Whereas, all the skill development courses must confirm to the National Skill Qualification Framework (NSQF) notified in the Extraordinary Gazette of India Part 1, section 2 on 27-12-2013 which provides for transition of all training/educational programmes/ courses so as to be National Skill Qualification Framework (NSQF) compliant.

NOTIFICATION

In partial modification of the Order No. 5075/ DCS&CA/RTI/2008-2016/1503, dated 22-1-2008 of Department of Civil Supplies and Consumer Affairs, the Secretary (CS&CA), Puducherry is pleased to designate with immediate effect, the following officers as Public Information Officer under section 5 of the Right to Information Act, 2005 for the Public Sector Undertaking i.e., Puducherry Agro Products, Food and Civil Supplies Corporation under the control of Department of Civil Supplies and Consumer Affairs, Puducherry as mentioned below to change the First Appellate Authority and the Public Information Officer already notified vide the Government Order of even No. 5075/DCS&CA/RTI/2008-2016/1503, dated 22-1-2008, namely:-

"In the said order, for Serial Number VIII and the entry relating thereto, the following shall be substituted, namely:-

Whereas, immediately upon the notification of the NSQF (i.e., 27-12-2013) (a) all other frameworks, including the NVEQF (National Vocational Educational Qualification Framework) released by the Ministry of Humen Resource Development, would cease to exist and would be superseded by the NSQF (b) NSQF compliant training/educational programmes/courses would be entitled to receive Government funding on a preferential basis.

Whereas, after the third anniversary date of the notification of the NSQF (i.e., 27-12-2013), (a) Government funding would not be available for any training/educational programme/course which is not NSQF-compliant.

(b) all Government-funded training and educational institutions shall define eligibility criteria for admission to various courses in terms of NSQF levels.

(c) the recruitment rules of the Government of India and the public sector enterprises of the Central Government shall be amended to define eligibility criteria for positions in terms of NSQF levels.

(d) State Government shall be encouraged to amend their recruitment rules as well as those of their public sector enterprises to define eligibility criteria for all positions in terms of NSQF levels.

Whereas, after the fifth anniversary date of the notification of the NSQF (i.e., 27-12-2013) (a) It shall be mandatory for all training/educational programmes/ courses to be NSQF-complaint (b) all training and educational institutions shall define eligibility criteria for admission to various courses in terms of NSQF levels.

The State Level Core Committee may invite any training provider/Institutes/Institution/any organization providing skills to the learners and other such experts and stake holders as it may consider necessary.

And whereas, all the training providers empanelled/ approved by the various Ministries/Departments of the Government of India/State Governments/National Skill Development Agency/National Skill Development Corporation/Sector Skill Councils would need to comply with the requirement of the National Skill Qualification Framework (NSQF) and failure to do so would lead to their delisting by the concerned empanelling/approving authority.

Now, therefore, the Lieutenant-Governor, Puducherry is hereby pleased to constitute a State Level Core Committee for implementation of NSQF and to bring about uniformity and standardization among the various skill development schemes/training programme of various departments in the Union territory of Puducherry as follow:

1. To ensure smooth implementation of NSQF in the Union territory of Puducherry in coordination with NSDA & NSDC as per the implementation schedule notified by Ministry of Finance, Government of India vide notification, dated 27-12-2013.

In respect of the I.A.S. / P.C.S. officers who join the Administration of Union territory of Puducherry on transfer and are allotted accommodation in the Government Guest-house, Indira Nagar, Puducherry due to nonavailability of Government Accommodation, the house rent allowance of the concerned officer shall be deducted from their salary by the Drawing and Disbursing Officer in lieu of the rent payable and debit it into the relevant Head of Account of the Directorate of the Information and Publicity, The copy of the receipt/challan for remittance of rent shall be sent to the Directorate of Information and Publicity for record.
