ENERGY DEPARTMENT
RESOLUTION
The 10th January 2025
The "Pradhan Mantri Surya Ghar : Muft Bijili Yojana (PMSG : MBY) has been launched by the Government of India with an outlay of 75,021 crore to be implemented by 2026-27 with an aim to increase the share of solar rooftop capacity and empower residential households to generate their own electricity along with contribution towards carbon neutrality.
However, due to unaffordability by low-middle income groups in urban area and financial inability and non-availability of adequate rooftops in rural household, the State has not been able to avail the benefits of the scheme so far.
Therefore, as per the Clause 5(i) of the Operational Guidelines of the scheme, it is decided to extend additional State subsidy to supplement the CFA which will ensure successful adoption of solar rooftop systems across urban and rural households in Odisha.
The scheme is intended to achieve the following benefits :—
* Providing free/low cost & clean electricity to 3 lakh households across the State.
* Accelerate solar adoption by reducing financial contribution of beneficiaries through additional State subsidies.
* Contribution towards carbon neutrality
* More RE capacity addition to the State
* Contribute towards Renewable Purchase Obligation (RPO)
* Cross subsidization quantum will be reduced & hence cost effective tariff
The scheme will cover solarization of three lakh residential households in the State. State Financial Assistance (SFA) of Rs. 25,000 for 1st and 2nd kW each and Rs. 10,000 for 3rd kW per 2 Beneficiaries will be eligible to avail the SFA from the date of launch of the scheme, i.e. the 13th February 2024. The existing subsidy under Bhubaneswar Green City Mission will be subsumed under the new SFA. Further, in line with CFA, the additional assistance will also be extended to Group Housing Societies (GHS)/ Residential Welfare Associations (RWAs) for common facilities including EV charging up to 500 kW @ 3kW per household). However, the SFA will be equivalent to CFA, i.e. Rs. 18,000 per kW capped at 3kW per households in such cases.
The scheme will be implemented by the DISCOMs in their respective area of jurisdiction under the direct supervision of Energy Department, Government of Odisha. The interested consumers can avail the benefits of the scheme by applying directly in the dedicated National Portal, https://www.pmsuryaghar.gov.in/.
The total State subsidy of Rs. 1,800 Cr. is proposed to be spent over a period from FY 2024- 25 to FY 2026-27. The entire project cost will be met from the State Budget.Yearwise requirement of the funds along with targeted households to be covered is indicated below :—
