NOTIFICATION
The Lieutenant-Governor, Puducherry is pleased to approve the following guidelines for implementation of "Project on Expansion of Lab facility in milk chilling dairy plant at Pondicherry Co-operative Dairy (PONLAIT)" in the Union territory of Puducherry under the Scheme "Rashtriya Krishi Vikas Yojana", as appended to this Order ` 50 lakhs has been allocated by Government of Puducherry under RKVY vide G.O. Rt. No. 69/Ag., dated 31-3-2017.

Guidelines for Implementation of
"Expansion of Lab Facility in Milk Chilling Dairy Plant Project"
Under Rashtriya Krishi Vikas Yojana (RKVY)
A. Short title, extent and commencement.— (1) The project shall be called "RKVY - Expansion of Lab facility in milk chilling/dairy plant, PONLAIT".
(2) It shall extend to the PCMPU Limited No.P.1 (for brevity
PONLAIT) in Puducherry region.
(3) It shall come into force with immediate effect.
B. Objectives.— (1) To procure milk from Primary Milk producers' Co-operative Societies/Bulk Milk Coolers/Co-operative Dairies with high quality and without any adulteration.
(2) To make remunerative payment to the milk producers based
on the quality and encourage them in clean milk production.
(3) To supply of milk and milk products to consumers as per
the standards prescribed by FSSAI Act.
C. Scope.— (1) This project will be implemented under the Rashtriya Krishi Vikas Yojana (RKVY) by availing 100% Assistance from Government of India.
(2) The expansion of lab facility in milk chilling/dairy plant will be carried out in the Pondicherry Co-operative Milk Producers' Union Limited, No.P.1 (PONLAIT) under this project.
D. Implementing agency.— (1) The Pondicherry Co-operative Milk Producers' Union Limited (PONLAIT) is the implementing agency of the project.
(2) This project will be implemented by PONLAIT thro the
Co-operative Department, Government of Puducherry.
E. Methodology of implementation.— (1) The equipments and its accessories required for expansion of lab facility in milk chilling/dairy plant of PONLAIT will be identified and the specification for each type of equipments will be framed and the number of equipments required will be worked out in consultation with RIVER, Puducherry.

(2) Action plan will be worked out with defined time-limits to purchase, install and commissioning of equipments as per project components to achieve the objectives and as per the expenditures sanction accorded by the Government.
(3) After the execution of projects, the statement of accounts along with bills/vouchers in original will be submitted to the Nodal Officer, RKVY for preparing the Utilization Certificate.
F. Mode of purchase.— (1) A separate Purchase Committee will be constituted with the following Members in respect of purchasing equipments under this project.
(a) The Managing Director, PONLAIT .. Chairman
(b) The General Manager (Administration), .. Member
PONLAIT.
(c) The General Manager (Purchase), PONLAIT .. Member
(d) The Manager (Dairy Plant and QA), PONLAIT .. Member-
Secretary.
(e) Professor of Dairy Development, RIVER or
his representative.
(2) The equipments under this project will be purchased through two part tender namely technical and price bids by calling e-tender system.
(3) The Purchase Committee constituted under this project will
scrutinise, sanction and approve the purchase of equipments.
(4) The Purchase Committee will ascertain the equipments installation and commissioning for fulfillment of the project components and recommend releasing the project fund as per the tender conditions.
G. Pattern of Assistance.— (1) The Pattern of funding would be
on 100% grant.
(2) The total cost of the project is ` 50 lakhs is sanctioned vide G.O. Rt. No. 69/Ag., dated 31-3-2017 of Chief Secretary (Agriculture) towards implementation of the RKVY project.
H. Monitoring of the Project.— (1) A system of submitting monthly progress reports indicating parameters of monitoring in terms of physical and financial targets and achievements shall be furnished periodically in pro forma as prescribed by the Government to the Nodal Officer of RKVY.

(2) The Project Monitoring Committee (PMC) may be set up with
the following officials to ensure implementation of project as per the
approved guidelines.
(a) The Additional Director of Agriculture (T&V) .. Chairman
-cum-Nodal Officer, RKVY, Puducherry.
(b) The Dairy Development Officer, .. Member
Co-operative Department.
(c) The Managing Director, PONLAIT .. Member-
Secretary.
(3) The PMC shall monitor the project activities being carried out
in time bound manner an achieving the objectives of the project.
(4) The project accounts of the implementing agency shall be
subject to audit by the agency.
I. Inspection and Maintenance Coverage.— The inspection of
installation and commissioning of lab equipments covered under this
project will be made by Managers and Lab Technicians working in
PONLAIT to ensure strengthening of infrastructure for expansion of lab
facility in milk chilling/dairy plant at PONLAIT. The annual maintenance
of equipments will be covered by the manufacturers and suppliers.
J. Interpretation and clarification.— In the implementation of the
project, if, any doubt arises with regard to the interpretation of any of
the provisions of the guidelines or if, any point requires clarification,
the matter shall be referred to the Registrar of Co-operative Societies
and the decision of the Registrar of Co-operative Societies shall be final.
2. This has the concurrence of the Finance Department vide their
I.D. No. 2264/FC/FD/F5/A2/2017, dated 25-10-2017.
