NOTIFICATION

The 6th October, 2018

Sub: Revision of cadre strength of different establishments consequent to

restructuring of the cadres of Geological Survey and Exploration wing,

Mineral Administration and Chemical Analysis Wing under the Directorate of

Geology and Directorate of Mines.

No.8742–XII-DM-SM-56/2016/SM. — Whereas, the State Government vide notification No.4715/SM., dated the 18th June, 2018 have restructured the cadres of Geological Survey & Exploration Wing, Mineral Administration Wing and Chemical Analysis Wing of Odisha Mining and Geology Service.

And, whereas, the said restructured cadre inter-alia include up-gradation of Group- B base level posts under the three wings to Group-A (Junior Branch), merger of some posts and abolition of few ranks besides creation of 47 nos. of additional posts in the Directorate of Mines and another 104 nos. of such posts in the Directorate of Geology, of which the base level posts of Geologists/ Petrologists/ Geophysist so created and totaling to 97 nos. are to be filled up over three batches having 1/3rd of number in each batch.

And, whereas, these additional posts so created are required to be allotted to different establishments under both the Directorates. The Director of Mines and the Director of Geology have proposed for allotment of such additional sanctioned posts among the different establishments in their respective jurisdictions.

And, whereas, the Director of Mines, in order to ensure effective administration and keeping in view the proliferation in the mining activities in existing Joda Mining Circle having jurisdiction over entire Champua sub-division of Keonjhar District, has proposed for bifurcation of this mining circle into Joda Mining Circle with jurisdiction over area of that sub-division to the South of NH-215 where as proposed new Barbil Mining Circle with HQ.

at Barbil will have jurisdiction over rest of the area of that sub-division viz area of the sub- division to the North of NH-215.

And, whereas, further in order to expedite the exploration work so that more blocks are readied for auction, those base level posts so created under the Directorate of Geology and now proposed for allotment to its various field establishments may be filled up first and thus such posts proposed in the Head office establishment of the Directorate may be filled up in last batch of recruitment of the base level posts.

Now, therefore, the State Government after careful consideration have been pleased to approve the proposal of the Director of Mines for bifurcation of existing Joda Mining Circle into Joda Mining Circle with HQ. at Joda and Barbil Mining circle with HQ at Barbil, both under Keonjhar District and order revision of the sanctioned cadre strength of different posts under the establishments of the aforesaid three wings of Odisha Mining and Geology Service as detailed below:

A. Geological Survey and Exploration Wing under the Directorate of Geology.

The establishment-wise sanctioned strength of posts under Geological Survey and exploration shall be revised as follows:—

Note 1:

DG: Director of Geology, ADG: Additional Director of Geology, JDG: Joint Director of Geology, DDG: Deputy Director of Geology.

Note 2:

i. The Additional 85 posts of Geologists, 8 posts of Petrologists and 4 posts of Geophysicists created vide Notification No.4715/SM., dated the 18th June, 20184 will be operated in phased manner only after completion of recruitment of officers for enhanced cadre strength, for which separate orders will be issued.

ii. Thirty new posts of Geologists created in various zones for Districts will be designated as 'District Geologists', one for each District comprised in the territorial jurisdiction of the zone concerned. District Geologists will be assigned duties relating to minor minerals and will be posted to the District Collectorates concerned under the administrative control of Collectors, as and when the posts are operated.

B. Mineral Administration Wing under the Directorate of Mines.

The establishment-wise sanctioned strength of Mineral Administration Wing shall be revised as follows:—

Note 1:

DoM: Director of Mines, ADM: Additional Director of Mines, JDM: Joint Director of Mines, DDM: Deputy Director of Mines, MO: Mining Officer, AMO: Assistant Mining Officer, JMO: Junior Mining Officer.

Note 2:

i. A new Circle Mining Office, Barbil will be created by bifurcating the existing Circle Mining Office, Joda and the mining leases of the present Joda Circle situated in the part of Champua sub-division lying to the south of the NH 215 will be assigned to it. The new Circle Office, Barbil shall be operated from such date as will be notified by the Government.

ii. The additional posts created by the Notification No.4715/SM., dated the 18th June, 2018 shall be operated after completion of recruitment to these posts, in a phased manner, for which orders will be issued separately.

C. Chemical Analysis Wing under the Directorate of Mines.

The establishment-wise sanctioned strength of posts of Chemical Analysis Wing shall be revised as follows:—

Note 1:

JD: Joint Director, DD: Deputy Director, CA: Chemical Analysis.

Note 2:

i. The additional posts created vide notification No.4715/SM., dated the 18th June, 2018 shall be operated after completion of recruitment of these posts in a phased manner, for which separate orders shall be issued from time to time.

The notification comes into force with immediate effect.
