ORDER

Whereas, the National e-Governance Plan (NeGP) of the Government of India aims to make all Government services accessible to the common man in his locality, through common services delivery outlets and ensure efficiency, transparency and reliability of such services at affordable costs to realise the basic needs of the common man;

And whereas, the Government of Puducherry desires to create a mechanism to deliver public services by utilising the network of the Common Services Centres;

And whereas, the State Government is implementing State Portal (SP), State Service Delivery Gateway (SSDG) and Electronic Forms Project;

And whereas, State Portal, State Service Delivery Gateway and Electronic Forms Project entails delivery of the services through Common Services Centres (CSCs) by leveraging the common infrastructure [State Wide Area Network (SWAN), State Data Centre (SDC), etc.] and develop the applications and infrastructure required for deployment of State Portal and State Service Delivery Gateway (SSDG) for the State which will enable citizens to download forms and submit their applications electronically through a common gateway;

And whereas, this initiative facilitating Electronic Service Delivery will provide significant benefits to the citizens especially in the form of a single gateway to citizen for service delivery;

And whereas, State Portal, State Service Delivery Gateway and Electronic Forms Project will enable citizen to fill the form either online or offline at Common Services Centres and submit it electronically to the concerned office of the concerned department. While the submitted e-Form will be routed through State Service Delivery Gateway (SSDG) to the respective field office of the concerned department responsible for providing that particular service, State Portal (SP) will give information about the services and would host all the e-Forms.

And therefore, it is hereby notified that public services which are mentioned below would be delivered electronically to the citizens through Common Services Centres (CSCs), State Portal (SP) along with State Service Delivery Gateway (SSDG), with effect from 11-2-2013:

Lieutenant-Governor of Puducherry, is pleased to allow the Life Insurance Corporation of India to consolidate, with the prior approval of the Secretary to Government (Revenue), Government of Puducherry, the stamp duty chargeable on the insurance policies to be issued by the aforesaid Corporation and to deposit the consolidated amount in the Government Treasuries not less than the amount of stamp duty paid during the previous corresponding quarter, in advance, under the head of account "0030-Stamps and Registration Fees–02–Stamps-Non-Judicial-102-Sale of Stamps" and to endorse each insurance policy, after depositing the consolidated fee with the words " C o n s o l i d a t e d S t a m p D u t y " paid vide Notification No. 8600/ASR/C.3/2006-07(P.F-I), dated 6-2-2013 of Government of Puducherry', in case of issue of insurance policies by the Mahe Branch of the Life Insurance Corporation of India.

GOVERNMENT OF PUDUCHERRY Now, therefore, by virtue of the authority delegated vide G. O. Ms. No. 20/9/Lab./L, dated 23-5-1991 of the Labour Department, Puducherry to exercise the powers conferred by clause (d) of sub-section (1) of section 10 of the Industrial Disputes Act, 1947 (Central Act XIV of 1947), it is hereby directed by Secretary to Government (Labour) that the said dispute be referred to the Industrial Tribunal, Puducherry for adjudication. The Industrial Tribunal, Puducherry shall submit the award within 3 months from the date of issue of reference as stipulated under sub-section (2-A) of section 10 of the Industrial Disputes Act, 1947 and in accordance with rule 10-B of the Industrial Disputes (Central) Rules, 1957. The party raising the dispute shall file a statement of claim complete with relevant documents, list of reliance and witnesses to the Industrial Tribunal, Puducherry within 15 days of the receipt of the order of reference and also forward a copy of such statement to each one of the opposite parties involved in the dispute.

ORDER

The Lieutenant-Governor, Puducherry is pleased to direct that 5,317 number of posts transferred by virtue of the Government orders listed in Annexure from Plan Head of Account of the respective departments into their Non-Plan Head of Account during the current financial year and operated up to the date of issue of this order under their Non-Plan Head of Account shall be deemed to have been kept and operated under the Plan Head of Account of the respective departments of Government of Puducherry.

2. Sanction of the Lieutenant-Governor is also hereby accorded that the expenditure in respect of the said posts hitherto operated under Non-Plan Head of Account shall henceforth be incurred, continued and operated under Plan Head of Account of the respective departments from the period of issue of the said Government Orders indicated in Annexure to till the date of issue of this Government Order as so directed above.

3. The salary and other expenses so far incurred in connection with operation of the posts mentioned above under Non-Plan Head of Account for the period till the date of issue of this order shall be met only under the Plan Head of Account and such amount of salary and other expenses shall be liable for adjustment in consultation with the Directorate of Accounts and Treasuries, Puducherry and its branch offices located in the outlying regions.

Whereas, the Lieutenant-Governor, Puducherry has by notification vide G.O. 3. Each shop/establishment should file a return at the end of each of spell exemption specifying the number of workmen engaged beyond normal working hours and on their weekly holiday and enclosing proof for payment of extra wages for the hours/days so employed.
