ज्याअर्थी, दिमरा-भाईंदोरा हाराची सुधीाराीती दिवकासु याोजीना (यापुढे दिजीचीा उल्लेख "उक्ती दिवकासु याोजीना" असुा कराण्याती आलेा आहाे) महाराष्ट्र प्रादोेदिक दिनयाोजीन व नगराराचीना अदिधीदिनयाम, १९६६ (यापुढे ज्याचीा उल्लेख "उक्ती अदिधीदिनयाम" असुा कराण्याती आलेा आहाे) च्या कलेम ३१(१) अन्वयाे ासुन नगरा दिवकासु दिवभागाची अदिधीसुूचीना क्रमांक दिपीएसु-१२९६/८४७/प्रा.क्र.१६२/९६/नदिव-१२, दिदोनांक १४ मे, १९९७ अन्वयाे मंजीूरा झालेी असुून, ती दिदोनांक १५ जीुलेै, १९९७ पासुून अंमलेाती आलेी हाोती. आदिणे उक्ती दिवकासु याोजीनेच्या वगळलेल्या भागाची दिवकासु याोजीना ासुन नगरा दिवकासु दिवभागाची अदिधीसुूचीना क्र.दिपीएसु-१२९८/९४१/प्रा.क्र.८९/९८/नदिव-१२, दिदो. २५/०८/२००० अन्वयाे मंजीूरा झालेी असुून, ती दिदो. १५/१०/२००० पासुून अंमलेाती आलेी हाोती. (यापुढे ज्याचीा एकदित्रतीपणे उल्लेख "उक्ती अदिधीसुूचीना" असुा कराण्याती आलेा आहाे);
उपराोक्ती दिवकासु याोजीना सुधीाराीती कराण्याच्या अनुषंगाने दिनयाुक्ती अदिधीकाराी तीर्थीा सुहायाक सुंचीालेक, नगराराचीना ठाणे ाखा कायागलेया यांनी वैधीादिनक कायागवाहाी करून उक्ती अदिधीदिनयामाचीे कलेम-३० अन्वयाे ती ासुनासु मंजीुराीसुाठाी दिदो. २५/१०/२०२३ राोजी सुादोरा केलेी असुतीा सुदोराची सुधीाराीती प्रारुप दिवकासु याोजीना उक्ती अदिधीदिनयामाचीे कलेम ३१(१) अन्वयाे दिदो. १६/०४/२०२६ राोजी सुाराभाुती स्वरुपाचीे बदोले (EP) वगळुन ासुन नगरा दिवकासु दिवभागाची अदिधीसुूचीना दिपीएसु-१२२५/४५२/प्रा.क्र.६०/२५/एसु.एम./नदिव-१२, दिदो. १६/०४/२०२६ अन्वयाे ासुनामार्फती मंजीूरा कराण्याती आलेी आहाे. (यापुढे ज्याचीा उल्लेख "उक्ती मंजीूरा दिवकासु याोजीना" असुा कराण्याती आलेा आहाे.) ज्याअर्थी, दिमरा-भाईंदोरा महानगरापादिलेका क्षेत्रातीले मेट्रो लेाईन क्र. ०९ वराीले दोदिहासुरा तीे कादिगांव या स्र्थीानकापयांती मेट्रोचीा ुभारांभा दिदो. ०७/०४/२०२६ राोजी मा. मुख्यामंत्री महाोदोया तीसुेची मा. उप मुख्यामंत्री महाोदोया, यांचीे ुभाहास्तीे कराण्याती आलेी आहाे.
सुदोरा मेट्रो स्र्थीानकासु प्रावांच्या सुोईसुाठाी बसु कनेक्ीव्हाी, दोुचीाकी पादिकंग व्यावस्र्थीा व रिराक्षेा स्ॅण्डचीे दिनयाोजीन कराणेसुहा सुदोरा दिठाकाणेी "पादिकंग" ची सुदिवधीा उपलेब्धी करून दोेणेबाबती मा. उप-महापौरा, दिमरा-भाईंदोरा महानगरापादिलेका यांनी दिदो. ०८/०४/२०२६ राोजी प्रासुनासु पत्राद्वाराे कळदिवले आहाे;

(जीुना) ९पै, (नदिवन) ६१पै. (जीुना) ७पै. व दिसु.सु.क्र.३पै., हाी जीागा सुधीाराीती प्रारुप दिवकासु याोजीनेचीे कलेम ३० नुसुारा आ.क्र.२३३ "बसु स्ॅण्ड" (क्षेत्र ३४००.०० चीौ.मी.) असुे प्रास्तीादिवती आहाे. तीर्थीादिप EP क्र. १३१ नुसुारा सुदोरा आराक्षेणे "पादिकंग" कराीतीा आरादिक्षेती असुून उक्ती मंजीूरा दिवकासु याोजीना अहावालेानुसुारा उपराोक्ती आराक्षेणेाखालेीले जीागेची मालेकी खाजीगी स्वरुपाची असुून आराक्षेणेाचीे सुमुदिचीती प्रादिधीकराणे "दिमरा-भाईंदोरा महानगरापादिलेका" हाे आहाेती.
