NOTIFICATION
The Lieutenant-Governor, Puducherry is pleased to approve the proposal for inclusion of the new scheme component "Grant of subsidy to freshwater/brackish water fish farmers for undertaking Litopenaeus vannamei Culture for implementation in the Union territory of Puducherry" under the scheme "Development of Fresh Water Aquaculture and setting up of Aquarium, Ornamental Fish Breeding Centre 2008" in the notification issued vide G.O. Ms. No. 8/Fy, dated 28-3-2008 of the Chief Secretariat (Fisheries), Government of Puducherry and published in

the Gazette of Puducherry and for the said purpose, the Lieutenant-Governor
hereby notifies the rules for the grant of subsidy to freshwater/brackish
water fish farmers undertaking "Litopenaeus vannamei Culture for
implementation in the Union territory of Puducherry under the scheme
"Development of Fresh Water Aquaculture and setting up of Aquarium,
Ornamental Fish Breeding Centre 2008" as detailed in the Annexure.
2. This issues with the concurrence of the Finance Department,
Puducherry vide their U.O. No. 3922/2014-15/F4, dated 26-3-2015.

ANNEXURE
GUIDELINES FOR THE NEW SCHEME COMPONENT
GRANT OF SUBSIDY TO FRESH WATER/BRACKISH WATER
FISH FARMERS UNDERTAKING" "LITOPENAEUS VANNAMEI
CULTURE" FOR IMPLEMENTATION IN THE UNION TERRITORY
OF PUDUCHERRY UNDER THE SCHEME "DEVELOPMENT OF
FRESH WATER AQUACULTURE AND SETTING UP OF
AQUARIUM, ORNAMENTAL FISH BREEDING CENTRE 2008".
1. Short title, extent and commencement.— (i) These rules may be
called "Grant of subsidy to fresh water/brackish water fish farmers for
undertaking Litopenaeus vannamei Culture' in the Union territory of
Puducherry 2015".
(ii) They shall extend to the whole of the Union territory of
Puducherry.
(iii) They shall come into force on and from the date of its
publication in the official gazette.
2. Objective.— The objective of the scheme is to augment food
production by way of practicing specific pathogen free prawn
"Litopenaeus vannamei Culture" in fresh water/brackish water bodies
to get more benefit.

3. Scope.— Assistance by way of subsidy shall be made to the fish
farmers for the purchase of required inputs such as prawn seeds, manure,
feed, etc.
4. Eligibility.— (i) The applicant shall be in possession of suitable
water bodies for prawn culture in Union territory of Puducherry.
(ii) The applicant should submit sufficient proof of possession of
water bodies, viz., either by absolute ownership or on lease.
(iii) The applicant must be a resident of Union territory of
Puducherry and shall enclose a certificate from the Revenue Authorities
to that effect.
(iv) The farmers should possess a valid licence issued by the
Coastal Aquaculture Authority for undertaking brackish water aquaculture.
(v) The farmers should possess licence issued by the State
Fisheries Department for undertaking fresh water "Litopenaeus
vannamei Culture" and strictly follow the guidelines issued by the
Government from time to time.
5. Target group.— Fish farmers of Union territory of Puducherry
fulfilling the eligibility criteria.
6. Application for benefitting under the scheme component.—
The application in Form–1 shall be had from the Pondicherry State
Fishermen Co-operative Federation Limited, Puducherry/The Karaikal
Fishermen Co-operative Marketing Union Limited, Karaikal/The Assistant
Director of Fisheries and Fishermen Welfare, Mahe/The Assistant Director
of Fisheries and Fishermen Welfare, Yanam of the respective regions. The
filled-in application along with relevant documents should be submitted
to the scheme implementing officers within the prescribed period as
notified from time to time.
7. Methodology of selection.— Completed application in the
prescribed form received will be scruitinised by the District Level Team
constituted vide G.O. Ms. No. 36/2011(Fisheries), dated 1-11-2011 and
with due recommendations, the applications will be forwarded to the
selection committee constituted under clause 8 for selection of eligible
applicants for grant of assistance under this scheme.

The selection committee identifies the eligible applicants among the
recommended cases and shall forward their recommendations thereon to
the Department of Fisheries and Fishermen Welfare for grant of assistance
under this scheme.

9. Pattern of assistance.— The subsidy for undertaking
"Litopenaeus vannamei Culture" at t h e r a t e o f ` 1 0 , 0 0 0 ( R u p e e s
ten thousand only) per acre restricted to 3 acres per fish farmer per year.
10. Mode of payment.— The payment of subsidy amount to the
eligible farmers will be made through ECS.
11. Interpretation and clarification.— If any doubt arises with
regard to the implementation of any provision of this scheme and
implementation thereof, the matter shall be referred to the Director of
Fisheries and Fishermen Welfare, Puducherry whose decision thereon
shall be final and binding on all parties of dispute.
