्र महानगर प्रदेश विकास प्राधिकरण कायदा, २०१६ (एमएमआरडीए कायदा, २०१६) च्या कलम ३ च्या उपकलम (१) आणि उक्त अधिनियमातील कलम ४२-अ, ४२-क व ४२- चे तरतुदींन्वये प्रदान केलेल्या अधिकारांचा वापर करून, महाराष्ट्र शासन, नगर विकास विभाग यांचेकडील अधिसूचना क्रमांक पीएमआरडीए-३३१६/सीआर-५४/युडी-७, दिनांक ११ जुलै २०१६ द्वारे, सदर महानगर क्षेत्रासाठी पुणे महानगर प्रदेश विकास प्राधिकरणाची स्थापना करण्यात आली आहे, ज्याचे वर्णन त्यासोबत जोडलेल्या अनुसूचीमध्ये (यापुढे "उक्त प्रदेश विकास प्राधिकरण" असा उल्लेख करण्यात आला आहे) अधिक स्पष्टपणे केले आहे आणि दिनांक ३१ मार्च २०१५, दिनांक ४ डिसेंबर २०१५ आणि दिनांक १० ेब्रुवारी २०१६ च्या वरील अधिसूचना रद्द करण्यात आल्या आहेत ;
आणि ज्याअर्थी, सदर महानगर क्षेत्राच्या योग्य आणि सुव्यवस्थित विकासासाठी, उक्त अधिनियमाच्या कलम-४० (१) (ड) अन्वये प्रदान केलेल्या अधिकारांचा वापर करून, महाराष्ट्र शासन, नगर विकास विभाग यांचेकडील, दिनांक १८ जानेवारी २०१८ रोजीची अधिसूचना क्रमांक टीपीएस- १८१७/सीआर-१७३/१७/युडी-१३ अन्वये, त्या अधिसूचनेसोबत जोडलेल्या अनुसूचीमध्ये नमूद केलेले क्षेत्र, अधिसूचित क्षेत्र म्हणून विनिर्दिष्ट करण्यात आले असून या अधिसूचित क्षेत्रासाठी पुणे महानगर प्रदेश विकास प्राधिकरणाची, त्याच्या स्थापनेपासून म्हणजेच दिनांक ३१ मार्च २०१५ पासून विशेष नियोजन प्राधिकरण म्हणून नियुक्ती करण्यात आलेली आहे ;

(पु.वि.पु.)--- ०४२ महाराष्ट्र शासन राजपत्र, असाधारण भाग एक - पुणे विभागीय पुरवणी, गुरुवार, एप्रिल ३०, २०२६ / वैशाख १०, शके १९४८ आणि ज्याअर्थी, शासनाच्या नगर विकास विभागाकडील अधिसूचना क्रमांक टीपीएस-१८२४/१२२०/प्र.क्र. १११/२०२४/नवि-१३, दिनांक १० ऑक्टोबर २०२४ नुसार उक्त अधिनियमातील कलम ४० (१बी) अन्वये पुणे महानगर प्रदेश विकास प्राधिकरण क्षेत्रातील बाह्यवळण मार्ग व त्यालगत एकूण २ ग्रोथ सेंटरचा विकास करणेकरिता हवेली, मुळशी, पुरंदर, भोर, व वेल्हे या पाच तालुक्यांतील ६६८ चौ. कि.मी. क्षेत्र असलेल्या ११७ महसुली गावांकरिता महाराष्ट्र राज्य रस्ते विकास महामंडळाची विशेष नियोजन प्राधिकरण म्हणून नेमणूक केलेली आहे ;
