The 21st December, 2018
No. 32205–HUD-REF-POLICY-0004/2017/HUD.— As per the instructions issued vide D.O.No.M-11014/2/2018-S-Co/dt.24th October,2018 of Chief Executive Officer, NITI Aayog, New Delhi, the State D3S-I Steering Group (SDSG) is hereby formed with the following Members in order to engage with the State, Consultant and other Stake Holders till the financial closure is achieved.
1. Chief Secretary, Government of Odisha - Chairman 2. Development Commissioner-cum- Chairperon, BSCL - Member 3. Principal Secretary to Government, Finance Department - Member 4. Joint Secretary (SC & DP), NITI Aayog - Member 5. Secretary to Govt., H & UD Department - Member 6. MD, Bhubaneswar Smart City Limited (BSCL) - Member 7. CEO, Bhubaneswar Smart City Limited (BSCL) - Member 8. Adviser (PPP AU), NITI Aayog - Member 9. Consultant -Project Director/ Manager from EYLLP - Member
2. The roles and responsibilities of the State D3S-I Steering Group (SDSG) shall be:—
1. Reviewing the progress of implementation of the project on PPPP mode in a meeting to be conducted every quarter.
2 3. To identify issues that require to be addressed at the level of National D3S-I Steering Group.3. The primary role of SDSG shall be to serve as an institution for monitoring progress of implementation of the projects at the level of State and identifying issues from time to time that require escalation and decision making at the level of Chief Secretary for overall expedited delivery of the projects within the defined time frame under Clause 6.2 of the MoU signed between NITI Aayog and Government of Odisha on 3rd October, 2017.
