ORDER UNDER SECTION 144 of Cr. P.C.
Whereas, the Deputy Director (Public Health), Puducherry has laid information that a child named Master Rithick, S/o. Vaidyanathan (3 years 9 months old) resident of Keezhasathamangalampet, near Ariyur, Puducherry died due to Japanese Encephalitis on 1-8-2015. He further stated that another fever case also reported from the same area and since pigs are considered as amplifying host to Jananese Encephalitis virus, the pigs rearing has to be controlled/banned;

sources that roaming of pigs in the region under the control of my jurisdiction has
caused health hazards to the public, obstruction to the movement of vehicles and
danger to human life, health and safety. These pigs are the sources/amplification
host for viral infections and health related issues, apart from causing road accidents
and putting safety of elderly people and small chidren at stake;
And whereas, I am satisfied that roaming of pigs will cause unhygienic
atmosphere, threat to public health and safety and endangering human life.
Therefore to safeguard the public, and to prevent any untoward incident an
immediate action is required for curtailing these activities in the locality;
And whereas, it has been observed by the undersigned that the Commissioners
of Commune Panchayats of Bahour, Villianur, Nettapakkam and Mannadipet have
been entrusted with the responsibility of keeping good sanitary condition and
preventing roaming of pigs in the locality;
Now, therefore, I, S. Rajamanickam, Subdivisional Magistrate (South), in
exercise of powers vested upon me under section 144 of Cr.P.C. do hereby prohibit
the roaming of pigs in the public places in the region under the control of my
subdivision for a period of two months from the date of this order.
