1. T h e sealed t e n d e r s should be addressed to the Director, Department of Art and Culture, Puducherry duly superscribing on the envelope as "Tender for purchase of old unused steel furniture items of RRL" and it should reach this Office on or before 10.30 a.m. on 20-12-2018. The tenders will be opened at 4.00 p.m. on the same day in the presence of the tenderers, if any, of them in the office of the undersigned.

2. The intending tenderers can inspect the above items during office hours on any working days but, on or before the tender date at Romain Rolland Library, Puducherry with the prior permission of the undersigned.

3. The tender will be awarded to the highest tenderer on the spot. The tender quoted should be on per items basis and not on weight basis.

4. Along with the tenders, a copy of any of the following self-attested documents should be submitted by the tenderers:

(a) Valid Family Ration Card/Smart Card;

(b) Valid GIT Certificate;

5. The intending tenderers should deposit a sum of ` 2,000 (Rupees two thousand only) as earnest money deposit to the Cashier, Department of Art and Culture, Puducherry, before submitting their tenders. Without earnest money deposit the tender will summarily be rejected.

GOVERNMENT OF PUDUCHERRY 6. The earnest money deposit of the unsuccessful tenderers will be returned immediately after the tender sale is over, whereas the earnest money deposit of the successful tenderer will be returned after the official process is completed in all respect.

7. GST will be charged extra as per the rate applicable at the time of tender sale.

TENDER NOTICE

Public are hereby informed that old unused steel furniture items belonging to the Romain Rolland Library and other Government Branch Libraries of Puducherry, kept at the premises of Romain Rolland Library, Puducherry will be disposed off in as-is-where- is condition by tender sale on 20-12-2018 at 4.00 p.m. will be admitted once the tender sale is over.

9. The tenders offered after the due date and time will be rejected.

10. If, any/all participant(s) misbehave, during the tender process, the tenderer(s) will be removed from the place of tender sale, also their/his/her tender(s) will be rejected and the earnest money deposit will be forfeited.

AUCTION-CUM-TENDER NOTICE Sealed tenders are invited by the Medical Superintendent, E.S.I. Hospital, Gorimedu, Puducherry for the lease of usufructs at E.S.I. Hospital Campus, Gorimedu, Puducherry. The details of usufructs and the duration of lease period of the lease of usufructs are given in the Annexure enclosed.

2. The rate for above usufructs should be quoted for all trees in a lot.

3. The tenders in sealed cover superscribing as "Tender for lease of usufructs" should be addressed to the Medical Superintendent, E.S.I. Hospital, Gorimedu, Puducherry and sent to this office on or before 27-12-2018 (Thursday) at 10.45 a.m. The tenders will be opened on the same day at 11.00 a.m. in the presence of the tenderers who are present at that time. If, the day for opening the tender happens to be a public holiday for any reason, the tenders will be received and opened by the same time on the next working day.

4. Based o n the highest q uoting on the sealed tender, the open auction will be conducted at 11.15 a.m. on 27-12-2018 (Thursday).

5. The intending tenderers should deposit an amount of ` 2,000 (Rupees two thousand only) in cash as earnest money deposit with this office while submitting the tenders.

6. The earnest money deposit of the nsuccessful tenderers will be refunded immediately after the tender is finalised.

7. Tenders received after the due date and time will be rejected.

8. The undersigned reserves the right to accept or reject any tender without assigning any reason thereof.

9. The successful tenderer should pay the full amount of bid immediately and the usufructs will be maintained at his own risk and expenses.

10. Sales tax at the rate applicable will be collected extra.

11. The usufructs trees can be inspected during office hours on any working day of this office.

12. No claim about the quantity/quality of the items will be entertained after opening the tenders.

2. The intending bidders are requested to visit https://www.eauction.gov.in website for registering/creating profile for participating in the e-auction. The tender details and terms and conditions may also be visited at https://www.py.gov.in for reference only.

e-Auction Parameters

(a) The intending bidders shall offer their bids per kg. and it will commence on the date and time given above.

(b) The intending bidder who desires to participate in the e-auction shall furnish the following certificates through online from 21-12-2018–3.00 p.m. to 26-12-2018 up to 3.00 p.m. After verification of the documents, the bidders are admitted to participate in the Live e-Auction.

The registered bidder shall be required to upload scanned copy of Demand Draft (DD) alongwith necessary documents before 26-12-2018 with closing time of 3.00 p.m.

(d) Inspection of items

: Starts From 20-12-2018 between 10.00 a.m. and 5.00 p.m. and ends on 21-12-2018 up to 1.00 p.m. 3. All the intending bidders are compulsorily required to possess Digital Signature Certificate. A training class for the participating bidders shall be imparted at e-Procurement Cell at the Chief Secretariat, Puducherry, if needed.

4. The intending bidders shall offer their bids only through online.

5. For this purpose, the intending bidders who satisfy all the conditions will use password, user name and alter-name to maintain their confidentiality. The intending bidder can enter his/her bid from any place at the time and date notified above by having access to e-auction site in the internet through his/her password and user name. The identity of the bidder will be kept confidential and bid amount alone will be displayed.

6. The e-auction will be conducted through online in English.

7. The bidders should take into account any corrigendum published on the tender document before submitting their bids.

8. The bidder can participate in the e-auction process only after verification of required documents and enrolment as bidders by this Directorate.

9. The Director of Stationery and Printing, Puducherry, may accept the highest amount quoted. Award of the e-auction will be intimated to the successful bidder after finalization.

10. The bid security of the unsuccessful bidders will be refunded immediately after the e-auction is over.

11. After completion, the successful bidder should pay 25% of the bid value as earnest money deposit (EMD) immediately and the remaining amount in next working day before 11.30 a.m. If, the highest bidder fails to pay the remaining amount as mentioned, the earnest money deposit will be liable to be forfeited. The highest bidder will also be required to clear/remove the scraps within 48 hours at his own risk from the date of receipt of clearance order from the competent authority.

12. The successful tenderer should pay the cost of the articles including applicable GST. TDS for GST @2% will be deducted of the auction amount exceeds ` 2,50,000. The GSTIN Number of this Directorate is "GSTIN 34AAAGD133H1Z3".

13. Lifting and transportation of the materials shall be the responsibility of the bidder at his/her own cost and risk, taking all safety precautions.

14. The materials will have to be removed on "as-is-where-is and Clean Sweep Basis" at the bidder's own cost and expenses.

15. This Directorate will not be in any way held responsible for the safe custody or any loss of the sold articles. Once the tender is finalized, no claim on the quantity and quality of the materials will be entertained.

16. In case of any dispute arising from the said sale, the decision of the undersigned will be the final.

17. The time schedule of e-auction is indicated for ready reference.
