39. Length . The total length of the external boundary of the reserved forests is 363 miles, of which 17 miles are natural boundaries and 316 miles are artificially demarcated. This high proportion of external boundary is due to the large number of small isolated blocks (particularly in Rampaluga Range) and to the indentation of many reserves by villages .

40. Nature . The artificial boundaries are cleared lines demarcated by wooden posts, and occasionally by stone slabs, surroundedby cairn of stones . Where stones are scarce the cairns are built mainly of mud plaster. Where the reserves adjoin malguzari , zamindari or State forests the boundaries are 40 fect wide and where they march with village forests or cultivated lauds they are only 20 feet wide unless required as fire lines when they are kept 40 feet wide .

This was 41. Maintenance. During the last plan the system of annual clearing was altered to one of generally clearing the lines every 5th year except where there were special fire protection measures round regeneration areas. prescribed to lessen the expense and because growth on many lines was negligible. The policy has not been entirely successful. Growth on the lines has in some places become rampant and general fire protection is hindered in consequence . Boundary pillars were also repaired or replaced on a quinquennial rotation and this work has been generally successful.

42. The forests were constituted reserved forests under the Indian Forest Act VII of 1878. The following is a list of the number and dates of the notifications under which the various blocks have been declared Reserves :-

13. There are no rights of any description in the Riserved Forests of the Sambalpur East Division .

44. Concessions. Concessions are limited to permission for all villagers to romove fruits and flowers for their bonafide personal consumption , provided that when produce of a commer- cial value is removed the amount is limited to one seer at a time . F'reo grants of timber , samboos and thatoh grass are made in times of calamity , such as flood or fire. The value of these free grants is generally under Rs . 500 per annum .

45. Pesides these conecssions there is a temple on the Budharaja hill where there is daily worship and where a melu is ledd annually during the Shivaratri festival . No right of this has been admitted but is allowed without particular permission Lwing asked for or granted.

46. Similarly in Lachmidungri Block there is a temple and an annual fair beld during the Kartikpurnima festival . In Labalera Block also the place Gosain Muth is occasionally visited for worshipping the diety, especially in October and November .

47. Again permission is annually asked and granted for melas to be held in the Tabla block for two days in February- March ,

CHAPTER II .

DESCRIPTION OF THE FOREST .

Composition tien of the сгор and candi

48 The forests of Sambalpur are situated in the deciduous forest zone and in the great sal (Shorea robusta) tract. Sal does not , however, hold such a commanding position as it often does in o her places , In fact the Sambalpur forests approximate more to a Savannah type than most sal forests. In some places sal is as pure and dominant as olsewhere, In others it is struggling hard to withstandbambros ( Dendrocalamus strictus) and other more xerophytie and deciduous species which are often succe sful in monopolizing the ground.

40. This drier and poorer character of the Sambalpur forests canbe attributed partly to the climate . The maximum temperature does not rise very much higher than in other localities where sal is supreme. The annual rainfall compares favourably with that of Singirbhum . But a study of the mean monthly rainfall , monthly maximum temperature an , more important, the mean monthly relative humidities , show that Smalpur is distinctly hotter and drier than Chaibassa (a sample 1 cality near the greet Singhhum sul forests) during the nonths Deceler to Anuе.
