NOTIFICATION

The 2nd January 2025

S.R.O. No. 46/2025—Whereas Forest Block Jadbil Reserve Forest under the Provisions of Section 9 of the Mayurbhanj Forest Act, has been notified by the Government of Maharaja of Mayurbhanj Notification No. F/G/5/11717 ,dated the 20th March 1945 indicating an area of 469 Ac in Thakurmunda Forest Range of Karanjia Forest Division, as per Annexure-I;

And whereas, the Government of Odisha in the Forest & Environment Department have notified a "Standard Operating Procedure (SOP) for geo-referencing of Forest Block boundary through DGPS Survey" in the Odisha Gazette vide Notification No. 22572400112016-10F(Cons) 77/2016/14097/F&E, dated the 4th July 2017, for preparation of such geo-referenced forest maps in pursuance of the directives of Hon'ble Supreme Court in their order dated the 6th July 2011[ in IA Nos. 1868, 2091, 2225—2227, 2380, 2568 and 2937 in Writ Petition (C) No. 202 of 1995 - Lafarge matter ];

And whereas, the Government of Odisha have appointed all Tehsildars in their respective Tehsil jurisdiction in the respective Districts as Forest Settlement Officer (FSO) vide Notification No. 7767—10F(TR)38/2020/F&E, dated the 21st May 2020.

And whereas, the Forest Revenue Joint Verification Committee has jointly verified and confirmed the boundary pillar positions as per report in Annexure-II;

And whereas, the Forest Settlement Officer has certified 'No Change' in the boundary extent of Jadbil Reserve Forest post 25th October 1980. The DGPS survey boundary co-ordinates have been verified by ORSAC and certified by the Forest Settlement Officer. The computed area (UTM Zone 45 N projection and WGS 84 datum) of the Jadbil Reserve Forest is 182.84 ha or 451.81 Ac. The change in area is due to method of Survey & Area Computation.

Therefore, it has been decided to supplement the existing notification of the Jadbil Reserve Forest with the above-mentioned FSO certified DGPS surveyed Forest Block map as per Annexure-llI and the statement of geo-co-ordinates of the Forest Block boundary pillar positions as per Annexure-lV, which shall be treated as the precise boundary description of the Jadbil Reserve Forest and shall form an integral part of the original notification in place of any other form of boundary description notified earlier.

There shall be no change to the admitted rights in the original notification.

FOREST REVENUE JOINT VERIFICATION COMMITTEE REPORT

Forest Division: Karanjia

Forest Range: Thakurmunda

Minutes of Joint Verification:

List of participation of the Forest-Revenue joint verification committee is given at Table 1.

Joint Verification of the boundary of Jadbil Reserve Forest Block was carried out during 20-02-2020 to 20-02-2020. Existing pillar position recorded through GPS were plotted and compared against geo-referenced cadastral maps of adjoining villages. The verified forest boundary map is enclosed at Plate-!.

Findings of the verification w.r.t. revenue cadastral is given below:

• Notification no. & date: F/G/5/11717/A Dt. 20-03-1945

• Area as per notification: 469.00 Ac/18 7.60 Ha.

• Existing no. of boundary demarcations in conformity with adjoining village boundary: 27 nos. (Annexure -1)

• New boundary demarcations in conformity with adjoining village boundary:

6 nos. (Annexure -2)

• GPS area of verified boundary: 183.14 ha.

• GPS perimeter of verified boundary: 11. 72 km

Observations:

Notification is available (Boundary & Chainage bearing is not available) and Traverse map is enclosed at Appendix-! & Appendix-2. The verified boundary shape matches with the Traverse map and verified area is found to be 183.14 ha. (-2.38%) which is acceptable range of NFA. Forest boundary demarcation Pillars are in Conformity with Cadastral map, existing pillars & HRSI.
