RESOLUTION

The State Government have established a special fund called the State Compensatory Afforestation Fund, Odisha vide Forest & Environment Department Notification No.21088/F&E., dated the 29th September, 2018 as per sub-section (1) of Section 4 of the Compensatory Afforestation Fund Act, 2016.
The Compensatory Afforestation Fund Management and Planning Authority, Odisha has been constituted by the State Government vide Notification dated the 29th September, 2018 which is responsible for the management of the State Compensatory Afforestation Fund.
The State Government have notified vide Notification dated the 27th June, 2019 that State Authority will nominate the Chief Executive Officer (CEO) as Controlling Officer for the State fund and one Dy. CF in his/her office will be DDO.
As per the Notification dated the 27th June, 2019, the Chief Executive Officer (CEO), State Authority of CAMPA would be the Controlling Officer who shall be responsible for the management of the State Compensatory Afforestation Fund, Odisha (in short State Fund) and utilization of such funds as may be credited to it as per provision of Section 4 (3) and 4 (4) of the Compensatory Afforestation Fund Act, 2016.
Accordingly, and in pursuance of rule 2 (ix) of OGFR Vol. I, the Chief Executive Officer (CEO), State Authority of Compensatory Afforestation Fund, Odisha, is declared as Controlling Officer of the State Fund and Dy. CF (CAMPA) of State Authority is declared as Drawing & Disbursing Officer (DDO) U/r. 20 of Odisha Service Code Vol. I and rule-2 (ix-a) of OGFR Vol. I. For the purpose of State Fund, Chief Executive Officer, State Authority of Compensatory Afforestation Fund, Odisha is declared as Head of CAMPA 2 The Controlling Officer, CAMPA, Odisha will operate the following Budget Head of Account:― (i) Demand No.22-2406-04-103-3364-91025-91346-91347-91348-91349-91350 (ii) Demand No.22-2406-04-789-3364-91025-91346-91347-91348-91349 (iii) Demand No.22-2406-04-796-3364-91025-91346-91347-91348-91349 This has been concurred in by Finance Department vide their UOR No.54-ESI., dated the 30th July, 2019.
