NOTIFICATION
Issued under Section 338 and 339 of Pondicherry Municipalities Act, 1973
The Boulevard area of Pondicherry Municipality covers the Goubert Street (East), Sardar Vallabhbhai Patel Street (North), Anna Salai (West) and Subbaiya Salai (South). The Boulevard area is a planned city of Puducherry, with straight roads and the important Tourism attraction, comprising of
(i) Promenade Beach Road
(ii) Bharathy Park
(iii) Botanical Garden
(iv) Port Parking Area
(v) All Public Municipal Market Places, etc., LA GAZETTE DE L'ETAT [ PART-I 1930 1930 2. In recent days the Boulevard Area is always crowded with people and vehicles during most of the time, due to inflow and outflow of men and materials.
3. Though, the Animal Birth Control Programme for stray dogs is being conducted regularly, the stray dog menace and stray dog bite cases were also increase drastically in the recent days due to–
(i) filthing public places
(ii) indiscriminately feeding of stray dogs and
(iii) garbage on public places.
4. Dog Licensing is mandatory as per Pondicherry Municipality Act, (1973). 5. The stray dogs within Boulevard area, leads to–
(i) nuisances to public
(ii) spreading of zoonotic diseases
(iii) threat to the life of public
(iv) traffic disturbance leading to traumatic injuries and death.
6. In exercise of the powers conferred under sections 338 and 339 of the Pondicherry Municipalities Act, 1973 and read with G.O. Ms. No. 34/LAS/A4/2015, dated 25-3-2015, the Designated Officer, representing the Pondicherry Municipal Council, hereby approve and declare the abovesaid places as Filth Free Zone and identify the places where the stray dogs can be feed in consultation with the local residence.
7. To keep the Boulevard area neat and clean, this notification is issued restricting filthing and regularizing the feeding of stray dogs. Any violation of this notification is noticed, the appropriate action will be taken against defaulter under section 449 of this Municipalities Act, 1973 in force.
