अधिसूचना
क्रमांक टीपीएस-१८२६/३२९/प्र. क्र. ७१/२०२६/नवि-१३.----- ज्याअर्थी, पुणे जिल्ह्याची प्रादेशिक योजना (यापुढे जिचा उल्लेख "उक्त प्रादेशिक योजना" असा करण्यात आला आहे.) महाराष्ट्र शासनाच्या नगर विकास विभागाकडील अधिसूचना टीपीएस- १८९५/२२७/प्र. क्र. २६/९५/नवि-१३, दिनांक २५ नोव्हेंबर १९९७ (यापुढे जिचा उल्लेख "उक्त अधिसूचना" असा करण्यात आलेला आहे) अन्वये महाराष्ट्र प्रादेशिक नियोजन व नगररचना अधिनियम, १९६६ च्या कलम १५ (यापुढे ज्याचा उल्लेख "उक्त अधिनियम" असा करण्यात आलेला आहे) अन्वये मंजूर केली असून ती दिनांक १० ेब्रुवारी १९९८ पासून अंमलात आलेली आहे ;
आणि ज्याअर्थी, महाराष्ट्र शासन निर्णय क्रमांक टीपीएस-१८१७/प्र. क्र. १७३/१७/नवि-१३, दिनांक १८ जानेवारी २०१८ अन्वये पुणे महानगर प्रदेश विकास प्राधिकरणाची, (यापुढे जिचा उल्लेख "उक्त प्राधिकरण" असा करण्यात आलेला आहे) उक्त अधिनियमाचे कलम ४० (१) अन्वये विशेष नियोजन प्राधिकरण म्हणून पुणे महानगर क्षेत्रासाठी नियुक्ती केलेली आहे ;
आणि ज्याअर्थी पुणे महानगरपालिकेत नव्याने समाविष्ट २३ गावांच्या अधिसूचित क्षेत्राकरिता उक्त प्राधिकरणाची दिनांक १४ जुलै २०२१ रोजीच्या अधिसूचनेन्वये उक्त अधिनियमाचे कलम ४० (१) (घ) नुसार "विशेष नियोजन प्राधिकरण" म्हणून केलेली नियुक्ती शासनाने दिनांक ११ ेब्रुवारी २०२६ रोजीच्या अधिसूचनेन्वये रद्द केलेली आहे ;
आणि ज्याअर्थी, अॅशडॅन टाऊनशिप व्हेंचर्स प्रा. लि., यांच्या मौजे म्हाळुंगे-माण, नांदे आणि हिंजेवाडी, तालुका मुळशी, जिल्हा पुणे येथील मंजूर एकात्मिकृत नगर वसाहत प्रकल्पातील (यापुढे जिचा उल्लेख "उक्त नगरवसाहत प्रकल्प" असा करण्यात आलेला आहे) संपूर्ण क्षेत्रापैकी काही क्षेत्र पुणे महानगरपालिकेतील नव्याने समाविष्ट उक्त २३ गावांपैकी असून उर्वरित बहुतांश क्षेत्र पुणे महानगर प्रदेश विकास प्राधिकरण हद्दीमध्ये समाविष्ट आहे ;
आणि ज्याअर्थी, पुणे महानगर प्रदेश विकास प्राधिकरणाने दिनांक ३ ेब्रुवारी २०२६ रोजीच्या पत्रान्वये तसेच अॅशडॅन टाऊनशिप व्हेंचर्स प्रा. लि., यांनी दिनांक २३ मार्च २०२६ रोजीच्या पत्रान्वये उक्त एकात्मिकृत नगर वसाहतीच्या मंजुरी व पर्यवेक्षणाकरिता उक्त प्राधिकरणास सक्षम प्राधिकरण म्हणून नियुक्त करणेबाबत शासनास विनंती केलेली आहे ;