आणि ज्याअर्थी, दिनांक २९ ऑगस्ट २०२५ रोजी महाराष्ट्र प्रादेशिक नियोजन व नगर रचना अधिनियम, १९६६ मध्ये सुधारणा करून महाराष्ट्र प्रादेशिक नियोजन व नगर रचना (सुधारणा) अधिनियम, २०२५ (यापुढे "उक्त सुधारणा अधिनियम" असा उल्लेख करण्यात आला आहे) महाराष्ट्र शासन राजपत्रात प्रसिद्ध केलेला आहे ;
आणि ज्याअर्थी, पुणे महानगर प्रदेश विकास प्राधिकरणाच्या क्षेत्राचा सुयोग्य व सुनियोजित विकास साधण्यासाठी उक्त सुधारणा अधिनियमातील कलम ४२ (ह) (२) अन्वये संरचना योजना तयार करणे आवश्यक असल्याचे पुणे महानगर प्रदेश विकास प्राधिकरणाने ठरविले आहे ;
आणि ज्याअर्थी, पुणे महानगर नियोजन समितीच्या दिनांक १२ जानेवारी २०२६ रोजीच्या ठराव क्रमांक २ द्वारे दिलेल्या मान्यतेनुसार, पुणे महानगर प्रदेश विकास प्राधिकरणाने दिनांक ११ डिसेंबर २०२५ रोजी झालेल्या बैठकीत पुणे महानगर प्रदेशातील क्षेत्रासाठी संरचना योजना तयार करण्यासाठी ठराव क्रमांक १३/७ मंजूर केला आहे आणि महानगर आयुक्त तथा मुख्य कार्यकारी अधिकारी, पुणे महानगर प्रदेश विकास प्राधिकरण यांना शासनाच्या निदेशानुसार संरचना योजना तयार करण्याचा इरादा जाहीर करण्यास प्राधिकृत केलेले आहे ;
आणि ज्याअर्थी, महाराष्ट्र शासन, नगर विकास विभागाने दिनांक १० ेब्रुवारी २०२६ च्या अधिसूचनेन्वये उक्त सुधारणा अधिनियमातील प्रकरण -ब ( संरचना योजना) कलम ४२ मधील तरतुदींनुसार पुणे महानगर प्रदेश विकास प्राधिकरणाचे क्षेत्रासाठी प्रारुप संरचना योजना ( ) तयार करणेबाबत आवश्यक ती कार्यवाही त्वरित करण्याचे उक्त अधिनियमाच्या कलम १५४ अन्वये निदेश दिलेले आहेत ;
आणि ज्याअर्थी, उक्त अधिनियमाच्या कलम ४० (१) आणि कलम ४० (१) (ड) द्वारे प्रदान केलेल्या अधिकारांचा वापर करून, महाराष्ट्र शासनाने दिनांक ११ ेब्रुवारी २०२६ च्या अधिसूचनेद्वारे पुणे महानगर प्रदेश विकास प्राधिकरणाची पुणे महानगरपालिकेत विलीन झालेल्या २३ गावांच्या क्षेत्रासाठी कलम ४० (१) (क) अंतर्गत विशेष नियोजन प्राधिकरण म्हणून केलेली नियुक्ती मागे घेतलेली आहे ;
आणि ज्याअर्थी, शासनाच्या नगर विकास विभागाकडील अधिसूचना क्रमांक टीपीएस-१८२५/७१०/प्र.क्र. १५९/२०२५/इरादा/अधिकारी नियुक्ती/ नवि-१३, दिनांक ०६ एप्रिल २०२६ नुसार उक्त सुधारणा अधिनियमातील कलम ४२ (ह) ते ४२ (ओ) मधील तरतुदीनुसार पुणे महानगर प्रदेश विकास प्राधिकरणाचा संरचनात्मक आराखडा ( ) तयार करण्याबाबतचा इरादा घोषित करण्याकरिता शासनाने मान्यता दिली आहे.
