2. Powers of the Committee:
In pursuance to the Order No. Q-13016/01/2016- VMC(Pt.), dated 30-1-2018 issued by Government of India, Ministry of Rural Development, Department of Rural Development (Vigilance and Monitoring Cell) and in supersession of all earlier notifications constituting District Level Vigilance and Monitoring Committee, Hon'ble Lieutenant-Governor, Puducherry, is pleased to constitute the "District Development Coordination and Monitoring Committee (DISHA Committee)" for Puducherry District in the Union territory of Puducherry with the following composition:-
This Committee will have Coordination and Monitoring powers. Its role is to remove obstacles to timely completion of approved projects. It will have powers in seeking effective follow-up of issues raised during the deliberations. The Member-Secretary will be responsible for the timely follow-up on recommendations.

GOVERNMENT OF PUDUCHERRY CHIEF SECRETARIAT (RURAL DEVELOPMENT) (i) Ensure that all programmes are implemented in accordance with the guidelines.
(G.O. Ms. No. 13, Puducherry, dated 15th June 2018)
(ii) Facilitate Coordinated solution to remove constrain of any kind.
(iii) Guide the implementing agencies about all the national programmes and how they can be leveraged for transformation of the District. (iv) Monitor all time bound National initiatives for universal coverage.
(v) Address implementation constrains to improve designs of approved programmes or to make mid-course corrections.
(vi) Look into complaints/alleged irregularities received in respect of the implementation of programmes, including complaints of wrong selection of beneficiaries, misappropriation/ diversion of funds and recommend follow-up action.
(vii) Closely review the flow funds including the funds allocated, funds released by both Centre and State, utilization and unspent balances under each Scheme.
(viii) The Committee will sit at least once in three months. The Member-Secretary will ensure that the agenda, date and time of the meeting is communicated to the Members at least a week before the date of the meeting.
4. The meetings of the District Development Coordination and Monitoring Committee (DISHA Committee) should be held at least once every quarter, after giving sufficient notice to the Hon'ble MPs/ MLAs and all other Members. In the absence of designated Chairperson, Co-Chairperson should preside over the meeting.
5. The Non-Official Members of DISHA Committee should be entitled for reimbursement of the expenditure on local travel within the District for attending the meetings as applicable to Group-A Officers of the Union Territory.
6. This issues with the concurrence of the Finance Department vide their I.D. Note No. l265/FC/F4/A3/ 2018-19, dated 25-5-2018.
