GOVERNMENT OF ODISHA

DEPARTMENT OF WATER RESOURCES

RESOLUTION

The 8th January 2024

SUBJECT— Revised Cost Estimate of the Scheme "Mukhya Mantri Adibandha Tiari Yojana (MATY)" for the period 2019–2023.

1. Background :

Construction of check dams in the State was initiated since 2010-11 across the streams and small rivers with width ranging from 10 mtr. to 50 mtr., flowing nearby villages with a view to conserve post-monsoon stream flow for recharging ground water, providing drinking water and other domestic needs as well as to supplement Kharif irrigation by lifting through farmers' own effort. Sites for check dams were selected where the farmers were using traditional irrigation practices constructing temporary bandhas across the streams and after completion, the check dams were handed over to the Village Committee/ Pani Panchayats for operation and maintenance.

Subsequently, it was observed that apart from fulfilling the basic objectives, the check dams in the village streams became a potential source of water for cultivation of Rabi crops and vegetables in many districts and became instrumental in changing the socio-economic condition of many small and marginal farmers. Since inception, 14,412 check dams have been constructed with an expenditure of Rs. 3,620.45 crores.

Some check dams have been outflanked due to flash flood and require repair to restore the structures. In most of the check dams shutters have been damaged due to prolonged use and stolen by miscreants. Shutters need to be fixed/repaired in most of the check dams as per requirement. Head regulators needs to be constructed where the Check Dams become "flow-enabled".

2

With this background, the Revised Cost Estimate of the Scheme "Mukhya Mantri Adibandha Tiari Yojana (MATY)" is approved to construct 1,280 Nos. of check dams and to improve 2,092 Nos. of check dams throughout the State which will be implemented over a peroiod of three years, i.e.from 2022-23 to 2024-25 with an outlay of Rs. 969.03 Crores with an objective to augment the irrigation potential of water stressed areas; recharge ground water and to provide drinking water.

2. Scheme Objectives :

• To provide irrigation facility in the blocks having less than 35% irrigation coverage. • To provide irrigation facilities to the areas where farmers are using traditional irrigation by constructing temporary cross bandhas across the streams/nallas.

• To augment the irrigation potential of water stressed blocks for Kharif irrigation • To provide drinking water facilities to the villages in the post-monsoon period. • To recharge ground water level. • To take up necessary renovation works such as replacement of shutters, increasing cistern length and required structural modifications/improvement.

• To modify the existing check dams to make them flow enabled, wherever feasible and provide flow irrigation to ayacut.

• To increase the ponding area by increasing the crest of the check dams which will help lifting of more water and stabilize the available ayacut.

3. Scheme Components :

• Construction of 1,280 Nos of new check dams. • Improvement to 2,092 Nos of existing check dams.

4. Scheme Target :

• To create irrigation facilities for 27,600 ha of ayacut in the State by construction of check dam.

• To create irrigation facilities for 30,110 ha of ayacut in the State by improvement to check dams.

5. Implementation and Financial Arrangements :

The scheme will be implemented through the existing set-up of the Department of Water Resources following the available standard arrangement.

The estimated cost of the scheme is Rs. 969.03 Crores which is to be implemented over a period of 03 (three) years, i.e. from 2022-23 to 2024-25 out of State's own resources.