आणि ज्याअर्थी, शासनाच्या दिनांक ०६ एप्रिल २०२६ रोजीच्या शासन अधिसूचनेन्वये उक्त सुधारणा अधिनियमामधील कलम ४२-आय मधील तरतुदींनुसार पुणे महानगर प्रदेश विकास प्राधिकरणाचा संरचनात्मक आराखडा ( ) तयार करण्याचा प्रसताव तयार करण्यासाठी उक्त प्राधिकरणाच्या आस्थापनेवरील कार्यरत असलेल्या श्रीमती स्मिता आनंदराव कलकुटकी, उपसंचालक तथा महानगर नियोजनकार, नियोजन विभाग, पुणे महानगर प्रदेश विकास प्राधिकरण, पुणे यांची नगर रचना अधिकारी म्हणून शासनाने नियुक्ती केली आहे ;
म्हणून, आता, उक्त सुधारणा अधिनियमाच्या कलम ४२-ह च्या उपकलम (२) द्वारे प्रदान केलेल्या अधिकारांचा वापर करून, पुणे शहर आणि पिंपरी-चिंचवड महानगरपालिकेच्या परिसरातील, मावळ, हवेली, मुळशी, वेल्हे, पुरंदर, भोर, दाड, शिरूर आणि खेड तालुक्यांचा काही भाग समाविष्ट असलेल्या पुणे महानगर क्षेत्रासाठी प्रारूप संरचना योजना तयार करण्यासाठीचा इरादा जनतेच्या अवलोकनाकरिता जाहीर करण्यात येत आहे. (पुणे महानगरपालिका, पिंपरी-चिंचवड महानगरपालिका, तळेगाव-दाभाडे, लोणावळा, आळंदी, शिरूर, चाकण, राजगुरुनगर, सासवड, उरूळी देवाची नगर परिषदा, देहूरोड आणि खडकी कॅन्टोन्मेंट बोर्ड, महाराष्ट्र राज्य रस्ते विकास महामंडळाला विशेष नियोजन प्राधिकरण म्हणून अधिसूचित केलेले क्षेत्र, महसुली गावांचे गावठाणे आणि इतर नियोजन प्राधिकरण क्षेत्रे वगळून) ;
पुणे महानगर प्रदेशाच्या अधिसूचित क्षेत्राचे हद्दी दर्शविणाया नकाशाची एक प्रत जनतेच्या अवलोकनासाठी महानगर आयुक्त तथा मुख्य कार्यकारी अधिकारी, पुणे महानगर प्रदेश विकास प्राधिकरण, पुणे, नवीन प्रशासकीय इमारत, आकुर्डी रेल्वे स्थानकाजवळ, आकुर्डी, पुणे-४११ ०४४ येथे सर्व कामकाजाच्या दिवशी कार्यालयीन वेळेत ठेवण्यात येते.

Declaration of Intention to prepare Draft Structure Plan of Pune Metropolitan Region Development Authority
as per section 42(H) of Maharashtra Regional and Town Planning (Amendment) Act, 2025.
NOTICE
क्रमांक पीएमआरडीए/नि.वि./प्र.क्र. ४०८/२०२६.–- Whereas, in exercise of the powers conferred by clause (c) of the Article 243-P of the Constitution of India and by clause (c) of Section 2 of the Maharashtra Metropolitan Planning Committee (Constitution and Functions) Act, 1999 the Government of Maharashtra, Urban Development Department vide Notification No. TPS-1899/1191/CR-80/99/UD-13, dated 23rd July 1999, declared some area around Pune City, as the "Pune Metropolitan Area" for the purpose of Part IX-A of the Constitution of India ;
and whereas, in exercise of the powers conferred by Sections 42-A, 42-C and 42-F of the Maharashtra Regional and Town Planning Act, 1966 (hereinafter referred to as "the said Act"), the Government of Maharashtra vide Notification No. TPS-1815/1204/13/CR-87/15/UD-13, dated 31st March 2015 declared the Pune Metropolitan Area as a Pune Metropolitan Region Area, under Section 42-A of the said Act and thereof constituted "Pune Metropolitan Area Development Authority" for this declared area ;
and whereas, Government of Maharashtra vide Notification dated 4th December 2015, has extended the limits and revised the limits of Pune Metropolitan Region Area. Also, vide Notification dated 10th February 2016, Government has further extended the limits and revised the limits of Pune Metropolitan Region Area (hereinafter referred to as "the said Metropolitan Area") ;
and whereas, in exercise of the powers conferred by sub-section (1) of Section 3 of the said Maharashtra Metropolitan Region Development Authority Act, 2016 (MMRDA Act, 2016) and Section 42-A, 42-C, 42-F, of the said act, vide Government of Maharashtra, Urban Development Department Notification No. PMRDA- 3316/CR-54/UD-7, dated 11th July 2016, Pune Metropolitan Region Development Authority has been established for the said Metropolitan Area, more specifically described in the Schedule appended thereto (hereinafter referred to as "the said Region Development Authority") and above mentioned Notifications dated 31st March 2015, dated 4th December 2015 and dated 10th February 2016 has been rescinded ;
and whereas, for proper and well planned development of the said Metropolitan Area, in exercise of the powers conferred by Section 40 (1) (d) of the said Act, the Government of Maharashtra, Urban Development Department, vide Notification No.TPS-1817/CR-173/17/UD-13, dated 18th January 2018, has specified the area, more specifically described in the Schedule appended thereto, to be the "Notified Area" and appointed the said Region Development Authority as Special Planning Authority for such notified area from the date of its establishment i.e. 31st March 2015 ;