त्याअर्थी, मौजीे दिमरा, सु.क्र. (नदिवन) ६३पै. (जीुना) ९पै, (नदिवन) ६१पै. (जीुना) ७पै. व दिसु.सु.क्र.३पै., या जीागेतीले सुधीाराीती मंजीुरा दिवकासु याोजीना मध्याे प्रास्तीादिवती असुलेले आ.क्र.२३३ (बसु स्ॅण्ड), एकूणे क्षेत्र ३४००.०० चीौ.मी. या आराक्षेणेाच्या नावाती बदोले करून उपराोक्ती आराक्षेणे उक्ती मंजीुरा दिवकासु याोजीनेमध्याे "बसु स्ॅण्ड आदिणे वाहानतीळ (पादिकंग)" याप्रामाणे बदोले दोगदिवणे बाबती दिमरा-भाईंदोरा महानगरापादिलेकेने मा. महासुभा ठाराव क्र. ११, प्राकराणे क्र. ०८, दिदो. ०६/०५/२०२६ अन्वयाे उक्ती अदिधीदिनयामाचीे कलेम ३७(१) नुसुारा उक्ती मंजीूरा दिवकासु याोजीनेमध्याे र्फेराबदोले प्रास्तीादिवती कराण्याचीे ठारादिवले आहाे. यापुढे "उक्ती प्रास्तीावीती र्फेराबदोले" असुे सुंबोधीण्याती याेती आहाे.
आदिणे त्याअर्थी, उपराोक्ती नमुदो "उक्ती प्रास्तीादिवती र्फेराबदोलेाबाबती" ज्या नागराीकांना हाराकती दिकंवा सुूचीना द्यावयाच्या असुल्यासु त्यांनी हाराकती / सुूचीना लेखी स्वरुपाती सुदोराची अदिधीसुूचीना शासन राजपत्रात प्रादिसुद्ध झालेल्या दिदोनांकापासुून ३० दिदोवसुाच्या मुदोतीपयांती सुादोरा कराव्याती, म्हाणेजीे सुदोरा र्फेराबदोलेाच्या प्रास्तीावासु अंदितीम स्वरुप दोेण्यापूवी उक्ती सुूचीना / हाराकतींचीा दिवचीारा करातीा याेऊ केले.
प्रास्तीादिवती र्फेराबदोले दोगदिवणेारा नका जीनतीेच्या अवलेोकनासुाठाी व मादिहातीसुाठाी, महानगरापादिलेका, मुख्या कायागलेयाती व नगराराचीना दिवभागामध्याे कायागलेयाीन वेळेती ठाेवण्याती आलेा आहाे.

Maharashtra regional and town Planning act, 1966.
Whereas, the Revised Development Plan of the city of Mira- Bhayander (hereinafter referred to as "the said Development Plan") has been sanctioned by the Government's Urban Development Department, under section 31(1) of the Maharashtra Regional and Town Planning Act, 1966 (hereinafter referred to as "the said Act") vide Notification No.TPS-1296/847/CR-162/96/UD-12, dated the 14th May, 1997 and has come into force with effect from 15th July, 1997 and the Excluded Part of the said Development plan has been sanctioned by the Government's Urban Development Department vide Notification No. TPS-1298/941/CR-89/98/UD-12, dated the 25th August, 2000 which came into force with effect from the 15th October, 2000. The aforesaid Notifications are hereinafter referred to as "the said Notifications";
Whereas, the Appointed Officer and Assistant Director, Town Planning, Thane Branch Office, after undertaking the requisite statutory process for revision of the aforesaid Development Plan, Submitted the same to the government under Section 30 of the said Act on 25th October 2023 and and the said revised draft Development Plan has been sanctioned excluding the modifications of a substantive nature (EP), by the Government's Urban Development Department vide Notification No. TPS-1225/452/CR60/25/SM/UD-12, dated the 26th April 2026 under Section 31(1) of the said Act (hereinafter referred to as "the said Sanctioned Development Plan");
Whereas, Metro Line No. 09, extending from Dahisar to Kashigaon Station within the jurisdiction of the Mira-Bhayandar Municipal Corporation, was inaugurated on 7th April 2026 by the Hon'ble Chief Minister and the Hon'ble Deputy Chief Minister;
And whereas, the Hon'ble Deputy Mayor, Mira-Bhayandar Municipal Corporation, vide letter dated 08/04/2026, has informed the Administration regarding the need to provide parking facilities at the aforesaid Metro Station and to undertake planning for bus connectivity, two-wheeler parking arrangements, and an auto-rickshaw stand for the convenience of commuters;
Whereas, the land adjoining Kashigaon Station on Metro Line No. 09, bearing Survey No. 63/ Pt. (New), 9/Pt. (Old), Survey No. 61/Pt. (New), 7/Pt. (Old), and CTS No. 3/Pt., of Village Mira, is designated as Reservation No. 233 "Bus Stand" admeasuring 3,400.00 square metres in the Revised Draft Development Plan prepared under Section 30 of the said Act. But as per EP No. 131, the said reservation is earmarked for "Parking", and as per the Report of the said Sanctioned Development Plan, the land falling under the aforesaid reservation is privately owned, while the Appropriate Authority for the implementation of the reservation is the Mira-Bhayandar Municipal Corporation.
Therefore, for the purpose of modifying the designation of Reservation No. 233 "Bus Stand", admeasuring 3,400.00 square metres, proposed in the Sanctioned Revised Development Plan on the land bearing Survey No. 63/Pt. (New), 9/Pt. (Old), Survey No. 61/Pt. (New), 7/Pt. (Old), and CTS No. 3/Pt., of Village Mira, and for showing the said reservation in the said Sanctioned Development Plan as "Bus Stand and Parking", the Mira-Bhayandar Municipal Corporation, vide General Body Resolution No. 11, Agenda Item No. 08, dated 06/05/2026, has resolved to propose a modification to the said Sanctioned Development Plan under Section 37(1) of the said Act. The aforesaid modification shall hereinafter be referred to as the "said proposed Modification".
And accordingly, the citizens who have objections or suggestions regarding the above-mentioned "proposed modification" should submit their objections/suggestions in writing within 30 days from the date of publication of the said notice in the Government Gazette, so that the said suggestions/ objections can be considered before finalizing the proposal for the said modification.
