NOTIFICATION
The 22nd June, 2019
No.5480-SSEPD-DA3-CASEOP-0001/2017/SSEPD.―In pursuance of the directions of Hon'ble Supreme Court of India in W.P (C) No. 412/2016 in the matter of Gaurav Kumar Bansal-vrs.-State of Uttar Pradesh and Others, a Monitoring Committee is hereby constituted under the chairmanship of Development Commissioner-cum-Additional Chief Secretary, Odisha to oversee implementation of the roadmap for setting up of 'Halfway Homes' and institutional arrangement for rehabilitation of persons who have been treated of mental illness.
The Committee shall consist of the following members: ―
1. Development Commissioner-cum-A.C.S. > Chairperson
2. Principal Secretary, SSEPD Department > Member
3. Principal Secretary, Finance Department > Member
4. Commissioner-cum-Secretary, H & FW Department > Member
5. Commissioner-cum-Secretary, Works Department > Member
6. Director, Mental Health Institute, SCBMCH, Cuttack > Member
7. Director, SSEPD > Member Convener
Terms of Reference:
i. Setting timeline for establishment of Halfway Homes and institutional arrangement for rehabilitation of long stay patients who have been cured of mental illness and are still languishing in various mental health-care institutions.
ii. Setting up of Government / NGO run rehabilitation homes in accordance with 2 iii. Initiating capacity building measures of mental health-care professionals as well as medical/ rehabilitation professionals.
iv. Setting timeline for shifting of the overstayed mental illness cured patients as well as for running of the rehabilitation homes meant for such persons.
v. Consider all other related issues pertaining to rehabilitation of mentally ill persons in the State.
The committee shall meet at such frequency as considered necessary by the Committee.