आणि ज्याअर्थी, एकत्रिकृत विकास नियंत्रण व प्रोत्साहन नियमावलीमधील विनियम क्रमांक १४.१.१.१ मधील तरतुदीनुसार एकापेक्षा अधिक नियोजन प्राधिकरणाच्या कार्यक्षेत्रात समाविष्ट असणाया एकात्मिकृत नगर वसाहतीच्या मंजुरी व पर्यवेक्षणाबाबत निदश देण्याचे राज्य शासनास अधिकार आहेत ;

(पु.वि.पु.)--- ०७ (१)२ महाराष्ट्र शासन राजपत्र, असाधारण भाग एक - पुणे विभागीय पुरवणी, शनिवार, ऑगस्ट २९, २०२६ / भा ७, शके १९४८ आणि ज्याअर्थी, उक्त एकात्मिकृत नगर वसाहतीच्या बृहत आराखडास मंजुरीबाबतची तसेच अन्य विकास परवानगीबाबतची कार्यवाही यापूर्वी उक्त प्राधिकरणाद्वारे पार पाडण्यात आल्याची तसेच उक्त नगर वसाहतीच्या अधिकांश क्षेत्राचा उक्त प्राधिकरणाच्या कार्यक्षेत्रात समावेश असल्याची बाब विचारात घेता, उक्त नियमावलीतील तरतुदीच्या अनुषंगाने, प्रस्तुत एकात्मिकृत नगर वसाहतीबाबत उक्त प्राधिकरणाद्वारे पुढील मंजुरी व सनियंत्रणाची कार्यवाही सुरू ठेवणे व्यावहारिकष्टा सुलभ व सुसंगत ठरेल, असे शासनाचे मत झाले आहे.
आणि त्याअर्थी, मंजूर एकत्रिकृत विकास नियंत्रण व प्रोत्साहन नियमावलीतील विनियम क्रमांक १४.१.१.१ मधील तरतुदीनुसार शासनास प्राप्त असलेल्या अधिकारामध्ये उक्त एकात्मिक नगर वसाहतीच्या परवानगी व प्रकल्पाचे सनियंत्रण खालील अटीस अधीन राहून पुणे महानगर प्रदेश विकास प्राधिकरणाने करण्याबाबत निदेश देण्यात येत आहेत.
१. एकात्मिकृत नगर वसाहतीचे नियमावलीतील विनियम क्रमांक ७.१.२ नुसार आवश्यक अधिमूल्य रक्कम भरणा करणे विकसकांवर बंधनकारक राहील.
२. संचालक, नगररचना, महाराष्ट्र राज्य, पुणे यांचेकडील अधिसूचना जा. क्रमांक प्रा. यो. पुणे/मौ. म्हाळुंगे-माण- हिंजवडी/ए.न.व.प्र./अॅशडॅन/टीपीव्ही-१/५२५५, दिनांक ४ सप्टेंबर २०२५ मधील अटी व शर्ती विकसकांवर बंधनकारक राहतील.
३. जिल्हाधिकारी कार्यालय, पुणे यांचेकडील सुधारित उद्देशपत्र ( ) आदेश क्रमांक मुळशी/एनए/एसआर/७४/२०२५, -२१३८६७९/२०२५, दिनांक १७ सप्टेंबर २०२५ मधील अटी व शर्ती विकसकांवर बंधनकारक राहतील.
सदर अधिसूचना नागरिकांच्या अवलोकनार्थ कार्यालयीन वेळेत खालील कार्यालयात उपलब्ध ठेवण्यात यावी.
१) महानगर आयुक्त, पुणे महानगर प्रदेश विकास प्राधिकरण पुणे.