and whereas, the Government of Maharashtra by Notification No. TPS-1824/1220/C.R. 111/2024/ UD-13, dated 10th October 2024, in exercise of the powers conferred by Section-40 (1b) of the said Act, has appointed Maharashtra State Road Development Corporation as Special Planning Authority for an area of 668 sq.k.m. comprising 117 revenue villages of Haveli, Mulshi, Purandar, Bhor and Velhe talukas for the Development of the Outer Ring Road and 2 Growth centers along Outer Ring Road within Pune Metropolitan Region ;
and whereas, an Act to amend the Maharashtra Regional and Town Planning Act, 1966 has been Published vide Government Gazette dated 29th August 2025 as the Maharashtra Regional and Town Planning (Amendment) Act, 2025 (hereinafter referred to as "the said Amendment Act") ;
and whereas, the Pune Metropolitan Region Development Authority considered it expedient to prepare the Structure Plan for the development of the Pune Metropolitan Region as per section 42 (H)(2) the said Amendment Act for planned development of the said area;
and whereas, the Pune Metropolitan Planning Committee vide Resolution No. 2, dated 12th January 2026, and the Pune Metropolitan Region Development Authority in the meeting held on 11th December 2025 has passed Resolution No.13/7 for the preparation of the Structure Plan of the area under Pune४ महाराष्ट्र शासन राजपत्र, असाधारण भाग एक - पुणे विभागीय पुरवणी, गुरुवार, एप्रिल ३०, २०२६ / वैशाख १०, शके १९४८ Metropolitan Region Development Authority and has authorized the Metropolitan Commissioner and Chief Executive Officer, Pune Metropolitan Region Development Authority to declare the intention to prepare the Structure Plan as per directives of the State Government ;
and whereas, the Urban Development Department, Maharashtra State vide order dated 10th February 2026 has directed under Section 154 of the said Amendment Act to take necessary action immediately regarding preparation of a draft Structure Plan for the area of the Pune Metropolitan Region Development Authority in accordance with the provisions of Section 42 (H) to 42 (0) of Chapter III-B (Structure Plan) of the said Amendment Act ;
and whereas, in exercise of the powers conferred by Section 40 (1) and Section 40 (1) (d) of the said Amendment Act, the Government of Maharashtra by the notification dated 11th February 2026 has withdrawn the appointment of the Pune Metropolitan Region Development Authority as a Special Planning Authority under Section 40 (1) (c) for the area under 23 Villages merged in Pune Municipal Corporation ;
and whereas, as per the Notification issued by the Urban Development Department, Government of Maharashtra, bearing No. TPS-1825/710/Pr. Kr. 159/2025/Intention/Appointment of Officer/Navi-13, dated 06th April 2026, the Government has accorded approval for declaring intention to prepare the Structure Plan of the entire area of the Pune Metropolitan Region Development Authority under the provisions of Section 42-H of the said Amended Act.
and whereas, vide Government notification dated 06th April 2026, in accordance with the provisions of Section 42-1 of the said Amended Act, Smt. Smita Anandrao Kalkutki, Deputy Director and Metropolitan Planner, Planning Department, Pune Metropolitan Region Development Authority, Pune, has been appointed as the Town Planning Officer for the purpose of preparation of the Structure Plan of the said Authority ;
Now, therefore, in exercise of the powers conferred by sub-section (2) of Section 42 (H) of the said Amendment Act, a notice of the declaration of intention of the Pune Metropolitan Region Development Authority as Planning Authority to prepare the Structure Plan for the area, around the City of Pune and Pimpri-Chinchwad Municipal Corporation comprising the whole area of Maval, Haveli, Mulshi, Pune City and part of Velhe, Purandar, Bhor, Daund, Shirur and Khed Talukas of Pune Metropolitan Region within the notified boundaries (excluding Pune Municipal Corporation, Pimpri-Chinchwad Municipal Corporation, Talegaon-Dabhade, Lonavla, Alandi, Shirur, Chakan, Rajgurunagar, Saswad, Uruli Devachi Municipal Councils and Pune, Dehu road and Khadki Cantonment Boards, notified area of MSRDC as SPA, village gaothans, and other Planning Authority Areas), is hereby published for inspection of the public;
A copy of the plan showing boundary of the notified area of the Pune Metropolitan Region is kept open for inspection of the public at the Office of the Metropolitan Commissioner and Chief Executive Officer, PMRDA, New Administrative Building, Near Akurdi Railway Station, Akurdi, Pune-411044 on all working days during office hours.
