Whereas, a report was received from the Station House Officer, Karaikal Town Police Station, vide their I.R.No. 19/2015, dated 3-10-2015 under section 144 (i) (ii) and (iii) Cr. P.C stating that you have been indulging in serious offences like organized gang war and extortion and thereby became a perennial source of threat to the community and disturbance to the public tranquility;
Whereas, the report reveals that you have involved in cases of following nature as listed out by the Station House Officer, Karaikal Town Police Station:-

1 484/2012, under sections 147,148,302 of A case registered on complaint from I.P.C. r/w. 3(2) (V) of SC/ST Act S.Vetriselvam, S/o. Settu, 70, Amirtha of Nagore Police Station. Nagar,Tsunami Quarters, Vannankarai, Nagore on that on 5-11-2012 @ 1 8 . 3 0 hrs. t h a t t h e o n s e t o f g a n g r i v a l r y b e t we e n g a n g s o f o n e Rangaiyan and Anbu, the deceased was murdered on 5-11-2012 @ 18.30 hrs.
2 90/2013, under sections 147,450,459, A case was registered on complaint filed 332, 342, IPC, r/w.149 of IPC and 27 by the Assistant Superintendent of of Arms Act and 120(B) IPC @ 147,449, Special Sub-Jail,Yanam, that the accused 342,332,506, (II) 27 of Arms Act, dated person A.11, Siva @ Karai Siva @ 29-8-2013 of the Yanam Police Station, Sivanesan, S/o. Pandian, aged 27/15 Puducherry. ga th er ed in assembly with o ther s with common object and entered the Yanam Sub-Jail at 05.20 hrs. on 29-8-2013 b y s c a l i n g o v e r t h e b a c k s i d e compound wa ll along with knife, petrol can and chilly p o wd e r wi t h p r ep ar atio n to co mmit m u r d e r o f one of the convicted in mate, namely Murder Manikandan, while such an attemp t wa s fo iled , meanwhile one of the jail duty Warden was tied with rope and his mouth was plastered to wrongful confinement. All accused were arrested and a case is undertrial in the Hon'ble Judicial Magistrate C o u r t , Ya n a m , P u d u c h e r r y, v i d e PRC. No. 01/2014.
3 06/2014, under section 25(1) Arms Was arrested in suspicious circumstances Act, dated 7-1-2014 of Karaikal Town on 7-1-2014 in possession of one sickle Police Station. hidden on his back in the public place with intention to commit cognizable o ff en ce l i ke c au s in g hu r t ag ai ns t human body, case pending before H o n ' b l e J u d i c i a l M a g i s t r a t e - I I Court, Karaikal vide CC. No. 51/2014.
4 41 0/20 15 , under sections 5 (l) (a) (b ) Was arrested on 9-8-2015 at 23.00 hrs. and 25(l) (a) (lb) (e) of Indian Arms in the Thiruvarur -Nagapattinam by- Ac t, 1 9 5 9 dated 10-8-2015 of the pass road while the accused Siva @ Thiruvarur Police Station,Tamil Nadu. investigation.)PART-I ] LA GAZETTE DE L'ETAT 565 And whereas, it is apprehended that you will continue to indulge in serious offences like organized gang war extortion and thereby become a perennial source of threat to the community and disturbance to the public peace and order.
Such situation cannot be handled effectively by taking recourse to usual procedures contemp lated b y law. Hence , it is necessar y that special p ro visio n under section 144 (i) (ii) and (iii) Cr. P.C is invoked to take action against you to prevent imminent danger to the lives and properties of the citizen and uphold public peace and order;
And whereas, I am satisfied that based on the information placed before me and other facts which are broughtout through enquiry report placed by the Station House Officer, Town Police Station, Karaikal, if allowed to be free handed, your free movement within the Karaikal district would cause fear and apprehension in the minds of general public;
And whereas, while you wer e summoned to this court on 9-10-2 015 at 3.30 p.m. and enquired on the cases registered on you at various police stations of Karaikal, Nagore and Thiruvarur, your depositions could not prove your innocence as you pleaded before this court;
And whereas, in my opinion, it has been made to appear to me that there are sufficient grounds for proceeding against you under section 144 (i), (ii) & (iii) of Cr. P.C.;
I do hereby order you not to enter the entire region of Karaikal district which is under the jurisdiction of this court, for a period of two months.
This order will remain in force for two months from 9-10-2015 (6.00 p.m) to 8-12-2015 (6.00 p.m.).