२) आयुक्त, पुणे महानगरपालिका पुणे

Maharashtra Regional and Town Planning Act, 1966
Notification
No. TPS-1826/329/CR.71/2026/UD-13.–-Whereas, the Government in the Urban Development Department, vide its Notifi cation No. TPS-1895/227/CR-26/95/UD-13, dated 25th November 1997 has sanctioned the Regional Plan for Pune District (hereinafter referred to as "the said Regional Plan") under Section 15 of the Maharastra Regional and Town Planning Act 1966 (hereinafter referred to as "the said Act") which has come into force with effect from the 10th February 1998 ;
And whereas, the Government of Maharashtra vide its notifi cation No.TPS. 1817/CR-173/17/ UD-13, Dated-18th January 2018, appointed the Pune Metropolitan Region Development Authority (hereinafter referred to as "the said Authority") as a "Special Planning Authority" under section 40 (1) of the said, for the Pune Metropolitan Region ;
And whereas, the appointment of the said Authority by the notifi cation dated 14th July 2021 as a Special Planning Authority under Section 40 (1)(c) for the said notifi ed area under 23 villages, has been withdrawn by Government of Maharashtra vide its notifi cation dated 11th February 2026;
महाराष्ट्र शासन राजपत्र, असाधारण भाग एक - पुणे विभागीय पुरवणी, शनिवार, ऑगस्ट २९, २०२६ / भा ७, शके १९४८ ३And whereas, out of the total sanctioned Integrated Township Project area of Ashdan Township Ventures Private Limited, (hereinafter referred to as "the said Integrated Township Project") situated at the Mouje: Mhalunge-Maan, Nande and Hinjawadi, Taluka Mulshi, District Pune, some part area falls within the aforesaid 23 villages newly included in the Pune Municipal Corporation, while the remaining majority area falls within the jurisdiction of the Pune Metropolitan Region Development Authority (PMRDA);
And whereas, the Pune Metropolitan Region Development Authority, vide its letter dated 3rd February 2026, and Ashdan Township Ventures Private Limited, vide its letter dated 23rd March 2026, have requested the Government to appoint the said Authority for the permission and supervision of the said Integrated Township Project;
And whereas, under the provisions of Regulation No. 14.1.1.1 of the Unifi ed Development Control and Promotion Regulations, the State Government is empowered to issue directives regarding the permission and supervision of an Integrated Township Project extending over the jurisdictions of more than one Authority;
And whereas, after considering the permissions of the Master Layout and the processing of other development permissions in respect of the said Integrated Township Project has been previously undertaken by the said Authority and the majority area of the said Integrated Township falls within the jurisdiction of the said Authority, and the provisions of the said Regulations, the Government is of the opinion that, it would be administratively expedient and appropriate for the said Authority to continue to exercise the functions relating to the further permission and supervision of the said Integrated Township Project;
Now, therefore, in exercise of the powers conferred upon the State Government under Regulation No. 14.1.1.1 of the Unifi ed Development Control and Promotion Regulations the Government hereby directs that, the Pune Metropolitan Region Development Authority shall exercise permission and supervision of the said Integrated Township Project, subject to the following conditions:
1. It shall be mandatory to the Developer to pay the requisite premium amount in accordance with Regulation No. 7.1.2 of the Unifi ed Development Control and Promotion Regulations.
2. The terms and conditions stipulated in the Notifi cation No. R.P. Pune/Mouje Mhalunge-Man- Hinjawadi/ITP/Ashdan/TPV-1/5255 dated 4th September 2025, issued by the Director of Town Planning, Maharashtra State, Pune, shall be binding on the Developer.
3. The terms and conditions stipulated in the revised Letter of Intent from Order No. Mulshi/NA/ SR/74/2025 E-2138679/2025, dated 17th September 2025, issued by the Offi ce of the District Collector, Pune, shall be binding on the Developer.
The Notifi cation shall be made available for the inspection of the general public, during offi ce hours on all working days at the following offi ces:-
1) Metropolitan Commissioner, Pune Metropolitan Region Development Authority, Pune.
2) Commissioner, Pune Municipal Corporation, Pune.
3) Joint Director of Town Planning, Pune Division, Pune
4) The Collector, Pune District, Pune.
5) Assistant Director of Town Planning Pune Branch Pune.
This notifi cation shall also be made available on the, Government web-site-www.maharashtra. gov.in) (कायदे व नियम).
