NOTIFICATION
The Lieutenant-Governor, Puducherry, hereby makes the following bye-laws further to amend the rules relating to the composition of the Management Committee for the Armed Forces Flag Day Funds and the en ha nc emen t o f th e fi n an ci al a s si st an ce to E x- se r v i ce me n an d their families r egistered in the Depar tment of Sainik Welfare, Government of Puducherry issued vide Notification in G.O. Ms. No. 49, dated 28th September, 2012 of the Home Department, Government of Puducherry and published in Part-II, No. 37, dated 3rd October, 2012 of the Extraordinary Gazette of Puducherry, namely:—

1. Short title and commencement.—(i) These bye-laws may be
called "The Management Committee for Armed Forces Flag Day Funds
(Amendment) Bye-laws, 2020".
(ii) They shall come into force with immediate effect.
2. Amendment of clause 3.—In the Management Committee for
Armed Forces Flag Day Funds Bye-laws (hereinafter referred to as the
said bye-laws), for the existing clause (3), the following shall be
substituted, namely:—
"3. Composition of Management Committee For Armed Forces
Flag Day Funds.—The Management Committee of Armed Forces Flag
Day Funds is an Apex Body of the Department of Sainik Welfare, which
formulates policies for resettlement, rehabilitation and welfare of
Ex-servicemen and their families. The Management Committee shall have
the following composition :—
Chairman . . Hon'ble Chief Minister, Puducherry
Vice-Chairman . . Hon'ble Minister (Sainik Welfare),
Puducherry.
Official Members . . (1) Chief Secretary to Government,
Puducherry.
(2) Secretary to Government, Sainik
Welfare, Puducherry.
(3) GOC-in-C Southern Command,
Head Quarters ATNK and K Area,
Chennai or his representative.
(5) Collector, Puducherry
(6) Collector, Karaikal

Non-Official Members . . Four Ex-Servicemen having interest in the (four Ex-servicemen and welfare of the Ex-servicemen nominated two Prominent Citizens). by the Government of Puducherry from Puducherry/Karaikal/Mahe/and Yanam regions.
Two Prominent Citizens, Ex-service Officer residing in the Union territory of Puducherry nominated by the Government of Puducherry.
Co-opted Members . . (1) Secretary to Government of India, Department of Ex-servicemen Welfare, New Delhi or his representative.
(2) Director-General Resettlement,
New Delhi or his representative.
(3) Secretary, Kendriya Sainik Board,
New Delhi or his representative.
(4) Secretaries to Government, Departments of Industries, Labour and Finance, Puducherry or their representatives.
(5) Director, Resettlement Zone (South), Pune or his representative.
(6) Director, Ex-servicemen Contributory Health Schemes, Central Organization, Ex-servicemen Contributory Health Schemes, Delhi Cantt-10 or his representative.
4. Amendment of Clause 10(1).—In the said Bye-laws, in clause 10(1), for the existing words "First Vice-Chairman", the words "Vice-Chairman" shall be substituted.

5. Amendment of Clause 28.—In the said Bye-laws, in clause 28,
for the existing clause, the following shall be substituted, namely:–
"28. Ex-servicemen who have completed the age of 60 years and above on the date of the issue of Festival grant to Ex-servicemen/widows preceding 31st March and all widows of Ex-servicemen irrespective of their age shall be issued with Festival Grant between the month of November and January of every year for the purchase of clothing and other provisions. The amount as decided by the Management Committee is to be credited in the beneficiary's Bank Account through RTGS/ NEFT."
5. Amendment of Annexure-A.— In the said Bye-laws, for the
existing Annexure-A, the following shall be substituted, namely:–

to all Ex-servicemen/widows.
4 Demise grant On demise of Ex-servicemen, 12,000
widow/next of kin of the Ex-servicemen are entitled.
On demise of widows of 10,000 Ex-servicemen eligible next of kin i.e., son, daughter, etc.

5 Cash grant in lieu of On demise of Ex-servicemen/ 10,000
sewing machine. Widows are eligible for cash grant for immediate rehabilitation.
6 Spectacle grant Ex-servicemen/Widows 2,000
(Non-ECHS members).
7 Hearing aid Ex-servicemen/Widows 8,000
(Non-ECHS members).
8 Denture grant Ex-servicemen/Widows 20,000
(Non-ECHS members).
9 Spot assistance Ex-servicemen/Widows due 25,000
to severe injury in road or fire accident or mishaps including natural calamities.
10 Relief during natural Compensation to the extent 40,000
calamities. of actual cost of damage or a maximum of ` 40,000 due to natural calamities (those Ex-servicemen/Widows d r a w i n g s u b s i s t e n c e allowance and living in thatched house, subject to spot verification by the Director).
11 Learning driving Unemployed Ex-servicemen 4,000
(LMV/HMV). (within three years after discharge from service) are eligible ` 4,000 or actual cost of fees.
12 Cash incentive for acquiring Unemployed Ex-servicemen 20,000
B.Ed.,/B.P.Ed. or Teacher (within three years after Training Certificate. discharge from service) are eligible ` 20,000 or actual cost of fees.
