NOTIFICATION
In supersession of the "Rules for the Grant of Financial Assistance under the Kulavilakku Scheme, 2000" issued vide G.O. Ms. No. 4/2001- Wel(SW-IV), dated 30-1-2001 and "Rules for the Grant of Financial Assistance under Aravanaippu Scheme, 2000" issued vide G.O. Ms. No. 5/2001- Wel(SW-IV), dated 30-1-2001 and both published in Part-II of the Extraor dinar y No . 3 o f the Official Gazette of Puducherry, dated 31st January 2001, save as respects things done or omitted to have been done before supersession, the Lieutenant-Governor, Puducherry is pleased

to approve the proposal for the Grant of Financial Assistance to the Pregnant Women and the Lactating Mothers during prenatal and postnatal period and for the said purpose hereby notifies the following rules, namely "Grant of Financial Assistance to the Pregnant Women and the Lactating Mothers (Kulavilakku-Aravanaippu) Scheme in the Union territory of Puducherry Rules, 2015", as appended to this notification.
3. This issues with the concurrence of the Finance Department,
vide their U.O. No. 2129/F5/A2, dated 3-9-2015.

GRANT OF FINANCIAL ASSISTANCE TO THE PREGNANT
WOMEN AND LACTATING MOTHERS (KULAVILAKKU-
ARAVANAIPPU) IN THE UNION TERRITORY OF PUDUCHERRY
RULES, 2015
1. Short title, extent and commencement.— (i) These rules may be called the "Grant of Financial Assistance to the Pregnant Women and Lactating Mothers (Kulavilakku - Aravanaippu) in the Union territory of Puducherry Rules, 2015".
(ii) They shall extend to the whole of the Union territory of
Puducherry.
(iii) They shall come into force from the date of their publication
in the official gazette.
2. Definitions.— In these rules, unless the context otherwise
requires,—
(i) "Director" means the Director, Department of Women and
Child Development;
(ii) "Government" means the Administrator of the Union territory of Puducherry appointed by the President of India under Article 239
of the Constitution of India;

(iii) "Pregnant Woman" means a female member, whose state of
conception is confirmed by the issue of a certificate by an
authorised Medical Officer of the Government of Puducherry;
(iv) "Child" means a child born on or after notification of the
rules in official gazette, whose birth has been confirmed by the
authorised Medical Officer of the Government of Puducherry or a
birth registration certificate issued by the registration authority of
Government of Puducherry;
(v) "Applicant" means the pregnant woman who is applying for
the above-mentioned financial assistance.
3. Objectives.— The objective of the scheme is to help economically
the pregnant women to ensure proper health care to themselves during
the pregnancy period as well as after the delivery. The scheme aims at
additional nutrition not only the mother care but also promoting the
welfare of the infants for the healthy beginning of such newly born
babies. The scheme is also aimed at inculcating awareness among the
parents to understand the welfare of the pregnant women and proper
childhood care which shapes children's future settlement in life.
4. Eligibility.— (i) Either the pregnant woman or the spouse
should belong to the Union territory of Puducherry by virtue of birth
or shall be a resident for a period not less than five years preceding the
date of application.
(ii) The beneficiary shall belong to a household whose annual
income shall not exceed ` 75,000 and as prescribed by the Government
from time to time.
(iii) The financial assistance shall be made available to a family
for one child birth only.
(iv) The family shall adapt small family norms, that is, shall have
only two children.
(v) The financial assistance shall be made available to a family
either for the first child or second child.
(vi) The age of the pregnant woman shall be above 18 years.

5. Amount of assistance.— (i) The prenatal assistance shall be
made available for three months prior to the month of delivery @ ` 1,000
per month.
(ii) The postnatal assistance shall be made available for three
months from the month of the delivery of child @ ` 1,000 per month.
6. Mode of applying.— (i) The application in the prescribed form
appended to these rules shall be submitted to the Director of Women
and Child Development in Puducherry region, the Child Development
Project Officer in Karaikal region and Welfare Officers in Mahe and
Yanam regions with the certificate of Multipurpose Women Development
Co-ordinator/Anganwadi Worker, Anganwadi Centre of the relevant
jurisdiction as in Form-3.
(ii) The application shall be accompanied by a medical certificate
as in Form-1 appended to these rules obtained from the Authorised
Medical Officer such as Medical Superintendent of Maternity Hospital,
Medical Officer incharge of Primary Health Centre/Dispensary Sub-centre
or any other peripheral Maternity/Health Centre recognized by the
Union territory of Puducherry confirming the pregnancy.
(iii) The application shall also be accompanied by residence and
income certificate as in Form-2 appended to these rules issued by
a n o f f i c e r o f th e R e v e n u e D e p a r t me n t n o t b el o w t h e r a n k o f
Deputy Tahsildar
(iv) The applicant shall inform the department in writing within
30 days of delivery of the child, enclosing the birth certificate in original
for the purpose of postnatal assistance.
7. Time limit to apply.— (i) Application shall be submitted for
the grant of assistance only at the fifth month of pregnancy.
(ii) Intimation about the delivery of the child shall be made
immediately as specified under rule 6(iv) above.
(iii) Relaxation may be made by the competent authority in
deserving cases.

8. Competent authority for selection of beneficiaries.— The
Director of Women and Child Development in Puducherry region, the
Child Development Project Officer, Karaikal and the Welfare Officers in
Mahe and Yanam regions shall be the competent authorities for selection
of beneficiaries under these rules.
9. Procedure for payment.— (i) On being satisfied that the
applicant has fulfilled all the conditions prescribed under these rules
and on sanction being accorded for the purpose by the Government,
payment shall be made by the Director in Puducherry region, the Child
Development Project Officer in Karaikal region and the Welfare Officers
in Mahe and Yanam regions, out of the funds made available for
implementation of the scheme in the Union territory of Puducherry.
(ii) Register shall be maintained by the concerned officer.
Necessary entries and other details shall be recorded about the receipt
of assistance from the Government and payments made under proper
acquittance in the presence of a witness.
(iii) The officers in the outlying regions who are authorized to
make payments under these rules shall forward to the Directorate of
Women and Child Development an extract of the entries made during
the previous months in the register maintained as required under
sub-rule (ii) above so as to facilitate to furnish quarterly reports to the
Government as required.
(iv) In case of death of the mother, the amount will be paid to the
father/guardian in the case of living child after delivery.
